action of living organisms considered harmful; and those used as defoliants, desiccants, growth inhibitors and stimulators.”
Law 7.802/89 → Decree 4074/02 Provides for research, experimentation, production, packaging and labeling, transportation, storage, marketing, commercial advertising, use, importation, exportation, final disposal of residues and packaging, registration, classification, control, inspection and oversight of pesticides.
This law is in force at federal, state and Federal District levels.
Competences Inspection - MAPA should control and inspect production sites, imports and exports of pesticides.
Registration - Concerning dossier, MAPA performs physico chemical (technical grade products) and efficacy evaluation (formulated products).
Education, Integrated Pest Management.

Registration of Pesticides in Brazil Registration of Technical Grade Products by Equivalence: Step I
• Chemical Equivalence (qualitativequantitative comparison)
new or increased impurities
• Toxicological Evaluation
Step II
Step III
result is not conclusive
• Ecotoxicological Evaluation
Minor Uses in Brazil: Concept • Crops with low phytossanitary support – Pesticides misuses – Recommendation of non authorized pesticides • Cost of pesticides registration is not attractive for industries
Brazilian Rules for minor crops • Nowadays: Registration depends exclusively on companies and from their perception of economic and commercial facts • Goal: To create a fair system of registration and use of pesticides • Learning from international experiences: Alimentarius, EPA, USDA/IR4, EU
Codex
• Contribution from official research centers, universities, farmers associations
Target of Brazilian Rules for minor crops Consumers: Assurance of safety and security food
Food industry: Safe food sources
Farmers: Efficient options for phytossanitary issues

Final authorization for minor crop inclusion on pesticide label • MRLs and GAP: defined by the government authorities based on representative crop data •
Representative crop: needs to be on the pesticide label
•
Dose (A.I./ha): lower or equal to representative crop
•
Pre-harvest interval: higher or equal to representative crop
• Phytotoxicity will cancel indications and new field data will be generated
Challenges • Development harmonization among other countries (OECD, Mercosul); • Deep participation on GJR; • More effective participation on Codex Alimentarius; • Development tools for risk assessment for Brazilian conditions; • Development transparent policy for pesticides in Brazil: low risk pesticides and biopesticides.
