Recipe of the Month: Eggplant Parmesan Ingredients: 1 large eggplant, sliced into 1/2 thick slices 2 tbsp. kosher salt 1 1/2 cup Italian seasoned bread crumbs 3 eggs 1/2 cup milk 4 tbsp. vegetable oil, for lightly pan-frying 3 cups marinara sauce, homemade or store-bought 2 cups whole milk mozzarella, shredded 1 cup Parmesan cheese, shredded (optional) Handful fresh chopped basil leaves for garnish Instructions: 1. Salt both sides of your eggplant slices and place them in a large colander in the sink. Let the liquid drain for 45 minutes to 1 hour. 2. When your eggplant slices have finished draining liquid, brush off the excess salt, as you don’t want it to be too salty! 3. In 2 shallow plates, add bread crumbs to one and whisk eggs and milk in the other. Dip both sides of eggplant slice into milk/egg mixture then cover with bread crumbs, shaking off the excess. Place on plate or large baking sheet and repeat until all eggplant slices have been coated. 4. Preheat oven to 375°F. 5. Heat a skillet over medium high heat and add 1 tbsp. of vegetable oil into the skillet. Once the skillet is hot, add two eggplant slices at a time to the skillet and cook on both sides until golden brown, remove and set on a large plate lined with paper towels. Repeat with 1 tbsp. of vegetable oil for every 2 eggplant slices. 6. In a large casserole dish, add 1 cup of marinara sauce to the bottom of the casserole dish. Add a layer of eggplant slices (I was only able to fit about 3 a layer) then using a 1/4 cup, dollop marinara sauce on top of the eggplant slices. The idea isn’t to smother the layers with sauce. On top of the eggplant slices, sprinkle a generous amount of mozzarella cheese and Parmesan cheese. Repeat the layers until you run out of eggplants slices. Top the casserole with more cheese before you place in the oven 7. Bake for 20-25 minutes, or until the cheese is bubbly and brown on top. I used the broiler for 5 minutes to get the cheese nice and brown - you don’t have to, but if you do, watch it carefully! 8. Serve hot and top with chopped basil (optional) 9. Enjoy! The Lake Lillian Public Library has received their new computers. Therefore, we are selling our older computers. These have been completely wiped clean, but we will include Windows 7 operating disks to reload computer. Computers are $200 (or best offer) each and include the monitor, keyboard, mouse and disks. The Lake Lillian Ambulance Service needs Emergency Medical Technicians in the Lake Lillian and Blomkest areas. Training is provided by Ridgewater College; Classes will probably be held Wednesday evenings in Willmar or Thursday evenings in Hutchinson, January through May. Student loans are available; costs are reimbursed after one year of service. Ridgewater also offers a class for Registered Nurses to become EMTs. by Ria Newhouse It’s hard to believe it’s almost November! ‘Tis the season for a busy library! Please join us at the library Thursday, November 10 at 12:30 PM for our COOKBOOK POTLUCK! Try a new dish out on your friends before you bring it to Thanksgiving dinner! Check out the library’s collection of cookbooks – we encourage you to check one out and try some new recipes. On November 10, bring a dish to share and a copy of the recipe you tried. We’ll supply plates, utensils, drinks, etc. Be adventurous and try something totally new – Janice or I can help you find something tasty and interesting to make. Check out our newest cookbook and see just how Minnesotan you really are: Dishing Up Minnesota: 150 Recipes From the Land of 10,000 Lakes, by Teresa Marrone. On November 17 (5 PM), kids of all ages are invited to a marshmallow crafting event at the library. We’ll provide everything you need to create something fun – marshmallows, frosting, and candy – you provide the ideas! What can YOU build out of marshmallows? Library Computers for Sale – The Lake Lillian library has 5 tower computers for sale. The 5-year-old computers have been erased and are ready for resale at the library. The City Council directed the funds to go toward library reserves. DEPARTMENT HEADS Public Works – Wayne Sulflow provided a written update: a. The dehumidifier has been ordered for the water plant, and crosswalks are painted with 5 of 8 crosswalk signs up. The city will use the same snow removal service as last year for snowfalls of 6 inches or more, otherwise city staff will take care of it. b. The DNR brush site has been renewed. The site will be inspected periodically by the DNR. If they find trash at the site it could be closed down. City options could be to close down the site, have a locked gate with residents needing to get a key and get permission to use the site. page 10

Remember to brave the cold and join us at the library for a community open house on Thursday, December 15 from 3–4 PM. We’ll have hot chocolate, coffee, and Janice will be making Christmas cookies! Come say hello and maybe even sing a holiday tune! Last year we hosted magician Robert Halbrook in conjunction with the Santa Train. We are currently trying to plan another similar event – watch for details! We’re also looking forward to helping provide some enjoyable entertainment for the C&C banquet on Thursday, February 9 – stay tuned for details! The best option would be to educate the public not to dump trash at the brush site. c. Parks – Vandalism by 4 wheelers – some ruts have been repaired by the church and water plant. The County Sheriff did catch several 4 wheelers on September 17. Ambulance – Councilmember Lund reported the Ambulance had met on October 3, 2016. EMT classes are being provided in November and January. The Service is looking for new members. City Office – John Douville a. Mr. Douville discussed changing the Lake Lillian office hours to 12:30-4:30 on Mondays and Thursdays. The City Council was open to the possible change. South Park Tractor Pull Site - A motion by Wittman, seconded by Petterson, to approve use of the south park for the annual tractor pull hosted by the West Central Antique Power Collectors. Motion carried. October 4, 2016 Bills List - A motion by Kaiser, seconded by Wittman, to approve the October 4th, 2016 Bills list, Checks numbered 58516–58569 for $20,710.13 Motion carried. BOLD Community Ed Advisory Board – General discussion was held on having a community representative on the BOLD Community Ed Advisory Board. Councilmember Kaiser was going to ask an individual currently on the board to represent the city. Lake Lillian Task Force Committee – Council members discussed possible community members that may be interested in serving on the Task force for the future highway project. The task force would begin meeting this year to provide input and guidance towards the highway project through town. There will also be public meetings for public input towards the project. Council members will get names of TASC Force member participants within the next week. Council members discussed asking the county engineer to consider a bike path to the county park along with the highway project. Council member Lund stated she would follow up with the county. Assessment Hearing Date - A motion by Wittman, seconded by Kaiser, to set the assessment hearing for past due utility bills and outstanding bills for 7:30 PM Tuesday, November 1, 2016. Motion carried. Request for Proposals – Engineering Firms – City Clerk Douville stated he was starting on the format for the Request for Proposals (RFP) for engineering services. A City engineer will need to be chosen to work on the potential new highway project and other potential projects for the City of Lake Lillian. Council continues... page 9

