Die RIAS BERLIN KOMMISSION fördert gemäß dem am 19. Mai 1992 zwischen der Regierung der Bundesrepublik Deutschland und der Regierung der Vereinigten Staaten von Amerika unterzeichneten Abkommen den Austausch von Personen und Informationen im Bereich des Rundfunkjournalismus zwischen beiden Ländern. Durch Vergabe von Produktionszuschüssen und eines jährlichen Radio-, Fernseh- und Neue-MedienPreises unterstützt die RIAS BERLIN KOMMISSION Produktionen, die in besonderem Maße zur deutsch-amerikanischen Verständigung beitragen. RIAS BERLIN KOMMISSION feiert

15-jähriges Jubiläum. Am 19. Mai 1992 wurde die RIAS BERLIN KOMMISSION durch ein deutsch-amerikanisches Abkommen der Regierungen von Bundeskanzler Helmut Kohl und U.S. Präsident George Bush, Sen. gegründet. Bis Ende 2007 nahmen 961 deutsche und amerikanische Journalisten an den RIASProgrammen teil. Das Foto zeigt die Kommission im Jahr 1994 bei einem Treffen mit Präsident George Bush, Sen. Dear Friends, Supporters, and Fellows, It is well known that professional exchange programs foster closer understanding and friendship between nations. The enormous success of the RIAS Berlin Commission is a testament to the effectiveness of such programs in deepening mutual trust. RIAS, Radio in the American Sector, was founded in Berlin over sixty years ago. The RIAS Berlin Commission

was established by a binational German-U.S. agreement on May 19, 1992; 2007 marked its 15th anniversary.  961 German and U.S. journalists have since participated in RIAS exchange programs overseen by the Commission.  These RIAS Fellows form an important transatlantic network, supporting the current programs as station hosts, and providing internships for German and U.S. journalists.  To celebrate the 15th anniversary year in 2007, we have started a new one-week program for German and U.S. news directors with special focus on transatlantic media issues. 11 U.S. news directors attended this new program in September 2007 and 12 German news directors and editors will be given the opportunity to travel to Washington, D.C. in the fall of 2008 to gather important background information in the week before the U.S. elections on November 4, 2008. We mourn the death of Jürgen Graf, a founding member and longtime Chairman of the Commission and the Commission’s jury. Perhaps the most famous RIAS reporter, Jürgen Graf came to be known as “Mr. RIAS” in Berlin. He was one of the first young Germans to join the new “Radio in the American Sector” in early 1946.  His membership in many transatlantic organizations only reinforced the definitive role he played in shaping the RIAS BERLIN COMMISSION. The new American Embassy on Pariser Platz will be dedicated and opened officially in 2008. We will celebrate this historic event by holding our 2008 RIAS Award Ceremony at the end of May 2008 under the motto “The return of the U.S. Embassy to Pariser Platz 2.” Our gratitude goes to all our alumni and friends on both sides of the Atlantic. Without your support, RIAS would not be able to accomplish its goal of strengthening the ties between Germany and the United States.  RIAS will continue to promote the German-American partnership and transatlantic friendship through its programs in the field of broadcasting, as stipulated in the binational German-American agreement 15 years ago when the RIAS BERLIN COMMISSION was first established. I am deeply proud and honored to be associated with RIAS as the Chairwoman of the RIAS Berlin Commission.

