Dear Residents How time flies! We find ourselves in the final stretch of 2016, preparing ourselves to welcome the new year 2017. I have no doubt that 2017 will be an exciting one for our community. Something we can look forward to is Kampung Admiralty, which is due for completion in the third quarter of 2017. In September 2016, the topping out ceremony of Kampung Admiralty was held to mark the completion of the main building structure (Page 3). We are another step closer to a brand new all-in-one building development, which will contain studio apartments, medical centres, hawker centres and community spaces for bonding! Meanwhile, the last few months of 2016 have been equally eventful. Together, we celebrated the Festival of Lights this Deepavali in Sembawang GRC, celebrating the triumph of good over evil (Pages 4-5). In the month of November, we also did our part for a Clean and

Pada bulan September 2016, upacara penutupan atap Kampung Admiralty telah diadakan bagi menandakan penyiapan struktur bangunan utama (Muka surat 3). Kita berada selangkah lebih dekat dengan pembinaan sebuah bangunan semuadalam-satu yang baru. Bangunan ini akan mempunyai, apartmen studio, pusat perubatan, pusat penjaja serta ruang masyarakat untuk penduduk menjalin ikatan! Sementara itu, beberapa bulan terakhir tahun 2016 telah dipenuhi dengan berbagai acara yang menyeronokkan. Bersama-sama kita meyambut perayaan Pesta Cahaya Deepavali di GRC Sembawang, meraikan kemenangan kebaikan atas kejahatan (Muka surat 4-5). Pada bulan November, kita juga telah memainkan peranan ke arah Singapura yang Bersih dan Hijau. Perdana Menteri Lee Hsien Loong

Green Singapore. Prime Minister Lee Hsien Loong officially launched the Clean and Green Singapore (CGS) Ceremony and Carnival, where residents could experience living in an Eco-Town (Page 7). Tree Planting Days were also held across Sembawang GRC (Pages 8-9), as a sign of our commitment towards a clean, green and beautiful Town. Many will also be happy to hear about the new bus service 883, which was rolled out in October. This bus service will enhance connectivity between Yishun, Canberra and Sembawang (Page 10). Read on to find out more about the bus service improvements over the past few years, which have benefited residents of Sembawang GRC. WELCOME TO KAMPUNG ADMIRALTY!

H

ere’s an exciting update on Kampung Admiralty, the 11-storey integrated development in Woodlands, which sets a precedent in adopting a ‘whole-ofkampung’ approach in its construction!

On 3 September 2016, MP for Sembawang GRC, Minister Khaw Boon Wan officiated the topping out ceremony to mark the completion of the main building structure of Kampung Admiralty. An adult longan tree, hoisted to its final home in the community garden on the sixth level, symbolised the topping out.

“We wanted to build a modern kampung. Modern in a sense that we have all the modern facilities, but kampung by retaining the good old world charm of a kampung, of a village, and more importantly, [a place that will] encourage a very strong bonding among residents." – Minister Khaw Boon Wan Integrating an “all-in-one” concept, studio apartments consisting of 100 units will be fitted in the development, along with a new hawker centre and medical centre. An active ageing hub will be co-located with a childcare centre, promoting interaction and bonding among the young and the elderly. Residents will have the opportunity to plant and grow their own plants, herbs and even fruit trees at the new Community Garden. Additionally, the first Automated Underground Bicycle Parking System is set to be rolled out in early 2017 at Kampung Admiralty, providing secure and convenient storage for over 500 bicycles. A Community Plaza accommodating 100 tables will also function as a great space for festive celebrations, community workouts and cultural performances. Residents can look forward to Kampung Admiralty being completed by the third quarter of 2017. Stay tuned for more updates in time to come!

CELEBRATING THE FESTIVAL OF LIGHTS In Sembawang GRC

I

n the month of November, Deepavali was celebrated across Sembawang GRC. Friends and neighbours alike gathered to celebrate the festival of lights in the various divisions. Our MPs also joined in the celebrations, lighting a lamp at the start of each celebration to signify the victory of light over darkness, knowledge over ignorance, good over evil, and hope over despair. Residents enjoyed a time of delicious food together, along with mesmerising traditional performances and dances to mark the occasion.

