SUPPLEMENTARY RULES & REGULATIONS Held under the 2012 General Competition Rules and Standing Supplementary Regulations of Motorsport South Africa, the 2012 MSA Karting Regulations, MSA Western Cape Motorsport Circular WC4/2012, 2012 WPMC Cadet, Junior & Senior Clubmans Club Championship Regulations, these Supplementary Regulations plus any relevant MSA Bulletins / Circulars together with any additional instructions issued to competitors by the Organisers or MSA. NOTE: All references/referrals to the MSA Handbook, MSA Karting Regulations and Club Classes Regulations refer to the latest 2012 editions.

CIRCUIT & VENUE: Killarney Motor Racing Complex, Karting Circuit - situated approximately 16 km’s from Cape Town. The circuit has a bitumastic surface of approximately 1020m. The Cadet kart circuit measures approximately 700m. Racing will be in a clockwise direction.

5. ELIGIBILITY / LICENCE REQUIREMENTS The Championships shall be open to all drivers resident within the area controlled by MSA Western Cape Motorsport Committee as well as any other suitably licenced competitor not taking part in any other MSAsanctioned Regional or Club Championship series / event for reasons acceptable to the MSA Western Cape Motorsport Committee and all of whom hold current, valid 2012 MSA Competition Licences for the Category and age group concerned – Refer Section B, Article 15 (i – iii) of the MSA Karting Regulations – and whose karts and engines comply with the2012 technical and sporting regulations for each specific class.

6. ENTRANT’S LICENCES Where the Entrant is NOT the driver, an Entrant’s licence must be obtained from MSA prior to the submission of the entry form, failing which the Entrant’s name will not be published in the Programme. 7. ENTRIES  Entries open immediately and close on MONDAY, 13th FEBRUARY 2012 AT 17H00.  Entries are to be submitted on the Official Entry Form provided and accompanied by the full entry fees. Entries not accompanied by the appropriate fees, shall be deemed “conditional” - refer to GCR 95.  Entry Forms must be complete in all respects. An entry may be faxed or e-mailed. Telephone entries will not be accepted. Competitors entering by fax or e-mail will not be permitted to compete until the entry form has been completed and signed – refer GCR 96.  Late entries received after the closing date for entries, may be accepted AT THE DISCRETION OF THE ORGANISERS. On acceptance of the late entry, an additional late entry fee of R220.00 is payable. Entry fees must be prepaid unless specific arrangements have been made with the Secretary of the meeting, failing which the entry will be deemed late.  You are advised to contact the Organisers to confirm that your Entry has been received. The onus lies with the Competitor to ensure that his/her entry has been received by the Organisers.  The Organisers and Promoters reserve the right to refuse any Entry without giving a reason as permitted in GCR’s 99 (i) and 100.  Withdrawal of an entry, refer to GCR’s 96, 109 &110. Competitors who have submitted an Entry Form, but do not officially withdraw from the event two days after closing date for entries, will either be invoiced for the entry fee (if not already paid) or will forfeit the entry fee (if already paid).  A change of driver/equipment may be permitted by the Stewards of the meeting as per GCR 99 (vii) and Section A, Article 10 (iii) inclusive of the MSA Karting Regulations.  Entries will be accepted in the order that they are received. Should the number of entries for a particular class exceed the permitted maximum number of starters as defined in these Regulations; the additional entries will be placed on a reserve list. Refer to GCR 101.  The Organisers reserve the right to combine classes should there be insufficient entries by the closing date for entries. Section A, Article 10 (i). 8. MINIMUM NUMBER OF STARTERS As per WC4/2012 for Regional status classes and as per individual 2012 Club Classes Regulations. 9. OFFICIAL PRACTICE DAY Unofficial Practice will take place on Friday, 17th February from 09:00 to 13:00 followed by Official Practice from 13:30 to 18:30 as per attached Programme and as directed by the Grid Marshal on duty. 10. DOCUMENTATION AND SCRUTINEERING 





  