Greetings! What’s your “bright side” of life today? How about this? We will all enjoy the end of the negative political ads on November 9th. Yeah! On the not so bright side of life, we face a dire individual health insurance premium issue for those 64 and younger in 2017. Gov. Dayton last week admitted Obamacare is no longer affordable for the person who has an individual policy. It will be interesting to see if a special session will be put in place to help out individuals with their premium. President Obama promised the nation Obamacare would save us money on our premiums, allow us to keep our doctor and keep our existing policy. None of that is true today. Health insurance companies are being forced to drop out of the market as they can no longer sustain the extreme losses encountered since the law went into effect. Even individuals with plans through an employer are seeing serious price increases.

This year (2016) the premium was $565 per month for the same plan. As you may have heard, on 12/31/16 BCBS of MN is no longer going to continue their traditional individual health plan. BCBS has sustained such heavy losses in the plan they can no longer afford to provide this plan to the public. Next year, if I continue with BCBS, my premium will be $862 per month (52% increase) and a $6500 deductible. That means a cash outlay of $16,844 before I get a dollar in health care back if needed. Plus, the current plan which has the Aware Network that includes most of the hospitals, clinics and doctors in Minnesota, is no longer going to be available in 2017. The Aware network has been replaced with 4 HMO networks in the state of Minnesota. Only one BCBS network is available to those who live in Kandiyohi County and this is The Sanford Network. Please check with your BCBS agent to see if your Doctor and facility is in this network. You can still choose to go to a doctor or facility outside of the BCBS Sanford network but the deductible then rises to $10,000 and they will only pay 50% of the charge after the $10,000 deductible. Yes, it gives me a headache too. The good news it can be corrected if congress would make it a priority. On the other hand, we have so much to be thankful for. Have a great Thanksgiving. ≤

What beautiful weather we have enjoyed in October. I still have flowers blooming. I am still watering the flower pots! There have been years when it froze the first days in September. And haven’t the sunrises and sunsets been gorgeous? We have been blessed this year. I don’t want to mention the hail did damage some of the crops. The farmers are still busy in the fields taking the crops out and tilling the land. Did you see the gorgeous bright orange trees by the church in town? Amazing! Marlys, my daughter-in-law, brought me some Rhubarb Muffins. They were so delicious so I will share the recipe:

Rhubarb Muffins

1 1/2 C. Brown Sugar 2/3 C. Oil 1 egg 1 C. Milk 2 1/2 C. Flour

1 tsp soda 1 tsp salt 1 tsp vanilla 1 1/2 C. to 2 C. Rhubarb 1/2 C. nuts

Mix together. Put in muffin tins. Sprinkle on top the following: 1/2 C sugar, 1/2 tsp Cinnamon and I/2 tbls. soft butter. Bake at 375°F 18 to 20 minutes. Makes 18 to 24 muffins. Foods that actually should never be refrigerated: Bananas, Sweet Potatoes (Starches will turn to sugar), tomatoes, apples, onions, and coffee. Here is a quote by James Young: Every situation in life is temporary. So when life is good, make sure you enjoy and receive it fully. And when life is not so good, remember that it will not last forever and better days are on the way Be sure to vote on November 8th. On Nov. 6th Daylight Savings Time ends. Nov. 11 is Veterans Day and then the big day Thanksgiving Day on the 24th. United has planned a Thanksgiving Service the evening of the 23rd and all are invited. The usual pie will be served. C & C News The C & C met on Monday, October 10th at 6:30 at the Fire Hall. The meeting was called to order, but no September minutes were available. The Treasurer’s Report was presented and approved. The Fun Days Committee is working on a recap of Fun Days and will report in November or December. The Pull Tab report was presented and a motion was made to pay the monthly expenses. There were no new donation requests. COMMITTEE REPORTS: Thank you to Rich Foltz and Dan Kiecker for organizing the Youth Soccer Game in the South Park; there was a good turnout of players and spectators. Thank you to all who attended and the nets are there to be used whenever you want to play. OLD BUSINESS: Harvest Fest is coming October 20th. The Thanksgiving Holiday Drawing will start in November. The Lighting Contest will be held again in December so start thinking about your decorations/ lights soon. Date of judging to be determined. NEW BUSINESS: Entertainment and a date for the Annual C & C Banquet were discussed. Tour of Homes will not be held this year because we do not have a coordinator. If anyone is interested in coordinating, please contact a C & C member and we will get Tour of Homes going again next year. No information regarding the Santa Train date/time had been received yet.
