City of Toronto's contingency plan for service delivery during a labour disruption The City of Toronto's outside workers represented by the Canadian Union of Public Employees (CUPE) Local 416 will be in a legal strike position and the City will be in a legal lockout position as of 12:01 a.m., or one minute past midnight, on the morning of Friday, February 19. Additionally, the City's inside workers represented by CUPE Local 79 will be in a legal strike position and the City will be in a legal lockout position as of 12:01 a.m., or one minute past midnight, on the morning of Saturday, February 20. The City remains committed to negotiating new collective agreements that are fair and reasonable to employees and residents and that allow the City to respond effectively to the needs of Toronto residents and businesses. If a labour disruption occurs, the City has contingency plans in place to continue delivering critical services to residents and businesses. The following information is the contingency service delivery plan as of 1 p.m. on Friday, February 12. In the event of a labour disruption involving both Local 416 and Local 79, this contingency plan will be implemented immediately and will remain in place for the duration of the disruption or until further notice. Information about all City services, programs and facilities is also available at www.toronto.ca/labourdisruption. Service updates will also be communicated via the City's Twitter account, @TorontoComms. Sign up to receive the City's news releases and other e-updates at www.toronto.ca/e-updates. In the event of a labour disruption, meetings and events may be cancelled or rescheduled. Questions about the City's service delivery and program impacts during a labour disruption can also be directed to 311, 24 hours a day, seven days a week (416-392-CITY/2489 outside city limits, TTY 416-338-0TTY/0889). Always call 911 for emergencies. Higher than normal call volumes and wait times can be expected during a labour disruption. 311's online service requests, mobile applications and email service will be suspended during a labour disruption. Toronto Police, Fire Services, Paramedic Services, Long-Term Care Homes and Services as well as the TTC, Toronto Community Housing properties and most Toronto Public Library branches will not be affected by the labour disruption. The City remains prepared to respond to emergency situations. Should an emergency weather situation occur during the labour disruption, residents are encouraged to call or visit vulnerable friends, neighbours and family to ensure they are not experiencing any difficulties related to the weather.

City services and program impacts in the event of a labour disruption Water services Water supply and sewage treatment systems will continue to function with full compliance with provincial regulations. Call 311 in the following critical situations:  no water supply  to request emergency shut-off of water supply (flooding)  to report a broken or leaking water main  to report a spill (such as oil or chemical)  blocked sewer connection or storm sewer  severe basement flooding Waste collection Residential and commercial curbside collection of garbage, Blue Bin recyclables, Green Bin organics and bulky items (such as furniture) will continue in all areas west of Yonge Street. Collection times may vary or be delayed, so please keep collection containers out until collected. The collection of garbage, Blue Bin recyclables, Green Bin organics and bulky items from City-serviced, multi-residential (apartment/condominium) locations receiving front-end collection will continue city-wide. Collection times may vary or be delayed, so please keep collection containers out until collected. Residential and commercial curbside collection in areas east of Yonge Street will be suspended. Multi-residential locations receiving curbside collection east of Yonge Street will also be suspended. Collection of household hazardous waste, e-waste and metal goods (such as stoves) is suspended for all customers city-wide. Night collection service for locations on main streets is also suspended city-wide. Residents in areas where collection is cancelled are asked to properly package and store their waste for the first week of a labour disruption. Temporary residential drop-off locations will be announced within the week should the labour disruption continue. Other waste services: Transfer Stations Transfer Stations will be open to receive commercial garbage. Household hazardous waste will not be accepted at Transfer Stations. Transfer Stations that will operate 24 hours a day, seven days a week:

Bermondsey Transfer Station, 188 Bermondsey Rd. (Eglinton Avenue East and Victoria Park Avenue) Ingram Transfer Station, 50 Ingram Dr. (Keele Street and Eglinton Avenue West)

Transfer Stations that will operate from 7 a.m. to 7 p.m., seven days a week:  Commissioners Street Transfer Station, 400 Commissioners St. (Lake Shore Boulevard East and Logan Avenue)  Disco Transfer Station, 120 Disco Rd. (Dixon Road and Carlingview Drive)  Dufferin Transfer Station, 35 Vanley Cres. (Chesswood Drive and Sheppard Avenue West)  Scarborough Transfer Station, 1 Transfer Pl. (Markham Road and Sheppard Avenue East)  Victoria Park Transfer Station, 3350 Victoria Park Ave. (Victoria Park Avenue and Finch Avenue East) Fees will apply to customers bringing garbage to a Transfer Station. If customers are unable to enter the Transfer Station and cannot cross the weigh scale due to heavy picketing and garbage is dropped off at the entrance gate to City staff, during operating hours, fees will not apply. Litter and street litter bins General street litter will be monitored and limited service will continue. Particular attention will be paid to illegal dumping and litter "hot-spots". Some street litter bins will be covered and not be serviced. Park litter bins Park litter bins will be monitored and receive limited service. Residents are encouraged to limit the use of park litter bins and keep parks free of litter during a labour disruption. Well used park litter bins and park locations have been identified and will be monitored. All dog parks will continue to receive collection service. Residential curbside bin requests Existing requests for new and additional residential curbside bins (i.e. service request was created prior to labour disruption) will be processed. Existing requests for residential curbside bin repairs or exchanges will be postponed until after the labour disruption. New residential curbside bin requests will not be accepted during a labour disruption. Road maintenance and safety services The following services will be provided, but some delays are expected:  winter services, including road, sidewalk and bike lane salting and plowing  emergency road, sidewalk and sign repairs  issuing of emergency utility, special event and street occupancy permits  online parking permits  hate graffiti removal

