Brief Concept Note Event: Being an annual feature, 6th edition of 4-day’s national conclave of Bharatiya Chhatra Sansad (6th Indian Student Parliament), Pune, India, will be organized on January 27, 28, 29 and 30, 2016, at MAEER’s MIT Campus, Kothrud, Pune, India. (A first of its kind initiative to channelize the energy of youth for strengthening the democracy) Organizers: Bharatiya Chhatra Sansad Foundation, Pune, India and MAEER’s MIT School of Government in association with Union Ministry of Youth Affairs & Sports, Government of India, Ministry of Higher & Technical Education and Ministry of Sports & Youth Welfare, Government of Maharashtra, and is supported by UNESCO Chair of Human Rights, Democracy, Peace & Tolerance, Pune, HBS Club of India, Association of Indian Universities (A.I.U.) & Tata Institute of Social Sciences, Mumbai. Other Important Participation/support: United Nations, SAARC, Commonwealth and Inter Parliamentary Union, Geneva have also participated and extended their support. In India, it is ably supported by Important Indian Parliamentarians, Speakers of state Legislative Assemblies and political leaders of different orientations and ideologies. Rationale behind Bharatiya Chhatra Sansad Student politics is not new to India. Many Prominent political leaders, Union Ministers, Chief Ministers, State Ministers, Parliamentarians, Legislative Members, Members of Local Self Government of various Indian states have come up through student political movements. Bharatiya Chhatra Sansad has been igniting this very spirit of healthy politics in the youth of today and is inculcating public spirited and socially sensitive values right during their formative years. Doing so is all the more important in present times with the engagement of considerable number of youth in various movements and democratic processes in recent years. Also, as transparent and accountable governance can come through only spirited, educated and trained young men and women, today the foremost challenge before us is to rebuild their eroded trust in our political and democratic system and seek their active participation. To revolutionize the mindset of younger generations; and to ignite their spirit to enter public life with a purpose to serve the nation, the Bharatiya Chhatra Sansad was launched in 2011. It is an apolitical outfit and does not engage in any mainstream party politics. It is transforming the outlook of youth and reaffirming their respect for politics, political leaders, democracy and its institutions. It is raising their extent of sensitivity, awareness, involvement, responsiveness, access and say in political and democratic processes so that a healthy democratic system can be evolved to produce competent public leaders and policy makers, from the grassroots and from all walks of life.

What we do at 4-days annual national conclave The platform has created a youth movement by connecting thousands of youth across the nation with hope and assurance. 10 to 12,000 student leaders are engaged in absorbing academic sessions for four days to discuss and deliberate on a wide range of significant issues. A number of political leaders, engaging thinkers, intellectual giants, industrial leaders and youth icons of national and international eminence, from all walks of life and spectrum of ideologies provide them the context, analysis, courage, insight and perspective so that they can dream bigger, see clearer and speak louder. They raise their consciousness and intellect, so that the youth have an opinion, a point of view and most importantly, a sobering thought about - what they will do to make a difference in the nation’s life. Direct Participation of Students: Politically and socially active students from 450 universities, 10,000 colleges of all states of India are subjected to go through a rigorous selection process adopted by the colleges independently and 10 to 12,000 of them finally make way to participate at the flagship annual conclave of BCS. 90,000 Student Participation by live webcasting in 200 universities of India: The event is webcasted live in 200 universities of India targeting over 90,000 students across 200 universities. Participation of Speakers of Legislative Assembly from 8 different states of India All academic sessions of the conclave are chaired by one of the Hon’ble Speakers of Legislative Assembly from different states of India. Participation of Vice Chancellors of 8 different Universities of India All Academic sessions get opening remarks by one of the Vice Chancellors of Indian universities. Media Coverage: The event is widely covered by electronic and print media at Regional, National and International level. In addition to private television channels, Lok Sabha TV and Rajya Sabha TV provide full coverage of the event. Felicitation of 16 young M.L.A.s from different states and political parties Each academic session of the conclave witnesses felicitation of two young members of legislative Assemblies from different states of India. The idea is to encourage youth participation in politics by recognizing the positive change these young legislatures have brought in the society.

Felicitation of 10 Young Outstanding Sarpanchs from different Villages of India In order to promote the idea of public service and spirit of democracy amongst youth in public life, 10 Outstanding Young Sarpanchs (Village Head) from different villages of the country are felicitated during the four days annual conclave. These young Sarpanchs are chosen on the basis of their performance and contribution in the comprehensive development of their village. Their sense of commitment towards their village and it’s people inspire many youngsters to get into the public life. Participants from the 6th Bharatiya Chhatra Sansad will be selected for Political study tours to the United States, China and to some European countries. These tours will be facilitated and sponsored by their respective governments who will also issue certificates to all participants



50 participants each will be selected for specially organized political and spiritual training camps at Dharamshala, Himachal Pradesh and Art of Living campus, Bangalore, Karnataka. A certificate of participation will be issued to all participants.



400 participants will be selected for 10-day International Study tour to Europe and 10-day National Study Tour to Delhi



Based on the ideological affinity and interest, 100 inclined, equipped and bright minds from the participants of Bharatiya Chhatra Sansad, will be sifted every year for each political parties of India, to undergo political leadership training Program.

Information about Parent Organization – MAEER’s MIT SOG This novel concept was envisaged by the MAEER’s MIT School of Government (MIT-SOG), Pune, as an extension of its focused academic endeavors and brought out the classroom training to the thousands of common youth through Bharatiya Chhatra Sansad. MIT-SOG is a part of Maharashtra Academy of Engineering and Education Research (MAEER) which was established in 1983 as Maharashtra Institute of Technology (MIT Pune) Pune, India. The academy has 68 institutions catering to graduate and post-graduate studies which offer higher learning to about 55000 students in wide array of fields – Engineering, Medicine, Marine Engineering, Design, IT, Business Management, and Journalism, among others. MIT-SOG is the 1st institute of its kind not only in India but also in Asia, which is imparting One Year Full Time - Masters Program in Government (MPG), a professional program for developing democratic leadership and a career in Politics and Government. It was started with the idea that youth aspiring to make careers in myriad fields of politics should have a formal training center where they would learn not only about various aspects of “Government” and “Governance,” but would also learn to become tomorrow’s leaders committed to respect and strengthen democratic values and actively participate in democratic processes.