In Memoriam Jürgen Graf 1927–2007

Jürgen Graf war ein hervorragender Journalist. Einer, der immer vor Ort war. Sei es im Jahr 1948 in Ost-Berlin in der Stadtverordnetenversammlung, als am 23. Juni ein kommunistischer Mob das Berliner Parlament sprengen wollte,  oder sei es als Radioberichterstatter direkt in der Kolonne des US-Präsidenten John F. Kennedy am 26. Juni 1963 — ein Tag, den wir, die damals dabei waren, unser Leben lang nicht vergessen werden. Jürgen Graf war aber nicht nur ein erfolgreicher Journalist im Hörfunk. Auch im Fernsehen war er seinerzeit ein allseits beliebter Entertainer. Seine regelmäßige Sendung „Die sechs Siebengescheiten” ist vielen noch heute in Erinnerung.  Und dann muß vom RIAS die Rede sein, vom „Rundfunk im amerikanischen Sektor.”  Eine freie Stimme der freien Welt. Damals lebten wir in einer Stadt mit einem kommunistisch geführten Rundfunksender. Und da war der RIAS .  Zusammen mit dem „Tagesspiegel” die einzig verläßliche Informationsquelle. Ohne diese beiden Medien wäre der Kampf um das freie Berlin anders verlaufen — schwieriger auf alle Fälle. So unverzichtbar RIAS Berlin zu diesem Freiheitskampf gehörte, so nötig und so erfolgreich war Jürgen Graf dabei. Wir danken ihm für seinen Einsatz und für seine Lebensleistung. Wir werden ihn nicht vergessen.

trafen sich am 12. Mai 2007 fast 400 Gäste in der Hauptstadtrepräsentanz der Deutschen Telekom in Berlin.   Anne M. Chermak, Vorsitzende der RIAS BERLIN KOMMISSION, begrüßte die Gäste. Die RIASFellows Marjan Parvand und Guy Raz führten als Moderatoren humorvoll und gekonnt durch den Abend. Die Jurymitglieder Jürgen  Graf, Dr. Melinda Crane und Dieter Schröder verliehen die Preise und für die musikalische Unterhaltung sorgte Daniel Mattars “Fantastic Country”.   RIAS Media Awards and 15 years of the RIAS BERLIN COMMISSION — almost 400 guests celebrated at the Telekom representation on May 12, 2007.   Anne M. Chermak, Chairwoman of the RIAS BERLIN COMMISSION, welcomed the guests. RIAS Fellows Marjan Parvand and Guy Raz were the humorous and perfect hosts of the evening, jury members Jürgen Graf, Dr. Melinda Crane and Dieter Schröder presented the awards. Musical entertainment was provided by Daniel Mattar’s “Fantastic Country.” Auch die Protagonisten der preisgekrönten Dokumentationen wurden gefeiert: Jim Flum mit Frau Susanne (Papa macht Urlaub vom Krieg) und Lennie Cuje (A Life Lived in 4/4 Time).

Emily Harris, bereits 2006 Gewinnerin des zweiten RIAS-Radiopreises, setzt ihre Erfolgsserie von Radioberichten, die amerikanischen Hörern Deutschland erklären, auch in diesem Jahr fort. Ihr nuancierter und anschaulicher Streifzug durch Berlins neue, bisweilen kontroverse Architektur zeigt auch die Identitätskrise, unter der Bürger der ehemaligen DDR immer noch leiden. Diese Technik wird von Emily Harris immer wieder benutzt: Anhand einer kleinen Geschichte zeigt sie wichtige Hintergründe, an einem speziellen Beispiel erklärt sie prinzipielle Zusammenhänge.

Dieser Dokumentarfilm zeigt uns sehr direkt und hautnah die Anspannung und den Stress in einer deutsch-amerikanischen Familie, in der der Vater als Soldat im Irakkrieg ist. In eindringlichen Worten und Bildern und fast ohne Script lässt das Team Susanne Flum und ihre Kinder Alisa und Kevin schildern, wie sie auf Sergeant First Class Jim Flum warten, dessen zweiwöchiger Heimaturlaub in Deutschland bevorsteht. Es ist ein fesselnder, eindrucksvoller Blick auf die Auswirkungen des Krieges auf die, die ihn kämpfen müssen… im Irak und zu Hause.

Last year’s second place winner Emily Harris of National Public Radio continued her outstanding record of explaining Germany to Americans with this nuanced and beautifully produced radio story about controversial architectural changes in Berlin. Her script describes the identity crisis that still troubles Germans from the former GDR. It is a technique Harris uses often — telling a big story by telling a small one — the specific example that reveals a larger picture.