Documentation and Scrutineering will be held on race day from 07:30 to 09:00. Documentation is to be completed prior to Scrutineering. Documentation will take place in the Control Tower and Scrutineering in Parc Ferme. Competitors may not take part in qualifying or any race prior to the completion of Documentation and Scrutineering. Any competitor unable to present themselves for Documentation or their kart for scrutineering during this period should make alternative arrangements with the Secretary / Scrutineer. Outside of these times a late Documentation or Scrutineering fee of R100.00 will be levied. Competitor’s licences must be presented to the Secretary at Documentation. Under no circumstances will a competitor be allowed to compete if he/she is unable to produce an MSA Karting Licence relevant for the class in which they are competing – refer GCR 136. It is compulsory for all competitors to present their log book (scrutineering book) at Documentation to be signed. Log books can be purchased from the Secretary at a cost of R40.00. Competitors must present a dry powder fire extinguisher at pre-race scrutineering in accordance with MSA Karting Regulations Section B, Article 15 (ix). Engines may be required to be sealed and their carburettors and exhaust silencers suitably identified by the Scrutineers. All engines must have the facility to accommodate an MSA Scrutineers seal. Please refer to Section F, Article 19 (vii) and Section J, Article 23.13 (e) of the MSA Karting Regulations. Scrutineers have the right to refuse to scrutineer dirty equipment.

11. TRANSPONDERS & TIMEKEEPING  Transponder must be satisfactorily mounted in the correct position - underneath the bib, no further forward than the centre line of the front axle. This will be strictly checked at scrutineering.  Loss of a transponder must be reported to the Clerk of the Course and timekeepers immediately. A replacement transponder will only be issued against payment of R2500.00 in the form of a cash cheque or cash as security. No further replacement transponders will be issued to the competitor at any future event unless payment has been received for the damaged or lost transponder.  The costs of repairs to a damaged transponder will be for the account of the competitor.  The timekeepers building is out of bounds to everyone excepting for Officials of the meeting. Any queries relating to results/timekeeping must be directed to the Clerk of the Course. 12. MOTORSPORT SOUTH AFRICA FLAG The Motorsport South Africa Flag will be prominently displayed throughout the race meeting. 13. POSTPONEMENT, ABANDONMENT OR CANCELLATION The Organisers reserve the right to postpone, abandon or cancel the meeting or any part thereof in accordance with GCR 244. 14. PROGRAMME OF EVENTS (a) The Provisional Programme of Events appears at the end of these SR’s. (b) The Organisers reserve the right to change the Provisional Programme and list of events after receipt of entries as deemed necessary and combine or split classes, should the number of entries so dictate. A final Programme of Events will be posted on the Notice Board on race day.

15. NOTICE BOARD The Official Notice Board is situated in the pit area. 16. PIT ALLOCATIONS  Competitors who have not paid an annual fee for an allocated pit will be charged a casual pit fee of R120.00 per entry.  Only competitors who have paid for an additional pit to accommodate their trailer may park trailers in the pit area. All other trailers must be removed from the pits as soon as possible after offloading karts and equipment.  No vehicles will be allowed past the entrance gate after 08:00 until after the last race.  PLEASE COULD ALL COMPETITORS LEAVE THEIR PITS CLEAN AT THE END OF RACE DAY. THANK YOU. 17. DRIVERS BRIEFING Drivers briefing will be held prior to qualifying at the time indicated on the Provisional Programme. Location to be announced. All drivers MUST BE PRESENT IN PERSON AT THE BRIEFING. Representatives will not be permitted. Failure to attend Driver’s Briefing, at which a register may be taken, could incur the imposition of an R 500 fine. 18. PRE-RACE PADDOCK  Ten minutes before the scheduled start time of qualifying and of each race, competitors competing in the qualifying/race concerned, must move to the Pre-Race Paddock (grid area). The gates to the pre-race paddock will be closed five (5) minutes before the start time of that race. Any competitor failing to enter the pre-race paddock before the closure of the access gate will not be permitted to start unless specifically permitted by the Clerk of the Course to commence the warm up lap.  On safety grounds, it is prohibited to scrub tyres in the pits or pre-race paddock by the action of running the engine with the kart stationary and the tyres skimming the ground.  Only Officials and authorised assistants are allowed in the Pre-race paddock and then only prior to the start of each event or after completion of any event (heat) in Parc Ferme. At no time may more than two assistants per kart be allowed in these areas. Under NO circumstances may children who are not competing be present in these areas. 19. QUALIFYING & STARTING PROCEDURES Qualifying  



