Solid Waste Plastic Containers NOTICE TO ALL BIDDERS: This addendum is issued to clarify, revise, add to or delete from, the original specification documents for the above project. This addendum, as integrated with the original specification documents, shall form the specification documents. The noted revisions shall take precedence over previously issued specification documents and shall become part of this contract. REVISIONS TO THE SUBMITTAL DEADLINE: The submittal deadline has been changed to 11:00 a.m., Pacific Time, Tuesday, July, 19, 2016. REVISIONS TO THE GENERAL INFORMATION AND REQUIREMENTS: A. General / 1. Purpose / 3rd paragraph . . . Whenever these specifications request 90-gallon containers, it is acceptable to offer containers sized 90 gallons through 97-gallons, but no larger. . . . A. General / 3. Pricing/Price Adjustment / 1st paragraph . . . For bidding and Price Increase/Decrease purposes, resin prices shall be based on published prices, as posted weekly, in Plastic News under the respective index for the material used to manufacture the carts (i.e. HDPE injection molding – General Purpose (GP), LDPE injection lid resin). . . . C. Price Increases/Decreases / 1. Pricing Per Container . . . 1. Pricing Per Container – The pricing per container may be adjusted at each 6 and 12 month contract period based on the published price as posted in the Plastic News under the respective index of the material used to manufacture the carts (i.e. HDPE injection molding – General Purpose (GP), LDPE injection lid resin). . . . E. Warranty / 4. Containers and hardware, which the Seller is obligated to replace under the warranty provision, shall be promptly replaced within forty-five (45) calendar days after notice from the Buyer.

Solid Waste Plastic Containers ES16-0284F REVISIONS TO THE SPECIFICATIONS: G. Container Design Specifications / 1. Container Design Container shall meet the standards set forth in ANSI Z245.30-2008 and ANSI Z245.60-2008. All Containers shall be designed to regularly receive and dump the weight not to exceed maximum load rating of 3.5 lbs./gal (0.42 kg/l) of the containers actual volume. Below are some examples of common container sizes and their maximum load rating. The containers shall be designed to be picked up and dumped by a gripping device that applies a compressive radial force of 200 pounds without damaging the container at a point below the top edge (fully automated) or attached to a tipping device (semi-automated). Container shall be capable of being lifted and dumped from any angle. Every container must be capable of being emptied with fully-automated or semi-automated equipment utilized by the City. 20 – gallon containers: 70 lbs. 32 – gallon containers: 112 lbs. 48 – gallon containers: 168 lbs. 64 – gallon containers: 224 lbs. 96 – gallon containers: 336 lbs. As an option to this bid request, each bidder shall include a proposal for universal Radio Frequency Identification (RFID) tags to be installed in each cart that can be read with a universal and non-proprietary RFID reader. The tags are to be passive tags, not requiring a power source to operate. Barcodes are not considered RFID tags and not acceptable for this bid option. The RFID tags shall be installed from the manufacturer and embedded above the hip or gripping surface of the container. The RFID tags can be installed in the lid assembly of the container. Each RFID tag shall be covered under the warranty and last for the life of the container or warranty period. Each bidder shall also provide the RFID frequency band information, range, and data speed. G. Container Design Specifications / 2. Fabrication The containers shall be manufactured from high quality 100% virgin medium- or high density polyethylene from a nationally-recognized supplier (e.g., Phillips, Dow, Dupont, etc.). Containers will contain a minimum of 15% by weight of post-consumer regrind (PCR) polyethylene. Virgin and post-consumer regrind polyethylene will contain a minimum of one-half of 1% by weight, ultraviolet stabilizer to protect against physical and color deterioration. If the UV stabilizer is less than 0.5% by weight, the manufacturer must provide analytical tests/data supporting the fact that less UV stabilizer provides the same or better protection against physical and color deterioration. The container body shall be one piece and either rotationally or injection molded. The lid can be manufactured from a different material and either rotationally or injection molded, however the lid color must match the color of the body. The PRC polyethylene and ultraviolet stabilizer will be hot melted and compounded into base material. The container will have a minimum wall thickness of 0.125 inches. G. Solid Waste Plastic Containers ES16-0284F H. Lid / 2. The handle shall be an integrally-molded part of the container body and shall not rotate on its own axis. The lid must be designed in such a manner to ensure that the container will be watertight and be permanently attached with a hinge of polyethylene to the container without the use of a metal hinge, metal bar, PVC, plastic glued connections or any hidden bar. The hinges shall allow the lid to open by the force of its own weight upon dumping to the degree required. Each lid shall have operating instructions describing the “safe use” and be molded or heat stamped into the back portion of the lid so it can be easily read while pushing the unit. Molded and heat stamped text, instructions and logos must be legible and last for the life of the container or warranty period. H. Lid / 2.a Each green container lid shall state, molded or heat stamped on top of the lid, the following information: . . . H. Lid / 2.c Each brown container lid shall state, molded or heat stamped on top of the lid, the following information: “Yard Waste Only” “No Rocks, Dirt, Sod or Animal Waste” In addition to the above-markings and the “CITY OF TACOMA” or City Logo molded or heat stamped on the container, the recycling containers shall contain an area that will accept an instruction sticker that is of adequate size and finish for an adhesive-backed sticker that can be easily read. The City will design and apply the stickers/labels to the containers. The City will work with the vendor to determine the final type and arrangement of container markings. J. Wheels Minimum sizes for wheels are to be 8” (inches) for 20-, 30-gallon containers, 10” (inches) for 45-, 60-gallon containers, and 10” or 12” (inches) for 90-gallon containers. The width of wheels for all containers will be 1.75” to 2¾” wide. The wheels must extend beyond the width of the base of the container. Recessed wheels are not acceptable. Wheels must be easily removed with a simple vendor provided tool to facilitate maintenance in the field. Wheel will be one piece and can be rotationally molded, blow molded or injection molded. Wheels may be molded from first quality 100% virgin polyethylene or post-consumer recycled material. K. Grab Bar The grab bar will be constructed of tubular steel, plastic or molded plastic. The grab bar must be compatible with all domestic lifting devices. Metal grab bars will be constructed of galvanized steel and have a minimum of 1” outside diameter. Metal and plastic grab bars must be easily replaceable in the field. Molded plastic grab bars are considered an inherent part of the body/tub. If a molded plastic grab bar is damaged the entire container will need to be replaced.

