Ames, Iowa November 13, 2015 Introduction The purpose of this report is to provide the City of Ames, Iowa with comparative planning information for an indoor aquatic facility. The City is interested in developing an indoor recreational aquatic center, while the School District is planning a competition pool. Nine Options are developed and range from standalone competition pools to stand-alone recreation pools to combination competition and recreation facilities. Pool sizes, building sizes, capital costs and operating costs are developed for each of the nine Options. The purpose is not to give specific design criteria or develop an actual project cost, but only to develop information that allows a reasonable and fair financial comparison of the Options. A subsequent design process would then develop concept and schematic designs that identify the final facility size, the programs, the operational plan, and the actual cost data. Process The process for developing this indoor pool comparison report follows. As each Option is described, relevant criteria are identified to determine a building size for each Option. The largest capital cost is the building housing the pool facilities. Within each Option’s discussion, a text explanation of the pool items is given. This information is repeated in separate tables for each Option and in Summary Table A in the Appendix. The purpose for this repetition is to help clarify and identify the different Options and give the reader several reminders of the Option types (competition vs. recreation vs. combination facilities). Pool Sizes The pool sizes are either specific to competition needs or are based on planned activities, but are consistently used throughout the Options. The comparison process began by defining the appropriate water surface area for each pool. Competition water areas are based on specific course lengths and lane widths (50 meter, 25 meter, and 25 yard courses with 7 foot lanes). The recreation and therapy pool sizes are more flexible, but also are sized for suitable activities. The recreation pool provides space for a zero-depth entry, a current channel, a water play structure and connecting space using a maximum floor slope of 1V:15H (V for vertical and H for horizontal). For comparison purposes in this report, a pool size of 3,000 square feet is used, suitable for 150 patrons. A Ames, Iowa Pool Comparison

water slide is planned, but will land in a runout so it does not add to the water area. A therapy pool also depends on the planned programs and participant numbers. A pool size of 1,200 square feet is used, allowing 20 to 25 participants at a time. In addition to water sizes, each Option includes support space for restrooms, locker rooms, entry lobbies, equipment rooms, offices and other areas identified in Table A of the Appendix. The support spaces are sized based on the planned spaces from similar pool facilities. Support Information Table A in the Appendix develops the pool sizes for each Option in a spreadsheet. Following the pool sizes are the building spaces considered for the report. The pool sizes plus the pool deck plus the support areas yield the building sizes. Seating for 500 spectators creates an additional space requirement for the competition pool Options. Competition pools also need lockers for the athletes and wet/dry class areas. Swim meets also need areas for coaches and officials to meet and coordinate their work. The listed areas are based on review of several indoor aquatic facilities in the central portion of the United States. Table A in the Appendix details the building areas included for each Option. Options 1 and 2 focus on competition swimming and diving. Seating for 500 spectators is included in all except Options 3 and 4. Those two options focus on recreation thus have little need for spectator seating. Options 5 through 8 are combinations of Options 1, 2, 3, and 4. Option 9 includes a short course competition pool and a recreation pool. Building sizes range from 26,000 square feet for Option 4 to over 82,000 square feet for Option 5. Pool Water Temperatures Water temperature is important for the planned programs in each pool. Shown as degrees Fahrenheit (F), temperatures are specific for each activity. Competition swimming prefers water at 78 to 82 degrees F. The athletes cannot perform well or as safely in warm water. Recreation and exercise class patrons prefer water temperatures from 84 to 90 degrees F. Therapy activities require even warmer water at 90 to 95 degrees F. Arthritis therapy likes water at 95 degrees F, which is specific to those therapy patrons. What these different water temperatures mean for pool planning is the need for separate pools. Although temperatures can be increased and decreased for different programs, the time it would take would not be quick enough to be practical for a wide range of programs. Cool water for swim team practice is not suitable for most swim lessons and vice versa. Upper level swim lesson participants may be able to adapt to the cooler water, but experience tells us that younger patrons will experience discomfort resulting in less learning.

