TEEAM Specialised Group – Manufacturing By the Chairman, Mr K Subramaniam

Revitalising the Innovation Sector to Spearhead Malaysian Global Competitiveness

centres such as SIRIM to partner with us in performing research and design activities. This has allowed the learning to expand beyond the borders of our company, and has aided in developing local know-how which can eventually be applied towards the execution of more complex projects. Like us, there are Malaysian companies that are performing such exercises, and it is companies like these that need as much Mr K Subramaniam support as possible, especially if they are able [email protected] to provide more efficient and economical alternatives for both government and private sector procurement needs. These companies should be suitably nurtured to then take on projects of higher complexities.

I

nnovation, as defined by the Oxford dictionary added with a little paraphrasing from myself, is the ability to make changes to something that is established by introducing new methods, ideas and products to solve existing as well as potential challenges of the future. Aptly, innovation will be among the most important traits which will drive the Malaysian economy, as well as research and development sectors forward, while aiding in carving a path towards establishing a developed nation that is at the core of global high value added services. As I have argued in my previous article, the state of Malaysian innovation is severely lacking on many fronts especially in terms of the creation of the incubators required to drive Malaysian innovation forward, government support in procuring locally made goods, as well as proper monitoring and mentoring towards recipients of government grants and loans. Another point in which I would like to add to this list is the ability to balance our long term innovation goals by first strengthening our short to medium term innovation goals.

The added benefit of the exercise above is that procuring locally developed technologies will aid in stemming the outflow of capital from the country, while creating tangible wealth for local firms. The second point where I would like to make an observation on is the way in which we nurture our grant recipients. Over the past years, the government has disbursed hundreds of millions of ringgit, maybe even billions, in grant money to companies in order for them to research, develop, and commercialize new technologies. Unfortunately, many of these projects fail to take off the ground for a number of reasons; chiefly due to a lack of market viability, as well as a lack of support and guidance from the government. This has also unfortunately led to a wastage of funds. Therefore, in order to solve this problem, I suggest four key things which we can do. The first is the screen the applications thoroughly for market viability. Make the applicants go through a rigorous market study test, and should they lack the expertise to perform such studies, the government should be proactive in helping them learn how to perform these studies. Only once there is a convincing case should the funds be disbursed. That way the government does not end up spending millions on novel ideas with little or no market demand. In other words, we always have to be mindful of the returns on investment.

First off, I personally believe that while the government should invest in the creation of the necessary cradles for long term innovation to meet future market demands such as nanotechnology, biotechnology, as well as a host of other complicated technologies and methods, there exists a sizeable market space in this country as well as in the surrounding ASEAN regions for localised technologies that are cheaper but as effective, if not more, compared to the more expensive alternatives that exist in the current markets. I believe that this will prove very beneficial for Malaysia for two key reasons; the first reason being the ability to control the outflow of capital from the country, and the second being the creation of suitable starters where Malaysian companies can hone their innovative abilities by improving on existing applications before moving on to bigger projects. Allow me to elaborate on the point of creating starters. Freidrich Nietzsche, a famous German philosopher, once observed the following: “He who would learn to fly one day must first learn to stand and walk and run and climb and dance; one cannot fly into flying.” To simplify, in order to fly, we must first learn to crawl. This directly translates into the field of innovation in a sense that before taking on projects which require a high level of technical and theoretical expertise; why not nurture that expertise and talent on a more basic level by first localizing existing technologies? In my many decades in the electrical and electronics industry, I have come across many products which are procured from foreign countries, but unfortunately both the government and private sector purchase these items at hefty prices. Therefore, in an effort to provide alternatives, and as inventors ourselves, my company has produced a number of viable local alternatives to foreign products for usage in government such as TNB, KTMB, as well as in several local and port authorities. Among the key benefits of such an exercise is that as a company, we have been able to learn much about the skills, expertise, and attitudes required to research and innovate, while also becoming additionally well versed in market trends not only within our borders, but also in foreign nations. In addition, in our attempts to be as local as possible, we have employed the services of local vendors, talents, as well as engineering firms, universities, and research and fabrication

