SHIFTING ECONOMIC GEARS

The economies of the nation, the state, and Southern California are seeing a downshift in activity. This slowing was expected due to rising interest rates, higher energy costs and a slumping housing market. Energy costs have been quite volatile due to political problems in major producing nations, as well as the weather (we are in Hurricane season again). Inflation has also been a cause for concern, with “Fed watchers” carefully parsing all statements and speeches by Fed Governors for clues about future monetary policy (i.e., more interest rate increases to curb inflation?). The weakness in the housing market has been more dramatic than expected, with much made of the sharp decline in sales, the growing inventory of both new and resale homes, and in some areas year-to-year price declines. There are fears that job losses in residential

construction as well as a slowdown in consumer spending (fewer home equity loans) will push the nation’s economy into recession. In Los Angeles County, economic results for 2006 to date have been mostly positive. Looking at key industries, international trade and tourism are both headed for record years, as measured by containers handled and the number of tourists entertained. Business in the technology sector is also good, but job counts are not back to record levels. In the motion picture/TV production industry, media attention has been focused on job layoffs at various studios, and tensions between high-priced talent and the studios. However, both domestic and international box office receipts are up, while there will be modest job growth in the industry this year in the County. Finally, professional, scientific & technical service employment is posting solid job gains (this includes law, accounting and computer system design). In the still important aerospace sector, it’s some bad news and some good. The bad news includes Boeing’s recent announcement that production of the C17 military cargo plane will end in mid2009. This will cost the County 5,500 high-wage jobs. In addition, Lockheed Martin won the contract to produce the space shuttle’s replacement, and much of this work will be done outside the region. The good news is high levels of activity in commercial aircraft production and communications/intelligence gathering equipment.

In the “mid-cities” area of Los Angeles County, recent job trends have been encouraging with increases after a period of significant losses. Many of the latter came in manufacturing. Port activity has also had an impact on the area, with the rail yards of both the BNSF and Union Pacific bursting at the seams. For the County’s real estate sector, it’s a tale of two industries. In the resale housing market, unit sales are down over the year while the median price has moved sideways since the 3rd quarter of 2005. For the first 7 months of 2006, it has averaged $568,600 and is still up over the year. But the gains will be quite modest by year-end 2006. New home construction in the County is going against the overall trend, with the number of units permitted during the first 7 months up by 9.0% over the comparable period of 2005. All of the strength has been in the “multi-family” segment, which can be apartments or for sale units. In the non-residential side of real estate things are extremely positive. The County’s overall industrial vacancy rate

is just 1.8%, with Central L.A. at 1.3% and “Mid-cities” at 2.4%. A modest amount of new space is under construction. Why isn’t there more development when demand is so strong? It’s the lack of availability of large blocks of land for new construction? There is also a distressing trend in the industrial real estate market. It’s the conversion of this land

“professional, scientific & technical service employment is posting solid job gains” to residential or retail projects. While cities enjoy tax revenues from the latter, the quality of jobs created is not high. The Mid-cities area is a highly desirable location due to its access to the ports and the freeway and rail networks. But space for development is difficult to find. The County’s economy will slow into the first quarter of 2007, with support continuing to come from international trade and tourism. A crash is not expected in the residential real estate mar-

ket, but there will certainly be pockets of significant pain. Support will also come from nonresidential construction as well as work on major projects such as the extension of the “Gold Line” into East Los Angeles.What do we need to think about over the next few months? How about a timetable? There is the November election, and passage of the infrastructure bonds would be positive for the County’s economy in several ways. We also have to look forward to the 3rd quarter of 2007, when the Writer’s Guild contract will expire. Given the often harsh rhetoric between the industry and the guild, there is the potential for a strike, either real or “de facto.” In 2008, the ILWU’s contract comes up, and there will be a push by the shipping industry for the introduction of more technology at the ports, which will probably cause a push back by the union. We are in for some interesting times, so stay alert.

