Fins will be limited to the type of fins that most guards use on a daily basis as opposed to racing fins. (MA) 2. Eliminate the rule that if you propose a new event it must replace an existing event. If the above proposal passes then there are several other proposals: i. Change the American Iron woman to include a row. (SA) ii. Add a 3 person paddleboard relay for both open men and open women. (SW) iii. Make the Landline event an Open Men’s Landline and an Open Women’s Landline. (SE) iv. Add a singles row for all age groups. (SE)

RNLI Exchange

Background The Royal National Lifeboat Institution (RNLI) is a lifesaving charity in the United Kingdom and Ireland whose stated aim is to save lives at sea. This is done through the provision of a lifeguard, lifeboat and prevention services. The RNLI operates 235 lifeboat stations and 225 beach lifeguard units. The RNLI employs around 1200 lifeguards (paid and voluntary) to patrol these beaches on a seasonal basis. The RNLI service continues to expand around the coast of the UK and Ireland and as a result is constantly developing training, equipment and facilities to support the demands of the service. Purpose To establish an ongoing program of exchange visits that will enhance the knowledge, skills and efficiencies of organizations through the exchange of experiences, processes, procedures and tools. In 2015, two RNLI lifeguards have been selected to visit Southern California from July 26 – August 9. RNLI Attendees for 2015

Kate Berridge, Lifeguard Supervisor, South Devon In Kate’s role as a Lifeguard Supervisor, she manages a team of over 55 lifeguards across 8 beaches in the South Devon region of the UK. Lifeguard Supervisors are responsible for all operational lifeguard duties, as well as admin tasks, rostering, ensuring lifeguard units are supplied with equipment and resources needed to run the beaches effectively, lifeguard training, specialist equipment training such as RWC (jetski) and IRB (inshore rescue boats) and more. Leading up to Kate’s current position, she has gained 6 seasons experience as an RNLI lifeguard across the south west of the UK and Jersey. Kate has also worked as a beach lifeguard and specialist trainer in France, Western Australia, Tasmania and most recently working as a lifeguard supervisor in New Zealand. Having done a sports science and coaching degree, and working for a year as surf instructor in the summer and ski/snowboard guide in the winter, Kate fell into lifeguarding after following her child hood dream of working and travelling as a beach lifeguard. She is now grateful to have made it her full time career and is always seeking out opportunities to learn and experience more within the job. Growing up in a small surfing community in the south west of England, Kate was a keen surf lifesaver, competing at a younger age – all be it not very competitively. But in later years turning her focus to IRB racing, Kate has on multiple occasions found herself as the British IRB racing Champion. Surf lifesaving sport has been a strong part of Kate’s background and upbringing, and currently is the lead coach for the senior squad at her local lifesaving club.

Kate is very much looking forward to coming across to LA to learn more about the style of lifeguarding that occurs here, and to look at training as well as other policies and procedures followed within the service.

Tom John, Senior Lifeguard, Swansea, South Wales Tom John is 25 years old and works as a Senior Lifeguard for the RNLI on the beaches of South Wales. Wales is a separate county to England and has its own language, Welsh, which is Tom’s first language. Tom started lifeguarding at 18, working on his home beaches in Swansea. His lifeguarding career started through surfing. He is a surf instructor and has competed since a young age at a national level. Tom has also competed in surf life saving. Tom's main role is a Senior Lifeguard, having completed his Senior’s course at RNLI headquarters in 2010. On the beaches, the Senior role involves being in charge of a team of up to 5 people, patrolling beaches and dispatching guards, craft and equipment where and when needed. Tom is also a trainer/assessor for the Rescue Watercraft (RWC), ATV and 4x4 vehicles. Tom is an experienced RWC operator and has worked on safety cover for many events such as Iron Man Wales and Red Bull Cliff Diving. Apart from lifeguarding, Tom spends his time surfing, fishing and boxing. Enthusiastic and always smiling, Tom is very passionate about lifeguarding and is a popular member of the lifeguard team. He is looking forward to learning transferable skills and having new experiences.

Please welcome Kate and Tom when you see them during their visit. Both have been selected by their dedication to the service, their ambassadorship and the potential to further their career with the RNLI.