The following will not be provided:  routine street cleaning  routine repairs or maintenance to expressways, roads, sidewalks and bridges  processing of in-person requests for on-street and off-street parking permits In the event of a winter storm event during a labour disruption, the Transportation Services division has plans in place to maintain road safety across Toronto. All construction projects will continue. Paramedic (ambulance) services All emergency response services will operate at full service levels but first aid, CPR and AED (defibrillator) courses scheduled at City facilities will be cancelled. Children's services All child care centres directly operated by the City will be closed. These centres are listed under Toronto Early Learning and Child Care Centres at www.toronto.ca/children. All Children's Services district offices (child care fee subsidy offices) will be closed. Processing of applications for child care fee subsidies will be suspended. Payments to non-municipally operated child care centres and agencies will continue. Toronto Home Child Care Agency will continue to operate. Clients with emergency issues related to fee subsidy can call 416-397-1464. Parks and recreation facilities and services City parks will remain open for casual use only, as snow removal and ice control will be done only in selected priority areas (signs will be posted in non-maintained areas). Public washrooms in parks will be closed. All permits issued for events in City parks will be cancelled. Emergency tree maintenance and inspection (including the Emerald Ash Borer program) will continue. Ferry service to Ward's Island will continue. Care of animals at the Riverdale and High Park zoos will continue, however the two zoos will be closed to the public. All other facilities will be closed, including:  community centres and fitness centres  ski hills, arenas, curling rinks and artificial outdoor rinks  greenhouses, nurseries and conservatories  indoor pools and other aquatic facilities All permits at City recreation facilities will be cancelled. All recreation programming will be cancelled for City and community-operated programs at all community centres, arenas, swimming pools and fitness centres, including camps, classes, and drop-in clubs. All programming for City and community-operated programs at all schools will be cancelled.

All recreation program registration will be suspended. Following the labour disruption, wherever possible, programs will be extended to make up for the lost time. Cancellations, credits and refunds cannot be processed until after services have resumed and where applicable, credits/refunds will be pro-rated. The following arenas and community centres, operated and staffed by Boards of Management, will not be affected: Arenas operated by Boards of Management  George Bell  Larry Grossman Forest Hill Memorial  McCormick Playground  Moss Park  North Toronto Memorial  Ted Reeve  William H. Bolton  MasterCard Centre  Weston Lions Note: Leaside Memorial Arena will be closed. Community centres operated by Boards of Management  519 Church  Applegrove Complex  Cecil Street  Central Eglinton  Community Centre 55  Eastview Neighbourhood  Harbourfront  Ralph Thornton  Scadding Court (pool closed)  Swansea Town Hall Licensing and standards services (including Toronto Animal Services) Investigation services for emergency orders and unsafe conditions (such as no heat/no water, broken elevators) will continue. Bylaw enforcement for illegal dumping complaints will continue. All vehicle inspections at 843 Eastern Ave. will be suspended. The Licence and Permit Issuing office at 850 Coxwell Ave. will be closed. Toronto Licensing Tribunal hearings and taxi and limousine driver/owner training will be suspended. The processing of business licence applications/renewals and noise/fence exemption applications will be discontinued. Investigation services for non-emergencies and most bylaw enforcement will be suspended. 5



Toronto Animal Services Animal Services will maintain emergency services such as responding to sick/injured animals, animal threatening public safety, stray dogs (pickup only), dog bite investigations and cadaver pickup on public and private property. Pet licensing will continue to accept payments, however, licence renewals and processing of new licences will be delayed. Two animal shelters will remain open and will operate from 11 a.m. to 5 p.m. daily:

The shelters at 1300 Sheppard Ave. W and 15 Nova Scotia Ave. will be closed.

All non-emergency animal-related bylaw enforcement will be suspended, including barking

dogs, dogs off leash in parks, muzzle order tribunal hearings, and public spay/neuter

clinics (including trap-neuter-release program for feral cats).