The time of regular City Council meetings has been changed from 7 p.m. to 6:30 p.m. on the first and third Tuesday of each month to ensure that the open portion of the agenda takes place in a more timely fashion. Unprecedented Hiring Push Continues At Union Pacific Railroad

Union Pacific Railroad is hiring 90 train service employees and 20 operating management trainees between now and the end of the year in Southern California to help keep goods such as automobiles, consumer products and food moving across the nation’s rail system. “We offer train service and operating management employees great pay and benefits and the opportunity to advance at one of the premier transportation companies in the country,” said Barb Schaefer, senior vice president – Human Resources. “These 90 train service positions are in West Colton and are essential to the success of Union Pacific’s ability to safely transport our customers’ goods.” The men and women handling train service duties across the Union Pacific system are directly involved in train operation and movement, switching operations, and train and equipment inspections. City Sponsors Workshop on Ethics Commerce city officials, commissioners and city staff took part in a workshop on Ethics in Public Service offered by the City of Commerce on Thursday, August 17. The two hour course was conducted by Attorney Mark Meyerhoff from the firm Liebert Cassidy Whitmore. Meyerhoff, whose expertise includes labor relations and the Meyers-Milias Brown Act, cautioned the group that even the appearance or possibility of a conflict can damage the image of a public official or employee accused of wrongdoing. “When making a contract, things like giving advice, negotiations, planning, and getting bids can lead to extremely complicated issues for those involved in the process,” said Meyerhoff during his presentation. He says that before making a contract determine if you have a financial interest in the negotiations. The general rule of the political reform act is that no public official may use their position to

influence a decision in which they have a disqualifying conflict of interest. To avoid problems, Meyerhoff says to tell someone of your concerns. “Do this and avoid the problem coming back to you five years later from something you didn’t understand,” he said.

“Meyerhoff recommends that all public officials carefully consider the laws governing the ethics of public office” Meyerhoff finds that one of the most interesting aspects of the law covers the area of gifts. One provision on the limitations on gifts says no local agency may accept any gift from one source worth more than $360 in a single calendar year. Other limitations require that the official who receives the gift file specific tax forms. Another important issue discussed during the workshop involved the misuse

of public funds. Public officials need to determine if the expenditure serves the public interest. “It’s not always clear cut but, if it’s for a public purpose, the courts are pretty accepting, said Meyerhoff. The aim of the law is to ensure that the process of government is transparent. During the workshop the participants also studied the Brown Act and what it covers. One of the primary aspects of the Act is the posting of an official agenda. Part of what it requires is that there be at least some public notice of meetings and that the notice be posted and left for people to get to 24 hours a day. Meyerhoff recommends that all public officials carefully consider the laws governing the ethics of public office and that they conduct themselves and their business dealings in accordance with ethical standards to maintain the public trust. “Not knowing the law can look bad in the paper or worse.”

Strategic Thinking: A Cultural Phenomena Successful companies rely on strategic action plans to respond to the turbulent, dynamic global business environment of the 21st century. Developing a compelling vision, building implementation strategies, and designing operational activities will help the organization be better prepared for competitive challenges. But once the strategy is created how do organizations insure that its members will embrace the mission? One of the reasons for the success of Trader Joe’s, the $5 billion specialty grocery store, is its ability to craft a culture that supports the business model. The next time you visit a TJs market, note the attitude, comfort with customers, and service orientation expressed by the crew members (the moniker used for store employees). Then visit your neighborhood supermarket; pay attention to the demeanor of employees. For the most part you will see a striking difference between the actions and body language of the employees in the two stores. Trader Joe’s is diligent in building a customer service culture that supports its mission, to be a national chain of neighborhood specialty grocery stores. Although that appears to be a paradox, the manner in which they manage the strategy is what drives its success. Every significant decision focuses

on building in the mind of the customer the TJ model; unique products in a small store environment where the customer is treated as special and important. Try asking your supermarket employee which of the wines they carry is the best value. At TJs the question will bring forth an informed response. The organization recognizes that to be a national chain of neighborhood stores means they must both call attention to the intimacy of the market, while at the same time focus on national growth. So ask yourself, “at my organization is our culture aligned with our strategy?” The answer to the question requires thought regarding such issues as, the extent to which organizational members are involved in decision making; the degree to which rules and procedures get in the way of initiative taking; the focus on incentives for collaborative teamwork rather than individual accomplishments. This is not to suggest that decentralization, removal of regulations or group rewards are the answers, but rather the extent to which the culture, as evidenced by the organizational structure, supports the mission. An analysis of this sort will indicate whether the appropriate strategy is to modify the structure in an attempt to change the culture OR to change the mission.

