Academy Organization & Chain of Command

Overview A.

The fire department is a paramilitary organization. The command structure that the Verdugo Fire Academy uses is very similar to the structure found in the fire service. a. It is imperative that Cadets understand the various ranks and responsibilities in the Academy, so that information can be clearly disseminated to the appropriate Staff through the proper chain of command.

B.

The Verdugo Fire Academy is one division of the Verdugo Regional Fire Academy. The Regional Academy encompasses the Glendale Community College “Fire Technology” program and the “Fire Academy Program” to include the California Fire Service Training and Education System courses.

Academy Staff and Instructor Ranks A. Academy Staff and Instructor ranks are as follows from the highest ranking to the lowest: 1. Chief Administrator (Fire Technology Director) i. Chief Sam Di Giovanna 2. Basic Fire Academy Coordinator i. Battalion Chief Tony Bagan 3. Drill Officers i. Todd Jennings ii. Kelly Chulick 4. Primary Instructor (This position will be filled by different instructors from week to week. See Primary Instructor Assignments) 5. Academy Organization & Chain of Command

Staff and Instructor Definitions A. Staff Staff Members are responsible for the overall administration of the fire academy program. Staff Members include the ranks of Chief Administrator and Academy Coordinator. The general responsibilities of the Staff include: 1. Overall program management and administration to include a. Development and enforcement of policies and procedures b. Glendale College regulations c. Office of the State Fire Marshal regulations d. Liaison with sponsoring fire department (Glendale FD) e. Oversight of all instructors B. Instructors with a Staff Assignment Some instructors are given ‘Staff Assignments’ each class. These ‘Staff Assignments’ can vary from class to class as can the Instructors that have them. Every day of instruction at least one of the Staff or Instructors with Staff Assignments will be present with overall administrative authority and responsibility for the day-to-day operations of the class. The general responsibilities of Instructors with Staff assignment include: 1. Development and enforcement of policies and procedures 2. Evaluations and Testing 3. Discipline 4. Recruitment 5. Records Management C. Instructors Instructors are scheduled for the delivery of classroom lecture and drill yard manipulative skills. ‘Instructors’ include both Primary and Assistant. The general responsibilities of Instructors include: 1. Lesson plan and AV development 2. Delivery of technical instruction in the classroom 2

Chain of Command A.

The Chain of Command is intended to assure accountability and flow of information. The Chain of Command must be understood and followed by all Cadets at all times. The only exception to this is when a cadet feels he/she has an issue of a personal nature to discuss with either an Instructor or Staff member. Office hours are available for Cadets to communicate directly with a Staff Member.

B.

The Chain of Command for the Basic Fire Academy is: 1. Chief Administrator 2. Academy Coordinator 3. Instructors with a Staff Assignment 4. Drill Officers 5. Primary Instructor 6. Assistant Instructor

C.

Issues of a personal nature can be brought directly to the attention of any Academy Staff or Instructor at any time. The method of this transfer of information shall be through a Cadet Memo.

D.

Cadets are strongly encouraged to follow the Chain of Command within the Cadet ranks when possible. Cadet Platoon Leaders and the Cadet Battalion Chief should be included in this flow of information with issues of a routine, non-time sensitive or nonpersonal nature.

E.

Cadet Officers shall forward all correspondence through the cadet chain of command and to the appropriate Instructor or Staff Member in a timely manner.

Conduct, Behavior, and Ethics

Ethical Responsibility Conduct, behavior and ethics are the foundation of how the fire service has established itself as the most honorable profession in the world. It must be foremost in the Cadet’s attitude that guides his/her actions. The uniform the Cadet wears gives a public perception that the Cadet is part of the fire service. The general public cannot distinguish nor understand the difference between the two. Therefore, the Cadet must conduct him/herself in a professional manner at all times when in the academy uniform. Family and friends that know the Cadet is pursuing a fire service career will expect the Cadet to behave in a manner that is upright and properly represents the fire service. A.

Standard of Conduct All Cadets shall conduct themselves in a professional manner. This will help to avoid a negative reflection upon the Verdugo Fire Academy, Glendale Community College, the Glendale Fire Department, their fellow Cadets (Class), as well as themselves. Cadets shall not bully, intimidate, haze, or harass any Cadet, Instructor, or other person at any time.

B.

Loyalty Loyalty is expected from all Cadets toward their fellow Cadets, the Verdugo Fire Academy and Glendale Community College.

C.

Cooperation Cooperation is expected between all Cadets, Academy Staff and Instructors. Cadets are expected to work as a team to support and encourage the success of each other.

Conduct, Behavior, and Ethics

Assistance All Cadets are required to take appropriate action toward aiding a fellow Cadet. This does not to mean during a period of instruction. If a Cadet has a question during a period of instruction it is to be directed to the Instructor in-charge in order to enhance the learning process.

E.

Conduct toward others All Cadets shall treat Staff/Instructors, visiting guests, the general public, and fellow Cadets with respect. They shall be courteous and civil at all times in their relationships with others and in the attention to their duties.

F.

Insubordination Deliberate refusal or failure of any Cadet to obey, accept an order, or carry out a directive from Staff or Instructor.

II.

Personal Responsibilities A.

Duty Cadets shall devote their time and attention to their success in the Verdugo Fire Academy.

B.

Knowledge of Policies and Procedures Every Cadet is required to establish and maintain a working knowledge of all Academy Policies and Procedures related to the position of Cadet. Cadets shall adhere to all Policies and procedures as set forth in this manual.

C.

Physical Fitness All Cadets shall maintain that degree of physical fitness, which will enable them to handle the physical activities of firefighting and fire academy training.

Academic Readiness All Cadets shall maintain that degree of academic readiness witch will enable them to be successful on all academy testing tools (written exams). Cadets are expected to spend the necessary offduty time to prepare themselves for academic success and to retain all information presented to them while in the Academy program

E.

Mental Fitness Cadets are expected to report to class on time and prepared to learn and participate in the learning process. It is the Cadet’s responsibility to mentally fit each and every day of duty without exception.

F.

Attitude Attitude is everything! Cadets may be issued discipline for presenting poor attitude. A poor attitude may be determined by observed behavior that is rude, negative, condescending, argumentative, and/or uncooperative. Poor attitude is determined by a Cadet’s action or lack of action Cadets may be rewarded for a positive and helpful attitude.. A Cadet’s attitude is perceived by everyone in the academy setting. A successful Cadet will always put forth the best attitude at all times. This is measured by having a positive ‘can do’ attitude and taking personal responsibility for themselves. Having a ‘willingness and eagerness to learn’ will take the cadet far. Cadets shall remember and apply the concept that the success of the team is far more important than the success of the individual’.

G.

Honesty / Dishonesty Cadet demonstrating any form of dishonesty will be dismissed from the program. Academic dishonesty (cheating) will not be tolerated and is ground for immediate dismissal.

Cadet Discipline

Procedure A.

All Cadet discipline shall be in accordance with the Policies and Procedures of the Fire Academy Program as well as Glendale Community College Student policy. In situations unique to the Fire Academy Program, Fire Academy Policy and Procedure will take precedence.

B.

All Cadet discipline is intended to be constructive and aid the Cadet in identification of deficiencies in performance so that improvement and progress can be accomplished.

C.

Only the Verdugo Fire Academy Staff and Instructors shall administer Cadet discipline.

D.

The following are the steps of progressive discipline: 1. 2. 3. 4. 5.

Focused Training / guidance – Gig (verbal warning / physical exercise) Oral Reprimand (Counseling Report) Written Reprimand (Deficiency Notice) Suspension Dismissal from the Academy Program (Dismissal)

In the case of Infractions of a serious nature the normal steps of progressive discipline can be circumvented. In other words, if an infraction is serious in nature, discipline may not be progressive. II.

Steps of Discipline A.

Step 1 – Focused Training The Cadet(s) will be advised verbally, in the clearest terms, of the violation. This can include, but is not limited too, physical exercise, extra training, and/or Gig reports / Uniform Gig. (For Gig Report format see Policy and Procedure 9b). This step of discipline is for minor infractions or infractions of a recurring nature. Some deficiencies that are not significant enough to warrant a written reprimand, but may warrant verbal discipline include, but are not limited too:

Cadet Discipline

Not maintaining proper drill and ceremonies. Accidental mishaps. Unintentional damage to equipment. Minor uniform violations (unclean, wrinkled, threads, fading, unpolished boots, dirty, poor odor, etc.)