Shelter and housing services Residents who need emergency shelter can call 311 or Central Intake at 416-338-4766. The Streets to Homes Assessment and Referral Centre at 129 Peter St. will be open for walk-in service. Streets outreach and housing services for street-involved people will continue but reduced service levels can be expected. The 10 City-operated emergency and transitional shelter locations will continue to operate but reduced service levels and hours of operation can be expected. Cold weather services activated by an extreme cold alert (including provision of TTC tokens for people to get to shelter, increased street outreach, and a direction to shelters to relax any service restrictions in place) will continue as needed. The two 24-hour extreme cold weather drop-ins will continue to operate. More information about cold weather services is available at http://bit.ly/1yFFOH5. Financial services and administrative support will continue for the more than 300 Cityfunded agencies that provide services to homeless and marginally-housed people, including emergency shelters, drop-ins, housing help and rent bank administration. All social housing providers will be able to continue to subsidize rents for their eligible residents. Non-emergency client services, counselling and most administrative functions will be suspended. Toronto residents who see someone on the street who needs outreach assistance, such as a shelter bed due to the cold temperatures, should call 311. For medical emergencies, call 911. Employment and social services 6



Clients who already receive Ontario Works benefits each month by cheque or direct deposit will continue to do so without interruption. The following three field offices will remain open to provide financial assistance only:  Kennedy Employment and Social Services, 1225 Kennedy Rd., 416-392-2800  Metro Hall Employment and Social Services, 214 Wellington St. W., 416-392-2600  York Humber Employment and Social Services, 605 Rogers Rd., 416-392-6200 The above offices will operate Monday to Friday from 9:30 a.m. to 3 p.m. for in-person visits and from 8:30 a.m. to 4:30 p.m. for call-in services. Toronto residents who need to apply for Ontario Works assistance can call 416-397-0330 from 8:30 a.m. to 4:30 p.m. Caseworkers will not be available. Employment services for job seekers such as workshops, referrals to employment programs or assistance with job search and resumes will not be available. Clients who require services in French can call 416-392-0441. Social development services Community Crisis Response, Syrian Resettlement Initiative (Toronto Newcomer Office), and Healthy Kids Community Challenge will continue. Services for community funding and the Toronto Youth Job Corps will continue at a reduced level. Program support for community development, the Tower and Neighbourhood Revitalization program, Youth Employment Partnerships and the Toronto Youth Cabinet will be suspended. Accessing City facilities and related services City Hall, Metro Hall and three civic centres (North York, Scarborough and York) will be open, however, public access will be restricted to the ground floor and limited to 8 a.m. to 4:30 p.m., Monday to Friday. The civic centres in East York and Etobicoke will be closed. Public skating at City Hall, Scarborough Civic Centre and Mel Lastman Square (North York Civic Centre) will be suspended. The public may have to cross picket lines to enter these municipal buildings. In a legal labour disruption, unions have a lawful right to picket. Anyone who encounters any problems in attempting to cross a picket line is encouraged to speak with the picket line manager who will be present. Access to parking at some City facilities may be delayed. Courier deliveries will be accepted in the mail rooms at City Hall and Metro Hall. Courier packages will not be accepted at the North York, Scarborough and York civic centres. The following Toronto City Hall services will continue: 7

receiving legal documents including notices, claims and appeals receiving Freedom of Information requests and liquor licence (though there will not be any processing) and special occasion permit applications issuing marriage licences, taking affidavits for City business, registering deaths and issuing burial permits, access to assessment rolls, issuing emergency lottery licences

All public tours, visits, flag raisings, presentations and official City events will be suspended. Most scheduled meetings of Council, community councils, standing committees, advisory committees and task forces will be cancelled. Please check www.toronto.ca/council for meeting information. The wedding chambers at Scarborough, East York and North York civic centres will be closed. The wedding chamber at York Civic Centre will be open to accommodate existing bookings, however online bookings will not be available. The City Hall wedding chamber will continue regular operations, Monday to Thursday from 9 a.m. to 4:30 p.m., Friday and Saturday until 8 p.m. For information about the City Hall wedding chamber, visit www.marryus.org or call 416-363-0316. Other City facilities:  St. Lawrence Market will be open  Toronto Archives will be closed  North York Memorial Hall will be closed, all event and meeting permits will be cancelled Other City services: Employment opportunities All external job postings will be cancelled. Where applicable, job opportunities will be reposted when normal City services resume. Applicants will be advised if re-submission is necessary once services have resumed. Ongoing and summer job opportunities will also be suspended. Parking tickets Starting Monday, February 22, the parking ticket payment counter at Metro Hall will relocate to City Hall, ground floor and, in a labour disruption involving only Local 416, will continue to operate from that location until the labour disruption ends. In a labour disruption involving Local 79 and/or both unions, the Metro Hall parking ticket payment counter will be closed.  In the event of a labour disruption, parking payment deadlines will not be extended. Payments can continue to be made by telephone, mail or online. Payment by telephone:

The touchtone telephone system 416-397-TAGS (8247) operates 24 hours a day,

seven days a week, providing general parking ticket information and allows

residents to inquire about specific parking ticket as well as make payments.

