1.0 INTRODUCTON This is a Monthly Progress Report (MPR), for the month of September 2014 which outlines of the project progress of Six laning of Panipat – Jalandhar Section of NH-1 from km 96.000 to km 387.100 (length -291.10km) in the State of Haryana and Punjab being executed as BOT (Toll) project on DBFO Pattern under NHDP Phase V. The chapters including introduction are appended in the report as below:Chapter 2: Project Background. This chapter describes the project need, its geographical location and a short description of the project Reaches. Chapter 3: Executive Summary, which summarizes the overall progress of the project phases and describes the progress on development period activities, pre-construction activities, construction activities & relocation of Toll plazas. Chapter 4: Salient Features of the Project, providing the name, pattern, parties address and also gives the dates of important events occurred and stipulated dates of the project, including EPC cost.
Chapter 5: Scope of the Project, which comprises a detailed Scope of the Road and Structures of the project. It also gives % of item of works of the project. A Line diagram of each Reach is enclosed for the project information. Chapter 6: EPC Contractor’s Work Program, which consists of detailed Payment Schedule of construction, deployment of Machinery, Material, Monthly target for Major works & including the key Personal chart of Soma. Chapter 7: Right of Way, Utilities, Trees, ROBs & Applicable Permits. This summarises the progress of development period activities.
Chapter 8: EPC Setup & Resources. This chapter covers the detailed progress of mobilization of plant and equipment, site camps, manpower and construction schedule. It also summaries the present status of design and drawings of Road, Bridge and other structures.

PROJECT BACKGROUND The Need The Government of India recognizes that the expansion and development of efficient road network is one of the pre-requisites for country's economic progress. Over the years, roads have emerged as preferred mode of transport in India and statistics suggest that highways carry 60% of freight and 80% of passenger traffic. The traffic on National Highways is estimated to grow @ 8 to 10% per annum in the coming years. The National Highways Authority of India (NHAI) has been entrusted with the development, maintenance and management of such of the National Highways. Under National Highways Development Program (NHDP) Phase-V Program, the Government has decided to convert some of the existing four lane highways into six lane highways and these projects are to be executed by private entrepreneurs as BOT (Toll) on Design, Build, Finance and Operate (DBFO) pattern.

The Project Under NHDP Phase-V Program, A Concession Agreement has been entered on 9th May, 2008 between the National Highways Authority of India, as the “Authority” and Soma-Isolux NH One Tollway Private Limited, as the “Concessionaire” for the Project of Six laning of PanipatJalandhar Section of NH-1 from 96.000 to Km 387.100 (length 291.1 Km) in the States of Haryana and Punjab, to be executed as BOT (Toll) on DBFO Pattern. The Concessionaire has been made responsible for surveys, design, design validation, financing, procurement, construction, commissioning, operation and maintenance of the Project assets at its own risk including toll collection during construction and concession period (from Appointed Date). Concession Period is 15 years and Appointed Date is 11 May 2009. The Project Road, Panipat-Jalandhar Section of NH-1 from Km 96.000 to Km 387.100 is 291.1 Km long. First 116.161 Kms fall under Haryana while the remaining 174.939 kms fall under Punjab and was upgraded to four lanes in the last decade. Project Highway is connected/intersected by four National Highways and also crossed by railway lines at nine locations. In addition there are 570 junctions with other major and minor roads on the Project Highway. The new six lane facility would have liberal provision of service roads (567.61 Kms. Long), major bridges (19 on MCW & 10 on service road) and minor bridges (11 on MCW & 97 on service road), flyovers 71 Nos., ROB 9 No.s, underpass (44 vehicular and 55 pedestrian), exit/entry vehicle ramps 112 Nos. etc. for controlling the access to the maximum extent possible. Detailed salient features of the Project as per CA’s Schedules are given in Chapter 5.