Step 2 - Oral Reprimand The Cadet(s) will be advised verbally, in the clearest terms of the violation. This step of Discipline will include but is not limited to a written notation (Cadet Counseling Report) on the reprimand and a brief statement of the violation and retained in their personal file. This step of discipline is for minor infractions or an infraction of a recurring nature that has not been corrected from step 1 discipline or is a more serious offense.

C.

Step 3 - Written Reprimand (Deficiency Notice) The Cadet(s) will be advised verbally and in writing using the deficiency notice form, in the clearest terms, of the violation. The Deficiency Notice will be signed by the Cadet and retained in their personal file. This step of discipline is for unacceptable infractions or infractions of a recurring nature that have not been corrected from step 1 or step 2 discipline. Written reprimands do not need to be proceeded by step 1 or step 2 discipline. Step 1 or step 2 discipline is not required to be administered before a written reprimand (Deficiency Notice) is issued however in most cases it is. Instances that warrant a Deficiency Notice, but are not limited too: 1. 2. 3. 4. 5. 6. 7. 8. 9.

Failure of a Written Certification Exam. Unexcused Tardy or Unexcused Absence. Dishonesty Violation of any Policy, Procedure, Rule or Regulation of the Verdugo Fire Academy or Glendale Community College. Unprofessional conduct (hazing, harassment, etc.) Insubordination. Negligence. Misuse of equipment. Sub-standard or incomplete reports or homework.

Cadet Discipline

Uniform (incomplete, out of uniform, sub-standard presentation) Safety gear violations.

Step 4 - Suspension The Cadet(s) will be advised verbally and in writing using the counseling form, in the clearest terms, of the violation. This step of discipline is used for unacceptable infractions, or infractions of a reoccurring nature that have not been corrected from step 1, step 2 or step 3 discipline. Suspension does not need to be preceded by step 1 or step 2 discipline. Step 1, step 2, or step 3 discipline is not required before a Cadet is suspended. A Cadet may be suspended pending review of facts that may result in dismissal. Suspension normally does not exceed 1-week or more than 3 Academy Days. If a Cadet is suspended he/she will not be held accountable for time missed, only training missed. Suspension shall be documented on the counseling form. Instances that warrant a suspension include but are not limited too: 1. Pending investigations or grievances/appeals

E.

Step 5 - Dismissal from the Academy Program 1.

The Cadet(s) will be advised verbally and in writing (using the dismissal counseling form), in the clearest terms, of the violation. This notice will be signed by the Cadet, and retained in their personal file. This step of discipline is for unacceptable infractions, or infractions of a recurring nature that have not been corrected from step 1, step 2 or step 3 discipline. Dismissal does not need to be proceeded by other discipline. Step 1, step 2, step 3, or step 4 discipline is not required to be administered before a Cadet is dismissed.

Any Cadet receiving ten (10) Deficiency Notices will be dismissed from the Academy Program.

Any Cadets dismissed from the Academy Program will be referred to the appropriate Glendale College counselor for follow-up and guidance.

Attendance

Overview A. Cadets who miss any portion of any class session shall complete a Cadet Report of Time Missed form. This form advises the Staff of the reason for the time missed and properly documents the occurrence. B. A Cadet will not graduate from the Firefighter I Basic Fire Academy Program without properly documenting all time missed. C. Cadets are to obtain the proper reporting forms from the VFA web site. D. All time missed shall be documented. E. All Cadets shall sign in and sign out when arriving to, and leaving from class (the facility) on the official VFA Class Roster. The official VFA Class Roster will be kept and maintained by Staff. F. Staff and/or Instructors will perform morning roll-call (0800 hours) and evening roll-call (1700 hours). Occasional roll-calls may be conducted as deemed necessary by Staff. Thursday evening roll-call will take place at 1800 hours and again at 2000 hours. G. When a Cadet is tardy, he/she will ensure that the missed hours are immediately documented upon arriving to the training facility on the Cadet Report of Time Missed Form. This form must be typed unless approved by Academy Staff H. A Deficiency Notice will be issued for each absence, tardy, or AWOL that a Cadet does not complete the proper documentation (Report of Time Missed) – Unexcused Absence. I. 92 Hours (10%) is the maximum accumulated hours a Cadet may miss and still be eligible for graduation. Any time missed beyond the 92 hours maximum allowed may result in the Cadet being dismissed from the Program. J. Cadets may not miss more than 10% per term/block as defined below; a. Fire 116 – 120 hours total – can miss no more than 12 hours b. Fire 117 – 300 hours total – can miss no more than 30 hours c. Fire 118 – 220 hours total – can miss no more than 22 hours d. Fire 119 – 280 hours total – can miss no more than 28 hours

K. Any Cadet that misses time that has been deemed by staff as “Unexcused” will be in violation of this directive and subject to disciplinary action (Deficiency Notice). L. Exceptions to the maximum amount of time missed may be granted by Academy Staff for the following situations; a. Time missed to attend fire department exams/testing b. Out-of-classroom special assignments i.e. reports, research, etc. In any of these cases, the time missed is still documented and counts against the Cadets attendance score and class grade. M. Any Cadet found to be “Patterning” his/her attendance will be counseled. Continued pattering will result in a deficiency notice being issued. Consistent patterning may result in dismissal if it negatively impacts the learning environment or Cadet performance. Listed below are a few examples of unacceptable patterning of absences, tardiness, or requests for light duty; a. Missing consecutive (>3) Thursday’s, Saturday’s, or Sundays. b. Consistently late to class on specific days. c. Consistently leaving class early on specific days.. d. Any attendance that can be show to be pattering over a period of time. i.e. avoiding PT etc. II.

Definitions A. Injury – A condition of health that the Cadet has, which will not allow him/her to participate fully in arduous fire academy training. a. Examples: Bone fractures, pulled or strained muscles and or joints, burns, abrasion/lacerations, animal bites. B. Illness – A medical condition that could be contagious, and that might keep the Cadet from performing full arduous fire training, or that might pose a risk of infecting a fellow Cadet. a. Examples: Influenza, common cold, seasonal allergies, plant rashes, systemic infections, fevers.

C. Tardy – Any class time missed, without prior notification to Staff, after the official time to line up was established. For morning daily line up the time would be after 0800 hours. For evening classes, this time would be 1800 hours. For lunch break on weekend days, the time would be the exact time that the Instructor or Staff ordered the class to return. If later than 1 hour past the report time in any of these cases, without Staff approval and the Cadet will be considered to be AWOL. D. Notification – Making the proper notification of time missed in accordance with this Directive. E. Anticipated Time Missed – An anticipated absence that has been planned more than 12 hours in advance. a. Examples: PMD appointments, Fire Department testing, etc. F. Approved Time – Time missed that has been properly documented, reviewed, and ‘approved’ by Staff. A tardy may be approved after the proper documentation has been submitted in accordance with this Directive. G. Absent With Out Leave (AWOL) – Any time missed AFTER 0900 hours on weekends or after 1900 hours on weeknights without proper notification. III.

Reporting Anticipated Time Missed (Time missed that the Cadet is aware of in advance, i.e. appointments)

A. Anticipated time missed must be reported and approved in advance of the scheduled absence. B. All requests for anticipated time missed shall be submitted at least one class day prior to the date missed. Special exceptions may be granted for unique situations. C. Anticipated missed time will be reported with the following procedure: a. Submit a completed Report of Cadet Time Missed form through the proper chain of command to the Staff Member. b. The Staff Member will return the form to the Cadet. c. Staff may not approve the request if the Cadet has missed so many hours that any more hours would cause the Cadet to exceed the 64 hours a Cadet is allowed to miss OR if prior

Cadet Performance is below standard as evidenced by deficiency notices, gig reports, and/or test scores. d. Staff approval of time missed in no way relieves any Cadet from the hour requirement and/or training requirements for eligibility for a Certificate of Completion D. Upon arrival to the training facility, the Cadet shall report directly to a Staff Member or Instructor. He/she shall then report to the Class Battalion Chief. IV.