The second method in which we can help to avoid failed projects is proper nurturing. From my experience, research and development is an extremely tricky and difficult path where things will often go wrong. Overcoming these obstacles requires plenty of perseverance and direction, and it is often at this juncture that most projects either take off or fail. In order to avoid failed projects, I believe that the government should aid in the development by appointing special project managers to these companies to help provide guidance and performance targets. In addition, all grant recipients should be made to undergo entrepreneurial training on how to lead, and manage projects before receiving government funds. Thirdly, where possible, the government should make special provisions where certain percentage within government procurement contracts must be given to procure local innovations. This not only provides a viable financial incentive for innovators, but also provides an important proving ground to continually fine tune and upgrade their innovations before commercialising them in foreign markets. However, should we have local products of the highest standards and reliability, why not specify locally made goods? 55

GST Awareness Talk

G

oods and Services Tax (GST) is a multi-stage consumption tax on goods and services whereby each point of supply in a production chain is potentially taxable up to the retail stage of distribution. At the same time, suppliers are entitled to refunds of GST incurred on business inputs. GST will be replacing the current government sales and service tax

from 1st April 2015. There will be a huge impact on businesses in Malaysia when GST is introduced. All business that has sales turnover of RM 500,000 or more will have to register for GST before 31st December 2014 while business with revenue less than RM 500,000 will have voluntary option for registration. The registration needs to be done with Malaysian Customs Department.

Sessions on 18th April & 26th June – Speaker, Mr Jacky Chan.

To well prepare the members for the impending GST, TEEAM had organised three sessions of GST Awareness Talk this year which received overwhelming response. The talks were held on 15th & 18th April and 26th June at TEEAM Conference Room. Speakers were invited from YYC Advisors Sdn Bhd to enlighten members on the GST system. Some 200 members attended the talks.

Finally, in order to gain entrance into the private sector, I believe that the government should include tax benefits to both foreign and local companies that procure locally designed products. Of course, we cannot force the private sector to accept products which are inferior, which is why the government should always take proactive measures to ensure that our innovations are of world class standards. At the end of the day, money and quality do much of the talking, and if we can provide the said tax incentives, then I do believe that coupled with quality local products, we can create convincing financial arguments for the private sector to procure local. Plus, what better way to foster a sense of nationhood than by prospering together?

done. For the sake of our nation’s future we cannot solely depend on our existing reliance on foreign manufacturers setting up plants within our borders in order to take advantage of our relatively low cost of labour because eventually countries like Myanmar and Vietnam will begin providing cheaper labour and operating economics within their borders, and these said foreign companies will be more than tempted to move out. And once they do, we will be left with a gaping hole in both income for the nation, as well as talent. Therefore, appropriate action must be taken in a timely manner to revitalise our innovation sector, and I do believe that this will spearhead our ambitions to become a developed nation that can stand equally among the giants of the industrial nations, and as always, TEEAM stands ever ready to aid the government in developing policies, and suggesting ideas which we can all implement in order to push for a better tomorrow, hand in hand with a formidable innovation sector.

In conclusion, I personally believe that Malaysia has much to offer the world in terms of innovation, but there is still plenty of work to be 57

Technical Visit to Bukit Tagar Sanitary Landfill O

n 20th May 2014, TEEAM organised a technical visit to Bukit Tagar Sanitary Landfill (BTSL) which is located in Hulu Selangor. Some 13 members participated in the visit which was headed by Mr V Perumal (Education & Training Chairman). The participants were received by Mr Zainal Fikry, Operations Manager of KUB-Berjaya. Later, the members were briefed on BTSL development and operations. The BTSL is developed by KUB-Berjaya Enviro Sdn Bhd (KBE). KBE is a jointventure company established between Berjaya Corporation Berhad and KUB

Malaysia Berhad, two conglomerates listed on the Kuala Lumpur Stock Exchange. BTSL is premised on construction and operation agreements with the government, supervised by the Ministry of Housing and Local Government. BTSL employs a comprehensive landfill gas (LFG) management strategy to treat the LFG and to generate renewable energy. Generating renewable energy from LFG reduces the need for production of electricity from traditional fossil fuel power plants. BTSL deploys two gas flares to treat the LFG, including operating a 4.4 megawatt MWM gas

engine from Germany to generate electricity from LFG, and supplying the green energy to Tenaga Nasional Berhad (TNB) under the Feed-In Tariff scheme. The advent of BTSL is an endorsement of the government’s commitment to pursue the latest practice in solid waste management, with optimum protection to the environment. After the briefing session, the participants had a site visit of the landfill plant. Overall it was an eye opener and fruitful technical visit. TEEAM wishes to record its appreciation to KBE for the warm hospitality.