Basic television techniques are used to allow us a glimpse of the tension felt by a German-American family as the father/husband serves in the army in Iraq. Supplementing a cinéma vérité approach with a spare script, the team accompanied Susanne Flum and her children Alisa and Kevin as they waited for Sergeant First Class Jim Flum to arrive for a two-week home leave. This is a powerful and compelling look at the effect of the war on those who fight it ­— in Iraq and at home.

Christina Pino-Marina A Life Lived in 4/4 Time (Washington Post) Die Geschichte eines Hitlerjungen, der sich nach dem Zweiten Weltkrieg durch glückliche Umstände als Jazzmusiker in den Vereinigten Staaten wiederfand, wurde in zwei Formaten hergestellt — für das U.S.-Kabelfernsehen und die Website der Washington Post. Christina Pino-Marina schrieb das Drehbuch, führte die Interviews, übernahm Aufnahme und Schnitt des Videomaterials, präsentiert die Geschichte und war für das Design der Website verantwortlich; ein herausragendes Beispiel, wie Journalisten Grenzen überwinden und das journalistische Handwerk im 21. Jahrhundert neu definieren können.

Christina Pino-Marina created her profile of a member of the Hitler Youth who fell into a life of jazz in the United States for both the Washington Post website and cable television. She shot and edited the video, conducted the interviews, wrote and narrated the script, and helped design the story’s web page. This is a model of a new media journalist’s work that crosses boundaries and helps redefine the craft of storytelling in the 21st century.

Das Herausragende an diesem Programm war für mich, vier Wochen Zeit zu haben — Zeit zum zuhören, nachfragen und verdauen der Antworten; und zum Eindrücke sammeln — allein und in der Gruppe. Diese vier Wochen haben viel gebracht, beruflich und persönlich. Kerstin Claus ••• Was also nimmt man mit von so einer intensiven Reise? Eine tolle Erfahrung, unzählige Eindrücke und das Gefühl, so gut wie immer willkommen zu sein. Nicht jeder Amerikaner interessiert sich für Europa und Deutschland, aber die, die es tun, waren uns gegenüber sehr aufgeschlossen. Fest steht, dass die USA weit mehr sind als Irak-Krieg, MTV und Diet-Pepsi.  Würden mehr Menschen das erleben, was wir erlebten — Umfragen hinsichtlich der USA würden anders ausfallen. Wir lernten viele Sichtweisen kennen, viele Einschätzungen darüber, wie Amerikaner sich selbst sehen und was es bedeutet, “Amerikaner” zu sein. Und ganz gleich, ob es die Sichtweise der Afroamerikaner ist, die der amerikanischen Muslime oder jene von Politikern und Medienkollegen: Für alle steht es außer Frage, dass sie sich vor allem als Amerikaner fühlen und erst in zweiter Linie als Moslem oder Jude, als europäischer oder afrikanischer Einwanderer. Björn Heckmann ••• „Vergiss Washington, vergiss New York — die meisten Amerikaner leben so ähnlich wie wir hier,“ hatte Matt mir gesagt, bei dem ich eine Woche meines RIAS-Programms verbringe.  Matt Belanger arbeitet als Reporter für den Sender KELO, eine äußerst erfolgreiche CBSStation in South Dakota mit einer Einschaltquote bis zu 50%. Bürgermeisterabsetzung, neuer Anzug für krebskranken Jungen, Beginn der Fasanenjagdsaison, Preise für Lämmer und Zuchtbullen — das sind hier die Nachrichtenthemen. Die beiden Programmwochen voll spannender Begegnungen in Washington und New York will ich trotzdem nicht missen. Aber irgendwie hat Matt wohl recht: South Dakota ist Keloland — und Keloland, das ist für mich Amerika. Anne Brühl