Tardy or Absence (Day of scheduled class) A. Any unexcused (improperly documented) tardy or absence will result in a Deficiency Notice being issued to the Cadet. a. Unexcused means Staff does not approve the absence or tardy because proper documentation was not submitted as per this directive OR the Cadet has missed near the maximum time permitted. B. Any Cadet that has accumulated 8 Deficiency Notices for unexcused absences or tardy will be dismissed from the Academy Program. C. Any Cadet that is AWOL more than once will be dismissed from the Academy Program. D. All time missed shall be reported using the Report of Cadet Absence form no later than the next scheduled class day at roll-call. This documentation must be submitted to Staff at line-up. E. Procedure for reporting a same day tardy or absence is as follows: a. Notify your assigned Class Battalion Chief (verbal or written) b. Notify your assigned Platoon Leader (verbal or written) c. Call the VFA telephone line, between hours of 0700-0800, and leave a message as to the details of the tardiness. THIS IS THE ONLY OFFICIAL MEANS OF NOTIFYING STAFF OF A SAME DAY TARDY OR ABSENCE.

d. The Cadet must leave the following information on the message line i. Name (First and last) ii. Student I.D. number iii. Reason for absence or tardy iv. Time that will be missed and anticipated return time/date F. Sponsored Cadets shall make proper notification to their sponsoring agency if the sponsoring agency has a policy covering tardiness. V.

Medical Appointments Cadets are urged to make their necessary medical and/or dental appointments during a time that does not conflict with academy training and class participation.

VI.

Reporting to and Leaving the Training Facility A. A Cadet may only leave the training facility or GCC Campus with the approval of the Staff Member assigned to that day. All requests shall be made through the proper chain of command. If an emergency exists, notification may be directly to the Staff Member on duty. Any Cadet leaving the facility without Staff notification and approval will be considered AWOL. B. When returning to the training facility, the Cadet shall report back directly to a Staff Member or Instructor and then to the Class Battalion Chief.

VII.

Make-up Exams and Assignments Missed Due to Absence or Tardy A. Any Cadet who misses any portion of any class session will be required to make up any tests and/or assignments. B. Cadets are personally responsible for getting any assignments and missed handouts from fellow classmates or the Primary Instructor for the instruction missed. C. If a Cadet misses a skill (presentation and/or application time), there may not be time in the program to make it up and therefore the

Cadet may not be eligible for the certificate of completion. The Academy Staff will make every effort to provide reasonable remedial training time for Cadets that miss skills or need additional training to successfully perform the skills required. Although the Cadet may have time on the books that can be missed, some skills training cannot be missed. i.e. Live Fire, RS1, Etc. D. In regards to the specialty classes i.e. Fire Controls, Rescue Systems 1, Trench, etc. it is up to the determination of the registered OSFM Instructor for that particular class to determine eligibility for the certificate based on attendance. VIII.

Handout Material and Class Notes E. It shall be the responsibility of the each Cadet to obtain any handout material and instructional information, which has been distributed during his/her absence. Viewing and utilization for information purposes, another Cadets Class Notes is acceptable however placing another Cadets class notes in your class notebook is unacceptable and will result in a Deficiency Notice being issued. Computer typed class may be shared however are they are not eligible for evaluation purposes.

IX.

Missed or Incomplete Skills Due to Absence or Tardy A. If a Cadet has not met the minimum requirements for any required training because of an absence, failure to perform or incompletion, the required training must be completed prior to the scheduled Block Exam or the Cadet will be dismissed. a. A Cadet may receive this training in the following ways: i. Find an approved institution or instructor and report back to the VFA Staff with the necessary documentation.

Procedure All Cadets shall meet or exceed the minimum standards as outlined in this procedure to be eligible for the Certificate of Completion from the Verdugo Fire Academy

II.

Description Certificate of Completion To receive a Certificate of Completion as meeting the minimum hours of Firefighter I Training, as well as all other certificates offered during the VFA Program, all Cadets must successfully complete all of the following requirements: A.

Emergency Medical Technician Certificate All Cadets shall possess either a current and valid ‘County’ certification or a current and valid (NREMT Certification) National Registry EMT-B or EMT-P Certification (Card) to graduate from the VFA and receive the Certificate of Completion. Documentation of certification must be presented no later than 1700 hours on the last scheduled day of Fire 119. If a Cadet cannot present one of the following, he/she will be dismissed from the Academy program; 1. Current and valid “county’ EMT certification from any county in the State of California OR 2. Current and Valid NREMT certification

Minimum Standards for Certificate of Completion

Physical Fitness Certification All Cadets shall possess a current physical fitness certificate (CPAT) from the CFFJAC. The Cadet shall complete all prescribed events within the minimum standard time set by the CFFJAC. A new (current) physical fitness certificate must be obtained by the Cadet within anytime within Block 4 (Fire 119). Documentation of certification must be presented no later than 1700 hours on the last scheduled day of Fire 119

C.

Written Exams All Cadets shall meet or exceed the minimum standards for written exams as outlined in the Policy and Procedure – 12, “Evaluation Standards”.

D.

Manipulative Skills All Cadets shall meet or exceed the minimum standards for manipulative skills as outlined in Policy and Procedure – 12, Evaluation Standards”. All technical and manipulative skills shall be performed to standard and signed-off in the CSFM FFI Training Record.

E.

Final Manipulative Examinations All Cadets will be required to successfully complete the Final Manipulative Exam – Block 4 skills exam.

F.

Attendance Requirements The Firefighter I Program consists of 920 hours of Firefighter I Training, which include both lecture and manipulative skills. All Cadets shall complete a minimum of 828 hours of actual attendance. Any Cadet falling below 828 hours will be at risk of being dismissed from the Academy Program without receiving the “VFA Certificate of Completion”. See PP4 for more information on attendance and permitted maximums per block.

Personal Conduct Requirements / Evaluations

Special Certification Classes The Basic Fire Academy Training Program meets and exceeds the training requirements for the California State Fire Marshal Firefighter I. The Basic Fire Academy Program offers several additional certification classes as part of the Certificate of Completion. All special certification classes must be successfully completed to be eligible for the VFA Certificate of Completion. To be eligible for the certificate of completion, the Cadet shall have successfully completed all the certification courses offered throughout the year as part of the class. If a Cadet has previously earned one of the specialty certificates outside the VFA or he/she is a returning Cadet from a previous class, the following shall apply; a. b. c. d. e.

Minimum Standards for Certificate of Completion

All Cadets shall adhere to all policies and procedures outlined in the Cadet Operational Directives Manual. All Cadets shall obtain satisfactory evaluations from the Academy Staff and Instructors. Any Cadet receiving a total of ten (10) Deficiency Notices will be dismissed from the program. Any Cadet that exceeds the category maximum allowed per Operational Directive 13, will be dismissed from the academy program (see Operational Directive 13).

The Cadet shall take the written and skills test for the specialty class to demonstrate retention of the material and earning of a written score for posting. The Cadet does not need to attend the class however, he/she will still be docked the hours missed from the VFA Program All re-take and/or make-up test policies apply. All grading and evaluation policies apply (3 attempt rule, posting of grades, etc.) The Cadet shall provide proof of attending the course by submitting a copy of the certificate.

Minimum Standards for Certificate of Completion If the class involves skills, the Cadet is expected to demonstrate all skills to standard as deemed necessary by VFA Staff. In other words, the Cadet is expected to participate fully and to standard on all evaluation exercises at the discretion of the VFA Staff and Primary Instructors.

It is at the discretion of the Primary Instructor for the special certification class to determine whether or not the Cadet meets the criteria for certification in the special class. i.e. testing and evaluation.

Cadet Officers / Class Officers

Procedure Each class shall have appointed ‘Cadet Officers’ and ‘Class Officers’. All selection and criterion shall be followed as outlined in this procedure for the selection of Cadet Officers.

II.

Cadet Officers (Appointed by Academy Drill Officers) Cadet Officer Assignments are given by Staff to Cadets in an effort to develop Cadet Leadership and organizational skills and abilities. Staff will make every effort to give all Cadets the opportunity to serve as a Cadet Officer. Cadet Officers include: Cadet Battalion Chief, “A” Platoon Leader, “B” Platoon Leader, Guide, Audio / Visual Officer, and Squad Leader. A.

Cadet Officers shall wear the collar insignias that are outlined in Policy and Procedure 8, Cadet Officer Insignias. Cadet Officers shall have the authority to carry out the responsibilities of their assignment, and shall be given the same respect as any Staff Member or Instructor.

B.

Cadet Officers shall not be given any preferential treatment above and beyond any other Cadet nor shall a Cadet Officer be given discipline for the behavior or accounts of another Cadet. Cadet Officers are not responsible for the personal behavior and decisions of other Cadets.

C.

Cadet Officers shall not abuse their authority nor give preferential treatment to other Cadets.

D.

Cadet Officers that are effective in their assignment may be eligible for code of conduct credits at the discretion of VFA Drill Officers and Staff Instructors.

Selection of Cadet Officers A.

Initial assignment of Cadet Officers shall be made by the Drill Officer. Further selection of Class Officers shall be made by the Drill Officer or by Staff Members.