Solid Waste Plastic Containers ES16-0284F N. Finish 1. Interior surfaces shall have a high-gloss finish. Exterior surface shall be non-slip for easier pickup and not hinder the container being picked up by a mechanical arm. 2. The solid waste plastic containers shall be hot stamped in contrasting color with a unique alpha numeric consecutive serial number on the front or side of the container. Successful bidder is to contact Mike Nollan at (253) 594-7884 for number sequence. The City of Tacoma Logo and the words “City of Tacoma, Solid Waste Management” shall be hot stamped in contrasting color on both sides of the container. P. Delivery and Payment / 2. Container Delivery The vendor will be required to make the initial and subsequent deliveries of containers over a period of six (6) weeks, unless otherwise agreed upon by SWM. The successful bidder will be required to deliver containers and all associated parts in an organized manner. The vendor will be required to provide the container serial numbers at the time of order either electronically and/or denoted on the packing slip and invoice. Delivery hours will be limited to between 8:00 a.m. and 2:00 p.m., Monday through Friday. R. Replacement Parts The successful bidder will provide up to 100 sets of replacement parts per contract year (if requested by the City), which will fit each of the 20-, 30-, 45-, 60-, and 90-gallon containers. Each set shall include a lid, two wheels, an axle, a handle, grab bar and all installation hardware. The cost of such replacement parts shall be incidental to the contract. Bidder shall attach a price list for the purchase of additional replacement parts.

Note: The unit bid price and total price must be shown in the spaces provided. Total price shall be determined by multiplying the unit price by the estimated quantity. Unit prices shall be FOB destination freight prepaid and allowed. Surcharges are not allowed. Bidders are requested to provide the unit cost for assembled containers (item a) with a different colored lid and different colored lids (item b. with all assembly hardware) purchased separately. Bidders are also requested to provide the option for RFID tags which includes the unit cost and assembly if the tags need to be affixed to the container via label or adhesive. The City reserves the right to reject any and all bids, including, in certain circumstances, for failure to appropriately acknowledge this addendum.
