The Construction (Design and Management) Regulations (CDM) 2015 place responsibility on the developer or client to appoint a principal designer on all house‑building projects where more than one contractor is employed

The role of the principal designer is to plan, manage, monitor and coordinate the pre‑construction phase of the project, and to ensure where possible that all elements of health and safety have been considered and designed into the scheme.

 client is an individual or company having work A done for them, e.g. an independent homeowner having work done on their house, through to a major house-building project for a Housing Association.

Principal designer Developer  ousing developers often act as the client, H principal designer, principal contractor, or perhaps all three. As a developer, you need to be aware of your responsibilities under CDM Regulations 2015 and ensure that these are being carried out.

 he principal designer will often be a member of the T in-house technical team or appointed architect on a project, and in a position to have control over the design and planning stage.

Principal contractor It is the principal contractor who has responsibility for the construction phase of a house-building project, making sure, wherever practicable, that it’s delivered without risk to health or safety.

Health and safety training from NHBC  t NHBC, our health and safety training covers a A broad range of practical, technical and management topics. We offer courses for office and site-based staff on CDM, understanding duties and the detail of the regulations, to the Site Management Safety Training Scheme which we run in conjunction with CITB.

The process for deciding which level of CDM advice you need from us is simple. CDM should not be baffling, and the descriptions opposite explain the main principles of each activity.

They will work closely with you to help ensure that you are doing everything to fulfil your duties as required by the CDM 2015 Regulations.

Site health and safety survey

Our transparent and ‘easy-to-digest’ CDM advisory offer, means that, as a team we will work closely together and be ready from day one to ensure that your duties are met under CDM Regulations 2015.

 our CDM advisor will undertake an initial visit to the proposed Y construction site to ascertain existing health and safety issues, and to identify where further information will be required prior to the start of construction.

Pre-construction information  ollowing a survey of the site, a report will be prepared for F inclusion in the pre-construction information, detailing potential health and safety issues identified using existing surveys and reports.

F10 management  e will ensure that the Health and Safety Executive (HSE) is W notified as appropriate, and that this notification is managed for the lifetime of your project.

Construction Phase Plan production  he Construction Phase Plan is prepared in consultation with T the principal contractor to ensure that it is appropriate for the project, and is reviewed at health and safety site visits.

CDM courses from NHBC

Site inspection and monitoring visits

NHBC/APS Management of Pre-Construction health and safety (three day)

 our CDM advisor will undertake regular site inspections to Y review any existing and potential health and safety risks, whilst ongoing site health checks will reassure the client that the principal designer is managing health and safety on site appropriately.

 HBC is accredited by the Association for Project N Safety (APS), to deliver this three-day course to those who wish to act as CDM advisors, to clients, principal designers and contractors or construction safety practitioners.

Contractor and designer competency checks

CDM Regulations 2015 Awareness (one day)

 e will help to ensure that any contractors or designers that W you engage for your project have sufficient skills, knowledge and experience to work safely. We will ask for references and examples of previous work to demonstrate capability.

If you are a client, designer, developer, contractor, or in a technical role, this one-day course is essential for you to understand your CDM responsibilities, and how your role interrelates with others.

Review documentation  our CDM advisor will review health and safety information Y relating to your site to help ensure that documents are suitable and sufficient for the project. If these are not in place, they will provide guidance on the changes required.

Homeowner health and safety files

Review Construction Phase Plan

We produce an easy-to-understand health and safety file for individual dwellings and homeowners.

We will liaise with the principal contractor to ensure a suitable Construction Phase Plan is produced to enable work to begin on site.

Managed building health and safety files

Additional CDM activities Attendance design team meetings  our CDM advisor will attend design meetings and offer CDM Y and health and safety expertise. They can assist designers in identifying health and safety risks and provide advice and guidance on the ‘principles of prevention’, a hierarchy of risk elimination and reduction.