After the initial assignment of the Class BC, any subsequent Class BC’s must have held the rank of Platoon or Squad Leader unless otherwise specified by the Drill Officer or Staff.

F.

Cadets that serve as Cadet Officer are not to be disciplined for inability to effectively lead nor shall they be held accountable in regards to discipline for behavior or performance of another Cadet.

Cadet Battalion Chief A.

The Cadet B.C. shall occupy the seat at the front left of the Classroom. He/she shall be responsible for the following duties during his/her tenure: 1.

Maintaining order with all Cadets in the classroom and during all formations.

Platoon Leader The class shall be divided into two (2) Platoons with a Platoon Leader in charge of each Platoon. They shall be responsible for the following duties during their tenure: A. Assist the Class BC as requested. B. Maintain discipline and order pertaining to the actions of their Platoon Members, under the direction of the Class BC. C. Maintain responsibility for his/her platoon at all formations, during all classroom sessions. D. Responsible for determining the intent of the instructions, when they are unclear, when it comes to extra duty and/or extra physical training for any Platoon Member. E. At morning formation, provide the Class BC with attendance information pertaining to their platoon. F. During the absence of the Class BC, the “A” Platoon Leader shall assume the position of the Class BC. This will require that a Cadet from the “A” Platoon must assume the responsibility of the “A” Platoon Leader. G. Maintain a current Platoon Leader’s notebook for review. H. Platoon Leader Rotation And Selection 1. At the end of each week (Sunday) the squad leaders and guide will evaluate the Platoon Leaders and be given the option to vote for new Platoon Leaders.

Squad Leader All leadership roles are intended to ensure and maintain the classes' mission statement that has been uniquely created by each class. Through a preexistent structure in accordance with VFA policies and procedures, each individual class will have the opportunity to establish specified criteria to govern itself in an appropriate and professional manner. Responsibilities as a squad leader/captain: A. Squad leaders are responsible for a Personal Accountability Report (PAR) for their squad at the start of each academy day B. Squad leaders will collect daily information (PAR of squad, time missed reports, service logs, etc.) and distribute through the proper chain of command C. It is essential for Squad leaders to show hustle and line up in formation as quick as possible, to allow for the rest of their squad and other squads to fall in formation. Proper formation will be maintained by squad leaders when times call for it. (ex. during class, on drill yard, during debrief meetings) D. Squad leaders shall possess and strive to achieve the four indicators of leadership as identified in the cadet leadership manual. E. Squad leaders shall delegate a minimum of 1 cadet per squad as a safety officer/second in command during all hands on drilling.

F. Squad leaders shall uphold ethical / personal responsibilities as outlined in Policy and Procedures manual. Any violation of this can warrant loss of this position. G. It is essential for Squad leaders to encourage and promote leadership within each squad. H. Squad leaders are responsible for forwarding emails, keeping contact through proper chain of command, and keeping an open communication system within the squad

Daily / Weekly Duties 1.

A daily personal accountability report will be taken by each squad leader and handed in to the platoon leader.

2.

Squad leaders will be in contact with each individual squad member at least once a week to discuss some of the following: studying progress, physical fitness and health issues, feelings about the next classes and address any and all concerns.

Hold a weekly meeting with platoon leaders and all squad leaders on what worked, what we did, and what can be done better.

4.

Squad leaders will organize study groups and skills practice time to allow for their squad to succeed in there testing of knowledge and skills.

Length of Service Per policy and Procedure - 6 Cadet Officers Every effort is made to give all cadets an opportunity to be in a leadership position. Circulation of squad leaders is an opportunity for cadets to be elected into a position of authority and more responsibilities. The circulating of a squad leader is a timely event that is decided on by the members of the class. The members of the class will also decide the length each squad leader will serve, as well as for how many terms are available for each cadet to serve. For example; on the first academy day of each month a new squad leader will be assigned and rotated into the position.

At the end of each term a squad leader may be reelected or rotated. However term limits may be implemented by the class if voted upon. For example; each cadet may only serve as squad leader for two (2) consecutive terms and only three (3) terms total throughout the year of the Verdugo Fire Academy For disciplinary actions the Class Battalion Chief is the only one who has the authority to dismiss a leader of his time served. No squad leader will be relieved without the entire squad, platoon leader, and BC present. Ultimately each cadet and all squad leaders shall be charged with being responsible for the success of the class, team, and assisting the instructors with carrying out the mission of VFA. The mission of the Verdugo Fire Academy is to develop, train and educate interested candidates in the safe execution of firefighting tactics and strategies. This academy will give cadets a good foundation on which to build a career as a viable member of the firefighting family and to a greater extent the community in which they will serve. The Class is divided into 8 groups, 2 platoons, with 4 squads each. Squad’s 1-4 are in Alpha Platoon, and Squad’s 5-8 are in Bravo Platoon. VI.

Guide A.

The ‘Guide’ is responsible for the care and maintenance of the Guide and class flag.

B.

The Guide leads the class in movements when in formation.

C.

The class Guide is responsible for securing locations for coffee mess, equipment, and class formation at every location the class visits.

Audio Visual Officer At the beginning of the Academy term, a Cadet shall be designated by the Staff or Drill Officer as the Audio-Visual Cadet (AV Officer). The AV Officer is responsible for the following:

Posting prior to formation at the entrance of the classroom and checking with the Formation Officer or Staff Member to determine what audio-visual equipment is needed, or if the Instructor requires any assistance in setting up. In the absence of the Formation Officer or the Staff Member, the AV Officer shall inquire from the Primary Instructor what the audio-visual needs are for the day.

2.

Setup of the room where instruction will occur as needed for audiovisual presentation.

3.

At the end of any lecture where audio-visual equipment was used, the AV Officer is to assist the Primary Instructor with cleaning up, and securing any equipment, at the direction of Staff or the Instructor.

Class Officers (Elected by Fellow Cadets) A.

Class Officers shall be elected by the Class, by the 1st Block Exam of the Academy term, or as directed by a Staff Member. Class Officers shall maintain the esprit de corps, and shall be responsible for maintaining the Verdugo Fire Academy traditions.

B.

‘Class Officers’ consists of a President, Vice-President, Secretary/Treasurer, and Sergeant-at Arms. The Basic Fire Academy ‘Class Officers’ shall also serve as the governing board of the GCC “VFA Club”. 1.

Class President Responsible for delivering the message from the class during the VFA graduation ceremony. A copy of the

Class Vice-President Assists the President as directed. Will deliver the class message in the absence of the President. Cadet Chair of the Graduation Committee.

Class Secretary/Treasurer Responsible for recording the class meeting records and minutes, as well as controlling any class funds. Conducts and runs the election of the Class Officers in a fair and equitable manner. Collects and accounts for any due’s collection as established and approved by majority vote of the Class.

4.

Class Sergeant-at-Arms Responsible for communicating the vacancy of Class Officer positions to the class. Also point of contact for informing all cadets of Fire Department Exams and qualification. The Sergeant-at-Arms is responsible for alumni contact and future class Cadet Liaison.

NOTE:

Any Cadet who has failed any Block Exam, or has been issued more than 1 Deficiency Notice, will not be permitted to hold the ranks of a Class Officer or Cadet Officer unless authorized by a Staff Member

SQUAD SAFETY OFFICER

The safety officer is voted in by their squad or delegated by their squad leader. They are responsible for watching for safety issues during skills and testing. They are also responsible for obtaining and adhering to all responsibilities, policies, and procedures of a squad leader. The safety officer are also second in line to act as squad leader if a squad leader is relieved of his duty or the term for squad leader has ended.

Grooming and Dress Standards

Procedure All Cadets shall present themselves with a professional appearance when wearing any part of the Verdugo Fire Academy uniform. All Cadets shall follow the directives outlined in this procedure at ant time they are in VFA uniform and/or representing the VFA i.e. recruitment events, community service, etc.

Electronic Wireless Communication Devices Cellular phones, pagers, palm devices, or any other type of electronic wireless communication device (EWCD), shall not be permitted to be worn or used during academy hours. Lunch break is not considered to be included in academy hours for purposes of this Policy and Procedure. Exception: If a Cadet knows that an event of an emergent nature is going to occur within the academy instruction hours, he/she may request the use of a EWCD from a Staff Member for each day this is needed. Example: Imminent birth of a Cadet’s baby, imminent death of a Cadet’s immediate family member. This does not include a business deal. ALL EWCD Shall be kept on vibrate while on the training grounds at all times including lunch break.

