Revenue Neutral Changes 1. Fire (General Fund) – Mobile Broadband Grant: $68,000 (one-time) Fire requests a revenue neutral appropriation increase of $68,000 to accommodate a grant from the Idaho Bureau of Homeland Security. These funds will be used for the purchase and installation of integrated mobile broadband equipment which will provide improved delivery speed of electronic information and Wi-Fi hot-spot capabilities that will further improve information sharing. Council approved the acceptance of these funds on March 10, 2015 via resolution RES-119-15. No match is required.

Expenditure Changes 2. Airport (Airport Fund) – Taxiway B Extension: $4,500,000 (one-time) Airport requests approval of the Taxiway B Extension capital project and an expenditure appropriation of $4,500,000 to cover expenditures in connection with future entitlement grant funds from the Federal Aviation Administration (FAA). Current cost estimate for this project is $4,300,000 plus additional contingency of $200,000 for a total request of $4,500,000. Airport was recently selected as the location for SkyWest Airline’s new maintenance facility. This project would extend Taxiway B along its existing alignment parallel to the extended Runway 10R-28L centerline, including extended vehicle service roads, to link the SkyWest maintenance facility, along with the future cargo area, to the existing airfield. This project is currently exclusive use. Once another tenant is identified, these expenses would become 93.75% eligible for FAA entitlement grant fund reimbursement.

3. Public Works (Sewer Fund) – Twenty Mile South Farm: $2,160,000 (one-time)

The TMSF Master Plan capital project is a two year project with the design budgeted in FY 2014 and the construction budgeted in FY 2015. A master plan for the TMSF was completed in FY 2014. The next step was completion of the design phase of the Equipment/Maintenance building. During the project design, the operational and site-specific needs were better defined, and as a result, the scope of the project increased to meet these needs. The new building will be built with high-efficiency systems and will be positioned in a location that improves day-to-day operations and strengthens site safety and security. This request will increase the approved budget from $2.4 million to approximately $4.5 million for the completion of the project design and construction in FY 2015.

4. Public Works (Sewer Fund) – West Boise Wastewater Treatment Facility Major R&M: $176,600 (one-time) Public Works requests approval of a $176,000 appropriation increase to the West Boise Wastewater Treatment Facility (WWTF) Major R&M capital project funded by retained earnings. Requested funds are for the design and construction of the Digester Control and Daft Building roof replacement. This project was planned and budgeted in fiscal year FY 2014; however, it was not included in the rebudget packet during the year end process. This request will correct the FY 2015 fiscal year budget and allow Public Works to continue construction.

ACCESS AND VIEWS

ORGANIZATION

CONTEXT

A convergence of vehicular, pedestrian and bicycle traffic brings focus to the site. A node is created that organizes both the site and building plan. Mountain views from the site are captured and building visibility from multiple angles is considered.

The plan is articulated to define major programmatic zones for staff functions, library stacks, and community uses. A public plaza and porch element strengthen the library’s civic presence.

Building materials of regional and historic significance bring warmth and texture to both building interior and exterior. Major wall elements are rendered in sandstone and natural timber accents the library’s most intimate spaces.

FORM While the man-made environment varies in age and character, inspiration is also appropriately drawn from the enduring forms of nature. Mountain ranges rise and fall, layering upon each other in the distance, informing the design of the building mass and roof line.

ENVIRONMENT The ecology of the nearby river is pulled into the site through landscape. Walking paths and bio-swales are educational opportunities as well as functional necessities. The building, it’s landscaping and greater site context become inextricably linked.

Mayor and Council ACHD’s Integrated Five Year Work Plan FY 2016-2020

Requested Action: Provide feedback to PDS team after reviewing the status of last year’s transportation requests to ACHD. This will be the first of 2 or 3 work sessions to prepare the City’s requests.

Overview: ACHD is soliciting Boise City’s annual transportation requests for their Integrated Five Year Work Plan (IFYWP) FY 2016-2020. The deadline for the requests is April 15, 2015.

The City is in the process of “Owning Our Transportation Plan” to provide a clear vision for transportation planning and priorities. We are in the process of interviewing consultants and expect to begin work on the Transportation Action Plan by the end of April. This process will inform next year’s requests. As we make this transition, the PDS team will continue to review the IFWYP requests through the Build Boise lens, as we did last year.

In general, the City’s prior programed requests are proceeding, including the late addition to develop a concept plan for the Warm Springs Ave./Ave. B/Broadway/Main/Idaho intersection (see attached Status of 2014 Project Requests from ACHD). Since there are many projects from last year’s list that have not yet been programed, there is not a need to add new projects unless our priorities have changed.
