OUR SERVICE With 35 Council car parks, CPP is continually seeking new and innovative parking solutions for its patrons. Our professional team has over 50 years of experience in delivering car parking solutions. Our research has highlighted that convenient, secure car parking with easy payment options is of primary importance to our patrons. This has led us to implement many new and innovative parking solutions: • More payment options including: Cash, Credit/Debit Card, PayPass, CPP Parking Card and CPP Monthly Permit. • Introduction of new technology including: Licence Plate Recognition (LPR) at Goderich Street, Regal Place, Mayfair Street, Turvey Lane and Council House car parks. Mobile App with real time bay availability, location photographs, maps, fees, parking reminders and Disability information. • CPP Website provides a range of useful information which is updated daily, advising users of road closures, traffic flow issues, car park locations, fee schedules etc. • Green Initiatives including: Increased Energy Efficiency – Elder Street car park has been designed to reduce energy consumption and vehicle gas emissions by incorporating solar panels, electric vehicle charging facilities, automatic CO2 monitoring, low energy lighting and natural ventilation. Installation of Induction lighting and lighting control systems at Convention Centre car park have achieved a 50% reduction in energy. Tree planting to offset carbon emissions - The City of Perth is the first local authority in Australia to commit to a climate change initiative in the form of carbon sequestration. 340,000 trees have been funded and planted from parking

DISABILITY PARKING The City of Perth supports Disability parking permit holders with the provision of discounted parking in all CPP car parks.

Alternatively, The Disability Parking Permit holders should pay the full fee and obtain a receipt, then post or email their receipt and a legible copy of the permit to City of Perth Parking for a refund.

A ‘Disability parking permit’ consists of an Australian Disability Parking Permit and an ACROD Parking Program Card.

PARKING ON-STREET (KERBSIDE)

PARKING OFF-STREET WITHIN A CPP CAR PARK

The City of Perth provides parking concessions on-street (Kerbside) for people with accessibility requirements who hold a valid Disability Parking Permit.

CPP Parking Meter Car Parks Purchase a ticket or pay at a meter for a minimum of 1 hour. When a ticket is provided this must be displayed on the dashboard with the valid Disability Parking Permit. The parking time will remain valid for a further 2 hours after the expiry time. CPP Boom Gate Car Parks In boom gated car parks, pay for a minimum of 1 hour and then receive up to an additional 2 hours free parking. When paying for your parking, please proceed to the payment station with a copy of your disability parking permit (either photocopy of front section only or photo image on your smart phone) and press the Assistance intercom button. Your concession can then be applied remotely by a Customer Service Officer who will ask for you to show the copy of your permit which they are able to view the expiry date via the cameras located at each of our payment station areas.

Kerbside parking bays are on-street parking bays controlled by green permissive parking signs e.g. ¼ P, 1P, 2P. There are three sign types: (a), (b) and (c). a) Time restricted no fee payable. (General Bays). A vehicle displaying a valid Disability Parking Permit in a time restricted parking bay may park for: i. If the time limit indicated on the parking sign is under 30 minutes - for 30 minutes; ii. If the time limit indicated on the parking sign is between 30 and 60 minutes - for 2 hours; iii. If the time limit indicated on the parking sign is over 60 minutes - for twice the period indicated on the sign. Once this time expires the vehicle must vacate the parking bay and may not return to the same section of road within 1 hour.

42 b) Time restricted fee payable. (General Bays). A vehicle displaying a valid Disability Parking Permit in a time restricted parking bay, where a fee is payable, must pay the minimum applicable fee and if required, fees for additional parking time. After the purchased time expires the vehicle may remain parked for the same time again but once this second period expires the vehicle must vacate the parking bay and may not return to the same section of road within 1 hour. c) Time restricted fee payable. (Disability Parking Specific Bays). Parking in a time restricted Disability parking specific bay is limited to the period stated on the sign. Fees apply. Please note: Concessions do not apply to restricted parking areas such as Clearways, Loading Zones, Bus Zones, Taxi Zones. Failure to adhere to the above conditions may result in a parking infringement being issued. Unique Circumstances While City of Perth Parking makes every effort to provide accessible parking, it is not possible to meet every circumstance. CPP places a high degree of importance on making the parking experience a positive one for all customers and our customer service staff are always available on 1300 889 613 to discuss unique circumstances with our customers and devise a solution acceptable to all. In addition to providing concessions, CPP aims to improve parking amenities for those with accessibility requirements. MAXIMUM TIME (DAY & NIGHT RATES) Park continuously for up to 12 hours and pay a maximum rate. Thereafter the hourly rate or next block rate applies.