Eyewear A.

All eyewear will be of the prescription type only. It is highly recommended to obtain and wear contact lenses during academy training. Any eyewear that is not a contact lens, shall have a leash to secure it to the Cadet’s head during any manipulative training or physical exercise. The leash shall be black in color with no insignia or writing on it.

B.

Sunglasses will not be permitted during academy hours unless a note is furnished from a Medical Doctor stating the reason. Exception: The use of sunglasses may be used if a Staff Member deems it necessary for safety reasons.

Tattoos and Brandings A.

Tattoos and brandings shall not be visible at anytime.

Any tattoo that is in an area that would normally be visible when wearing the academy uniform shall be covered with an approved material i.e. Ace bandage. This must meet approval of a Staff Member

Cadets with tattoos on the arms that are visible while wearing the short sleeve Academy uniform shirt may wear a long sleeve Academy shirt.

Wristwatches Wristwatches shall not be worn by any Cadet during academy hours. Exception: Cadet Officers are permitted to wear a wristwatch when they hold the position of a Cadet Officer. Any Cadet Officer choosing to wear a wristwatch should synchronize their watch with the Staff Member who releases them for breaks or lunch. Wristwatches shall not produce any audible sound when worn during academy hours.

Any artificial hair coloring, obvious streaking, or tipping, which has an unprofessional appearance, is not permitted.

Sideburns Sideburns shall be neatly trimmed. They shall not extend beyond the center of the ear orifice. They shall not flare out at the bottom.

Grooming and Dress Standards

Beards Beards, goatees, or any hair growing on the lower lip area is not permitted. Not only does it portray an unprofessional image, it is a safety hazard to the wearer.

D.

Mustaches Mustaches must have a neat and trimmed appearance. Mustaches must be trimmed so that they do not to drop below the line of the top of the upper lip. They must not extend beyond the corners of the mouth. Handlebars are not permitted. They must not protrude from the face more than one half of an inch (1/2”).

E.

Fingernails Fingernails must be clean and neatly trimmed. The length must be even with the tip of the fingers. When looking at the palm of the hands, fingernails should not be seen to extend beyond the fingertips. Under no circumstances shall fingernails be permitted to display any color or design.

F.

Cosmetics Facial cosmetics are not permitted.

G.

Perfume and cologne The use of perfume and/or cologne is highly discouraged. This is not to be confused with deodorant and proper hygiene. Perfumes and colognes are those items that are designed to enhance odor and not designed to protect or guard against odor.

Female Cadets A.

Hair 1.

Hair shall not touch the collar of the uniform shirt at anytime. Long hair in a “bun” is permitted provided the helmet will fit securely over it. If the helmet does not fit securely on the Cadet’s head, the Cadet will be required to cut her hair.

Long and short hair must be worn/cut in such a manner as to allow proper fitting and wearing of all Academy headgear as well as a self contained breathing apparatus mask.

3.

Hairstyles should be simple, neat and easily maintained. Hair spray is discouraged because of possible matting and/or tangling due to frequent donning and removal of headgear and/or breathing apparatus.

Excessive amounts, or extreme colors that would look unprofessional, shall be removed when requested by a Staff Member. Any cosmetics worn should not detract from the appearance of a Cadet in the Verdugo Fire Academy.

Uniform Standards

Procedure A.

All Cadets are to look professional and uniform at all times. All Cadets shall wear their safety gear as described in this procedure.

B.

Cadets not wearing the proper uniform or missing any part of their uniform are subject to disciplinary action.

C.

Cadets will be given a daily uniform inspection at line-up. It is expected that all Cadets will meet or exceed this standard for every inspection.

D.

Cadets will receive four (4) formal inspections throughout the course of the academy. The formal inspections will count toward the Block grade and final grade that a Cadet is given. All Cadets are expected to maintain the highest possible uniform standard for all of the formal inspections. 1.

E.

It is recommended that all Cadets maintain one of their uniforms in outstanding condition, specifically for the formal inspections. Cadets will be permitted to “dress down” into drill boots for manipulative skills, provided that the drill boots meet the safety requirements of this directive.

Uniform Standards

The Academy Patch shall be sown 1/2” from the top seam of the left sleeve and in such a manner that the patch is level when the shirt is worn by the Cadet when he/she is standing at the Position of Attention. Sponsored Cadets shall have their Agency Patch sown 1/2” from the top seam of the right sleeve and in such a manner that the Patch is level when the shirt is worn by the Cadet when he/she is standing at the Position of Attention. a.

The shirt shall be worn with a military press, having three (3) creases on the back and two (2) creases centered on each pocket on the front of the shirt. The pocket is to remain flat.

Footwear Plain toe high tops (6” or more), black, with safety toe and sole. Boots must be capable of taking a shine.

4.

Socks Black athletic tube socks, colored or colored stripes shall not be worn.

5.

Belt Plain, black, uniform belt (Chambers) leather (1 5/8”), with chrome, square buckle. Belt must be polished.

6.

Undershirt Navy blue, Academy, crew neck The undershirt shall be a navy blue crew neck T-shirt. The back of the shirt will read VERDUGO FIRE ACADEMY. The front will have the Academy Logo. All female Cadets are required to wear a bra.

Uniform Standards

Name Plate To be polished silver metal. All letters will be upper case block type. First initial and last name will be placed on the name badge in black ink. The name badge shall be displayed on the shirt centered just above the right pocket. The bottom of the name badge will be inline and just above the edge of the pocket.

8.

Cadet Officer Insignias The Cadet Battalion Chief will wear a set of two (2) collar insignias on his/her collars. The insignia will be the following type: Blackinton – A2939, Silver Fire Department Scramble (Helmet, Axe, Ladder, Helmet). 15/16” Plain. The Cadet “A” Platoon Leader will wear a set of two (2) collar insignias on his/her collars. The insignia will be the following type: Blackinton – A2891, Red Enamel with Gold Background, Antique Fire Engine Design 15/16”. The Cadet “B” Platoon Leader will wear a set of two (2) collar insignias on his/her collars. The insignia will be the following type: Blackinton – A3954, Blue Enamel with Silver Background, Steamer Engine Design 15/16”. The Cadet Officer insignias will be passed along from Cadet to Cadet when the leaders have changed. It is the responsibility of the Class to maintain these insignias and replace them if they are damaged or lost.

Uniform Standards

Sweatshirt (optional) Classes are permitted to purchase, at their own expense, a work shirt (sweatshirt) of their own design. Any design that is selected, must be approved by a Staff Member. The Cadets may purchase and will receive limited permission to wear the approved sweatshirt. This is considered a privilege, and the privilege of wearing the sweatshirt can be removed at any time. Navy blue, New York Style pullover. The Cadet’s name shall be embroidered on the front, first initial and last name. It is understood that if the sweat shirt is worn, that it shall be worn by all cadets, and that if the temperature is above 60 degrees, the class shall receive permission from a Staff member through the proper channels. When the temperature outside of the facility of the day is 60 degrees Fahrenheit or below, permission will not be required. Cadets will be inspected as with any other garment when standing an inspection in their sweatshirt.

10.

T-shirt (Cadet selected ‘Class T-Shirt’) (Optional) Classes are permitted to purchase at their own expense a Tshirt of their own design. Any design that is selected must be approved by a Staff Member. Cadets may purchase and may receive limited permission to wear the approved T-shirt. This is considered a class privilege and the privilege of wearing the T-shirt can be removed at any time.

B.

THE CADET UNIFORM SHALL BE WORN ONLY WHILE AT THE TRAINING FACILITY OR CLASSROOM OR WHEN AT A FUNCTION THAT THE ENTIRE ACADEMY IS BEING REPRESENTED. If a Cadet desires to wear the Academy Uniform for any event other than scheduled academy training, they must submit a request to a Staff Member i.e. community service, Fire Department Exams, etc. Any deviation of this policy will result in a Deficiency notice and may result in dismissal from the program.

Uniform Standards

Any complaint or inquiry as to a Cadets actions while on or off Academy ground will be taken seriously and investigated. C.

Cadets are encouraged to wear their Academy uniform while on campus at GCC for any reason. PT uniform is approved to be worn by Cadets while utilizing the fitness center, track, etc. Exception:

Cadets may wear the Academy uniform while in transit from one facility to another facility while on Academy time however, Cadets are not to wear the Academy uniform shirt nor the Academy T-shirt to and from class unless covered by a non-academy shirt. Cadets may wear the Academy uniform at approved community service and recruitment events with prior approval from Staff.

