The Consumer Committee of the Boston EMA HIV Health Services Planning Council presents its 2012-2013 Year-End Report

I. INTRODUCTION A. Committee Charge The Consumer Committee is one of the Planning Council’s standing committees. The Planning Council’s bylaws state the charge to the committee at Section 6.4.6: “The Consumer Committee shall ensure that people living with HIV and/or AIDS are empowered, supported, and encouraged to work on the full range of activities that the Planning Council undertakes in the execution of its mandate, by: A) Fostering and developing consumer leadership; B) Working with the Executive Committee to ensure that at least one Consumer is on each Planning Council committee; C) Informing the Planning Council on issues from a consumer perspective, as needed; and D) Ensuring that diverse consumer input and participation are included in all Planning Council and committee activities.”

II.

WORK OF THE COMMITTEE

C. Work of the Committee Consumer Committee is unique among the Planning Council committees in that it has no assigned membership, and its leadership is not selected by the Planning Council Chair. Instead, all Planning Council members are welcome to attend Consumer Committee meetings. The Chair and Vice-Chair are elected by the Consumer Committee members at their first meeting. The Consumer Committee meets for ninety minutes before each Planning Council meeting. The Consumer Committee acts as a place for Planning Council members to preview Planning Council presentations, and obtain additional training on Planning Council related topics. This Committee also provides people living with HIV a place to share their personal and community experience as it relates to Planning Council issues. In other words, members are encouraged to share any information from other groups or communities that may have an impact on the decisions made by the Planning Council. The Consumer Committee is also a less formal setting that allows new members to become acclimated with the Planning Council, in addition to being a space for networking between Council members.

III.

SUMMARY OF PROGRAMS AND ACTIVITIES

During this past year, the Consumer Committee carried out the following activities and programs:

A. Consumer Reimbursement Program Consumer members of the Planning Council are eligible for reimbursement for certain expenses associated with their participation in Council. These expenses include: childcare, parking, and travel. A total of nine consumers have participated in this program during the 2011-2012 term.

B. Consumer Laptop Program (CLP) The Consumer Laptop Program (CLP) provides laptop computers and technical assistance to consumer members of the Planning Council upon request. The CLP aims to provide an equal level of information access for all Planning Council members in addition to improving the line of communication between the Planning Council, PCS, and BPHC. The CLP currently consists of seven (7) laptop computers, all of which were loaned to current Planning Council consumers for the 2012-2013 term.

C. Community Spotlight The Community Spotlight has been an integral part of the Consumer Committee meetings, since the 2009-2010 term. The main purpose of the Community Spotlight is to better familiarize Council members with one another, and encourage members to take leadership roles in the Council. It is a way for members to learn about an individual member’s impact within the HIV environment and how those experiences make an impact on the Planning Council level. The Community Spotlight is also a forum for committee members to gain an understanding of other consumer and community members experiences. D. Consumer Committee Trainings & Special Educational Presentations Following the recommendations of the 2011-2012 Consumer Committee trainings were integrated into the Consumer Committee meetings for 2012-2013. The overall purpose of the trainings was to provide supplemental information about Council topics and to further enhance useful skills for all Planning Council members. In addition, educational presentations on special topics were given by outside speakers. The following is the breakdown of the trainings and presentations offered during the 2012-2013 Consumer Committee meetings.        

E. Consumer Committee Meetings 

Thursday, October 11, 2012 - Boston Common Hotel and Conference Center The meeting included a review of the committee work plan and recommendations from the 2011-2012 term. The group had a discussion on the election of the committee’s Chair and Vice Chair, leadership responsibilities and committee charge. The group was introduced to the Community Spotlight.



Thursday, November 8, 2012 - Boston Common Hotel and Conference Center Dr. Anita Barry, Director – Infectious Disease Bureau, BPHC gave a presentation on Hepatitis C. The group brainstormed possible educational topics and presenters.



Thursday, December 13, 2012 - Boston Common Hotel and Conference Center Presentation on FY11 Annual Outcomes Report by Mira Levinson & Diana Zuskov, JSI. Michael Goldrosen, BPHC gave a presentation on the New HRSA Financial Eligibility for Services Requirement.



Thursday, January 10, 2013 - Boston Common Hotel and Conference Center The Community Spotlight featured Planning Council member, Linda Spinner. Presentation on HIV and Aging with Dr. Sean Cahill, The Fenway Institute.



Thursday, February 14, 2013 - Boston Common Hotel and Conference Center The meeting included a presentation on HIV in Prisons with Dr. David Stone, Tufts medical Center and the Lemuel Shattuck Hospital. The Community Spotlight featured greg-eugene Sullivan, Planning Council member.



Thursday, March 14, 2013 - Boston Common Hotel and Conference Center The Community Spotlight featured David Hawkesworth, Planning Council member. Sandra Broughton, MassCARE, MA Department of Public Health gave a presentation on Youth and HIV.



Thursday, April 18, 2013 - Boston Common Hotel and Conference Center The meeting included a training on Presentation Skills Mark Forry, BPHC. The committee reviewed the workplan for the rest of the year.



Thursday, May 9, 2013 - Boston Common Hotel and Conference Center The committee had a continued discussion on HIV and Prisons with Eduardo Nettle and Bernadette Green. The committee started review of its Year End Report and had a discussion on recommendations for next Consumer Committee 2012-2013 term.



Thursday, June 13, 2013 - Boston Common Hotel and Conference Center Training on how to find HIV Health Data Online. Reviewed and finalized the committee’s Year End Report and presentation for Council.



Thursday, June 27, 2013 - Boston Common Hotel and Conference Center Reviewed the committee’s presentation to Council and Final Year End Report. 5

IV. RECOMMENDATIONS A. Recommendations to the 2013-2014 Consumer Committee The Consumer Committee would like to make the following recommendations to the 2013-2014 Consumer Committee:  Keep Consumer Spotlight presentations on the agenda and include spotlights from service providers  Select educational topics and trainings of the committee’s choice  Promote committee involvement and attendance

B. Suggestions for 2013-2014 Presentation Topics The Consumer Committee would like to make the following suggestions for the 2013-2014 Consumer Committee on topics for educational presentations. These can be reviewed and prioritized by next term’s Committee.            

HIV in Prisons – Dr. Stone & DPH Peer Support (availability of services) HIV and Aging with respect to lipodystrophy and neuropathy HIV Stigma Holistic and Comparative Therapy Community Health Centers and HIV providers The DPH Spectrum Project Drug Medication update Part A legislation and budget update National Quality Center presentation HIV and the VA federal level Training on Public Speaking(including role playing)

C. Recommendations for the 2013-2014 Planning Council  

Evaluation of the new Planning Council Location Create a Membership Committee and develop new outreach material