All classes will qualify by means of an MSA approved transponder timing system. All classes, excepting for the Cadet and Junior Clubmans will qualify by means of the “3 lap” system (1 warm up lap, 2 flying laps). The Cadet and Junior Clubmans class will be given a 10 minute qualifying session. Classes qualifying by means of the “3 lap” system will go out in order as per the Organisers. The order will be posted on the Notice Board prior to start of qualifying. (Number of karts out a time will be at the discretion of the Clerk of the Course).

Grids / Starting Positions (all classes)   

Race 1 (one) starting positions will be based on fastest lap times achieved in qualifying. Race 2 (two) starting position will be based on ‘ On Track’ finishing positions of race 1 (one) Race 3 ( three) starting positions will be based on fastest times achieved in race 2 (two)



COMBINED CLASSES: Should a competitor not post a time in qualifying, he/she will be placed at the back of the grid of their respective class (exact position at the discretion of the C.O.C.). Should a competitor post a time in qualifying that is slower than 107% of that of the pole time, he/she will be permitted to start the first race only at the sole discretion of the Clerk of the Course.

Any driver for whom a qualifying time has not been recorded - refer to Section E, Art.18 (xi)(d) of the MSA Karting Regs. The Clerk of the Course has the sole authority to authorise a re-run, but will do so according to the time available. Only one re-start per driver is permitted and the kart must remain in Parc Ferme until the restart. No work may be carried out on karts between runs, excepting with the permission of the Clerk of the Course. Cadet Parents/Guardians: At the discretion of the Clerk of the Course and to allocated areas only, 1 (one) parent/guardian or assistant per driver is permitted on the circuit during free practice, qualifying and racing and only after an Indemnity form has been completed.

Starting procedures:         

Refer to section E, Article 18 (ix -xii) of the MSA Karting Regulations. The method of starting for all classes will be by a rolling start. Starting positions must be maintained during the warm up lap. The starting signal for all classes will be given by means of LIGHTS. Penalties for start offences – refer to Section E, Article 18 (xiv) of the MSA Karting Regulations. Observers may be appointed to observe for jumped starts. Definition of a “Starter”: To be classified as a STARTER, a competitor has to cross the start line and activate the timing system. Competitors are required to complete at least three continuous (3) practice laps prior to participating in a race. Protest regarding a starting position, refer GCR 200 (iii). It is up to the competitor to query his/her grid position with the grid marshal / C.O.C. timorously before the start of the next race.

WARM – UP LAPS:  Cadet and Maxterino classes will have 1 (one) warm-up lap prior to starters orders.  125 Max and Clubmans classes will have 2 (two) warm-up laps prior to starters orders.  PLEASE NOTE: all warm up lap must INCLUDE the 180’s. 20. WEIGHTS / WEIGHING AND TYRES (a) Weights and weighing:    

 



All competitors must compete at the correct weight as specified in the MSA Karting Regulations and the individual regulations for the “Club classes” if not specified in the MSA Karting Regulations. It is compulsory for all karts and drivers to be weighed after qualifying as well as after each race prior to entering the pits. Drivers will not be permitted any outside assistance with their karts until they have been weighed. Any such outside assistance with their karts will result in possible exclusion / penalties by the C.O.C. THE WEIGHING AREA IS RESTRICTED TO OFFICIALS AND RELEVANT COMPETITORS ONLY. THE SCALE AREA IS A RESTRICTED AREA & COMPETITORS WILL INCUR PENALTIES (at the discretion of the Clerk of the Course) IF THEY RECEIVE OUTSIDE ASSISTANCE WITHIN THIS AREA. Karts may NOT be driven onto the scale. All ballast must be firmly fixed to the chassis or seat. For any ballast weight of up to 4kg, a minimum of two bolts or permanent fixings must be used for attachment. Additional bolts or fixings for every 4kg or part thereof thereafter. Please refer to: Section F, Art. 19 (iv), and Section J, Art. 23.15 and Section K (inclusive).