Cadet Reports and Documentation

Procedure All Cadets are expected to maintain accurate, professional looking and thorough notes and reports throughout the Academy as outlined in this Policy and Procedure.

II.

Notebooks A.

Cadets are strongly encouraged to take notes during class and keep notes in a well-organized notebook or in electronic form for the purpose of study and future reference.

B.

If the Cadet chooses to keep a notebook, he/she shall keep the notebook according to the description below; 1.

The notebook shall be a three (3) ring binder, red in color. All notebooks purchased will be the type outlined in this Policy and Procedure.

2.

Only materials that will be used for reference by the Cadet should be kept in the notebook. All other books, pamphlets, and manuals issued, are NOT to be kept in the notebook. Exception: If the Cadet wants to place the Fundamentals Of Firefighting Skills Student Text in a 3-ring binder for protection, he/she may.

C.

III.

Cadets may maintain their class notes and notebook in electronic format (CD or DVD) following the below listed requirements;

Notes A.

If a Cadet is absent for any reason, it is his/her responsibility to acquire all notes and handout materials from the missed class. As a courtesy, the Class BC will collect any handout materials for Cadets that are absent. Any acquired Cadet taken class notes shall be written or typed by the cadet him or herself and NOT Xeroxed or, electronically copied.

Cadet Reports and Documentation

Viewing and utilization for information purposes, another Cadets Class Notes is acceptable however placing another Cadets class notes in your class notebook is unacceptable and will result in a Deficiency Notice being issued. Computer typed class may be shared as long as proper credit is given to the author of said notes. IV.

Gig Reports A.

Gig Reports are assignments given to a Cadet by Instructors or Staff. Gig Reports are issued because of a lapse in judgment on the part of a Cadet or as the result of a demonstrated lack of knowledge, skill, or ability as it relates to instruction given. The issuing Instructor or Staff shall determine the length and subject of the Gig Report. Gig Reports are issued in length commiserate to the infraction. Gig reports that are issued on subject matter are usually do not exceed 1-2 pages in length on the first offense. A reissued gig report or additional gig report for the same infraction will double in length. I.e. a 2-page gig report is re-issued because it was submitted in wrong format would be re-issued at 2-4 pages. All Gig Reports issued on a particular day will be due 1-week from the issue date unless otherwise specified. For example, a Gig Report issued on Saturday would be due the following Saturday session. Gig Reports shall not be hand written. The heading of the Gig Report shall be the same format as the class notes. The Report shall include the issuing Staff or Instructors title and name.

C.

Neither the Academy Logo nor any other logo is authorized to be used on any Gig Report or notebook unless authorized by a Staff Member. The Cadet’s class logo/design may be used without authorization from Staff.

Cadet Memorandum A.

The Memorandum is to be used as directed by this Policy Manual or as directed by a Staff Member.

B.

For an example of a Memorandum, see Appendix 9c.

C.

The Academy Logo or any other logo is not to be used on any Memorandum unless authorized by a Staff Member.

D.

ALL communications of a personal nature to Staff shall be via Cadet Memo in a sealed envelope. Examples: 1. Requests to take a missed quiz, test, or exam 2. Requests for make-up or remedial training for skills 3. Requests for Office Hours / counseling 4. Any correspondence that affects the whole class i.e. exam protests 5. Any correspondence for a Staff Member that is not present 6. All other matters that are of a personal nature

Service Log A.

Cadets can earn service credits towards their ‘Attendance Score’ score by volunteering their time to non-profit or charitable organizations. The Service Log is used to document volunteer service hours.

The following list includes examples of activities that may be considered for service credits; a. Community service (must be pre-approved) b. Assisting fire departments with drills on non-academy time c. VFA recruitment

Cadet Reports and Documentation

The amount of service points granted is at the discretion of the VFA Staff member reviewing or inputting into the Service Log. The following general guidelines shall apply; One (1) Service Point for every 2-hours of service.

F.

The Service Log form is used to request approval for scheduled, non-VFA events. ‘Approval’ in this sense only refers to the events qualification for earning points. ALL community service is encouraged and approved.

G.

All Service logs must be submitted prior to the end of each block to be considered for that block score. Service logs submitted after the last day of the block will not be considered.

Resignation, Dismissal, and Repeating the Academy

Procedure All Cadets who voluntarily resign, or who are dismissed from the Academy Program, shall follow the steps outlined in this procedure.

II.

Definitions A. Dismissal – Involuntary dismissal from the program at the recommendation of the Academy Coordinator and approved by the Fire Technology Director normally due to poor grades, attendance, code of conduct or other B. Resignation – Voluntary drop from the Academy Program normally due to being hired with a fire department or extenuating personal circumstances, etc.

III.

Dismissal or Resignation A.

All sponsored cadets who are dismissed or resign from the Verdugo Fire Academy program prior to successfully completing the program, shall be personally responsible for notifying their Sponsoring Agency.

B.

Cadets who resign from The Verdugo Fire Academy, shall request an interview with a Staff Member (Cadet Memo), for the purpose of documenting the desire to resign. Cadets are discouraged from being "AWOL" (Absent Without leave/Permission) status. "AWOL" status could affect the Cadet from having any future participation with the Academy Program. Being AWOL will result in dismissal and issuance of an “F” grade.

C.

All Cadets, prior to leaving the Verdugo Fire Academy, either by resignation, dismissal, or graduation shall: 1.

Return any items that have been provided for the Cadets use during his/her training period at the Academy.

2.

If resigning from the Academy, submit a written statement to a Staff Member (Cadet Memo) stating his/her reason for resignation from the Academy Program. This shall be submitted during the exit interview.

Resignation, Dismissal, and Repeating the Academy

D.

Cadets who resign from the Academy Program, depending on the reason, will receive an exit interview with Academy Staff. The exit interview is a counseling session and not disciplinary. During the Exit Interview, the Cadet will be advised of other programs that are offered by the College. Review of procedures to reapply to the next class will be covered in this counseling session.

E.

Any Cadet who resigns or who is dismissed from the Academy Program, will not be eligible to receive a refund for their lab fees unless they ‘drop’ the class prior to the established College drop date.

F.

Any Cadet that is dismissed from the program will be reported to his/her GCC counselor and encouraged to schedule an appointment with the counselor and Academy Coordinator to develop a plan for improvement and discuss options for participation / acceptance into a future academy class.

G.

Any Cadet that resigns or is dismissed from the Academy Program shall be responsible for follow-up with GCC Admissions and Records for any necessary documentation. This is particularly important should a cadet Resign or be dismissed during the College drop period. H. Cadets that either resign or are dismissed from the academy program may be provided another opportunity to ‘repeat’ the Fire Academy Program at the discretion of the Academy Coordinator. This decision is based on the Cadets situation (status such as attendance, grades, test scores, code of conduct, etc.) at the time of resignation. I. Returning Cadets shall follow all established procedures for application to the Academy Program as any other Cadet. Failure to meet all established deadline and expectations will result in disqualification from the process and may jeopardize the Cadets acceptance into the class. Repeating applicants shall submit a written statement explaining what changes he/she has made to improve their chances of success i.e. fire technology classes, PAT classes, fire service professional mentoring, etc.

Resignation, Dismissal, and Repeating the Academy

J. ‘Returning’ Cadets must re-apply and attend the mandatory orientation for the class in which he/she wishes to attend. Returning Cadets shall follow all the rules, regulations, and expectations of all other Cadets. K. Under no circumstance shall returning Cadet be permitted to reenter the program at any time other than the 1st day of the first block (Fire 116). L. Exception to Section ‘I’ above may be granted to permit a Cadet to join the Basic Fire Academy Program at the beginning of Fire 117, 118, or 119 if the following conditions exist; • • • • •

The Cadet had to leave the program on military orders that required the Cadet to serve out of country during a time of war. The Cadet properly notified VFA Staff of said orders and flowed proper procedures of resignation The Cadet is in good standing at the time of resignation The Cadet successfully completed at least Fire 116 The Cadet formally contacts the Academy Coordinator within a reasonable time following return from deployment and makes a formal, written request for reinstatement. The Cadet successfully passes the written block exam of the last block completed prior to resignation. The Cadet participates in a 2 day assessment of skills ability on all skills taught up to the point of reinstatement.

M. Returning Cadets are responsible for meeting all current VFA policy. This is particularly important in regards to uniform changes, text, etc. N. Returning Cadets must pay all applicable lab and college registration fees. O. Returning Cadets are responsible for all uniform and personal protective equipment expenses.

