On and after th e 15th April, 1915, a W ar Tax of one cent will be imposed on each le tte r and post card m ailed in Canada, for delivery in Canada, the U n ited States and Mexico, and on each le tte r m ailed in C anada for delivery in th e U n ited K ingdom and B ritish Possessions generally, and w herever the two cent rate applies. Circulars, catalogues, newspapers, parcels, etc., and correspondence which is legally exem pt from postage charges, are no t subject to th e W ar Tax. This W ar Tax is to be prepaid by th e senders by m eans of a W ar Stam p for sale by P ostm asters and o ther postage stam p vendors. In th e event of failure on the p a rt of th e sender through oversight or negligence to prepay th e W ar Tax on each le tte r or post card above specified, such le tte r or post card will be sent to th e D ead L e tte r Office.
