CANADIAN JOB GRANT PROGRAM

CUES is pleased to provide this handy reference Canadian credit unions can turn to when applying for government educational grants. The grant money helps offset tuition and program costs, allowing credit union leaders across Canada access to CUES’ industry leading offerings. Grant information is organized by province, and includes eligibility requirements, application instructions, expected application decision response timeframe, and contact information. ALBERTA Overview The Canada-Alberta Job Grant is an employer-driven training program. This means that employers decide on who gets training and what type of training may be needed for new and existing employees. Employers are required to use a thirdparty training provider to deliver the formal training either onsite, online, or in a classroom setting.

Eligibility As an employer-driven program, the Canada-Alberta Job Grant is open to: • Private and not-for-profit sector employers. • The applicant must intend to hire or continue to employ trainees upon completion of the training. • The applicant and the training provider cannot be the same entity. • Post-training new or existing job must be based in Alberta. • Sole proprietors are not eligible for the Canada-Alberta Job Grant.



• Eligible applicants are required to be incorporated by, or registered under, an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta.

How to Apply Applicants must fill out all forms electronically, print them, sign them, and mail the originals with original signatures to: Canada-Alberta Job Grant P.O. If this is not available on the training provider’s website, include supporting documentation with the application. NOTE: • Online form submission is not currently available. • Submit originals including original signatures. Copies of application forms will not be accepted. • Ensure all forms are complete. Incomplete applications will be returned. • Handwritten applications will not be accepted. • Applications submitted by email or fax will not be accepted. • Keep a copy of all of the forms and receipts that you submit. Alberta Corporate Access Number (ACAN) This is a required field. Your application cannot be processed without an ACAN. • Your company’s ACAN can be found on your Certificate of Incorporation, issued at any Alberta Corporate Registry office. • If you are requesting out of province training, ensure you fill out a brief explanation on the application as to why you are not able to use an Alberta training provider.

Costs Employers will cover a minimum of one third of direct training costs, with up to a maximum of $10,000 in government contributions.

BRITISH COLUMBIA Eligibility Employers and organizations must meet eligibility criteria and be operating in one of the following sectors: • Agrifoods • Aboriginal Peoples and First Nations • Forestry • Manufacturing • Mining and Energy • Natural Gas • Small Business • Technology and Green Economy • Tourism • Transportation Employers whose principal activity is not in one of these BC Jobs Plan priority sectors are not eligible. NOTE: If Finance is not a priority sector, the company is not eligible.

MANITOBA Manitoba is currently only accepting applications for the 2016/17 fiscal year which begins April 1, 2016.

Overview The Canada-Manitoba Job Grant is an employer-driven approach to help Manitobans gain the skills they need to fill available jobs and to help employers develop the skills of their existing workers to meet the requirements of their present job, or to move into a better job. Costs Eligible employers may apply for up to $10,000 for each individual worker to assist with training costs. Employers that receive funding under the Canada-Manitoba Job Grant must contribute a minimum of one-third of the eligible training costs. With the maximum government contribution of $10,000, this means that up to $15,000 is available, per person, for eligible training costs.

NEW BRUNSWICK Overview The Canada-New Brunswick Job Grant is an employer-driven program, that invests in the skill development and employment needs of the workforce. Employers determine what training is needed, who participates and which provider will deliver the training.

Eligibility Eligible applicants must be established in New Brunswick: • Private-sector businesses • Non-profit organizations • Project coordinators • Industry associations • Unions Eligible Training: • Determined by employers • Not deemed part of regular business. For example: new equipment training, new industry certification and new technology training are eligible • Required for an individual to perform the duties of an available job • Planned to last 52 weeks or less To Apply: • Applications must be received prior to the training start date • Applications must be assessed and approved prior to the training start date • Business/Organizations must contact the regional office before submitting an application and work with individual program consultant for each region. Costs Grant is for two-thirds of the eligible training costs, up to a maximum of $10,000 per training participant, per fiscal year. The employer pays a minimum of one-third of the eligible training costs.

NEWFOUNDLAND Overview The program is targeted to private sector and non-profit employers. This program will provide a financial contribution to employers for employer-sponsored training for existing and new employees. The goal of the program is to increase labour force participation and to help develop the skills necessary to find and keep meaningful and long term employment and to encourage employer involvement in training to ensure that skills are aligned to job opportunities.

Eligibility Employers in the private and non-profit sectors may apply. Eligible employers must: • Be incorporated and have a Canada Revenue Agency business number; • Be in good standing with Registry of Companies; and, • Have an office location/base in Newfoundland and Labrador. Eligible applicants include individual employers, not-for-profit organizations, industry associations, employer consortia, unions, and Aboriginal governments and organizations. Board of Directors • If the board member is paid and or employed by the applicant to some extent, they may be eligible; all other things being in order.

How to Apply Interested employers must complete and submit an application to the Department of Advanced Education and Skills. Employer applications must be received 30 days prior to the commencement of training. On-line Application: Employers must register in the Department of Advanced Education and Skills’ LaMPSS payment system to apply on-line. Once registration is complete, a password and user ID will be provided. To register, please press Register on LaMPSS system. Program Guidelines have been developed in order to assist employers applying on-line. They can be viewed and printed by pressing Program Guidelines. (266 KB). NOTE: The Program Guidelines contains a section called Project/Training Budget. In order to help determine both the government and the employer contribution to a CNLJG, a Contribution Tool has been developed and is accessible to employers to help calculate contribution amounts as part of the application process for this program. To access the Contribution Tool, click here (45 KB). Once registered on the LaMPSS system, employers may apply directly on-line and/or update information using its self-serve function and the provided user password and ID. NOVA SCOTIA Grants are not available to use for attending conferences or seminars. For approval, training must be very specific to particular job.