Protect Your Business, Join Business Watch To protect businesses from crime against owners, property, employees and customers from burglars, thieves and other criminals the city is sponsoring the new Business Watch program, which is free to businesses, in cooperation with the Commerce Industrial Council. The concept is similar to Neighborhood Watch programs, because it calls on citizen involvement to combat crime. The Business Watch Program is designed to help business owners better protect all facets of their business. There are plans to establish Business Watch districts throughout the city. The first one has already been established in the Atlantic Avenue/Washington Boulevard area. The program is being coordinated by the Los Angeles County Sheriff’s Department thanks to the city funding a full-time Special Problems Deputy who will be working directly with the business community. “I look forward to working closely with the business community to make

Today, rising interest rates, a slowing sales market, unrealistic seller expectations and increasing lease rates have set the stage for what could be a very interesting future. Overall, most experts still believe that with a relatively steady and performing economy, Southern California’s industrial real estate market will continue to witness high demand for functional space. The greater Los Angeles market currently has an unprecedented vacancy rate of approximately 2.4% further supporting this position. However, with limited supply and the continued trend of steadily increasing interest rates, a great deal of speculation and concern is growing amongst the industry. Patrick McDonald, President of Del Mar Commercial Finance in Cerritos comments, “It’s all about affordability in relation to the lease market. Three years ago it didn’t make sense not to buy. Interest rates were at an all time low and building prices were still relatively affordable. Although there is an enormous demand for port proximity property in and around Los Angeles, similar issues of identifying functional space have also pushed through the Central (Commerce, Vernon, Montebello) and Easterly markets like the Inland Empire. Areas like Chino, Rancho Cucamonga and even as far out as Beaumont have rapidly grown into viable distribution hubs, proving to be an attractive alternative for those willing to break bulk cargo 50 miles away in exchange for cheaper rent and labor. One final trend that continues throughout the real estate industry is that regardless of the region, more and more deals are being completed off market. Commerce Helps Residents Get To College Earning an education beyond high school requires more than hard work and dedication. It requires having the money to pay for your tuition, books, and other supplies. For over twenty years the Commerce Scholarship program has been assisting students with financial aid and demystifying the application process. This year forty-five recipients received a total of $76,000 from the City of Commerce Scholarship Program to help balance the cost of their college education. The top six recipients were named “Commerce Scholars” for their outstanding academic achievements. The top contributers were the Commerce Casino, who for the seventh year running made the largest annual donation to the program totaling $46,000, The 99 cents only stores, Harvey Capital and the Lawrence P. Frank Foundation. The three Casino Scholars were Lucia Navar, a graduate student at the University of Chicago, Pritzker School of Medicine; Jade Villegas, a freshman at Mount St. Mary’s College majoring in business administration; and Marco Herrera, a sophomore at the Florida Institute of Technology majoring in aerospace engineering. The Harvey Capital Scholar was Zaray Perez, a freshman at Cal State Los Angeles majoring in nursing/nutritional service; the 99 cents only stores Scholar was Sandra Guzman, a junior at Mount St. Mary’s College majoring in sociology and the Lawrence P. Frank scholar was Lisa Gonzalez, a junior at the University of Southern California majoring in health. “This scholarship is more than financial aid; it’s a vote of confidence,” said Scholarship Coordinator Beatriz Sarmiento, who thanked the program contributors on behalf of the students for their donations and support. “They believe as we do, in your future.” This year’s scholarship program yielded some interesting results. Of the forty-five recipients, 35 were female and 10 were male. By grade level there were 15 freshmen, 10 sophomores, 8 juniors, 7 seniors and 5 post-graduates. The number

of recipients attending public universities, which includes Cal State and U.C. system schools, just edged the number attending private universities 23 to 20, with an additional 2 recipients attending community colleges.

