California High School Exit Exam Waiver Procedures 1.

Student takes the CAHSEE with a non-standard accommodation as allowed by the Individualized Education Plan (IEP) or Section 504 Plan (For example, using calculator in the math section of the CAHSEE).

2.

Student report is received with an equivalent of passing score (350 or above) but indicated “invalid.”

3.

The parent/guardian is notified of the waiver process.

4.

The parent/guardian submits a waiver request to the principal.

5.

The principal or designee collects all pertinent information (for example, IEP, Transcript), completes the waiver forms, and submits a recommendation to the local governing agency (that is, the School Board).

6.

Local governing agency makes a decision whether or not to grant the waiver.

7.

The decision is communicated to the parent/guardian in writing.

8.

A copy of the letter is filed with student’s cumulative folder.

Dear Parent, Your child has received a score on the California High School Exit Exam (CAHSEE) Student and Parent Report labeled “Not Valid” in Mathematics, English-Language Arts or both. The “Not Valid” score indicates that your child took one or both sections of the CAHSEE using “modifications” as specified in either her/his IEP or Section 504 Plan and received a score of 350 or higher. This “Not Valid” score now needs to be presented to the Pleasanton Unified School District Board of Trustees in consideration for the CAHSEE score to be “waived” as specified in California law. If the Board grants this CASHEE Waiver, your child will have met the requirement for passing the section(s) of the CAHSEE indicated, thus enabling her/him to progress toward obtaining a high school diploma. The request for the Pleasanton Unified School District Board of Trustees to consider a CAHSEE waiver must come from the parent, and be addressed to the school principal. The CAHSEE waiver request form is on the back side of this letter. Please complete this form and send it in to your school principal as soon as possible so that your child’s waiver may be considered. Once the waiver request is received, the school principal will compile other necessary documents (your child’s IEP or Section 504 Plan, the transcript, and a copy of the Parent Report showing the “invalid” score) and submit the entire package to the Board of Education. Students are identified only by first name and last initial. The Board will review the documents and make a determination as to whether or not to grant the waiver. They will do so in closed session (no public) and the results will be confidential. You will be notified by letter of their decision. If you have questions about this process or the report; or, if you need assistance completing the CAHSEE waiver form, please contact your child’s counselor or special education case manager. LEGAL CRITERIA 1.

Education Code or California Code of Regulations to be Waived: Education Code Section 60851(a) provides that “Commencing with the 2003-04 school year and each school year thereafter, each pupil completing grade 12 shall successfully pass the exit examination as a condition of receiving a diploma of graduation or a condition of graduation from high school.” 2. Reference Section E.C. 60851

At the parents or guardian’s request, a school principal shall submit a request for a waiver of the requirement to successfully pass the high school exit examination to the governing board of the school district for a pupil with a disability who has taken the high school exit examination with modifications that alter what the test measures and has received the equivalent of a passing score on one or both parts of the high school exit examination. A governing board of the school district may waive the requirement to successfully pass one or both subject matter parts of the high school exit examination for a pupil with a disability if the school certifies to the governing board of the school district that the pupil has all of the following: •

An individualized education program adopted pursuant to the federal Individual’s with Disabilities Education Act (20 U.S.C. 1400 et seq.) or a plan adopted pursuant to Section 504 of the federal Rehabilitation Act of 1973 [29 U.S.C. Sec. 794 (a)] in place that requires the accommodations or modifications to be provided to the pupil when taking the high school exit examination.



Sufficient high school level coursework either satisfactorily completed or in progress in a high school level curriculum sufficient to have attained the skills and knowledge otherwise needed to pass the high school exit examination.



An individual score report for the pupil showing that the pupil has received the equivalent of a passing score on the high school exit examination while using a modification that fundamentally alters what the high school exit examination measures as determined by the State Board of Education.
