National rural development policies BiH Law on Agriculture, Food and Rural Development adopted (May 2008) The Law regulates: definitions of terms to be used within the agriculture, food and rural development sector legislation, the objectives, principles and mechanisms for development of strategies and policies, the structures and competencies at all levels of authority, institutional support structures and services, their functions and linkages, monitoring and evaluation mechanisms, and administrative and inspection supervision.

The Law defines the goals and commitments to be realized in the coming period (Office for Harmonization and Coordination of Payment Systems, Agricultural Market Information Service, Farm and Clients Registries, Animal Identification Register, LPIS...)

National rural development policies BiH Strategic Plan for Harmonization of Agriculture, Food and Rural Development (2008-2011) The key objective of the Strategic Plan is to provide a framework for the gradual harmonisation of policies, programmes, institutions, laws, regulations, systems and services both within B&H and with the EU.

BiH Agriculture, Food and Rural Development Operational Program (2008-2011) Operational Program - six priority areas - three for rural development: • improving the competitiveness of the agro-food sector of BiH; • protection of the rural environment by supporting agro-environmental programs; • diversification of rural activities and improve the quality of life in rural areas.

National rural development policies “Rural development plan” means a range of measures aiming at improving the competitiveness of agriculture and forestry; improving the quality of the environment and the countryside; encouraging diversification of economic activities and improving the quality of life in rural areas.

National rural development policies There is a very big gap between the current EU acquis for rural development and existing Laws and institutional capabilities for rural development in B&H. The key gaps are: • No legal measures exist to give powers and authorities to local rural communities to establish local action and implementation non-governmental bodies (on the lines of the EU LEADER+ programme) for local rural development planning and review; • Governments are not required to establish multi-annual and annual rural development programming documents nor to consult the rural communities and involved nongovernmental organizations on the priorities government has chosen for support from government funds (either as direct subventions or as budgetary allocations for improvement of infrastructure and social provisions (including health, education, social welfare) in rural areas; • No capacities or legal powers exist for the government and its implementing agencies to collect information, monitor and review programmes and projects for efficiency, effectiveness, impact and sustainability. • There is no national framework for making more effective use of foreign assistance, through coordination and integration of programming and project planning and implementation, to allow testing of different programmes for rural development in BiH. Institutional capacity 1st Priority Area: Establish the required institutional capacity and implementation mechanisms at all levels MoFTER-The Sector for Agriculture, Food, Forestry and Rural Development currently employs 15 university graduates, 5 high school graduates, 4 consultants currently funded through ARDP project of the World Bank.
