Street assessment report offered (see report)
Need to remove Brightseat, Tyrol and some of Barcroft Road – these streets are County Roads
The report takes into account curb and gutter
$723K worth of repair
Will offer how to prioritize the repairs
Roof Replacement Update Memo offered – Site visit will be on June 13th
70% drawings thereafter and 100% drawing shortly after; and offer three types of roofing and then go out for bid - Several advertisement publications
Safety issue: Ladder that should be bolted to the building is not bolted
Green roof – concerns – what is the objective are you trying to achieve, vegetated roof – Such as Forest Heights
Can research grants for Green Roofs
Warranty – City responsible for the drainage component that was not attended to – preventive maintenance needs to be a part of the roofing upon installation

The Code Enforcement Officer of the City of Glenarden is to enforce the city permits

Work to be done simultaneously with the park and the commercial portion of the DSP of Woodmore Town Center at Glenarden

Mayor’s Report – answer questions from the budget meeting: o Glenarden Day – Date to be determined- also looking for committee members to plan the Glenarden Day o Election Board Status – committee members need to be sworn in for the upcoming election and training to commence in preparing for the May election o Request that Department Reports need to be reviewed before offered to the Council

City Manager’s Report (See Report) o Gold Room is scheduling repast in the near future seem inappropriate o Dog Waste Station Status for picking up the dog waste stations - waste bags are being provided by Public Works o All Non-profit that use the Gold Room should offer their 503c credentials o Gold Room is not making a profit and the market is not going to change o Need a dance hall license for the Gold Room - Money for employee vs. the money from profit

o Perhaps a committee to review into the Gold Room contract – Councilmembers Carter and Jenkins volunteer to be on a Committee o Prepare legislation for GS Proctor to be paid in full o Councilwoman Jenkins – speaks on the Human Resources report with redundant projects o Hayes and Glenarden Pkwy light is out – the pole number is 2785 o 8652 Fulton Avenue (HOA responsible for) and 8646 Glenarden Pkwy and Wesley – grass is extremely high o Some of the sidewalks on Glenarden Parkway are sinking and need to be diligent and correct the sinking sidewalks o WSSC began working on Dellwood •

City Treasurer’s Report (See Report) o Auditor sent in engagement letter for 2015 audit and Mayor signed the letter o Ordinance Amendment to transfer for funds legislation presented (will come to the Floor) o Budget Meeting Dates

Topic of Discussion o Council Clerk Responsibilities
Council Clerk offered her job concerns
There is much distress with the clarity of the Clerks duties to Councilmembers vs. Council President – that has been occurring for the past year
Most recent issue was the Dog Waste Station projects with the flyers to the residents - that placed the Clerk in the middle of disagreement between the Council President and Council Vice President

Which was extremely stressful situation with Council President vs. Council Vice President
Council Clerk request clarity, direction and relief from the atmosphere to this situation
Councilwoman Smallwood offers the Council Clerk works for the whole Council and should not be in this situation
Councilwoman Carter notes that the Council Clerk is supervised by the Council President who offers her directives
Councilwoman Smallwood offers the Council Clerk should be free to work for every Councilmembers, without reporting to the Council President for approval
Councilwoman Phifer offers there is a Council protocol that is requires by Councilmembers
Councilman Herring offers the Charter supersedes legislation and notes the Council Clerk works for the whole Council
Councilwoman Eason offers that an employee has asked for a resolve in the concern and that no retaliation is to be brought forth at a later date due to statements tonight