Cadet Recognition

Procedure Cadets shall be recognized for outstanding performance throughout the Academy Program. These Cadets will be awarded and acknowledged during the graduation ceremony.

II.

Cadet Graduation Awards A.

Special Cadet awards will be awarded for the following: 1.

TOP CADET: The best Cadet overall based on the Cadet Ranking System with input from Staff, Instructors, and Cadet Peers.

2.

HIGHEST ACADEMIC ACHIEVEMENT: Presented to the Cadet with the highest academic percentage upon completion of the final exam. This is based on written exam scores only (Written quizzes, Tests, block exams, and the final written exam) from the first day of the Academy up to the Final Written Exam.

3.

PERFECT ATTENDANCE: Presented to the Cadet(s) that have not missed any time during the class term. Exceptions may be granted for Cadets that missed Academy time for participation in Fire Department exams.

4.

OUTSTANDING LEADERSHIP: Presented to the Cadet(s) that have been nominated by their Cadet Peers and approved by Staff and Instructors as consistently providing strong leadership to their fellow Cadets throughout the Academy Program.

5.

OUTSTANDING PHYSICAL PEPRFORMANCE: Presented to the Cadet(s) that have demonstrated outstanding physical performance and improvements in physical ability and endurance.

6.

OUTSTANSDING COMMUNITY SERVICE: Presented to the Cadet with the most accumulated community service hours.

Cadet Recognition

Quarterly Recognition Quarterly recognitions as listed above may be granted at the conclusion of each block at the discretion of the Fire Academy Coordinator. A.

Most Improved Cadet The Most Improved Cadet Certificate will be issued to the Cadet that has displayed the most improvement in academics, attitude and performance. This certificate will be issued at the end of each Block.

B.

Leadership Certificate The Leadership Certificate will be issued to the Cadet(s) who have displayed strong leadership throughout the previous block. The criteria for judging strong leadership can be found in the VFA Leadership Manual. This certificate will also be handed out at the end of each block.

C.

Helmet stickers and uniform pins Staff or Instructors may at times award a cadet with a VFA approved helmet sticker or pin for the uniform. Cadets may wear said awards upon presentation from Staff or Instructor.

Policy and Procedure – 12 Evaluation Standards I.

Procedure All written exams, manipulative exams, and performance evaluations shall be carried out according to this procedure.

II.

Explanation A.

Written Exams Written exam may be administered in printed format or computer based format. All block exams are administered in computer based format and are administered in the GCC computer lab. 1.

Quiz Written quizzes are given to measure the student’s progressive performance. Quizzes are intended to provide the student with a measure of their progress. Quizzes are developed, administered, scored, and reviewed by the Primary Instructor. Quiz scores are not used to calculate ranking, grades, or averages.

2.

Certification Exam Written certification exams consists of at least 50 multiplechoice, true/false, and/or matching. Certification exams are given at the end of each certification course and is required by the certification agency. A certification exam differs from a Quiz or Block Exam in that it is an evaluation of the student’s knowledge of a particular subject matter that has been offered as a Specialized Certification Class i.e. OSFM FSTEP, C.S.T.I., or other accredited courses that requires passing a certification exam. Passing scores for certification exams are 80%, regardless of the minimum passing score for the certifying agency.

Block Exam Block exams consists of at least 100 multiple-choice, true/false, Fill-in, and/or matching questions. Written block

Policy and Procedure – 12 Evaluation Standards exams are administered on computer in the GCC computer lab. The purpose of the block exam is to measure student knowledge of all subjects taught up to and including a specific block of instruction i.e. Block 1, 2, 3 and 4. Block exams usually consist of questions from instruction given during that block of instruction in addition to all previous block exams, certification exams, and quizzes. . B.

Manipulative Exams 1.

Tasks and Operations Tasks are individual manipulative skills that are essential to the skills needed to be successful as a fire fighter. The skills are outlined by the OSFM from the OSFM Fire Fighter I Curriculum and the Fundamentals of Firefighter skills. These skills are detailed and listed in the VFA Training Record / Task Book. There are over 250 skills that the student must demonstrate proficiency before he/she qualifies for block completion. Manipulative skills are evaluated on a daily basis. The teaching and evaluation of manipulative skills and operations is as follows; a.

Skill presentation – Instructor presents the skill to the Cadets in the drill yard setting.

b.

Skill demonstration – Instructor demonstrates the skill to the Cadets slowly, step by step, and at real time

c.

Skill Application – Cadets practice the skill under Instructor guidance. Cadets will receive adequate time to practice skill before being evaluated. Remedial training may be available upon request from a Cadet

d.

Skill Evaluation – The student demonstrates proficient performance of the skill in the testing environment with no input from the proctor.

Skills are Pass/Fail. All skills taught within a particular block must be performed to a proficient level by the Cadet to qualify for completion of the block. Any Cadet that has not

Policy and Procedure – 12 Evaluation Standards completed a skill or skills within a block either due to absence or ability may be released from the program. 2.

Manipulative Skills Exams (Block Exams) At the conclusion of each block Cadets will be tested on a selection of skills that have been taught through the course. This may include skills from previous blocks. Cadets must successfully perform each skill to a minimum standard of 80% (proficient). The Manipulative Final Exam consists of a multitude of manipulative skills and operations that have been taught throughout the program. The MFE is administered in Block 4 and is intended to measure the student’s psychomotor terminal performance. The MFE is a combination of over 40 skills that the Cadet must put together into one continuous evolution. This ‘evolution’ is time based and has point value assigned. This exam measures primarily the Cadets ability to function independently and multi-task. The skills on this exam consist of a portion of those skills taught in the several disciplines taught over the entire course of the program.

Code of Conduct Code of Conduct is an evaluation of the student’s overall work ethic. Students are evaluated on a daily basis. Evaluation in this area includes; a.

The student’s ability to follow direction and the rules and regulations of the VFA and GCC

Policy and Procedure – 12 Evaluation Standards Cadet sub-standard performance during the testing process is another element of the Code of Conduct evaluation category. Cadets that fail to meet the minimum standard during testing are issued a deficiency notice. Sub-standard code of conduct is documented using the gig report, counseling form, and the deficiency notice. 1.

Gig Report – (-1 point per gig report issued) Gigs are issued by Staff as the result of sub-standard code of conduct or performance on the part of the Cadet. The Gig is issued for minor offenses that are not necessary spelled out in policy OR for minor uniform violations. A gig report may also be issued when a Cadet demonstrates sub-standard knowledge on a particular topic or subject that he/she should have knowledge of from a previous lesson. Gig report length depends on the nature of the offense. Generally, gig reports are a minimum of 1-page for first offense violations. Report length may double for a second similar offense or if the gig report is re-assigned. For example first gig report for a particular offense = 1-page, 2nd gig report for the same offense = 2-pages, 3rd gig report for the same offense = 4-pages, etc. Repeat offenses of significant nature will result in a deficiency notice. Gig reports are issued for the following; a. b.

Sub-standard uniform or PPE An explanation or clarification of the cadets understanding of a policy, procedure, technical subject matter, or concept. i.e. ‘Why it is important to follow directions’, “why accountability is important in the fire service’, etc.

Cadet Counseling - The Cadet counseling form is used to document counseling. Counseling may occur at anytime Staff identifies that a Cadet is not performing to standard and additional guidance/coaching is necessary to improve Cadet performance. Cadet counseling is not intended to be

Deficiency Notice – (-2 points from the code of conduct score per deficiency notice). The deficiency notice is issued by Staff as the result of sub-standard code of conduct or significant violations of GCC / VFA policy on the part of the Cadet. The deficiency notice usually follows the gig and counseling report however it is not necessary for significant violations or policy.

Code of Conduct Credits (+ 1 point per incident). COCC’s may be issued by staff to Cadets for outstanding leadership or performance above and beyond that expected of a cadet given a particular situation and may be given at any time. a. COCC’s may be given for behavior both on and off duty from the VFA that reflects positively on the VFA, GCC, and the Fire Service b. Cadets that effectively serve in the role of Cadet BC, Platoon Leader, Guide, Sergeant at Arms, or any other cadet officer assignment are eligible for COCC’s. VFA Drill Officers may issue credits at their discretion. COCC’s must be approval of the FAC at the end of each block after review of cadet officer performance throughout the block. c. Cadets may earn 1 COCC for each VFA recruitment event for outstanding performance during the event as observed by the attending VFA Instructor. This COCC is in addition to the service credits earned for time worked.