Residents have two options: submit the reading using the automated telephone meter reading service at 416-397-READ (7323) or submit the reading online at www.toronto.ca/utilitybill. Residents who want to apply for water relief, tax relief or other related programs must do so by mail or fax to the address or number on the application forms. Fax service for these programs will be suspended immediately following the application deadlines. Applications will not be accepted in person at civic centres or other counter locations.

Court services Toronto Court Services will continue to operate most services as all Provincial Offences

Court locations in Toronto will remain open for business. All scheduled trial appearances

will continue. Residents may experience delays due to reduced level of service in some

areas.

Business hours are indicated on tickets and other court documents. Scheduled court

appearances including trials will be conducted in accordance with notices that have been

sent out.

Provincial Offences Court locations:

 Old City Hall, 60 Queen St. W. (at Bay Street)

Some services such as telephone reception, transcript requests, appeals and refunds

processing will be delayed.

Planning services Some City Planning services will continue, such as administrative support for Committee of Adjustment applications already scheduled for hearing, limited assessment of applications already submitted to determine potential for continued processing and issuing of decision and completion notices. All community consultation meetings, Design Review Panel meetings and other public meetings will be cancelled (and re-scheduled after the labour disruption). New development application intake and processing of most already received applications will be suspended. Most other City Planning operations such as studies and support for capital projects will be suspended. Economic development and culture services All events at Nathan Phillips Square, David Pecaut Square and the civic centres will be cancelled. All City-run museums, art galleries and cultural facilities will be closed. All permits and programming at these facilities will be cancelled. All program registration for these facilities will be suspended. Following the labour disruption, wherever possible, programs will be extended to make up for the lost time. Cancellations, credits and refunds cannot be processed until after services have resumed and where applicable, credits/refunds will be pro-rated. The Toronto Film and Television Office will continue to issue film permits. The film office is located on the first floor of City Hall and is open from 8:30 a.m. to 4:30 p.m., Monday to Friday.

All Enterprise Toronto/small business centres will be closed. Economic Development services for Business Improvement Areas (BIAs) will be suspended. All other Economic Development services will be suspended. Affordable Housing Office Payments to City Council-approved affordable housing developments under construction and approved rooming house repair projects will continue. Administration of the Toronto Renovates Home Repair program, the Affordable Home Ownership Program and other affordable housing development projects will be suspended. Environment and energy programs Residential and commercial environmental programs such as Live Green Toronto, Smart Commute, Home Energy Loan Program (HELP), Eco-Roof Incentive Program, Live Green Toronto Volunteers and Better Buildings Partnership will be suspended. Building services All Toronto Building services, except emergency building inspections, will be suspended. Toronto Office of Partnerships Toronto Office of Partnerships offices will be closed. Toronto Public Library Most Toronto Public Library branches will be open and providing regular service. However, four branches located in City-operated facilities will be closed:  Flemingdon Park  St. James Town  Port Union  Todmorden Room Library patrons can return their borrowed materials to any branch and an alternative location has been arranged for the pickup of hold items as they become available. The branch located at Toronto City Hall will be open with adjusted hours of Monday to Friday from 8:30 a.m. to 4:30 p.m. All other library branch hours will remain unchanged. The Ward’s Island bookmobile stop will be cancelled and the stops at North Kipling, Oakridge, Driftwood and Lawrence Heights community centres will continue but may be relocated to adjacent streets.

Toronto Public Health Critical public health services will continue, including investigation of food and health hazards, closing of public pools related to unsafe conditions, infectious disease surveillance and outbreak response, emergency situation response, the provincial AIDS 12



Hotline Service and Mobile Needle Exchange (416-392-0521) and Methadone

Maintenance program.

Emergency dental treatment will be provided at five locations; clients can call 416-392­ 0934 to book appointments at these sites:

 235 Danforth Ave.

Telephone information, counselling, referral and support regarding prenatal, postpartum,

breastfeeding and parenting issues for at-risk children and families, Preschool Speech and

Language/Infant Hearing Program Intake, as well as hearing screening of newborn infants

will continue.

Public health services that will be suspended include:

 routine food safety, pool and other inspections

 non-emergency/urgent dental treatment, dental screening in schools and long-term