Six laning of Panipat Jalandhar Section of NH-1 M/s. Louis Berger Group, Inc. is appointed as Independent Engineer. M/s. Soma Enterprises Pvt. Ltd. is EPC Contractor. EPC Contract, valued Rs. 37798.6, Million is executed on 11 December 2008. Date of Completion (COD) of the Project is 08 November 2011. Detailed administrative details of the Project are given in Chapter 13. For construction purpose the Project Road is divided in to five following Reaches.

The Project Site The site for Six-laning is extended from km 96.000 to km 387.100 of National Highway No. 1 in the state of Haryana and Punjab. The Right of Way (ROW) comprise the land, building, structures and road works. A figure of Location Map is appended.

The Project Geography & Location The Project Highway is a prestigious, high traffic density National Highway emanating from Delhi, Passing through Haryana and Punjab. Besides the same it is the main access for Chandigarh, Himachal Pradesh, and Jammu & Kashmir. The project highway passes through four districts of Haryana i.e. Panipat, Karnal, KuruKshetra, Ambala and five districts of Punjab i.e. Patiala, Fatehgarh Sahib, Ludhiana, Jalandhar and Kapurthala. Besides the same, it also passes through the large industrial areas of Mandi Gobindgarh and Phagwara. Project Highway is connected / intersected by National Highway NH-65 (Ambala – Hisar), NH-22 (Ambala – Chandigarh – Shimla), NH-64 (Rajpura – Bhatinda) and NH-95 (Ludhiana – Ferozpur). Besides the same, there are 570 major and minor bituminous roads joining the project highway.

EXECUTIVE SUMMARY General
Soma-Isolux as a JV of Concessionaire has undertaken the work of Construction, Operation and Maintenance of 6-laning of Panipat to Jalandhar section (291.1 Km) of National Highway No.1 on BOT (Toll) basis and DBFO Pattern. Due to rapid increase of traffic on this section, the Govt. of India entrusted National Highway Authority of India (NHAI) to Develop and Upgrade the present existing 4- lanes facility to 6 lanes with controlled access. NH1 is the oldest Highway of India (about 400 yrs old) and presently one of the heavily traffic corridor among all NH. This corridor of NH1 is passing through India’s two best economic growth states i.e. Haryana and Punjab and connects 4 more states namely, Uttar Pradesh, Himachal Pradesh, Jammu and Kashmir and Uttaranchal and 1 International Border with Pakistan. The scope of work of Six laning is to construct an additional 3.5 m bituminous lane with 2.0m paved shoulder on either side of existing 4 laned roads and also to provide 5.5-7.0 m wide service road on both sides existing road for catering local traffic. The total numbers of structures is about 510. The Project Highway is to be designed and to be constructed in accordance with Indian standard. The Construction period is 30 months and the Maintenance period is 15 years starting from date of appointment 11th May 2009. The total cost of the project has been worked out which is about 4518 Crore. As per the Agreement with NHAI, the SPV has to spend 25% in 12 months, 65% in 24 months and 100% in 30 months of the total cost of the Project. To achieve the above milestone, M/s Soma Isolux NH One Tollway Pvt. Ltd. has engaged M/s ICI & Soma Enterprise as EPC Contractor for completing the work of Engineering, Procurement and Construction of the Project Highway at the cost of Rs. 3779 Crore and within above stipulated period. th

3.2.1 Land Availability Status Presently 99.68% land is available and remaining 0.3% land has encumbrance/yet to be acquired. The forest land was with and without trees. The 4.36 hectares of Defense land though acquired is still encumbered and not available for carrying out the works.