“This year forty-five recipients received a total of $76,000” Former scholarship recipient Elizabeth Gonzalez, Ph.D., who is now a program officer with First Five Los Angeles, served as a member of the three-person scholarship interview panel along with John Griffo from the Commerce Casino and George Umazawa, the former Executive Director of EPIC. Gonzalez spoke to the students during the scholarship reception, sharing her experiences and offering encouragement to the scholarship recipients. “Like many of you I grew up in Commerce and went to Bell Gardens High School. The city has played a significant role in my education and career. I went to Columbia University and interned at the city’s Social Services Division, eventually earning my Ph.D. at U.C.L.A. I couldn’t have accomplished any of this without the help of my family and the scholarship program. Your scholarship is a great gift, but it is also an investment, because you will have the opportunity to give back to this program and this community,” said Gonzalez. The City of Commerce Scholarship Program is one of the many essential services offered by the City of Commerce to the community. The Scholarship Reception is held annually to recognize the industrial residents, local civic and service organizations and individuals who contribute to the program while also acknowledging the achievements of the recipients. The program is coordinated by the Literacy Department of the City of Commerce Public Library and sponsored by the City of Commerce Education Commission.

Our on-line services can be accessed by local businesses from any computer with Internet access provided that they have a library card. This includes nearly 400 health/medical journals, numerous reference volumes, over 700 health videos, hundreds of pamphlets and much more. The library also has numerous books on business and management at the library and we house all environmental studies that have been done in the city. Commerce Takes a Step Toward Cleaner Air The City of Commerce moved one step closer to inaugurating the use of clean fuel for the city fleet of compressed natural gas (CNG) fueled buses by authorizing staff to develop a request for proposal for a liquefied CNG station. Currently, the City of Commerce operates four CNG vehicles and has plans to purchase seven CNG powered buses this year.

The goal of the Commerce City Council is to transition to clean burning city vehicles In addition to decreasing air pollution, the project will not cost the city anything to establish, thanks to three grants secured by the Commerce Department of Transportation. The largest grant comes from the U.S. Department of Transportation and Related Appropriations Act in the amount of $1,040,000 which in conjunction with the $350,000 grant from the MSRC Clean Transportation Funding and a $250,000 grant from the South Coast Air Quality Management District (SCAQMD) totals just over $1.6 million dollars, the majority of which can be used for the CNG fueling station. “The combination of these grants will allow the City to go forward with the construction of an important environmental project,” said Department of Transportation Director Dan Gomez.

The vision for the proposed project is to serve Commerce buses and Medi-vans, as well as other users from both the public and the private sectors. With the advent of such a station in Commerce it makes replacing diesel fueled vehicles with CNG fueled vehicles more feasible, not only for transit buses, but also for other types of vehicles such as, freight trucks, trains, trash trucks and street sweepers. A CNG station in the city is an ideal project for a number of reasons, the most important of which is that Commerce is disproportionately impacted by diesel emissions. “This makes sense because Commerce is an industrial center with heavy duty diesel emissions,” said Erik Neandross of Gladstein, Neandross and Associates, LLC, a Santa Monica based environmental consulting firm that has served as the Interstate Clean Transportation Corridor (ICTC) Project Director since1996. The CNG station would become part of the ICTC, which is billed as the most successful planned clean fuel corridor in the United States. The ICTC’s goal is to foster alternative fuel vehicle (AFV) development linking Los Angeles, the San Joaquin Valley, Sacramento, San Francisco, Las Vegas, Reno and Salt Lake City along highways I-80, I-5 (Santa Ana), CA-99, I-10 and I-15. The filling station will be built at the site of the Commerce Refuse to Energy Facility located at 5926 Sheila Street. Staff is currently preparing the RFP and researching traffic patterns in the area. The goal of the Commerce City Council is to transition to clean burning city vehicles and help small fleet operators who want to purchase clean burning vehicles but can not afford to build a fueling station the capability to convert to CNG or LNG power. Due to environmental concerns, natural gas has become increasingly popular as an alternative transportation fuel and produces significantly fewer harmful emissions than gasoline or diesel.
