About  this  report     The   authors   of   this   report   are   Ajay   Madiwale,   humanitarian   policy   advisor   at   the   British   Red   Cross   Society;   Peter   Holdsworth,   an   independent   consultant   and   civil-­‐military   expert;   and   Kudrat   Virk,   DPhil   (Oxon),   an   academic   researcher   and   policy   analyst   with   interests   in   humanitarian  intervention,  the  ‘responsibility  to  protect’,  and  developing  countries.       The   views   expressed   here   are   of   the   authors   alone,   and   are   not   intended   to   represent   the   views   of  the  British  Red  Cross  Society  or  the  International  Red  Cross  and  Red  Crescent  Movement  as  a   whole.     The   study   began   in   Islamabad   on   the   day   Osama   bin   Laden   was   killed   by   US   forces   in   Abbottabad  and  ended  on  the  day  of  the  Taliban’s  first  retaliatory  attack  on  a  military  base  in   Charsadda.   These   events   highlighted   the   fluctuating   security   situation   and   the   centrality   of   geo-­‐ political   issues   in   Pakistan,   which   affects   not   only   the   daily   lives   of   the   Pakistan’s   most   vulnerable  but  also  the  ability  of  humanitarian  agencies  to  respond  to  their  needs  in  Pakistan.     In  light  of  these  difficult  circumstances,  the  authors  are  very  thankful  to  all  those  who  gave  their   time  to  be  interviewed  for  this  study.  We  are  especially  thankful  to  Nicola  Bennett,  Surein  Peres,   Muhammad   Ateeb   and   Angela   Hoyt   for   generously   sharing   their   insights   and   contacts.   We   would   also   like   to   thank   Sandrine   Tiller,   for   supporting   and   helping   to   co-­‐ordinate   the   study,   and   Sorcha   O’Callaghan,   for   providing   background   analysis   and   invaluable   feedback   on   successive  drafts  of  the  report.    Any  errors  or  other  shortcomings  that  remain  are  ours  alone.
