GLOSSARY

ADVISORY CIRCULAR – An advisory document produced by the FAA to provide standards and guidance regarding methods, procedures and practices acceptable to the FAA for complying with regulations and grant requirements. Use of Advisory Circulars by Airport Sponsors is mandatory for all projects funded with federal grant monies through the Airport Improvement Program and with revenue from the Passenger Facility Charge Program. AIRPORT IMPROVEMENT PROGRAM – A federal program that provides grants to public agencies — and, in some cases, to private owners and entities -- for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS).1 AIRPORT LAYOUT PLAN – The plan of an airport showing the layout of existing and proposed airport facilities.2 AIRPORT REFERENCE CODE (ARC) – The ARC is a coding system used to relate airport design criteria to the operational and physical characteristics of the airplanes intended to operate at the airport.3 The first component, depicted by a letter, is the aircraft approach category and relates to aircraft approach speeds (operational characteristic). The second component, depicted by a Roman numeral, is the airplane design group and relates to airplane wingspan or tailheight (physical characteristic). COMMUNITY NOISE EQUIVALENT LEVEL (CNEL) – The A-weighted acoustical energy during 24 hours with weightings of 5 dB for the evening hours (7 p.m. to 10 p.m.) and 10 dB for nighttime hours (10 p.m. to 7 a.m.).4 CORTESE LIST – A list of hazardous waste and substances, Leaking Underground Storage Tanks (LUST) sites, solid waste disposal sites, active Cease and Desist Orders (CDO) and Cleanup and Abatement Orders (CAO) and hazardous waste facilities subjective to corrective actions as defined by the California Environmental Protection Agency. DECIBEL (dB) – A unit of measurement on a logarithmic scale which describes the magnitude of a particular quantity of sound pressure or power with respect to a standard reference value.5 DECLARED DISTANCES – The distances the airport owner declares available for the airplane's takeoff run, takeoff distance, accelerate-stop distance, and landing distance requirements.6 ENVIRONMENTAL ASSESSMENT – (a) Means a concise public document for which a Federal agency is responsible that serves to: 1. Briefly provide sufficient evidence and analysis for determining whether to prepare an environmental impact statement or a finding of no significant impact. 2. Aid an agency's compliance with the Act when no environmental impact statement is necessary. 3. Facilitate preparation of a statement when one is necessary. (b) Shall include brief discussions of the need for the proposal, of alternatives as required by section 102(2)(E), of the environmental impacts of the proposed action and alternatives, and a listing of agencies and persons consulted.7 ENVIRONMENTAL IMPACT STATEMENT – Environmental impact statement means a detailed written statement as required by section 102(2)(C) of the Act.8 ENGINEERED MATERIALS ARRESTOR SYSTEM (EMAS) – A bed of engineered materials built at the end of a runway used to stop an aircraft overrun with the goal of no human injury and minimal aircraft damage. FEDERAL AVIATION ADMINSTRATION – The United States government agency that is responsible for providing safe and efficient national aerospace system. FIXED BASE OPERATOR (FBO) – A business enterprise located at or on an airport that provides services to pilots including aircraft rental, training, fueling, parking and the sale of pilot supplies. FBOs usually engage in aviation activity such as flight instruction, fuel sales, repairs, aircraft rental and sales, and air charter.

HAZARDOUS MATERIAL – A substance or combination of substances, that, because of quantity, concentration, or physical, chemical, or infectious characteristics, may either: (1) cause or significantly contribute to an increase in mortality or an increase in serious, irreversible, or incapacitating, illness; or (2) pose a substantial present or potential hazard to human health or environment when improperly treated, stored, transported, or disposed of, or otherwise managed. HAZARDOUS WASTE – Hazardous wastes are hazardous materials that no longer have practical use, such as substances that have been discarded, spilled, or contaminated, or that are being stored temporarily prior to proper disposal. INSTRUMENT LANDING SYSTEM (ILS) – The instrument landing system (ILS) provides pilots with electronic guidance for aircraft alignment, descent gradient, and position until visual contact confirms the runway alignment and location.9 LOCALIZER ANTENNA – The localizer (LOC) signal is used to establish and maintain the aircraft's horizontal position until visual contact confirms the runway alignment and location.10 MALSR – Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights, which is an arrangement of lights placed in the approach to a runway end used to orient pilots when landing under conditions of low visibility. MASTER PLAN – An airport master plan represents the airport’s blueprint for long-term development.11 NOISE CONTOUR – A line on a map connecting points of equal noise exposure.12 OBJECT FREE AREA (OFA) – An area on the ground centered on a runway, taxiway, or taxilane centerline provided to enhance the safety of aircraft operations by having the area free of objects, except for objects that need to be located in the OFA for air navigation or aircraft ground maneuvering purposes.13 OBJECT FREE ZONE (OFZ) – The OFZ is the airspace below 150 feet (45 m) above the established airport elevation and along the runway and extended runway centerline that is required to be clear of all objects, except for frangible visual NAVAIDs that need to be located in the OFZ because of their function, in order to provide clearance protection for aircraft landing or taking off from the runway, and for missed approaches.14 PART 139 – That portion of Title 14 in the Code of Federal Regulations (CFR) which addresses the procedures, requirements, and certification for airports serving scheduled or unscheduled passenger operation of an air carrier that is conducted with an aircraft having a seating capacity of more than 30 passengers.

RUNUP AREA, RAMP or TAXIWAY – That location of the airport where pilots can perform checks to their aircraft prior to departure RUNWAY – A defined rectangular surface at an airport prepared or suitable for the takeoff and landing of aircraft.15 RUNWAY BLAST PAD – A surface adjacent to the ends of runways provided to reduce the erosive effect of jet blast and propeller wash.16 RUNWAY PROTECTION ZONE (RPZ) – An area off the runway end to enhance the protection of people and property on the ground.17 RUNWAY SAFETY AREA (RSA) – A defined surface surrounding the runway prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway.18 TAXIWAY – A defined path established for the taxiing of aircraft from one part of the airport to another.19 VOLATILE ORGANIC COMPOUNDS (VOC) – Emitted gases from certain solids or liquids. These gases contain a variety of chemicals which may have short- and long-term adverse health effects.20 6.2