US Media Fellowship Program for Visiting Journalists 12. Februar – 9. März 2007 February 12 – March 9, 2007

Auch wenn ich meinen Schwerpunkt auf das Thema Terrorismus gelegt hatte, gab es doch unglaublich viele Veranstaltungen zu so unterschiedlichen Themen wie Dokumentarfilm, afrikanische Politik oder Myanmar. Alle interessanten Vorträge und Diskussionsrunden zu besuchen ist unmöglich, genauso unmöglich wie sich zu langweilen. Auch an der University of North Carolina in Chapel Hill, ganz in der Nähe, spielte das Thema Terrorismus eine große Rolle. Wir konnten dort Clintons Verteidigungsminister Perry hören, der im Rahmen der Global Security Conference über die aktuelle Bedrohung durch Terrorismus sprach. Bei unserem Ausflug nach Washington tauchte das Thema Terrorismus natürlich auch auf. Im Pentagon befragten wir einen amerikanischen Oberst zum Irak-Krieg; eine einmalige Gelegenheit, ein hochspannendes Gespräch. Die amerikanische Sichtweise auf unterschiedliche Dinge kennen zu lernen ist großartig, umso mehr wenn man diese Erfahrung in einer Gruppe von Journalisten aus Deutschland, Südafrika, den USA und Südkorea macht. Und natürlich hatte jeder Teilnehmer die Möglichkeit zu hören, wie der eigene Job anderswo aussieht. Da sieht man das, was man täglich tut, mit anderen Augen.   Meike Stein ••• Das Duke-Angebot ist überwältigend! Unsere Betreuerin Laurie macht alles Erdenkliche möglich. Deutschland-Programme Germany Programs

After spending the week talking to news managers in both radio and TV, public and private, we discovered they’re facing many of the same challenges we are in America. These include a shrinking audience of young people and finding new platforms for our content in the internet age. The same questions kept coming up at every station we visited: How do we get young adults interested in news? And how can we deliver the programs in the most expedient way? On demand? Internet? Handhelds? Cellphones?   In the end, I came away with a much deeper understanding and appreciation of German broadcasting. While at times their programs  seem less stylish than their American counterparts, I believe their audience is better informed about national and international news than the average American, and in the end, that is what’s most important.   Guy Nelson ••• The RIAS fellowship gave me a clear vision of the dramatic difference between the broadcasting systems of Germany and the U.S. and how funding might impact the newscasts they present. RIAS is more than a program; it is about changing lives. That’s what you did for me.  My prayers are that more people will be able to have this experience and that the world learns how to talk and laugh together — that is far better than missile defense systems.

Jeannette Jordan ••• From the moment I stepped out into the city of Berlin I began to notice the subtle differences between Germans and Americans. In general, Germans seem more concerned about the environment. Those tiny Smart cars were everywhere, and people were riding bikes to get around. They’re saving gas and staying physically fit. I saw energy saving escalators that don’t move when people aren’t on them.  And many of the hotels use low flush toilets and require the room key card to be plugged in for the lights and tv to work. There were recycling bins out on the streets and vendors that sold drinks would even take bottles back and return your deposit. I wish this environmentally conscious attitude would become more prevalent in the US. For a former history student, Germany is a rich place to visit. Perhaps the most moving experience was the realization that it is possible to overcome a terrible history, not by forgetting it, but by embracing it. I saw that a society can bring itself back from the ashes to become free and democratic. I see my own country making terrible mistakes, losing its way. It doesn’t compare with the disastrous route of 20th century Germany, but the United States, on its present course, can do  tremendous damage. Modern Germany, with all its problems, is a confirmation of the absolute necessity of democratic government. My most lasting impressions of Germany are of hope and the ability to repair the ruins of the past.   Cheryl Bacon