(b) TYRES: 

All classes must compete with the specified tyres as per the MSA Karting Regulations, MSA Circulars and Club Classes Regulations.  Wet weather tyres: for Regional classes, the MOJO W2 CIK wet weather tyre is the only tyre permitted. For Club classes – as per their individual class regulations.  Tyres will be identified by the Scrutineers and competitors found using illegal tyres (wet and dry) will be excluded from prior timed practice or races.  The number of slick and wet weather tyres each competitor may use is restricted to a maximum of one set of four for each event from the start of qualifying.  The Clerk of the Course /Scrutineer may permit a replacement of damaged tyres.  It is the sole authority of the Clerk of the Course to declare a "wet practice/qualifying/race” as well as withdraw authorisation for wet weather tyres.  It is prohibited to use any chemical treatment, or other means, to enhance the performance of tyres.  The only substance that may be used to inflate tyres is normal air (compressed or otherwise).  The use of any artificial heating device to pre-heat tyres, or tyre treatment, is forbidden. This includes heat guns, the use of which is strictly forbidden.  Please refer to Section J Art. 23.2 inclusive. 21. FUEL & OIL  



Please refer to Section J, Art. 23.16 incl. The Organisers have the right to take samples of competitor’s fuel during a race meeting and shall also have the right to have any selected competing kart/s drained of fuel, under supervision, and refuelled with fuel supplied by the Organisers. Should fuel control be implemented, the origin, brand, ratio and octane will be notified in a Final Instruction on the morning of the race meeting concerned. Competitors will have to supply a sealed bottle of 2-stroke lubricating oil. The addition of any additive other than 2-stroke lubricating oil to either the fuel or oil is prohibited.

22. RACING, DRIVING CONDUCT & SAFETY Please refer to Section A, Articles 11(incl.), Section B, Article 15(vi), (vii), Section E, Article 18 (i - viii) and GCR 172 (inclusive). The Organisers will run events strictly to the above-mentioned rules and regulations of racing, driving conduct on and off the circuit, applicable to competitors, parents, guardians and assistants. 

 

 



Outside Assistance: No driver may receive outside assistance on the track once the karts have left the pre-race grid for the start of a race or qualifying. It is strictly forbidden to work on karts on the circuit. The penalty for outside assistance is automatic exclusion. Refer to Section F, Article 19 (viii) for exceptions to this rule. Conduct relating to competitors, parents, assistants - refer to above regulations and GCR 172 (x). Observers, whose duties it will be to report on persistent on/off circuit poor behaviour and / or poor driving standards, may be appointed. Competitors who have been reported in this respect but continue to disregard safe driving conduct may be excluded from the event. One or more Judges of Fact may be appointed - refer GCR 161. Any competition kart found using the access roads, pits or any area other than the circuit for testing, or being driven in a manner that is considered by the Clerk of the Course to be dangerous, including travelling in the wrong direction on the circuit or pit lane, may be excluded from the event, irrespective as to who was driving the kart at the time. Notwithstanding the competitor’s exclusion, he/she will be reported to the Stewards of the meeting who may consider further action. Fuel, oil or coolant spillage on the circuit: Any kart spilling fuel, oil or coolant should leave the circuit immediately to a safe and stationary position on the side of the circuit as spillage of fuel is damaging to the surface of a race track. Competitors who attempt to return to the pits with a kart spilling fuel, oil or coolant onto the surface of the track shall be summoned before the Stewards who may fine that competitor not less than R750-00 and not more than R5 000-00.