One Sembawang, One Community!

O

n 4 September 2016, Sembawang GRC was the first among the 16 GRCs to kickstart the One Community Fiesta (OCF) at Woodlands Waterfront Park. Joined by our Sembawang GRC MPs, Minister Khaw Boon Wan, Minister Ong Ye Kung, Mr Amrin Amin and Mr Vikram Nair, over 1,000 residents participated in an exciting carnival, which featured the richness of the diverse cultures in Singapore. Previously, the One Community Fiesta had been a nationwide celebration held yearly. This year marks the start of it being brought down to GRC level, in hopes of fostering stronger bonds among the community. In doing so, the celebrations are also brought closer to the heartlands. Residents who came to the carnival were treated to traditional cultural performances. They also sampled cuisines from different ethnic groups and played games which promoted values like Acceptance, Active Citizenry, Compassion, Integrity, Neighbourliness, Openness, Respect and Tolerance. Through the HarmonyXperience Race, residents of different races, cultures and backgrounds worked together in their teams to complete challenges based on the highlighted values. The One Community Fiesta (OCF) in Sembawang GRC was a great way for all of us to learn and understand more about each other – the first step in building up a strong Sembawang community. Surely, we can look forward to next year’s festivities!

CARING FOR OUR ENVIRONMENT TOGETHER Launch of Clean and Green Singapore Carnival by PM Lee

K

ickstarting good habits while leveraging on green technology goes a long way towards a cleaner, greener and more sustainable Singapore. Perhaps this was the greatest takeaway for residents who attended the Clean and Green Singapore Carnival 2016, held at the open field opposite Khatib MRT station on 5 November. After planting the Keruing Belimbing tree to mark the launch, Guest of Honour Prime Minister Lee Hsien Loong spoke on environmental challenges and the need to get everyone involved. This was in line with this year’s theme, ‘Caring for Our Environment Together' with a variety of exhibitions – ‘An Active and Gracious Community’, ‘Eco School’, ‘Eco-Smart Endearing Towns’, ‘A Car-Lite Singapore’, ‘A Leading Green Economy’ and ‘Towards A Zero Waste Nation’ – which were on display for residents' viewing.

Emphasising that individual responsibility counts, Mr Lee pointed out, “Sustainability also depends on each one of us, how we live our daily lives, how we adjust our habits to be greener, for example reducing waste, saving water, driving less, and embracing technology that makes our homes and workplaces more eco-friendly.” Joined by MPs of Sembawang GRC, Minister Khaw Boon Wan and Mr Vikram Nair, residents picked up useful skills such as learning how to repair or reuse products at ‘Repair Kopitiam’, and how to upcycle items at ‘The Upcycling Factory’. Upcycling refers to the conversion of used items into better products. A common example will be making lamps out of used glass bottles. Crystal Kee, a student from Evergreen Secondary, said that she was glad to reach out to residents, sharing with them how to make their own eco-friendly gardens from recyclables. “Besides encouraging more residents to ‘green up’ their neighbourhood, this also promotes neighbourliness. Residents can help one another to set up these mini-gardens.” We look forward to building a clean and green home together here in Sembawang GRC!

CLEAN AND GREEN IN SEMBAWANG GRC As part of our efforts towards a Clean and Green Singapore, Sembawang GRC held its annual Tree Planting Day in all five divisions in November. Clean and Green activities such as litter picking exercises and tree planting are held annually to encourage all residents to continue to exhibit an active ownership over their own neighbourhood. Together, we can create a clean and green Town for all. Read on to find out more!

ADMIRALTY Over in Admiralty division, residents and MP Mr Vikram Nair took part in a litter picking exercise to kickstart the event. Together, they scoured the neighbourhood for pieces of litter, pitching in to clean up the blocks. Following which, Mr Vikram Nair and residents planted three Ficus Benjamina and seven Neem Trees. Tokens of appreciation were also presented to the five best cleaners in Admiralty division, honouring the tireless efforts of our cleaners in maintaining our Town’s cleanliness.