Die RIAS-Vorsitzende Anne M. Chermak leitete die Podiumsdiskussion zur Situation im Nahen Osten mit Miguel Marquez (ABC-News-Korrespondent, Bagdad), Roxana Saberi (freie Journalistin, Teheran) und Guy Raz (früherer CNN-Korrespondent, Jerusalem), an der über 150 RIAS-Fellows teilnahmen. Hosted by chairwoman Anne M. Chermak, more than 150 RIAS Fellows discussed the situation in the Middle East with panelists Miguel Marquez (ABC news, Bagdad), Roxana Saberi (freelance journalist, Tehran) and Guy Raz (formerly CNN, Jerusalem). Guy Raz: The Israeli-Palestinian conflict remains — and likely will remain — among the most intractable political disputes of our time. Both sides have legitimate and compelling arguments and both hold deep suspicions of the other. Even as the two sides come to the realization that a two-state solution is the only answer, I fear the conflict for now is less about resolution and more about managing expectations.

Miguel Marquez: Iraq is violent and a very weak state. The U.S. has few, if any, good policy options available when it comes to stabilizing and getting out of Iraq. The only choice now is for the military to press ahead and continue to try and bring down the violence, and hope that the Iraq’s political structure firms up and takes root. International coverage of Iraq has focused too much on the mistakes made by the U.S . The fact is Iraq is a vulnerable state where extremism can flourish. In that sense what is happening in Iraq now could have great consequences for both the US and Europe. In many ways Europe could be even more exposed to the dangers that arise from Iraq. It is time to stop blaming the U.S. for its mistakes in Iraq and begin viewing the situation for what it is: a long term problem that is going to have tremendous effects on the Middle East and the West for decades to come. Roxana Saberi: The Islamic Repubic of Iran: where East and West, tradition and modernity, and religion and politics meet — sometimes complementing and often times clashing with each other.

About 100 alumni, station hosts and representatives of U.S. partner universities attended the reception on April 14 and the breakfast on April 15 with guest speaker Rüdiger Lentz, Bureau Chief Deutsche Welle, Washington Bureau, who offered his views on Perceptions and Misperceptions in the Media and by the Public about our Mutual Relations and Image. Here are some excerpts: What about the media? In my estimation, they are increasingly losing their traditional role as mediators, of being the analytical and factual brokers of information. Confrontational infotainment has taken over as the popular favorite which, based on market research, will hew to the lowest common denominator — in other words, “give the public what it wants.” About 30 years ago, when I began my career in Hamburg as military correspondent for Der Spiegel, we were proud to adopt as our journalistic motto the one used by the New York Times: All the news that’s fit to print! This was our guiding star when we researched stories, which were then verified by further research in archives and the like, and then — and

No wonder then, that the mega-media concerns in the U.S. today are owned and dominated by Disney, General Electric, and in Germany increasingly by foreign financial conglomerates with a view towards profit. This profitdriven competition is squeezing out serious news coverage and claiming serious journalism as one of its victims. The privatization and commercialization of the media — with Europe having caught up to America in the last 20 years — did lead to a disproportionate rise in the salaries of journalists, particularly those in the electronic media. This must surely have sweetened the leave-taking from serious journalism for a number of my colleagues. Others, frustrated with the new profit-only regime, have retreated to the academic world. One can lament this commercialization that has contributed to the considerably lower ethical and professional standards. Just think of the plagiarism scandal at the New York Times, fraudulently obtained Pulitzer prizes, invented interviews and stories that have confronted us in the last several years.

Auch im April 2007 war die RIAS BERLIN KOMMISSION wieder auf dem Jahrestreffen der Radio and TV News Directors Association in Las Vegas vertreten.   As usual, the RIAS BERLIN COMMISSION presented information about its German-American journalist exchange programs at the annual RTNDA convention in Las Vegas in April 2007.

The fact remains that the media has become a sounding board and amplifier of public opinion and populist trends. The mission to inform — including the dissemination of culture and knowledge, and the focus on presenting differences of thinking and opinion are among the missing.