Pool Water Depths Water depths are as specific to pool use for specific activities as is the water temperature. Diving requires 12.5 feet for one meter springboards and more water depth for three-meter springboards or platform diving. Swim lessons need 18 to 42 inches of water. Competitive swimming wants 4 feet minimum for turns and 6 feet or more for racing starts. Recreation water depths range from 0 to 42 inches. Therapy water depths should start at 42 inches and go to 5 to 5.5 feet, depending on the program goals. The net result is that multiple pools are needed for a wide range of activities due to length, depth and water temperature needs. Capital Costs A reasonable resource for projecting construction costs is actual facility information. Capital costs are from published sources such as Aquatic International magazine and Athletic Business magazine, along with our direct business experience. Of the 45 referenced facilities, 15 are projects designed by Water’s Edge Aquatic Design. Refer to Table B in the Appendix for a summary of the referenced information. For this report we also reviewed our unit costs for capital and operation with Pat O’Toole (Greenplay) and Leon Younger (Pros Consulting). Their businesses help new facilities plan operations and develop business plans. Although our purpose is not planning an actual facility, the unit costs reflect what they see in the aquatic industry. In the design business, planning costs are developed as construction costs and project costs. Construction costs are what the contractor will bid and receive payment for as construction progresses. Project costs include construction costs plus design fees, a survey, material testing, geotechnical report, and FFE (fixtures, furnishings and equipment) costs. Capital costs developed for this report are based on sources for actual bid indoor pool projects in the central U.S. All the projects did not happen in the same year, so they were first indexed to year 2015 using Consumer Price Index values. Approximately half of the researched costs were construction costs only. A project cost factor of 1.15 was used to upgrade the sourced construction costs to project costs. An additional inflation rate of 2% per year for two years was then applied to yield year 2017 project costs. In this report a 5% amount was added as a contingency, thus creating the capital costs listed in Table A of the Appendix. Using the 2017 indexed project costs and dividing by each source’s building size created a unit cost per square foot of building (including the pool costs). Averaging the unit costs produced the recommended unit project cost of $315/square foot of building size (which includes the cost to build the pools) for each option. Land costs are not included with any of the Options. The School has available property at Ames High School for their planned facility and have offered the City land at this same site for the recreational aquatic center facilities. The City may have other land for their project.

A features cost is included in the capital costs for the Options for competition equipment and for water slides and play features for the appropriate Option. An allowance of $50,000 was used for competition equipment and an allowance of $200,000 was used for a water slide and a play structure. A few of the reviewed facilities include the following: Lawrence KS, Free State High School; Lee’s Summit MO, High School; Lenexa KS, Blue Valley High School; Gladstone MO, Community Center; Topeka KS, Capital Federal; Waukee IA, YMCA; Indianola IA, YMCA; Marshalltown IA, YMCA; Derby KS, Rock River Rapids; Ozark MO, Community Center; and Clinton MO, Community Center. Refer to Table B in the Appendix for a full list of resources used in this report. Operating Costs Identifying operating costs for indoor facilities can be challenging. Pools within schools and community centers do not always identify separate utility costs or even staff costs. Because pools are generally not thought of as profit centers, their operation accounting may not be comparable with other aquatic facilities. Some facilities may not include all staff costs. Others may receive water or power at no cost. Swim teams may not be charged for practice time, etc. Understanding the potential variance in operating costs encourages use of a range of costs for comparison of the nine options. Please refer to Table C for the operation cost projections used in this report. As with capital costs, unit costs per square foot of building are identified from several source projects, averaged and projected for a year 2017 basis. The recommended operating unit cost range is $12 to $22/square foot of building size as shown in Table C in the Appendix. Core operating costs should include administrative staffing, lifeguards, instructors, maintenance staff, utilities, chemicals, program equipment, repairs, cleaning supplies, insurance, and marketing. For comparison of the nine considered options, all expenses should be included. This may be not be consistent with current practices for the school or the City. A maintenance fund should also be considered, but this can be handled outside the typical operating cost comparisons. Owners may choose what is appropriate for their facility. As pools and natatoriums age, equipment and other items will deteriorate and need replacement. For example, pool coatings, pumps, chemical systems, roofing and dehumidification systems will need replacement or repair. Creating a maintenance fund or sinking fund is one method of building a cash reserve to help offset those expenditures. This item is not included in the operating unit cost comparison. Cost recovery experienced at existing facilities ranges from 40% to 90% and is very dependent on the pool programs, type of pool, and whether the natatorium is free standing or part of a full community center with dry activities. A free-standing pool will recover less of the expenditures than a full-service facility. Cost recovery will also be less for competition versus recreation pools. Table C also shows a range of cost recovery rates commonly used in feasibility planning for aquatic facilities. The lowest cost recovery range is 30% to 50% for Options 1 and 2, the stand-alone competition pools. The highest cost recovery range of 30 to 70% is used with Options 3 and 4, the stand alone recreation pools. Cost recoveries of more than 90% are possible if the programs and operation are received Ames, Iowa Pool Comparison

