Causes of deforestation - globally • Burning or clear felling for settlement, short term agriculture, cattle ranching (60%) • Clearing of forest for commercial agriculture plantations or mining (16%) • Felling of trees for firewood, over 2 billion people (8%) • Commercial exploitation of timber (6%) • Infrastructure construction, eg. roads, power plants (1%) • Natural disturbances eg. fires, droughts, hurricanes

Causes of deforestation/forest degradation - nationally •

What are the main causes of deforestation and/or forest degradation?



Deforestation and degradation occur mainly in the State Forest Estate where logging, mining and agricultural activity co-exist, as well as in the forests on Amerindian and other private lands. Deforestation is driven by four principal factors, namely:



1) the targeted harvesting of a limited number of prime commercial species, with little emphasis being placed by the loggers on efficiencies or harvesting of a broader range of species,



2) the clearing of forested areas for mining.



3) the conversion of forested areas to allow for agricultural activities,



4) infrastructure development such as roads. A limited amount of clearing is also done for the construction of housing and illegal logging activities.

Consequences of deforestation/degradation • Loss of biodiversity (species, endemics, genetics, habitats, ecosystems) • Declining quantity and quality of forest products • Loss of soil fertility due to acceleration of soil erosion and run off; land degradation • Disruption of watershed stability • Increase in global atmospheric temperatures (Greenhouse Effect) – Trees are lungs of the earth • Change in climate dynamics • Loss of cultural assets and knowledge • Loss of livelihoods for forest dependent groups

Current Initiative with the World Bank • World Bank – FCPF launched in 2007 • Assist countries to build capacity to undertake REDD activities • Test a program for “performance-based incentive projects” • REDD activities must provide tangible support for indigenous and forest dependent communities • RPIN – Readiness Plan Idea Note approved • Guyana is one of 14 countries that has been approved for the next step: – RPLAN – Readiness Plan (to provide more details on plans for preparation to take advantage of a REDD initiative)

Assessing suitable methodology for forest carbon stock assessment. Establishing a baseline (to inform reference emission level and possible future project emissions level) Developing a mechanism of monitoring and accounting for forest carbon stock fluxes. Implement activities to enable a state of readiness to benefit from a carbon financing mechanism suitable for Guyana.

How does it all fit? •

Climate change is occurring.



Forests have a major role to play in controlling climate change



Any carbon financing mechanism will require some basic requirement to be in place. These are being planned for and are being executed.



Communities play an important role as owners of and operators/users in forest areas.



SFM practices are important to be complied with, to allow for Guyana to target appropriate benefits from a carbon financing scheme.



All levels of stakeholders must be involved in this national process.

Outline of Presentation In presenting the activities of the REDD initiative which Guyana would be implementing, the representatives of the GFC, primarily Commissioner Singh addressed the following:

o

A brief background into forestry in Guyana, pointing out that forests in Amerindian reservations are private forests. These communities have title over these resources but needs to be mindful of how this resource is used in order to guarantee a future livelihood for themselves and future generations.

o

Outlined that Amerindian communities can approach Government institutions (GFC) for help, e.g. in carrying out inventories of forests, but the Government cannot force these communities to follow their guidelines and policies with regards to forests.

o

Placed emphasis on the fact that the Government’s position on deforestation does not aim to remove the livelihoods/employment of people but instead intends on creating sustainable economic livelihoods.

o

Outlined the benefits of forests, from economic, social and ecological perspectives.

o

Gave an overview of the GHG effect and the process of climate change.

o

Presented the link between climate change, sustainable use of resources and the GFC’s SFM practices.

o

Explained the impacts of deforestation & degradation on the environment at global and national levels.

o

Gave an overview of the FCPF of the WB & the RPIN and subsequent RPLAN process.

o

Pointed to the fact that whilst logging communities may have the potential to supply forest products markets in excess of what is allowable, under SFM this is not recommended. Alternative economic opportunities (AEO) should be identified to take the place of these “lost” financial opportunities. These AEO would be decided upon by the community members.

o

Alluded to further upcoming REDD consultations that would be conducted by the GFC during which time, community members will present the AEO of their choice.

o

Outlined that communities members will be consulted on areas including alternative economic opportunities which they would consider feasible for them to implement once REDD activities were implemented.

o

Encouraged communities that their support is integral to the success of this initiative and that the communities and GFC must work in partnership for the implementation and future activities stemming from this project.

o

Clarified that GFC and the GoG would not impose activities on communities that would hamper the development of their respective communities.

o

Pointed out that regardless of any REDD scheme, the implementation of SFM will ultimately benefit the entire community.

General Comments, Clarifications and Requests made by Stakeholders In conducting the consultations in the various parts of the country, the general comments raised were: 1. The overall sentiment that was expressed by the communities was that there is significant interest and willingness to participate in the initiative. 2. Community members from several of the communities all indicated that they would require additional training in certain aspects of SFM. 3. Communities showed genuine interest in the concept of the alternative economic opportunities which the GFC outlined to them. 4. The primary concerns of some the residents was whether their use of the forests to support their livelihoods would be affected once REDD activities were implemented. 5. Community members from various locations enquired as to how these alternative economic opportunities would be funded, as well as facilitated.

Specific Comments raised by Stakeholders 1. Whether the GFC will continue to work along with the communities to understand the concept of sustainable forestry. 2. Apart from deforestation and forest degradation what are other sources of carbon emissions? 3. Will communities benefit directly from the REDD scheme? 4. How soon will Guyana start to receive carbon finance? 5. How will issues such as mining and other outsiders’ activities contributing to carbon emissions in this area be dealt with? 6. Will future consultation be conducted and further information provided? 7. What contributions will the GFC make towards capacity building? 8. Will there be a halt on existing forest activities (logging)? 9. Is there any system in place to facilitate community engagement in alternative economic activities? 10. What would happen to the existing forest concessions after the implementation of the REDD strategy. 11. What were the components of the RPlan and how these would impact on involvement by the community? 12. What would be the duration of the project? 13. Another resident enquired about alternative economic activities they could get involved in and how they would be funded.

The GFC was able to address these questions/clarifications to the satisfaction of the communities. The GFC also reminded communities that this was an information sharing phase and more detailed discussions would be done at a later stage.
