Nomination requirements for the Central Coast Schoolarship are too stringent, the Education committee may want to revise them to make them more accessible to candidates and submit to the Education Foundation.

ii.

Terri has renewed the P.O. Box and will hand the keys over to the new officers for 2011.

b. Vice Presidents Report – Les Carter: No report. c.

Secretary/Treasurer Report – Ian McClain: i.

A check for a $50 donation in memory of Kieth Forsberg was sent to the SLO Hospice; they have sent back a thank you card and notified the family.

ii.

Wells Fargo account has been closed; the balance of $3,740.10 has been deposited to the Rabobank checking account. This final balance is $84.69 less than the balance from March, the only statement I have from this year. At some point Wells Fargo converted the account to a Money Market account that has monthly fees.

iii. Current Rabobank checking account balance as of Monday, November 8 was: $14,836.33. iv. At the chapters request I have looked into interest checking accounts and found the following for an account of our size (>$10,000): 1. Wells Fargo offers 0.1% 2. Rabobank offers 0.1% 3. Chase offers 0.15% We could be subject to minimum balance fees and penalties with these accounts. I do not believe it is worth the chapter’s time to convert the checking account to a high interest account at this time. 5) Committee Reports

CLSA Professional Development Program This is a voluntary program intended to encourage and support the continued professional growth and competency of land surveyors and recognize their continuing education activities. To learn more about this program visit the California Land Surveyors Association website.

The web site has a "A & E Look Ahead Report" listing potential new contracts, including the three Caltrans Central Region Surveys contracts, but does not show advertising dates. The web site also lists contracts currently being advertised. Consultants can get on a mailing list so they will receive notice when a contract is advertised. The last I heard about our three contracts is they might be advertised as early as December but probably early next year. I think filing dates are a month after advertising dates and interviews are probably a month after filing deadlines. There are three proposed contracts for work in Caltrans Districts 5 (San Luis Obispo), Districts 6 & 9 (Fresno & Bishop), and District 10 (Stockton). In the early 1970’s the County did several projects on behalf of other agencies: Arroyo Grande Sewer – In about 1972 our department administered the construction of the sewer system in a portion of the City of Arroyo Grande. (Continued on page 7)

Cambria Sewer – Between 1971 and 1979 our department administered the construction of the sewer collection system for the town of Cambria. The sewer system was constructed in several phases. The first phase, starting in 1971 included the collection system in the Park Hill, Happy Hill, and East and West Village portions of town; as well as the first treatment plant. Phase 1 was completed before I started work in 1974. Hal Wilkinson was the RE on Phase one. There were problems with the project including the contractor going bankrupt during construction. The County did not operate the Phase one system when it was completed. I believe it was operated by the Cambria County Water District which was an independent Special District and also operated the water system. Phase 2 included the construction of the Lodge Hill collection system. This was about 45 miles of pipe and several lift stations of various sizes. I started working on this project as a chainman on the survey crew in October of 1976. The construction surveying was done by a county crew lead by a contract employee. The crew consisted of the party chief, Larry Ellithorpe, Jon Jones, and me. Soon after the project started, the party chief (who held both civil and surveying licenses) decided that he was being asked to do more that just survey. There were numerous errors on the plans that required on-the-spot re-designs. He was getting paid E3 salary and he thought he should be getting paid as an E4 because the re-designs required professional engineering. One Friday afternoon he had a meeting with Ward Phelps, Deputy County Engineer, and asked for more money. Apparently Ward did not agree because I never saw the party chief again. The next Monday morning I was told that I was the new party chief. I lead the survey crew and did any necessary plan revisions. I was a Senior Engineering Aide at the time so the project saved a bunch of money by giving me the party chief job. At the time my qualifying professional credits included: a very recent BS degree in Industrial Engineering; an EIT certificate; about six months, mostly as a chainman, on the survey crew; and, a course in surveying at Cuesta College taught by Steve Frank’s father, with substitution help from Steve. Dan Beck was the Resident Engineer on Cambria Phase 2 construction project. Cliff Howe was the office man. The contractor was SullyMiller. Steve Frank was hired first as a temporary hire, I think, and then got on permanent as a Senior Engineering Aide. Steve was a construction inspector and coordinated the location of the laterals to the lots. The project started in fall 1976 and was complete sometime in 1979. I worked on it from start to finish. I started with the survey crew at first we worked hard just to stay ahead of the construction crews. But, we got ahead and finished the surveying well before the project ended. After the surveying was done I worked as an inspector and as the soils tech doing compaction tests. In the winter of 1978 there were major rainstorms that damaged some of the pipes that were under construction. The county was declared a disaster area and my job was to coordinate the Federal Storm Damage claim process for the project. When the sewer system was complete, it was turned over to the Cambria Community Services District.

SB County Liaison Committee – Jim Wilson: No report. 6) Board of Directors (BOD) report: Ian McClain – No action items, but the following items may be of interest to the chapter: a) The Board has adopted a new financial request form (page 25 of the agenda) for any new budget items to be placed on the agenda. The form must be received by July 31st to be included in the next years proposed budget. b) The 2011 CLSA/NALS conference will be held at Bally's in Las Vegas on March 5-9. c) BORPELS is seeking expertise in developing new tests/standards. d) Any applicants to the LS exam must obtain a NCEES ID #, whether they are taking both the national portion of the exam or just the state specific. This number is required for entrance to the exam site. e) CSRC is still in danger of shutting down due to lack of budget for next year. They are planning to post a 2011 epoch. NGS plans to update to 2010.00. f)

CLSA provided input to Stanislaus County regarding their consolidated Public Works Director / County Surveyor position. It remains to be seen if the position will create a conflict with state laws. The board asked local chapters to provide feedback regarding the local county laws regulating the position of county surveyor. San Luis Obispo County codes require that the County Surveyor hold a License to practice surveying.

g) ALTA/ACSM has completed a new 2010 standard to be released soon. These standards are a complete rewrite and deserve a thorough review. This may be something the chapter could pursue in the form of a seminar. h) The Board voted to allocate $4,000 in the 2011 budget for supporting Trig Star programs in local chapters, to be distributed on a per student proration. i)

Orange Co. PPC Monitors street improvement jobs up for bid for monument preservation purposes. This approach was suggested to other chapters who are concerned about monument preservation.