23. PIT AREA Refer to GCR 251  No spraying of karts/engines with solvents is permitted in the pit areas.  Alcohol and naked flames are strictly forbidden in the entire pit, pre-race and parc ferme areas – NO EXCEPTIONS.  Under no circumstances will roller blades, skateboards, j-boards, balls, quad bikes, scooters, motorbikes, etc be allowed in the vicinity of the karting circuit and pit areas. The Organisers reserve the right to confiscate these items if found in the vicinity of the circuit. No pets are allowed.  No tampering with other competitor’s equipment / karts will be tolerated. Severe fines will be imposed by the C.O.C.  As per Section B, Article 15 (vi)(a), of the MSA Karting Regs, competitors will be fined R500 if found driving in the pit / pre-race and Parc Ferme areas. 24. SIGNALLING / FLAGS   

 

Please refer to Appendix H (inclusive) of the MSA Handbook as well as Section E, Article 18 (v),(xv),(xx) of the MSA Karting Regs. A green flag with yellow chevron will be used to signal a false start. The red flag shall be shown by the Clerk of the Course and flag marshals should it be necessary to stop a race due to an accident on the grounds of safety or for any other reason. Drivers must stop racing immediately and continue slowly to the start line. Should 60% of the race have been completed, it shall be deemed a race. Should less than 60% have been completed the race shall be re-run in full (or reduced number of laps). Only the original drivers will be entitled to take part in the re-start. The re-start time will be advised by the Clerk of the Course. The Green flag will not be shown to indicate that the track is clear of dangerous situations. The Blue flag with Red diagonal crosses, shown with the competitor's number, will be used to indicate that he/she is circulating too slowly and must exit the circuit.

25. END OF THE RACE and DEFINITION OF A FINISHER  

 

The waving of the chequered flag, after the last lap board, will signify the end of a race. All competitors, on completing a race, must proceed at a REDUCED speed, raise their arm in the required manner to warn other drivers, and proceed directly to the scale to be weighed. No passing of competitors who have not yet taken the flag is permitted. Definition of a “Finisher”: To be classified as a FINISHER, a competitor has to have completed (2/3) two thirds of the race distance (rounded down the nearest whole number of laps). Refer to Section E, Article 18 (xv) and (xvi) of the MSA Karting Regulations.

26. PARC FERME & POST RACE SCRUTINY Refer to GCR 252 (i-ii)  All competitors who took part in a race, unless otherwise directed by the Clerk of the Course, are required to bring their karts to Parc Ferme immediately after the completion of their final race of the day. Competitors who remove their karts from Parc Ferme, or who themselves leave before 30 minutes have expired after completion of their final event of the day, without approval of the Clerk of the Course, will be liable for possible exclusion / penalty.  After an event, the Clerk of the Course may instruct that kart/s be examined by the Chief Scrutineer to determine if they comply with the regulations. Refer to Section A, Article 12 and Section F, Article 19 (vii) of the MSA Karting Regs.  NOTE: Engines, carbs, exhausts, etc that have been handed in to the Scrutineers during an event MUST be collected by the competitor prior to the start of prize giving. It is the competitors responsibility to collect such items and the WPMC – Karting Section or the Scrutineers will not be held liable for any loss, damage of said equipment due to non collection on the day.  Only Officials and authorised assistants are allowed in this area.

A competitor who has come under starter’s orders but fails to qualify as a finisher (two thirds of race distance), shall be awarded five (5) points less than the last finisher with a minimum of “0” points.



Where applicable, ROTAX MAX Challenge Championship classes will be scored in accordance with the 2012 SARMC Sporting Regulations by Max Challenge Promotions AFTER the event (for rounds counting towards the Championship).

A competitor who has come under starter’s orders but fails to qualify as a finisher shall be awarded one (1) point.

28. RESULTS 

After qualifying and every race, provisional results (as well as the Final results of the day) will be posted on the notice board, becoming final thirty (30) minutes after posting – refer to GCR’s 200 (viii) & 276. These results are not to be removed and disciplinary action will be taken against any competitor removing these results without authority. Copies for competitors will be placed in trays in the Clubhouse.



All Final results remain provisional pending the outcome of any strips/protests.



In the event of a tie having to be resolved, refer to Section F, Article 19 ii)f)e.

