Chairman Lehtonen called the meeting to order at 6:03 P.M. in the Aldermanic Chamber of City Hall. Also present were Committee member Alds. Paolillo, Sergio Rodriguez and Goldson. Chr. Lehtonen called the appointees as follows with results as follows: Mayors appointment of Pasquale Cofrancesco of 270 Elaine Terrace to the Aging Commission. Mr. Cofrancesco told the Committee that, as a former alderman, he s concerned about elders living here. He said (the City) needs to “be creative” to provide the services and activities that city seniors want and need. Mayors appointment of Donald Dimenstein of 140 Lakeview Terrace to the Aging Commission. Mr. Dimenstein noted that he formerly served as director of elderly services. He added that he is on the boards of Fountain Heights and Tower One/Tower East. He added that he currently volunteers service to staff with the rental rebate program; and that he had served as Ward 3 Alderman in 1961. In response to questions from the Committee, Mr. Dimenstein said he was asked to serve on the Commission by the current director. Mayor's appointment of Sara Azam, One Frances Drive, to the Cultural Affairs Commission. Ms. Azam said that she is an employee of the Yale Art Gallery and was asked by the Mayor to serve. Mayor's appointment of Andria Matthews, 33 Lyon Street, to the Cultural Affairs Commission. Ms. Matthews was excused because she had to work at the time of the meeting. Mayor's appointment of Robert Casey of 302 York Street to the Development Commission. Mr. Casey was not present. Mayor's appointment of Patricia Olney, 44 Hard Street, to the Commission on Equal Opportunity. Ms. Olney was excused due to her teaching schedule.

Mayor's appointment of Colin Haywood, Jr., 233 Barnes Avenue, to the Fair Rent Commission. Mr. Haywood was not present.
Mayor's appointment of Elizabeth Robinson, 309 Dixwell Avenue, to the Homeless Advisory Board. Ms. Robinson told the Committee that she worked with Cornerstone as a housing specialist, seeking landlords for affordable housing. She had also served as a case manager with Community Builders. Ms. Robinson said homelessness is growing and “has become a lifestyle” for some. She added that the shelters are maxed out and that she wants to do all possible to help. Mayor's appointment of David Henon, 36 Westerleigh Road, to the Humane Commission.. Mr. Henon said that he has been involved with friends of the Animal Shelter for 3 years. He said he is an experienced dog trainer who hopes to share his knowledge of canine behavior. Mayor's appointment of Matthew Desfosses, 348 McKinley Avenue, to the New Haven Port Authority. Mr. Desfosses said that he is interested in seeing the city develop the use of its port. He said that he is associated with Higher One, a new technical business in New Haven, and wants to bring a new business perspective to the Authority. Mayor's appointment of Jesse Phillips, 146 Springside Avenue, to the Redevelopment Commission. Mr. Phillips said that he had been approached by the development administrator to serve because of his experience with budgets and development issues for the NAACP. Committee action: Ald. Paolillo, seconded by Ald. Sergio Rodriguez, motioned to favorably report the appointments of all those present: (Cofrancesco, Dimenstein, Azam, Robinson, Henon, Desfosses and Phillips). The Committee voted unanimously in favor.
The following items were scheduled for Committee action only: Reappointment of Jorge Lopes, 5 Roger White Drive, to the Redevelopment Agency Board. Committee action: The Committee agreed by consensus to report the item favorably. Mayor's reappointment of Joseph Dolan, 240 Summit Street, to the Solid Waste Authority Board. And Mayor's reappointment of Donald Walker , 1643 Ella T. Grasso Boulevard, to the Solid Waste Authority Board. Chr. Lehtonen called Mr. Dolan who was present and asked to be heard. Mr.

Dolan said that he had served on the Board since its inception, and is currently the chairman of the Board. He said his term, and that of Vice Chairman Donald Walker had expired in December 2010. Although he had been advised that his office is in effect until and unless he is replaced, Mr. Dolan asked the Committee to consider confirmation of his appointment - and that of Mr. Walker - by unanimous consent at the February 7 meeting of the full Board of Aldermen. Committee action: The Committee noted the excellent attendance records of Mssrs. Dolan and Walker and by consent agreed to recommend confirmation by the full Board by unanimous consent at the meeting of February 7. Reappointment of Vikki Cooper, 123 Morris Avenue, to the Water Pollution Control Authority Board Reappointment of Michael Fimiani, 555 Townsend Avenue, to the Water Pollution Control Authority Board Reappointment of Joyce Harned-Alton, 13 Lombard Street,, to the Water Pollution Control Authority Board Reappointment of Alphonse Paolillo, 151 Huntington Road, to the Water Pollution Control Authority Board Ald. Paolillo spoke favorably for Ms. Cooper, Mr. Fimiani and Ms. Harned-Alton and motioned for favorable recommendations for reappointment of each. Ald. Lehtonen seconded and the Committee voted unanimously in favor. Ald. Sergio Rodriguez, seconded by Ald. Goldson motioned for a favorably report for reappointment of Ald. Paolillo. The Committee voted unanimously in Favor. The Committee voted to adjourn at 6:56 P.M. Christina Plass, Legislative Aide.
