FROM THE CONFERENCE CHAIRS On behalf of NYACCE and the 2016 conference planning committee, we are excited to invite you to Albany for the 65th Annual NYACCE Conference “Change, Challenge & Opportunity”. We are also excited to offer two pre-conference sessions to you. These sessions are designed to help new managers, as well as seasoned staff. What challenges are you facing? Our veteran Adult Program Managers are here to help! Want to learn how to actively engage businesses in your programs? Then our pre-conference sessions are for you! Interested in the roles our programs will have as we transition under the WIOA regulations? Join us for a keynote presentation with New York State Department of Education, Deputy Commissioner Kevin Smith and Melinda Mack, Executive Director for New York Association of Employment and Training Professionals. As a conference attendee you will choose from more than 36 workshops, presentations, and panel discussions that will assist you in addressing the multiple needs of a very diverse student population; improving the capacity and quality of programming; and promoting collaborations and partnerships within your communities. The implementation of WIOA is an exciting opportunity for the education and workforce systems across the country to strengthen partnerships, increase local engagement of partners and employers, and to expand known best practices. Are you interested in how to develop meaningful and engaging partnerships with businesses? What does “Meaningful Business Engagement” mean? What does WIOA’s definition of “Career Pathways” mean for your program? Learn how you can prepare for a successful program under WIOA. Ms. Mack serves as a state-wide leader addressing the challenges facing all of us with the new WIOA regulations.

Workforce Part II Employer Engagement Presenters: Bob Trouskie, Director of Field Services Workforce Development Institute Vivian Benton, Director of Operations, Workforce Development Institute Adult Education program managers are gearing up to meet new requirements under the Workforce Innovations and Opportunities Act (WIOA). Program managers and staff will need to interact effectively with their local business community as they develop Integrated Education and Training programs and career pathways; and meet the demand to contribute to their local workforce development systems’ goals for Employer Engagement. Join this team of professionals from the Workforce Development Institute, who have specific expertise in this arena, as they share their experience and knowledge that will help adult educators take on this new and exciting challenge.

Track II New Program Managers Part I & II Program Manager Possibilities and Pitfalls Presenters: Adult Program Managers representative of Community Based Organizations, BOCES, and School Districts If you are a new adult education program manager, you are likely discovering that it’s a different world from K-12. Whether your background is in traditional education, private industry, government, or the not-for-profit environment, chances are you’re facing a new set of challenges and demanding learning curve, and perhaps feeling a little overwhelmed. Come join a panel of colleagues from a variety of provider-types including CBOs, BOCES, and school districts, who can point you toward the information and resources you need to be successful in your new role. Bring plenty of questions but leave your fear to ask them at the door…these panel members have “been there, done that” and survived to share their experiences with you – the next generation of program leaders.

SPECIAL SESSION: Join us Tuesday for a special address tailored for adult education professionals. Learn about the impact of WIOA on the NYS Adult Education system and the specifics of legislation and how you can prepare for program success moving forward.

New York State Adult Education & WIOA: Moving Forward KEVIN G. SMITH Mr. Smith currently serves as Deputy Commissioner of the New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES). ACCES includes responsibility for New York State’s Vocational Rehabilitation office which serves more than 12,000 individuals with disabilities who are seeking employment. Over 700 employees of NYSED are deployed across the state to provide direct human services and supports needed to address persistently low employment rates. In addition, ACCES oversees the Bureau of Proprietary School Supervision that licenses and monitors more than 400 non-degree post-secondary schools offering a full menu of career and beauty school programs; and the Adult Education Program and Policy office, which includes the distribution of dedicated federal and state resources and management of the High School Equivalency program. Prior to his service at NYSED, Mr. Smith served as Executive Director of Literacy New York, formerly known as Literacy Volunteers of America-New York, since 1982. Mr. Smith is a 1975 graduate of SUNY at Fredonia trained in Secondary Education/English. His accomplishments include: serving as a delegate to the 1991 White House Conference on Library Information and Services; member of the New York State Board of Regents Literacy Planning Committee; Chair of the State Literacy Council; member of the Adult Learning Services Council under two Commissioners of Education; Secretary of the National Commission on Adult Basic Education (COABE); New York Association Continuing/Community Education (NYACCE) Past-President; Lawrence Levin Professional Award winner; recipient of the Literacy Volunteers of America National Chair’s Award; and, formally served as a NYATEP board member.

MELINDA MACK Ms. Melinda Mack currently serves as Executive Director of the New York Association of Training and Employment Professionals (NYATEP). NYATEP is nationally recognized as a leading non-profit membership association in the field of workforce development. NYATEP partners with workforce boards, business organizations, education and training providers, economic development entities, organized labor, elected officials, and government agencies to promote the vitality of New York’s economy. Ms. Mack is committed to serve the education, economic development, and workforce fields and strengthen connections across the various sectors working to improve the educational and employment outcomes for New Yorkers. As the founding Director of Graduate NYC! — an ambitious initiative funded by the Bill & Melinda Gates Foundation to bring together the largest systems in the country, the City University of New York (CUNY), New York City public schools, New York City Mayor’s Office, and a range of external partners – Ms. Mack led efforts to create a sustainable action plan to dramatically improve college completion rates at CUNY in the next ten years. This included developing collaborations across a diverse set of partners in areas such as improving college readiness, K-12 and college academic alignment, communications to students and families, P-20 data sharing, and professional development for front-line staff, among other activites. Prior to joining Graduate NYC!, Ms. Mack was the Senior Vice President for the New York City Workforce Investment Board (WIB), which oversees federally funded workforce development programing in the largest workforce area in the country. While at the WIB, she oversaw the system’s advocacy agenda, created vital services such as NYC Labor Market Information Service, and helped improve practices across a range of jobseeker and business services. Ms. Mack earned a Bachelor of Arts degree from SUNY Buffalo, a Master of Regional Planning and a Master of Public Administration degree from SUNY.