Eligibility Businesses, industry associations, private sector unions, not-for-profit businesses and revenue generating social enterprises in Nova Scotia, that have been in existence for at least one (1) year and have at least $25,000 in wages or owner drawings (demonstrated in required financial information), are considered eligible employers for this program. Businesses, social enterprises and revenue-generating not-for-profit organizations, in Nova Scotia are eligible for funding under Streams 1 and 2. Stream 1 applies to businesses/enterprises/organizations with 50 or fewer employees. Stream 2 applies to businesses/enterprises/organizations with more than 50 employees. Business, Industry and Sector Organizations, Associations, and Private Sector Unions representing industry and business in the Province may be eligible to negotiate WIPSI funding for their members under Stream 3 provided the training meets identified industry needs. The following activities may be eligible costs under WIPSI: • Purchase of training from a formal training institution or qualified external or internal training provider • Registration, tuition or course fees • Examination fees • International training • Management skills development • Skills development training leading to certification • Training that supports workplace diversity • Other skills development and training based on a valid business case • Other training related costs, such as: manuals, books, and support materials accommodating for disabilities (e.g., voice recognition software) Eligible Training Providers The following are considered eligible training providers under WIPSI: • Recognized formal learning institutions such as community colleges, private training centres, etc. • Industry associations or private sector unions may provide employer-endorsed training to their membership (e.g., sector-based productivity training such as lean manufacturing) • Other training providers, including internal trainers, where the Applicant demonstrates upon application that training will result in innovation or productivity gains for the business and that the training provider is qualified to deliver the training. Examples of eligible training costs: • Registration, tuition, or course fees, examination fees - manuals, books, and support materials • Costs to accommodate for disabilities (e.g., voice recognition software) • In some instances employee travel costs are eligible. Travel costs must be preapproved. Provincial mileage and per diem rates apply: mileage $0.42 km; meals: breakfast $8; lunch $15; dinner $20).

Examples of activities and costs not eligible: • Mandatory training (including legislated or regulated training such as health and safety. • Corporate or organizational orientation training • Training considered to be regular professional development • Informal training (e.g., employee mentoring) • Training already included in the purchase of equipment or new business processes • Apprenticeship training • Employee wages and salaries during training • Conferences Link to guidelines Workplace Innovation and Productivity Skills Incentive Program Guidelines

How to Apply Each application is reviewed on its own merit and assessed against how well it meets eligibility, training fit and return on investment (both for applicant and the Province). Applicants must apply for funding by submitting an application to the Department of Labour and Advanced Education prior to the start of training. Applications are submitted through an online application process. An acknowledgement email will be sent when the application is received. Each application is reviewed on its own merits and will be assessed for its strengths in how well it meets eligibility, training fit and return on investment (both for applicant and the Province). It is the responsibility of the applicants to articulate all relevant strengths of their proposal. Preference will be given to applications that align with the Province’s economic priorities and promote workplace diversity. ONTARIO Eligibility • The employer needs to have a Canadian Revenue Agency Number. • The training company also needs to have the CRAN. • All training needs to be completed in Ontario. Nothing will be approved outside of Ontario

PRINCE EDWARD ISLAND Overview The Canada-PEI Job Grant provides employers with financial assistance to train new or existing employees to meet the skill requirements for available jobs. Program Features • Employer driven - the employer decides who gets training and what type of training is required; • Shared costs - Eligible training costs are shared between SkillsPEI and the employer; • Employment for Islanders - Participants have a new or better job at the end of the training.

Eligibility Open to private sector businesses and organizations acting on behalf of a group of employers in PEI. Training must result in a new hire, or a better job. The grant supports new investments in training and is not intended to replace an employer’s existing investment in training. Training costs that are eligible for funding include: tuition and mandatory student fees, textbooks, software and other required materials and exam fees.

SASKATCHEWAN Overview The Canada-Saskatchewan Job Grant will help businesses and non-profit organizations—both large and small—to train new or existing employees for available jobs, and provide increased opportunities for unemployed and underemployed workers to receive training.

Eligibility • Before you apply for training, complete the eligibility checklist to determine whether your proposed training activities are eligible. • Forward the checklist to your local Labour Market Services (LMS) office. • LMS staff will contact you to assist with the completion of the application, and you can proceed with training upon notification of approval. Eligible employer: Private and not‐for‐profit sector employers are eligible. However, publicly funded organizations such as health regions, post‐secondary training institutions, public libraries, municipalities and school divisions are not eligible under the program. Eligible trainee: Eligible trainees must be Canadian citizens or permanent residents. Both new and existing employees are eligible. Eligible training: Training is flexible. Employers choose the training program and mode of delivery that will meet their needs under the following requirements: • must be delivered by a third party not affiliated with the employer applicant; • must be a minimum of 24 hours in length and completed within a 52 week period; • result in a credential (record of completion, certificate, grade, etc.); and, • must not replace an employer’s existing investment in training. NOTE: Third-party trainers could include post-secondary education institutions, private vocational schools, trade unions and private industry trainers.

Turnaround Time 2-3 weeks

Costs Employers can make multiple grant applications to a maximum of $250,000 annually, and up to $10,000 per individual trainee.
