The purpose of the Commissioning Directorate(s) is to lead and enable Children’s and Adult’s Services to make the best use of available resources, so that local needs are met and to achieve tangible improvements in outcomes. The functions of the Commissioning Directorate are to:  Offer a strategic and holistic view of need  Provide business intelligence and a robust evidence base for decision-making  Ensure resource allocation supports the delivery of local priorities  Challenge the status quo and drive innovation and the improvement of outcomes  Derive maximum value and impact from commissioning and procurement  Develop and implement alternative service delivery models  Develop markets to source the best, most cost effective providers. Main Purpose of the Job  To develop and sustain strong and productive political relationships with stakeholders in each Borough to inspire confidence and provide assurance in service delivery and impact  The Business Intelligence Manager is responsible for providing subject matter expertise and leadership in the analysis and interpretation of data and information from a variety of different sources to drive the achievement of strategic outcomes and priorities  This role is responsible for developing, analysing and interpreting so that it effectively informs commissioning programmes, strategic initiatives and service development activity and allows effectiveness and value for money to be captured and quantified  The post holder will ensure that the best use of available resources is achieved within Children’s/ Adult services to deliver local priorities, value for money and strengthen the impact of services so that outcomes improve.  Working with the Business Insight, Analysis and Customer Engagement Manager and alongside the Customer Relationship Manager, the post holder will develop the Directorate’s capability to combine and correlate different sources of information to better describe and define local needs and the effectiveness of local interventions. 1

Main Duties and Responsibilities 

 

To lead and initiate activity around the analysis and application of a wide range of data and information to drive action and improvement and to meet for planning, monitoring, benchmarking and evaluation purposes To lead on bringing together performance analysis and insight across key areas e.g. family services, schools, early years, preventative services, short term suppo and complex needs services, customers, finance, and with key partners e.g. health, to provide a more holistic view of performance To lead and oversee in the application of high level statistical techniques, analytical modelling and forecasting to analyse data in order to assess opportunities for change and yield reliable evidence for performance improvement To Develop and schedule a suite of reporting products tailored for a variety of audiences, including elected members and senior managers To proactively identify and challenge areas of poor performance or inefficiency To be the main point of contact on advice for senior stakeholders and service managers on the interpretation and use of data and intelligence To strategically review comparative information for setting the Local Authority’s performance in context (benchmarking) with national and other Local Authority’s performance To provide strategic advice to services on their information requirements, their own monitoring and their ability to interpret and utilise performance information To lead on the application of data and intelligence across the commissioning cycle This will include coordinating and analysing information in relation to need, demographics, outcomes, performance, demand, value for money, customers etc. To work with commissioners in the development of performance and delivery frameworks and contract management processes, providing support and advice on establishing, monitoring and reporting on appropriate performance measures for different work areas/contracts To ensure alignment and rationalisation of evidence and data gathering, in evidencing the performance of key strategies, plans, services and projects and to challenge the collection and analysis of data which does not have a clear contribution to delivering outcomes To contribute to needs analysis, provision of information and research and use this to support effective strategic commissioning. To be the main point of contact for consultancy support and advice to key partners and commissioned service providers to develop and align monitoring and reporting requirements To lead on departmental data quality, including proactive work with managers and team members across the Department to improve the means of capturing and recording information Provide line management to the insight and analysis officers including target setting, performance appraisal and training and development To lead on training and advice to staff at all levels within the service to improve 2

understanding and use of data To lead on the delivery of the three Council’s statutory returns so that they are completed on time and to a high standard To lead on the information requirements of Ofsted/ CQC inspections across to ensure that the best possible outcome is achieved To lead on the seeking of opportunities to provide relevant data collection and analysis services to partners, most notably schools and health partners, and other local authorities which may generate income To lead the development of new initiatives and systems across councils which will enhance the collection and presentation of data (e.g. digital mapping, centralised databases) To undertake any other duties of a similar level of responsibility as may be required