well in the community and they fill gaps from area service providers. The remaining Options use 30% to 60% as cost recovery for the combination Options of competition and recreation. These cost recovery rates are based on our three decades of aquatic experience, recommendations by other consultants, and a general understanding of potential aquatic operations. Warmer water encourages more cost recovery than cooler water. Recreation features reduce subsidy more than competition features. Showing a range in operating costs is appropriate considering the unknowns of how a specific facility will be operated, how programs will be priced, how expenses will be allocated and how the community will accept the facility. The Options Each Option is identified by the type of pool or pools being considered. A text discussion of the pool features follows for each option. Potential programs supported by these features are identified. Program limitations due to water depths or water temperature are noted. Tables for each Option also show the features and more specific data for the pools with each Option. The tabular data includes pool dimensions, pool water surface area, pool water volumes, likely pool water temperature ranges, pool water depths, and key activities, building size and cost data. Features and pool sizes for the nine considered options follow. Option 1 This Option includes a 50-meter (long course) competition pool, 75-feet wide with two moveable bulkheads. This configuration provides ten 7-foot wide long course lanes and two 2.5-foot wide buffer lanes. The pool width provides over twenty 25-yard (short course) lanes, primarily for practice. A movable bulkhead(s) was requested for the competition pools. The 50-meter pool could use two bulkheads to create two short course areas. The cost for the second bulkhead also comes with higher cost for a larger deck, pool basin and building. If only one bulkhead is used with Option 1 and the other Options that use the long course pool, capital cost savings of $300,000 to $400,000 could be realized. With two moveable bulkheads, the pool allows 50-meter, 25-yard or 25-meter competition. The bulkheads also allow two concurrent short course meets. If placed for 25-yard competition, the bulkheads create a space for two cool-down/warm-up lanes. Diving is also included with this Option. Springboard diving is included for two one-meter boards. The boards can be placed on the pool end or along one side. The diving clearances exceed National Federation of State High School Associations (NFHS), National Collegiate Athletic Association (NCAA), Federation Internationale De Natation (FINA), and US Diving criteria. Water treatment includes a 6-hour turnover, pressure sand filters with a surface loading rate of 10 gpm/sq ft, UV treatment, a surge tank, floor inlets, and chlorine/acid disinfection and pH control. Water depths range from 4 feet to 12.5 feet and preferred water temperatures range from 78 to 82 degrees Fahrenheit (F). Cool water for swim team practice is not suitable for most swim lessons and vice versa. Older age group swim lessons may be able to use the cooler water, but the young students will suffer from Ames, Iowa Pool Comparison

the colder water. Upper level swim lesson participants may be able to adapt to the cooler water, but experience tells us that younger patrons will experience discomfort resulting in less learning. Suitable activities range from swimming and diving training, competition, life guard training, SCUBA training, physical education classes, upper level swimming lessons, and exercise swimming to possible exercise classes. Relatively cold water temperatures and deep water depths will limit the classes and lessons. Support spaces for Option 1 include bleacher seating for 500 people, minimum deck space 15 feet wide, pool equipment room, locker rooms, restrooms, office space, storage area, athlete lockers, dry training deck area, wet classroom, data room, HVAC and dehumidification space, concession area, custodian room, and a lobby/entry area. Option 2 As with Option 1, this option is focused on competition activities. The planned pool is a so-called stretch pool. This pool is 30 meters long with a moveable bulkhead. This allows 25-yard or 25-meter competition. Both lengths provide short course options and offer a small area for cool-down or warmup activities. Diving is also included with Option 2. Springboard diving is included for two one-meter boards. The boards can be placed on the pool end or along one side. The diving clearances exceed NFSA, NCAA, FINA, and US Diving criteria. Option 3 Differing from Options 1 and 2, this Option focuses on recreational activities. Diving is not included with Option 3. Option 3 includes a 6 lane by 25 yard lap pool, a recreational pool with a current channel, and a therapy pool. The recreational pool includes a 0-depth entry, a current channel, spray features, and a shallow water play structure. The current channel is so-named as a smaller version of the popular outdoor lazy river. Approximately six to seven feet wide and 3.5 feet deep, the current channel is part of the recreation pool. The current channel length can vary depending on the recreational pool layout, but can be 75 feet to 100 feet. Several sprays along the zero depth area are included. No animation for the sprays are included. Some are in the shallow water and a few are in the deck along the pool gutter at the zero depth entry. A small interactive play structure is also part of the recreation pool. A budget of $200,000 is included in the cost projections for a slide and a play structure. Included in Option 3 is a body style water