The Chester County Conservation District is a political subdivision of the state of Pennsylvania and is responsible for administering various resource conservation programs. The District can be divided into two primary areas of expertise: agriculture and urban. The District’s agricultural duties include coordinating several important conservation programs. The Agricultural Resource Conservationist creates and implements conservation plans for farmers applying for the Agricultural Land Preservation Program. The Chesapeake Bay Resource Conservationist works with farms in the portion of Chester County within the Chesapeake Bay Watershed to establish conservation practices and initiate streambank fencing projects. The Nutrient Management Resource Conservationist specializes in preparing and reviewing nutrient management plans for farmers that reduce excess nutrient runoff that results from the over-application of manure and fertilizer to fields. The Mushroom Farm Resource Conservationist works actively with the County’s mushroom farmers to implement environmental management plans and establish conservation practices in this important industry. The District’s responsibility within the construction business is Erosion & Sediment Control and Post Construction Stormwater Control (PCSW). The District, through a delegation agreement with the Department of Environmental Protection (DEP), is charged with administering Pennsylvania’s Chapter 102 Program, the erosion & PCSW control rules and regulations of the state. Under this program, the District’s resource conservationists review land development plans, inspect construction sites, and investigate complaints for compliance with Chapter 102. The Chester County Conservation District acts as a liaison between the various local, state, and federal agencies concerned with the conservation of natural resources. The District’s mission is to provide leadership in natural resource conservation issues by promoting the sustainable use of natural resources through education and technical assistance. Cooperators with the Conservation District become eligible District become eligible for service from our cooperating agencies.

The District actively encourages the community to apply resource conservation practices. Farmers, landowners, developers, builders, and contractors are eligible to receive the various services provided by the District as District cooperators. District services include:

BOARD OF DIRECTORS The Chester County Conservation District Board of Directors is comprised of seven directors (four farmer members, two urban/public members, and a County Commissioner) appointed by the County Commissioners. The Board currently has four associate members. As volunteer members representing a variety of local communities, the Board leads District programs and sets District policies. Chester County residents are encouraged to contact their nearest District Board Member with conservation concerns and issues.

Through 2010, the County Commissioners’ investment in these programs has resulted in the permanent preservation of 328 farms (28,140 acres), 6,418 acres of natural areas by 13 nonprofit organizations, 5,270 acres of local park land, and the construction of 182 municipal parks. DOSP works with conservation partners and other agencies as well as owners of preserved land that received County DOSP funding to ensure proper land management and long term stewardship. DOSP provides technical assistance to municipalities, landowners and land conservation organizations to promote positive conservation action. Conservation Tips to Practice Daily Correctly dispose of hazardous household products. Soil cannot purify most chemicals, and they could eventually contaminate runoff. Decrease impervious surfaces around your home. Do your landscaping with vegetation, gravel or other porous materials instead of cement; use interlocking bricks and paver stones for walkways. Planting vegetation at lower elevations than nearby hard surfaces allows runoff to seep into soil. Use a Rain Barrel. They provide an alternate source of water during dry periods and decreases stormwater runoff. Use natural fertilizers. Apply natural fertilizer such as compost, manure, bone meal or peat whenever possible. Composting decreases the need for fertilizer and helps soil retain moisture. No-till farming: No-till farming is a way of growing crops without disturbing it through tillage. The tilling activity can lead to compaction of soil, loss of organic matter in soil and the death of the organisms in soil. No-till farming is a way to prevent the soil from being affected by these adversities. Pick up pet waste. Stormwater will carry pet waste left on the ground into creeks and streams, contributing to harmful bacteria, parasites and viruses in our water. Pet owners should properly dispose of pet waste in the trash or toilet. Practice environmentally friendly automotive care. Check your vehicles for leaks and fix any immediately. Use a professional car wash or wash your car on your lawn instead of your driveway so the water seeps into the ground. Protect riparian buffers. Don’t mow to the edge of streambanks. Allow native vegetation to grow freely in a 10-foot strip along the bank to reduce erosion and to help filter out pollutants.

Chester County Envirothon The Chester County Conservation District sponsors an annual environmental educational program with the Chester County Facilities and Parks Department, hosting it at Hibernia County Park. Each year students from public, private, parochial, and home schools, grades 3-12, celebrate months of research, exploration, and preparation with a fun outdoor competition and measure of learning. The Chester County Envirothon is part of the Pennsylvania Envirothon Program, which helps students understand the natural environment and their role in it. The Envirothon provides a means for students to demonstrate what they know about the environment. It is a cumulative process that addresses the learning levels of awareness, knowledge, attitudes, and application. Students who participate in the Envirothon will demonstrate an understanding of environmental concepts, of how human activity impacts the environment, and of how people can work together as partners in conservation practices to enhance their lives and quality of life by protecting the environment. Sponsors add to the success of the Envirothon. Their contributions provide students with T-shirts, educational materials, and services for the events.