CANBERRA

In Canberra, Tree Planting Day this year was held in conjunction with a special Multi-Racial Families Gathering. Joined by MP Dr Lim Wee Kiak, PBM, residents and grassroots leaders planted three Ficus Bonsai Trees and seven Happiness Trees. Residents in attendance were then treated to a variety of ethnic performances, ranging from electric Bollywood dances to graceful Chinese dances. There was also a showcase of different ethnic costumes and a lucky draw rounded off the eventful morning!

GAMBAS

Gambas held their Tree Planting Day in collaboration with HDB’s MyNiceHome Roadshow @ Canberra East for new residents moving into the Eastbrook@Canberra and Eastcrown@Canberra BTO developments. It was a great opportunity for residents to meet their soon-to-be neighbours, as well as to pick up useful tips on renovating their new flats in talks given by HDB and the Singapore Renovation Contractors and Material Suppliers Association (RCMA). MP for Gambas division, Minister Ong Ye Kung was also present to mingle with residents and join in the planting of nine Happiness Trees on occasion of Tree Planting Day. Surely, this marks the start of a happy chapter for residents of Eastbrook and Eastcrown in Gambas!

SEMBAWANG In Sembawang division, MP Minister Khaw Boon Wan joined residents to plant seven Happiness Trees and three Neem trees on Tree Planting Day. The event also marked the launch of “Sembawang Friends of the RC”, an initiative which aims to promote deeper cohesiveness among the Sembawang community. Festivities were also in full swing as residents toured exhibition booths and enjoyed delicious refreshments together.

WOODLANDS Over at Woodlands, residents met bright and early to take part in a litter picking exercise to mark the start of Tree Planting Day. After which, residents and MP for Woodlands division, Mr Amrin Amin came together to plant eight Neem Trees, five Chiku Trees and 12 Tecoma stans. Mr Amrin Amin also presented the five best cleaners in Woodlands division with tokens of appreciation, thanking the cleaners for their efforts in keeping Woodlands Town clean and beautiful.

NEW BUS SERVICE – BUS 883! Hooray! A new bus service 883 now serves the residents of Sembawang GRC to enhance connectivity between Yishun, Canberra and Sembawang. The loop service operates from Sembawang Interchange and plies Sembawang Vista, Sembawang Drive, Canberra Link, Sembawang Road, Canberra Street, Canberra Way, Yishun Avenue 2, Yishun Central 1, Yishun Central 2, before resuming its return route back to Sembawang Interchange. It improves accessibility to key places such as Sembawang and Yishun MRT, Sun Plaza, Northpoint Shopping Centre, Khoo Teck Puat Hospital and Yishun Swimming Complex. Service 883 also serves six new bus stops along Canberra Street and Canberra Way. 883 operates daily from 5.30am to 12.30am on weekdays and Saturdays, and from 5.45am to 12.30am on weekends and public holidays.

The second major source of income for the financial year came from Government Grants, totalling up to $11,305,000. An additional $7,619,000 came from other income, comprising fee charges for maintaining HDB carparks, TOLs, fees for use of void decks etc.

SAFE USE OF LIFTS L

ifts are an important part of our lives as we use them every day. Thus, lifts should be maintained properly and regularly, so that lift breakdowns can be minimised. Everyone can play a part in ensuring that the lifts are kept in good working condition for all!

Here are some of the additional measures that the Town Council has adopted to ensure that the lifts operate smoothly: 1

We have taken predictive/ preventive measures to replace certain lift parts, which minimise the potential for lift breakdowns.

We ensure that any feedback submitted by residents regarding lifts are followed up by our lift contractors promptly. Our lift maintenance team also conducts joint inspections with the lift contractors.

3 Our property officers are also mobilised to conduct visual inspections on the lifts.

While the Town Council will continue to do our utmost to ensure that the lifts remain functional for residents, you too can play your part by using the lifts properly and safely.

More Funds for Safer Lifts in

Lift Enhancement Programme (LEP)! A new Lift Enhancement Programme (LEP) was unveiled on 19 September. Under LEP, more features will be installed in public housing lifts to enhance their safety. It will be a 10-year initiative costing an estimated S$450 million. More than 80% (or 20,000 out of the 24,000 lifts in HDB estates) will benefit from LEP. The government will cover 90% of the total cost, with Town Councils making up the shortfall. We look forward to these upgrades and enhancements to lifts in our neighbourhood!
