Revenue and Customs Working for us – Mike Potter Thank you for your interest in technology roles within Revenue & Customs Digital Technology Service (RCDTS). The company was set up in 2015 as a subsidiary of HMRC’s Chief Digital Information Officer (CDIO) Group, and as such has one of the largest customer bases in the world. This is an exciting time for our organisation as we embark on a bold plan to make HMRC the most digitally advanced tax authority operating today. Similar to an online bank account, they’ll join up all the data we hold about our customers to automatically calculate what they owe. That means that HMRC will bring in tax revenues faster and at much lower cost.

Who we are and what we do HM Revenue & Customs (HMRC) is one of the UK’s biggest organisations, with around 61,000 full-time equivalent staff. Almost every individual and business in the UK is a direct customer of HMRC. HMRC is a non-ministerial Government department which was formed in 2005 from the merger of the Inland Revenue and HM Customs and Excise. We are an effective, efficient and impartial tax and payments authority. We have a vital purpose; we collect the money that pays for the UK’s public services and help families and individuals with targeted financial support. We help the honest majority to get their taxes right and make it hard for the dishonest minority to cheat the system. We also play a key role in enforcing UK border controls and the national minimum wage levels, administering environmental taxes and recovering student loans.

Chief Digital Information Officer Group Chief Digital Information Officer (CDIO) Group leads HMRC’s journey to become a digital business, in line with the Government Digital Strategy. Using the latest technology we find ways to transform the Department’s performance. We manage all aspects of protective, physical, personnel and information security. This includes making sure HMRC meets its legal obligations and its public commitment to protect HMRC data. We enable HMRC to find secure ways to achieve its goals that balance risk management with business objectives. We provide high quality, stable and resilient IT services. These enable the collection of the money to fund public services, pay benefits and support the protection of the UK border. We also deliver high quality IT projects and manage the release of change into the IT estate. In doing all this, we manage a significant IT budget and continually strive to reduce cost while improving service standards that support the delivery of HMRC’s business objectives.

RCDTS If you are successful in your application, you will be employed directly by Revenue and Customs Digital and Technology Services Ltd (RCDTS). RCDTS is a private company which is wholly owned by HM Revenue and Customs (HMRC) and is part of the Chief Digital Information Officer Group, providing digital technology services to HMRC. It is a company full of technology experts working on essential IT projects: tackling tax non-compliance through creating a single case management platform for HMRC, and developing the technology that supports the collection of revenue through borders and trade with other countries. The technology we use to deliver our support services is genuinely leading edge and includes PEGA, Documentum and Oracle Fusion. We employ some of the country’s best subject-matter experts in these technologies, together with a wide range of IT functional experts who work as part of an agile, flexible team to deliver our value proposition to HMRC and our customer base. Delivery Groups We have eleven Delivery Groups across HMRC’s CDIO providing specialist technology support and RCDTS supports a number of these Delivery Groups Customs and International Trade (ExCite) The Customs and International Trade team specialises in the provision of systems based on Oracle Fusion Middleware. The existing and forthcoming platforms underpin systems which provide a wide range of services including interchanging information about the movement of goods, excise duties and VAT between EU member state tax authorities. Case Management The Case Management team manages all aspects of our services that utilise PEGA and EMC Documentum technologies. These underpin our strategic services for work and content management, and are currently used by over 20,000 of HMRC’s staff. The team will oversee and support an increase in these numbers, through the development of all new services in these areas. These developments are fundamental to delivery of HMRC’s organisational strategy and commitments to increase tax yield collected. Messaging The MDG manages all of HMRCs core integration Middleware services that deal with over a billion internal and external transactions every year; connecting 100s of HMRC services, developed in a wide variety of technologies. MDG provides fundamental platforms for delivering Application Programming Interface (API) access to HMRC core systems and enabling our digital agenda, API strategy and transformation roadmaps for all our services. We are utilising modern open source products and working in agile methodologies and approaches to develop a modern exciting workplace that delivers flexible cost effective integration solutions. RCDTS Procurement Function The RCDTS procurement function buys Hardware and Software on behalf of HMRC. This can cover Individual requirements where we support the IT consumable needs for over 50,000 end users to large scale projects to refresh the department’s desktops. Ways of working As a progressive organisation, CDIO Group is well underway in adopting Agile and DevOps methodologies and in implementing the tools and techniques that underpin them. The Customs and International Trade team, the Case Management team and Messaging team are keen to recruit staff who have experience, or at least a good level of familiarity with these, and the mindset to adopt and adapt them 5

Software Developer – Content Management London, Worthing or Telford The starting salary for this post is £30,305, rising to a maximum of £41,231. The salary offered following a successful interview is dependent upon relevant skills and experience.

About Case Management The Case Management team manages all aspects of our services that utilise PEGA and EMC Documentum technologies. These underpin our strategic services for work and content management, and are currently used by over 20,000 of HMRC’s staff. The team will oversee and support an increase in these numbers, through the development of all new services in these areas. These developments are fundamental to delivery of HMRC’s organisational strategy and commitments to increase tax yield collected. CMDG specialises in the provision of systems underpinning HMRC Case and Content Management Services. CMDG technology platforms are based on software provided by Pega Systems, EMC Documentum, xCP and OpenText Brava. CMDG is well underway in adopting an Agile Delivery Framework, a DevOps culture and implementing the tools and technologies to underpin them. CMDG is keen to recruit staff with experience, or at least good familiarity with Agile and DevOps, and the mind-set to adopt and adapt them.

About the role In this role we are looking for talented Software Developers who never say no to a challenge, dynamic, quick learners, comfortable working in a fast paced and evolving environment, learning new skills and being a team player. You will work within a SCRUM team to provide quality assured code on complex solutions in CMDG and would involve working in multi-disciplined feature teams. This role will involve performing more complex software development activities on IT systems in line with the CMDG Software Engineering Process. The post holder will be responsible for the following: -

Collaboration with stakeholders to produce quality assured technical solutions. Adherence to the CMDG Software Engineering Process. Adherence to architectural blueprints. Development planning and build estimation. Peer reviews. Supporting the delivery of CMDG initiatives e.g. Continuous Integration, Continuous Delivery and DevOps. Actively supporting and feeding into the cycle of continuous improvement. Proactively engaging in opportunities to be coached and mentored by more experienced Developers.

DevOps is a new practice emerging from the combination of practices in both Development and Systems Operations. It is a software development and delivery practice that spans both practices and is concerned with fast delivery and deployment of new software by taking an agile approach to systems management. Systems as well as software should be test driven by design, and the process should be automated as much as possible. It would be desirable for you to have experience in a DevOps working environment or have some DevOps skills, but not essential, as we can provide training and take you with us on this exciting new journey.
