Milestones 1996 Vienna Equal Opportunities Act 2005 Gender Mainstreaming is established at the Chief Executive Office 2005 Gender Budgeting as integral part of the overall budgeting process 2006 Mayor Michael Häupl signs the European Charter for Equality of Women and Men in Local Life 2008 Laws and regulations have to be checked for conformity with equal opportunities 2010 pilot project: Public procurement must consider gender aspects and promotion of women
“Gender mainstreaming must be implemented in all areas of the Vienna City Administration. At the same time, gender mainstreaming must not replace the active promotion of women.” “Together for Vienna” Coalition government agreement between the Social Democratic Party of Vienna and the Vienna Green Party Vienna, November 2010 “Gender mainstreaming provides important incentives: for equal access to the services of public administration, for a fair budgeting process, and for a good corporate culture.” Erich Hechtner, Chief Executive Officer
How do we proceed? 1. drawing attention to gender-caused differences lobbying and campaigns, gender trainings for public employees, research and information 2. integrating gender issues to all steering and controlling systems gender budgeting, quality management, gender check for legislation 3. making changes visible by means of pilot projects, such as gender sensitive child care centres
Important obstacles
Emotions: gender is a topic everybody is involved in
Persistence : how to get rid of gender steretoypes and „the inner couch potato“?
Long lasting influence of traditional administrative structures: homogenous composition of leading positions - male domination the “customer” perspective was not on the agenda
conflicting interests - more women means less men
Lack of knowledge - often difficult to prove gender impacts
Poor marketing & target orientated communication
Come on, always quibble over gender differences. That´s so childish!
You are perfectly right. Changes have to start in kindergarten!

The City of Vienna supports attractive and modern educational services for girls and boys both in schools and extramural facilities.
• Share of boys and girls in extramural facilities (guided park programme, streetwork, youth centres, ...)
• Increased focus on buying media that meet the interests of boys • Further development of gender-sensitive youth work with a particular focus on boys
Now, what´s this gender stuff about ? My wife says she doesn´t need that.
You´d better take a different perspective soon. Vienna is gender mainstreaming!