This does not mean that only a maximum of 10 credits can be earned throughout the program. e. It is the responsibility of the staff issuing credits to inform the Cadet that COCC’s have been issued as well as inputting credits into the Cadet’s computer profile for calculations. D.

Uniform The Cadet uniform is inspected on a daily basis with 4 formal uniform inspections through the program. Cadets may receive a uniform gig (-1 point) for presenting a sub-standard uniform at any time. A deficiency notice will be issued for presenting an incomplete, severely sub-standard, or repeat offense uniform violation at any time during the program including the formal uniform inspection. 1.

There are 4 formal Uniform Inspections throughout the program. Each formal uniform inspection is near the end of each block.

Failure of a formal uniform inspection (92 hours (or 10% per block/term) 3. Failure of a 3rd attempt at a skill on a block exam or certification class. 4. Failure to proficiently demonstrate every skill administered within a block by the conclusion of each block. 5. Failure to successfully complete any certification course within a block by the end of the block. Includes written exam and/or skills associated with the course. 6. Overall average 20 hours) due to injury shall provide a note from his/her PMD stating the time frame the Cadet should be on light duty. This note shall be submitted with the Cadet memo on the first day of light duty request. An additional memo is not needed until the Cadet is removed from light duty due to injury. However, the Cadet shall document on the roster every day he/she is on light duty due to injury. iii. Once a Cadet submits for light duty due to injury and is placed on light duty, he/she must provide a release back to full duty from his/her PMD to be permitted to once again fully participate in training activities. In other words, if a Cadet brings a note from his/her PMD stating that he/she shall be on light duty and not participate in Academy training, the Cadet must also bring a note from the PMD once released to return to training PRIOR to being allowed to participate. C. Any Cadet that has not documented ‘light duty’ status is expected to fully participate in fire academy training. Any sub-standard performance by a Cadet that has not documented light duty status shall be documented according to VFA policy in the form of counseling, gig, or deficiency notice. D. At the discretion of Staff, light duty Cadets will be allowed to observe training activities as well as participate to the level deemed appropriate by Staff and/or the Cadet’s Medical Doctor as defined on the PMD documentation.

Policy and Procedure - 16 Cadet Injury and Illness E. Any Cadet that has not participated in required training due to an injury or illness, regardless of whether he/she was present to observe the training, will be required to make up the missed training in order to receive the VFA Certificate of Completion and /or the California State Fire Marshal’s Completion of the Firefighter I curriculum. F. Any injured Cadet that is treated by a medical health care professional will ensure that the proper follow up is made with the Cadet’s personal medical insurance. The Glendale Community College Health Center may offer assistance if the Cadet does not have individual medical insurance. G. Any Cadet that receives an injury while on duty shall immediately report such injury to an Academy Instructor. H. Cadets shall report any on-duty injury to the GCC Health Center on Monday morning following the injury. Proof that the Cadet reported the injury to the Health Center shall be provided to VFA Staff upon returning for duty. I. Any Cadet that is unable to satisfactorily complete the Academy term due to a permanent injury, shall be dismissed from the Academy Program without prejudice. If the Cadet cannot participate in academy training for more than 90 hours, he/she may be dismissed from the Academy Program. For this directive “participate’ implies that the Cadet is present and is capable of full participation in the skills scheduled. Some Cadets may become injured during a period where technical instruction is taking place and may be fully capable of participating in the lecture and written exams. J. Patterning of light-duty requests shall not be permitted.

Academy Grievances and Protests

Overview Students have the right to grieve any of the policies in this manual or actions taken towards them by academy staff and instructors. Academy Grievances DO NOT negate a Cadets right or ability to file a Grievance with GCC according to the procedure outlines in the GCC student handbook. Any grievance filed according to this directive are solely processed within the Fire Academy Program Coordinator up to the Fire Technology Director for final decision.

II.

Definitions A. Grievance – A complaint based on a circumstance. A grievance is filed when a Cadet feels that a directive or procedure is not fair or that a directive was inappropriately applied to the student. The Cadet filing a grievance must be the affected Cadet. Examples; suspension or dismissal from the Academy Program, grades reported to GCC. The grievance must state what policy or procedure was unfairly applied to the Cadet. 1. Grievance are addressed to the Fire Academy Coordinator for review and processing B. Protest – To object in a formal statement. The protest refers to exam content and grading. Examples; written or manipulative exams, attendance discrepancies.

Academy Grievances and Protests

Procedure (Grievances and Protests) Grievances and protests must be done in writing to a Staff Member (Cadet Memo) within 24-hours of the incident that has brought the grievance forth. Grievances must be given to a Staff Member in person and preferably while during Academy hours. If it is not possible to file a grievance during Academy hours, the Grievance must be filed with the Academy Coordinator via e-mail ([email protected] OR in a sealed envelop with the name of the Academy Coordinator on it and the words “Fire Academy Formal Grievance / Appeal”. The FAC will then review the grievance and investigate the conditions of the grievance/appeal. The position statement of the FAC will be issued to the Cadet either verbally or via e-mail no later than the 1800 on the Thursday following the filed grievance. This procedure does not supersede or replace the normal GCC grievance policy and procedure as outlined in the GCC Student Handbook. The typical grievance/appeal timeline is as follows; Step 1:

Written grievance/appeal from the Cadet on Cadet Memo, in a sealed envelop submitted to any Staff Member within 24 hours of the occurrence that initiated the grievance OR email to the Fire Academy Coordinator within 24 hours.

Step 2:

Written Grievance/protest is forwarded by the Staff member to the Academy Coordinator (Bagan) within 24 hours of receipt of the Grievance or appeal. The Staff Member on duty the day of the incident and the Academy Coordinator will discuss the facts of the situation and make a preliminary decision pending further investigation if necessary.

Step 3:

The Academy Coordinator will inform the Fire Technology Director of the grievance/protest and discuss the facts of the situation. The Academy Coordinator may make contact with the Cadet for additional fact gathering and a statement

from the Cadet if necessary. The Cadets GCC counselor may also be notified of the situation. The Academy Coordinator and Fire Technology Director with input from the GCC counselor will make a final determination on the matter. Step 4:

A final decision is made and forward to the Cadet (normally via e-mail) by the Academy Coordinator no later than 1800 hours on the Thursday following the filing of the Grievance/protest.

Any Grievance or protest that is ruled in favor of the Cadet can be handled at the level of the Academy Coordinator – Step 2. IV.

Protests of written exams may be submitted by the Class BC on behalf of the entire class. This must be clearly stated in the memo. Cadets are encouraged to begin all protests or grievances at the Academy level first.

Students with Disabilities

Overview The Verdugo Fire Academy is an educational training program with the primary focus on preparing the student for a career in the fire service. Student success is of utmost importance. Verdugo Fire Academy Instructors will make an attempt to meet all reasonable accommodations for learning for all students including those with a documented learning disability.

II.

Procedure A. All students with disabilities requiring accommodations are responsible for making arrangements in a timely manner through the Center for Students with Disabilities. B. Students must provide documentation from the GCC Student Assessment Center with recommendations as to reasonable accommodations to facilitate the student. Until this documentation is provided, the student will not be granted any special treatment not afforded to every other student of the VFA C. It is the responsibility of the student to bring to the attention of the Fire Academy Coordinator that he/she is requesting reasonable accommodations prior to the need for said accommodations.

Media

Overview Students of the Verdugo Fire Academy Program at time during regular class hours and out of classroom projected may be captured in picture or video while in the course of training. Staff and Instructors regularly record class activities for the purpose of documenting the class, for material to be used in the class video at the end of the class, and for recruitment / advertising purpose in print and electronic format including web based locations i.e. VFA web site, GCC web site, Face Book, YouTube, etc.

II.

Procedure A.

Cadets are will be required to sign an image release at the beginning of the Academy program.

B.

Cadets are prohibited to capturing any type of media while on schedule academy time without the prior permission of Academy Staff

C.

The ‘Verdugo Fire Academy’ logo shall not be used in any form without the permission of Academy Staff

D.

Fire Academy Staff have full rights and authority for posting of any Cadet captured picture or video for the use of recruitment in any form using any medium.

E.

Cadets waive all rights to any picture or video captured by virtue of their status as a student in the fire academy program. This means any picture or video captured during VFA time or of any person or place that would identify the VFA.

F.

Students are strongly encouraged to maintain all cadet controlled electronic media (i.e. Facebook, You Tube, etc.) in a manner that reflect positively on the Cadet, the Verdugo Fire Academy, Glendale community college, and the fire service. In no way is this policy intended to take away any constitutional right and freedom of speech.