slide. A body slide does not require tubes for the riders, thus eliminates the need to handle and store the tubes. area and the building size. Water treatment includes a 6-hour turnover for the lap pool, 2-hour to 4-hour turnover for the recreation pool, pressure sand filters with a surface loading rate of 10 gpm/sq ft, UV treatment, a surge tank, floor inlets, chlorine disinfection and acid pH control. Water depths in the lap pool range from 3.5 feet to 5 feet and preferred water temperatures range from 84 to 88 degrees Fahrenheit (F). The recreational pool begins with a zero depth entry and extends to a 3.5 foot depth in the current channel. The recreational pool water temperature range is 86 to 90 degrees F and the therapy pool should have water temperatures of 90 to 95 degrees F. Therapy pool water depths are planned from 3.5 feet to 5.5 feet. The lap pool allows short course lap swimming and can also be used for all levels of swim lessons. Suitable activities range from swimming instruction, some competition, and lap swimming to exercise classes. Warm water temperatures will somewhat restrict swimming competition. Suitable activities in the recreation pool include all types of warm water activities, such as, open recreation play, all levels of swim lessons, exercise classes, water walking, resistance exercise and training and other warm water programs. The therapy pool includes warmer water and specific features for therapy activities (bars, handrails, seats with belts, swim jets, and access). Support spaces for Option 3 include no bleacher seating, minimum deck space 15 feet wide, pool equipment room, locker rooms, restrooms, office space, storage area, HVAC and dehumidification space, custodian room, and a lobby/entry area. Option 4 Similar to Option 3, but without a therapy pool, Option 4 includes a 6-lane by 25-yard lap pool and a recreational pool with a current channel. Water’s Edge Aquatic Design

Summary Nine indoor pool Options were developed for comparison within this report. Two of the Options (1 and 2) focus on swimming and diving competition. Option 1 is a 50-meter long course pool, which includes a diving area and a movable bulkhead for course length flexibility. Option 2 is a 30-meter “stretch” pool, also with a moveable bulkhead, and supports both short course lengths (25-yards and 25-meters). These single pool features would not exclude other activities, such as instruction, training, group exercise and recreation, however, the cooler water temperatures and water depths over four feet present limitations for some patrons. Options 3 and 4 are recreation focused, as opposed to Options 1 and 2. Short course lap swimming is available, but at a warmer water temperature than for competition. The key programs are aimed at recreation, lessons and exercise. All remaining Options use a combination of competition pools (deep and cooler water) and smaller pool basins (shallow and warmer water). The smaller pools range from a 6-lane pool to a recreation pool to a therapy pool. The recreation pool offers zero depth entry, shallow water sloping to a depth of 3.5 feet, a current channel, spray features, and a water play structure. A water slide is planned that ends in a deck runout. The separate therapy pool provides the warmest water and is suitable for both individual and group therapy activities. Options 1, 2, 3, and 4 stand alone for direct comparison with other Options. As one would expect, the smaller Options 3 and 4 are least expensive to build and among the least costly to maintain. The most costly Options are 5 and 6, which have the largest pool areas. Options 7 and 8 have smaller competition pools combined with recreation and lap pools. The three least costly options (2, 3, and 4) also have the least pool water areas, the smallest building sizes and the least operating costs. These three least cost options only meet the goals of either the School or the City, but not both. If the community goals are for a facility that provides aquatic exercise, exercise classes, a full range of swimming lessons, recreation and therapy, then Options 3 and 4 seem most appropriate. If the community goals include providing competition swimming and warm water exercise, lessons and recreation, then Options 7 and 8 should be considered based on cost. If low cost is the goal, then Option 4 is the answer. As can be seen in the last table, Comparison of Combinations, cost savings could be realized by combining Options, instead of building them separately. For example. Building Option 7 versus building Options 2 and 3 could save over $800,000 in capital costs and approximately $96,000 per year in operation costs. Additional capital cost savings are possible and can be identified during the actual design phase. Planned operations that support the actual programs and final features may also help reduce the expenses, thus increasing the cost recovery and reducing the needed subsidy. The basis for capital cost savings between options is primarily due to shared support spaces for storage, equipment rooms, HVAC spaces, and etc. Additional savings may be realized for utilities, access roads, parking and other common support requirements. Comparison of the Options by using fiscal information is certainly helpful, but the aquatic programming provided to the Ames community with each Option should also be considered. City and School goals will ultimately help choose an aquatic project path that benefits the community. There is financial benefit for combining Options. Even more benefits may be identified as this project is planned and designed, specific to the City and School design criteria. Costs may be reduced during the design process as specific room sizes and other support spaces are considered and adjusted. Room sizes may be reduced or eliminated if redundant. Only one bulkhead may be planned for the 50-meter pool. it could also be reduced to a 60 ft width. Only after a building and pool are sized and materials are selected can a more accurate cost be developed. This is part of the next project step.