29. PENALTIES, PROTESTS & APPEALS    



Please refer to GCR 200 for time limits to lodge protests. A driver who receives a black flag shall be scored as a “non-finisher”. However, the Clerk of the Course or Stewards may, depending on the severity of the offence, impose further penalties. If a competitor / kart is found to be underweight, the competitor will score as a “non-finisher. A standard 5-place penalty shall apply in respect of an on-track incident for which a competitor is found guilty. The Clerk of the Course shall be entitled to impose a heavier penalty should this be deemed necessary. Please refer to parts V111, IX and X of the MSA Handbook and Section A, Article 11 (inclusive) of the MSA Karting Regulations.

30. TECHNICAL INFRINGEMENTS 

Any contravention of the karting technical regulations and specifications as per the MSA Karting Regulations will generally result in automatic exclusion from the relevant race or the entire event. It will be at the sole discretion of the appointed Chief Scrutineer / Technical Consultant to make this decision in consultation with the Clerk of the Course.  Where a dispute arises concerning a decision by the Technical Consultant as to whether an advantage has been gained, any contravention of the Technical Regulations will be deemed to afford an advantage until the contrary is proven.  Refer to GCR 176 inclusive and Section A, Article 11(ii) of the MSA Karting Regulations and Section I, Article 22 of the MSA Karting Regulations.  In the event of lost nose cone during a race, the competitor must pit with 2 (two) laps to replace the nose cone. Failure to do so will result in exclusion from the concerned race. If the nose cone is lost on the last lap, the competitor may retrieve it for weighing purposes. Refer to Section J, Article 23.1(f) (v).  Please refer to GCR 226 of the MSA Handbook – “WHAT IS NOT SPECIFICALLY PERMITTED IS DISALLOWED”

31. SILENCING  

Refer to GCR 245 and Section K (inclusive) of the MSA Karting Regulations. Any competitor not complying with noise limitations or silencer requirements may be prohibited from starting a race, a qualifying session or a free practice session. Any competitor whose exhaust becomes ineffective whilst driving, for whatever reason, may be black-flagged at the discretion of the Clerk of the Course.

32. PROTECTIVE CLOTHING 

Refer to Section B, Article 15 (iv) (inclusive) of the MSA Karting Regulations as well as GCR 239.

33. PRIZE GIVING / AWARDS Refer to GCR’s 280 and 281.  Prize giving will take place in the Karting Clubhouse approx. 45 minutes after the Final results have been posted. Trophies and awards will be presented to at least 1st, 2nd & 3rd place in each class. These numbers may be increased / decreased, at the discretion of the Organisers, depending on the number of entries received by closing date of entries.  If a strip/protest is unable to be resolved on the day of the event, prizes/trophies will only be awarded to unaffected positions.  Competitors who are not present at the prize-giving ceremony may forfeit their awards unless prior permission from the Clerk of the Course has been granted.

34. COMPETITION NUMBERS   

Please ensure that your racing numbers are clear, the correct size, colour and dimension as per Section C, Article 16 (iii) and (iv) of the MSA Karting Regulations and Club Classes Regulations. Competition numbers for Regional classes must be obtained from Motorsport SA. No digital numbers permitted. Competitors will be requested to change numbers not complying with the above.

35. ADVERTISING 

It is a condition of entry that in addition to the advertising referred to in GCR 246, competing karts shall also display the advertising, if any, as stipulated in the Championship Regulations and Specifications for the class for which the kart is entered.

36. GATE TICKETS 

Each competitor is entitled to 2 (two) complimentary gate tickets per race meeting. These will be available at Kartsport from THURSDAY, 16th FEBRUARY 2012. Additional tickets are available from the Secretary and charged at R40.00 each.

37. GENERAL   

LAP RECORDS will only be recognised following a strip of the competing kart’s motor and validity check of the chassis by the Chief Scrutineer. Novice competitors must have an "X" prominently displayed on the back of their helmets. Variation of Regulations: Any variation of these regulations approved by MSA will be advised by means of a Final Instruction or MSA Circular posted on the Notice Board for each event affected by such variation.
