The City of Saskatoon welcomes proposals from organizations addressing a wide range of housing issues in our community. We encourage submissions from both experienced and new project developers, however, only project located within the city limits will be considered. The City of Saskatoon provides funding for project development but will not consider applications for operational funding. The City will consider project proposals for support in principle. Please provide as much information as possible at the time of your application, using attachments where necessary. Letters of support from partner organizations in the community are encouraged.
Application Instructions The following document is intended to facilitate the collection of information from project developers to allow the City of Saskatoon to make informed decisions on applicable forms of support, and requests basic details of your project for submission to City Council for approval of support, including expected costs, demonstration of operating sustainability and expected disbursement of funds. When fully completed and signed, this form will constitute the agreement for funding between the City of Saskatoon and the project developer, and includes details on when funds will be dispersed, and how the policy objectives of the City of Saskatoon will be met. The project developer must provide the following documentation before any approved funds will be released: Detailed Capital Budget – Development, Construction and/or Renovation costs Business Plan, showing sources of development funding and operating revenues Proof of incorporation in the Province of Saskatchewan Building Permit (for projects involving Renovation or Construction) Please refer to the City’s Innovative Housing Policy C09-002 (attached) for details on the City’s terms, criteria and requirements for funding, including definitions of low-income households, priorities for funding, and which items, facilities and/or amenities the City will consider funding. In general, the City’s priorities for funding are as follows: 1)
Permanent Affordable Housing – rental or supported ownership.
2)
Transitional Housing – short to mid-term stay, typically up to 3 years
3)
Crisis Shelter Housing – short term stay, typically up to 90 days
In all cases, verification of the provision of City supported units to low-income households will be required.