ELECTRIC VEHICLE CHARGING Electric vehicle charging facilities are available at the following car parks: Elder St, His Majesty's, Cultural Centre, Concert Hall, Turvey Lane, Pier Street, State Library, Citiplace, Mayfair Street, Regal Place, Council House and Convention Centre. There is a dedicated electric vehicle bay in each of the following car parks: Elder St, Pier St and Convention Centre car parks. These facilities have 15 amp outlets and are suitable for most Australian electric vehicles. Electric vehicle charging facilities in other car parks are 32 Amp 3 Phase outlets. These are not dedicated electric vehicle bays, therefore if available a minimum of one day notice is required in order to keep the bay open for an electric vehicle. This will only be possible if the bay required is vacant at the time. Note: There is at present no charge for electricity use, only the parking fee is payable. City of Perth is not liable in contract, tort, statute or otherwise for any loss of, or damage to property or personal injury, arising from any use of electric vehicle charging facilities. Electric vehicle trial program - CPP participated in the WA electric vehicle trial from 2010 to 2012. The trial provided information on the performance, environmental benefits, policies, infrastructure and practical implications for the future use of electric vehicles in WA.

MOTORCYCLE PARKING Motorcycle bays are provided at most CPP car parks. These bays are marked specifically for motorcycle parking (inclusive of all motorised two-wheel vehicles) usage. It is an offence for motorcycles to be parked in bays designated for motor vehicles (i.e. cars, vans, trucks) unless a sidecar is attached. In most open air and some under cover car parks there are parking meters at the motorcycle bays. Car Parks with Dedicated Motorcycle Entry System

CAR POOLING A discounted car pooling rate is available at Mayfair Street, Roe Street and Queens Gardens car parks. To be eligible for car pooling, there must be a minimum of two people in the vehicle at the time of entry and the vehicle must enter the car park between 6.00am and 8.30am Monday to Friday, except public holidays. Parking is for a maximum of 12 hours only, thereafter the hourly rate applies. Car pooling bays are subject to availability.

City of Perth Parking has installed dedicated motorcycle entries at some CPP car parks. These new motorcycle entries mean that motorcyclists can automatically redeem their motorcycle discount on parking fees by simply taking their parking ticket to the pay station to pay and validate. In the car parks with no dedicated motorcycle entry, the motorcyclist presents the ticket obtained at the entry boom gate to the Customer Service Officer to obtain a motorcycle reduction on the car parking hourly fee. Please note: No early bird or concessions apply to the already reduced motorcycle parking fees. To access the dedicated

44 motorcycle entry, go to the motorcycle entry gate at the car park. Once there, ride up to the small motorcycle only boom gate, take a ticket from the dispenser unit and park in a designated motorcycle bay. Any ticket issued from the motorcycle entry can be paid at any auto pay station within the car park at the discounted rate. Remember that only tickets dispensed from the dedicated motorcycle entries are entitled to the discounted motorcycle rates.

BICYCLE PARKING No fee payable except for Elder Street car park - all bicycles need to park in a designated bicycle bay. At Elder Street car park, City of Perth Parking has introduced a dedicated bicycle parking area that can hold up to 54 bicycles. The designated bicycle area has its own entrance with a turnstile gate located at the Elder Street side of the car park next to the motorcycle parking area. When approaching the gate, take a ticket from the dispenser unit, then enter via the turnstile gate and park bicycle in a designated bicycle bay. Any ticket issued from the bicycle entry can be paid at any auto pay station. Only tickets dispensed from the dedicated bicycle entries are entitled to the discounted bicycle rates.