Wieland Shield Exchange A group of 12 Victorian Lifeguards will be travelling to California for the 24th biannual Wieland Shield Educational Lifesaving Tour from July 16-August 2. This event consists of an educational and cultural exchange and several days of surf lifesaving competition, in which he seven men and four women from each state’s team (California and Victoria) compete for the coveted Wieland Shield. The traveling team’s tour also serves as an educational exchange between the lifesaving agencies involved. The Shield itself is a perpetual trophy named in honor of Mr. William A. Wieland. As has always been the situation with the exchange tours between the organizations, the priority will continue to be the interaction of coastal lifesaving philosophies, however in conjunction with the International Surf Festival we will also be organizing the 24 th Wieland Shield Competition which will be a non-sponsored 2 day amateur event established primarily to showcase the lifesaving skills of both teams. A Brief History: When Melbourne, Australia was chosen to host the 1956 summer Olympics, surf life savers decided to hold an invitational lifesaving competition to be known as the Australian Olympic International Surf Championships at Torquay Beach, outside Melbourne, Victoria. The Honorable Judge Adrian Curlewis of Australia appointed Arthur Parkens, an Australian lifesaving instructor, to solicit participation from the United States. California lifeguards and a contingent from the Territory of Hawaii decided to participate. Both teams were trained and awarded, "The Australian Surf Lifesavers Medallion," so as to meet the international competition standards required for the event. The California lifeguards organized themselves under the banner of the Surf Life Saving Association of America (SLSA), although they were solely from the Los Angeles County and Los Angeles City lifeguard agencies. This was the first American lifeguard association of its kind, even if its name was a bit grand considering its narrow scope. Team members from the SLSA included Team Captain Rusty Williams of Los Angeles County (LACO), Team Coach Kirby Temple (LACO), Team Manager Herb Barthels, Sr. of Los Angeles City (LA City), Tad Devine (Santa Monica City), Bob Burnside (LACO), Mike Bright (LACO), Greg Noll (LACO), Dave Ballinger (LACO), Chick McIlroy (LACO), Paul McIlroy (LACO), Sheridan Byerly (LACO), and Roger Jensen (LACO). The Hawaiian lifeguard team included Dr. Don Gustufson, Team Manager Harry Shaeffer, Team Coach Tom Shaeffer, Tom Moore, Shaky Felez, Dan Durego, Tim Guard, L. Honka, Peter Balding, and Tom Zahn. The event was held on November 26, 1956 and drew an immense crowd of 115,000 spectators. The legendary "Duke" Paoa Kahanamoku of Hawaii served as the honorary event Chairman. In addition to the American and Australian teams, lifeguard teams from South Africa, Great Britain, Ceylon, and New Zealand participated. As for the Americans, the Hawaiian Territory placed first in the Beach Relay. Tad Devine of California placed second in the swim. Bob Burnside of California placed third in the belt race. Perhaps more importantly than the competition itself, lifelong relationships were built around this historic event and both countries were to benefit tremendously. The American rescue tube and rescue buoy were first introduced to Australia on this tour, later to become staples of Australian lifesaving gear as they were in the US. Tom Zahn, Tom Moore, and Bob Burnside brought Malibu Balsa Surfboards with them, the first total Australian exposure to the Malibu Surfboard. When they departed Australia, the boards were left behind, which revolutionized the sport of surfing in Australia. Los Angeles County Lifeguards hosted the first Australian SLSA team to tour the USA in 1965 and presented the team before the LA County Board of Supervisors. In 1967 LA Lifeguards participated in an educational and competition tour of Australia and New Zealand. The tour included a return to Melbourne from Feb. 21 to 28, and competitions were staged at Portsea and Ocean Grove. The Australian responsible for hosting the Americans was George Nutbeam. The manager of the USA team was LA County Lifeguard and Surf Lifesaving Association of America President Bob Burnside. As a result of the 1967 tour, George Nutbeam established a biannual exchange where one country would tour the other every two years. A perpetual trophy sponsored and named for Mr. William A. Wieland, the United States Consul General to Australia who enthusiastically sponsored and encouraged the competitive and educational exchange between the two states and countries, would commemorate the biannual competition. The Wieland Shield is now arguably the longest running international lifesaving exchange in the United States having begun in 1965. The Lifeguards, Lifesavers and tour officials and educational exchange organizers have been formally recognized by the LA County Board of Supervisors, and by Victorian State government and various other municipal governments and the U.S. Consulate in Melbourne many times over the decades. The exchange of ocean lifesaving knowledge, skills, and techniques has continued unbroken for the past five decades. The educational exchange has fostered many new and improved ocean rescue techniques, and equipment. Beach management and funding have also benefited. The ongoing relationship developed between Australia and the USA continues to serve the public these Lifeguards so heroically protect. When hosted in Los Angeles, the Wieland Shield is held in conjunction with the International Surf Festival held in the South Bay Beach Cities. The Wieland Shield exchange began under LA County Chief Bud Stevenson, and support continued under the LA County Chiefs that followed through the 70s, 80s and 90s. Chiefs Bob Burnside, Howard Lee, Don Rohrer, and Randy DeGregori were all intimately involved during their tenures. Assistant Chief Phil Topar and Section Chiefs Buddy Bohn, Bob Schroeder, Bob Moore, Gary Crum, Dave Story, Tom Viren, Bob Buchanan and Lifeguard Captains Ken Atkins, John Baker, Rob McGowan, Roger Smith, John Stonier, Sonny Vardeman, Don Souther, Merrill Riley, Ira Gruber, Jim Richards, Tom Seth, Jay Butki, Rob Pelkey, Ryan

Addison, Kyle Daniels, Maria Bird, and Mike Inscore have all been a part of the educational, organizational team and/or the athletic team over the decades. When in California the Wieland Shield Tour has traditionally been coordinated under LA County Lifeguards stewardship as a formal educational and surf lifesaving sporting exchange between Life Saving Victoria and the Lifeguards of California. 2015 Wieland Shield Team- Life Saving Victoria Name Surname Club Shane Kira Guy Sam Jamo Zach Danielle Joel Nerice