3.2.2 Procurement of approval of Applicable Permits The Concessionaire has already applied to all concerned Departments for approval and some of them have been procured. A detailed status is given in Chapter 7. 3.2.3 Shifting of obstructing utilities 3.2.3.1 LT Lines Shifting: a. Haryana: - Shifting of LT Lines in Haryana Section has been started and 100.00% of shifting is done so far. b. Punjab: - Shifting of LT Lines in Punjab Section has been started and 99.27% of shifting is done so far. 3.2.3.2 HT Lines shifting:a. Haryana: - The work of shifting is in progress and 75% of shifting is done so far. b. Six laning of Panipat Jalandhar Section of NH-1 Sewerage Lines shifting: c. Haryana:-All Estimates except 01 is approved and in sanctioned locations shifting are in progress. d. Punjab: - The estimation of sewerage lines in Punjab is cleared by the department and NHAI has to deposit the supervision charges to the department. In the meantime shifting is in progress at some locations. A detailed is appended in the Chapter 7.
3.2.4 Felling Trees The Felling of trees has been completed 100% in both Haryana and Punjab. Detail is given in the Chapter 7. 3.2.5 Land Acquisition For Six laning; The 3 (G) & (H) for Land of acquisition completed in Haryana & Punjab and for Entry/Exit the 3 (G) & (H) has also been notified for both Haryana & Punjab. The Details is given in Chapter 7. 3.2.6 Railway’s approval on GAD of proposed ROB The Concessionaire has submitted the revised GAD to Railway Authority for all 8 locations. 07 No’s of GADs have been approved as conveyed vide Letter no. 11061/NHAI/AMB/2249, dated 03.10.2011. Further remaining 01 No. of GAD have been approved vide letter no. 11061/NHAI/AMB/1350, dated 20.06.2012. Later, Railway conveyed their disapproval for 4 locations citing design issues. GAD’s need to be revised before design submission for these locations. All GAD’s for 4 locations have been submitted afresh. Work has been completed in the ROB at KM 352+700 by reduction of median width. 3.2.7 Removal of Encroachment The notice for removal is issued to parties and hearing with NHAI and the parties has also been done. The issues are being discussed with the Authorities in each district and these shall be removed progressively. Further action in next month is also anticipated.
3.3
Status of Pre-Construction Period Activities
3.3.1 Submission of requisite documents The Concessionaire has already submitted all the requisite documents to IE for their review. 3.3.2 Site Establishment 3.3.2.1 Construction of Reach Site Camp Offices The construction of site camps has been completed 100%. A detailed status is given in Chapter 8. 3.3.2.2 Functioning of Site Laboratory The site laboratories of all reaches are 100 % complete with all required day to day testing facility.

Erection of Plants and Yards
Plants:-The erection of plant and equipment has been completed up to 100%. Pre-cast casting yards: - The beds for casting girder in casting yards have been completed & casting of girders has been achieved 100 %, i.e. 1555 out of 1555. Detail appended in Chapter 8. 3.3.3
Mobilization of Construction Machines & Equipments The EPC Contractor has mobilized all required machines as per their work programme. Reach wise status of Plant and Machinery is appended at Chapter 8.

Submission of Design and Drawing
The design of road work has been completed up to 100% and structural drawings work for bridges and flyovers etc. has been completed up to 99%. Construction Constrains: - Construction activities are affected on account of the following.

Delay in Land acquisition Process. Delay in shifting of Utility Delay in removing Encroachment.
Relocation of Toll Plaza:
As per Supreme Court order, Concessionaire is eligible to relocate the Toll plaza at Km 146 to anywhere in between Km 110 to Km 117, in consultation with NHAI and NHAI has to provide all necessary approvals and land within 2 months time from the date of Court order i.e. 2 months from 17th April 2014.
Supreme Court vide Clarificatory order dated 24th April 2014 stated that the Toll Plaza at Km 212 has already been shifted to Km 211 was an inadvertent factual error and mentioned that the toll plaza is yet to be shifted. Concessionaire vide letter dated 3rd May 2014 requested NHAI for allowing to start Toll operation at Km 211.
Work is completed for commencement of Toll Plaza at Km 211, notification is awaited.
Authority vide letter dated 23rd July 2014 forwarded the copy of Gazette Notification dated 10th July 2014 vide which Toll Plaza @ Km 146.400 stands shifted to Km 111+483 as per Orders of Hon’ble Supreme Court.
Construction of new Toll plaza at Km 111.483 has commenced on 30th July 2014 and is in progress.
