Community council positions President: I. Run community meetings and community council executive meetings II. Attend weekly meeting with community council advisor III. Holding all community council members accountable for attendance [however, attendance records handled by historian] IV. Make agenda for Community Council meetings V. Responsible for helping with community events VI. Attend specified RHA General Assembles (about 1-2 times/month) Vice President: I. Manages community council budget a. All budget requests must go through Vice President; requests are turned into legislation to be discussed at the weekly meetings II. Write legislation for Community Council to be presented at RHA General Assembly III. Attend all RHA General Assemblies IV. Assisting the president with any duties they might need V. Responsible for helping with community events Senator: I. Attend all RHA General Assemblies and report back to community council II. Feedback from (all) community council events/ community improvements III. Be responsible for communicating with RA liaison regularly/ attending RA meetings (to be worked out per situation) IV. Function as Community Council and RHA liaison V. Responsible for helping with community events Historian: I. Take pictures for all Community Council events/meetings II. Submitting a program/event form to RHA III. Take meeting minutes at all Community Council meetings, general and executive IV. Take attendance at Community Council executive meetings a. Submit attendance records to Director of Records and Procedures b. Share records with Community Council president V. Responsible for helping with community events VI. Attend specified RHA General Assembles (about 1-2 times/month) Advertisement: I. Design banners, posters, digital advertisements, etc. for Community Council events and meetings II. When asked by RHA and communicated by Community Council senator, make advertisements for RHA events III. Distribute and post all forms of advertisement IV. Responsible for helping with community events V. Attend specified RHA General Assembles (about 1-2 times/month)

Residents are allowed to sign up for their community council elections. If you have any questions about the positions, duties, election policy, or anything else please speak with your Residence Life Coordinator.

Sept. 1

Registration Ends and Candidates are approved Registration must be sent in by September 1 at 11:59 PM. Candidates will be approved by September 2 at 11:59 PM.

Sept. 2 – 6

Campaign Time You are now allowed to publicly campaign your candidacy. Candidates must abide to the Official Elections Guidelines within this packet. Please be respectful of other candidates running for positions as well.

Sept. 7 – 8

Voting Voting will be taken on iPads at the residence hall front desks.

***Winning candidates will be notified before the results are posted. Results will be posted by Sept. 9 by 4:30 PM. Sept. 11

Community Council Training This will serve as an introduction to RHA and Community Council Training. Time & Location TBD.





Important Dates These are mandatory dates and times. If you know that you cannot make the recurring meetings because of class or another recurring conflict, please contact Camille Flint at [email protected] discuss what you can do. If you are unable to make one of the following meetings please speak with your Residence Life Coordinator before running for office. If you have not contacted your Residence Life Coordinator before submitting your paperwork it will be assumed you are able to commit to the following dates.

RHA Fall 2016 Election Code Rules and Regulations of Campaigning A. Campaigning will last until the end of the election on Wednesday, September 6, 2016 at 11:59 PM. B. All campaigning is subject to the scrutiny of the Director of Records and Procedures and the Director of Marketing and Technology. C. Campaigning may be done in the residence halls. You must campaign at least ten (10) feet away from a front desk or entrance door. No excessive verbal solicitation* is allowed, but candidates are able to disperse written materials and discuss the candidates with the students that approach them. D. No fliers larger than 8 ½” x 11” may be used. All fliers must be posted in areas approved by the Residence Life Coordinators. All fliers must have the RHA logo somewhere on the flyer (can adjust the size of logo accordingly). E. Fliers or any other campaign material may not be posted on the doors of individual residents without their prior consent. No campaigning will be allowed door-to-door, but advertisements slipped under doors in the residence halls may be permitted with permission of the Residence Life Coordinators. F. All fliers must be taken down by 5:00 PM of Thursday, September 8, 2016. G. A candidate may use e-mail for campaigning purposes; however, broadcast emails** may not be used. H. A candidate may use a social site*** to create a GROUP dedicated to their campaign; messages may be sent to members of that group. In addition, personal, individual messages may be sent via social sites to people currently on their friends list. I. A candidate may not let residents vote on their personal computer. J. A candidate may not create his or her own website, in order to maintain a fair election. K. A candidate may not use forms of advertisement including, but not limited to, buses, airplanes, newspaper ads, electronic ads, etc. L. Offering bribes to any potential voters is strictly prohibited. Harassment of potential voters is strictly prohibited. Candidates are responsible for any actions of the people representing them while campaigning. M. A candidate may not spend more than $50 on advertisements for the election. Dates, Times, and Locations A. The election will take place on Wednesday, September 7 – Thursday, September 8, 2016, between the times of 8:30 AM and 11:59 PM. B. Official ballots will be placed on and iPad at the Front Desk of every community. Students are only allowed to vote once (ballots will be approved only by identification of LSU ID at front desk). C. The Elections Commission will announce the winners of the 2016 RHA Community Council elections on Friday, September 9, 2016.



D. If a candidate wishes to withdraw from the election, they must notify the Elections Commission by 7:00 PM of Saturday, September 3, 2016. E. The Community Councils are as follows: RC1 (South and West Halls) , RC2 (North Hall and Broussard), East Campus Apartments, Laville (East and West Laville), Blake & Acadian, Herget, Horseshoe (Evangeline, Highland, Annie Boyd, and Louise Garig), Miller, Pentagon (Taylor, Jackson, LeJeune, and Beauregard), Kirby Smith, Cypress and West Campus Apartments. Responsibilities of Candidates A. Candidates must be completely familiar with the regulations and dates presented in this code. B. Each candidate is responsible for the actions of all persons aiding in their campaign. C. Candidates must not take down or deface the campaign materials of another candidate: such actions must be reported immediately to the RHA President, Camille Flint, at [email protected] and the Elections Commission, Antonia Odeh, at [email protected] and Jaci Perkins at [email protected]. D. Violation of any or all of these rules may result in the disqualification of the candidate. E. If this code is violated, upon the decision of the RHA President, it may be required of the candidate to meet with the RHA Advisors, George Hill and Alex Dresen, to decide the consequences. F. Any other questions about these guidelines shall be sent to Antonia Odeh at [email protected]. *Excessive verbal solicitation, in this sense, is defined as harassment or badgering of potential voters. Candidates may talk to potential voters to express their campaign platform. Primarily, candidates should not discourage residents from voting due to harassment. Candidates are allowed to speak to potential voters, but are advised to be courteous and respectful to them. **Broadcast e-mails, in this sense, are defined as mass-emails. If a person receives an e-mail from a candidate they do not know personally, then it will be considered a broadcast e-mail. ***Social sites, in this sense, refer to sites such as Facebook, MySpace, ConnectU, Twitter, Xanga, Instagram, etc. ****Slander and/or libel, in this sense, refers to verbal or written defamation of an opposing candidate. Essentially, candidates may not make any kind of false statement that damages another candidate’s reputation.