HOW TO PAY FOR PARKING Parking Meters These machines are found in the majority of CPP car parks, including open air and some of the undercover car park facilities. Under this system customers must either: • Purchase a ticket from the ticket machine for the required time that the vehicle will be parked and display the ticket face up on the left hand side of the dashboard; or • Use the meter to select and pay for the required time that the vehicle will be parked Automated pay machines (pay as you leave): Automated payment machines are used in the following car parks: Concert Hall, Citiplace, Convention Centre, Cultural Centre, Elder Street, His Majesty’s, Pier Street, Roe Street, State Library and Terrace Road. A ticket is issued at the entry boom gate. Before returning to the vehicle to exit the car park, customers must pay for their parking by visiting one of the automated payment machines. The machine will collect monies owing and validate the ticket. Customers can then return to their vehicle and exit the facility by inserting the ticket at the exit boom gate.

Licence Plate Recognition System: Used in the following car parks: Goderich Street, Mayfair Street, Regal Place, Turvey Lane and Council House. On entry to the car park, the boom gate will automatically open. The licence plate of the vehicle will be captured by a camera when entering. No ticket will be issued. The option to pre-pay for parking is available along with the option to pay when leaving. The payment machines have a touch screen. Simply enter the licence plate number on the screen or the approximate time entering the car park to bring up images of the vehicle that matches the licence plate. Once selected, either press the prepay button or the pay for exit button to make payment. Payment can be made by cash, credit card, EFTPOS or Parking Card. Press on the screen for a receipt if required. If payment has been made to exit the car park, the boom gate will automatically open when the vehicle approaches the exit. If the boom gate does not open, press the intercom button for assistance. At some facilities no change is provided. Credit Card and EFTPOS facilities Credit card (Visa, Mastercard, American Express) and EFTPOS facilities are available at all staffed CPP car parks. Credit cards (Visa, Mastercard, American Express) are also accepted in unstaffed CPP car parks via the pay and display ticket machines or automated pay machines. This facility is also available at on street ticket machines in the CBD and parts of West Perth, Northbridge and East Perth. A credit card surcharge may apply. The minimum transaction amount is $2.00. If the credit card payment option is offline or the transaction cannot be completed, payment must be made with cash or the customer must use another machine.

CASHLESS PAYMENT The CPP Parking Card conveniently eliminates the need to carry coins to pay for parking and can be used in all car parks and many kerbside ticket machines. If the Parking Card payment option is offline or the transaction cannot be completed, the customer must pay by cash or use another machine. By entering and using CPP parking facilities you agree to the terms set out below:

Please note that a one hour minimum fee is applicable at all off street car parks and a $2 minimum fee applies for on street / kerbside parking.

1. Whether you are a driver or a passenger in the vehicle to be parked you use this facility at your own risk. 2. CPP is not responsible for your security, the security of your vehicle or any property brought into this facility. 3. CPP does not accept any liability for any injury to you, or loss or damage to your vehicle or any other property. 4. You agree to release and indemnify CPP from any liability that it may incur as a result of your use of this facility. 5. The City of Perth Parking Local Law 2017 applies to all users of this facility.

1. Applicable fees will be determined by: a. time of entry and duration of stay (for boom gated car parks); or b. time of ticket purchase and duration of stay (for pay & display car parks); or c. time of payment and duration of stay (for motorcycles and Disability bays using multi-bay meters).



2. For boom gated car parks, the hourly rate applies either side of the day or night rate times, unless the next day or night rate becomes applicable. 3. If the credit/parking card payment facility is offline, or the card payment cannot be completed, customers must use cash.

6. A person must not stop a motorcycle without a side-car or a

bicycle in a parking bay or space unless:



(a) The bay or space is marked 'Motorcycle' or 'Bicycle'; or



(b) A sign applying to the bay or space is inscribed 'Motorcycle' or ‘Bicycle'.

4. Selected credit cards accepted. Credit card fees may apply. See fee signage for details. 5. CPP is not liable for any loss or inconvenience arising from the unavailability of payment facilities.

7. No additional concessions are applicable to motorcycle rates. 8. All long term permits and Disability Parking Permits must be displayed face up on the dashboard at all times. 9. Promotional rates will be subject to limited availability where applicable.

6. CPP will not process refund claims caused by customers failing to follow the payment instructions displayed on the machines. 7. CPP reserves the right to refuse certain note or coin denominations. 8. For boom gated car parks, lost or damaged tickets will be charged from 8.00am on the day of entry.
