William P. Lawrence to replace Paul Hamilton in Hawaii; Hamilton to move to SD SAN DIEGO - The Navy announced March 17 that USS Paul Hamilton (DDG 60) will swap homeports with USS William P. Lawrence (DDG 110) this summer. William P. Lawrence departed San Diego on a regularly scheduled deployment in January and will arrive in Hawaii in mid-2016 and Paul Hamilton will return stateside to San Diego. This move supports the rebalance to the Indo-Asia-Pacific, placing our most advanced capabilities and greater capacity in that vital theater. Likewise, it will allow Paul Hamilton, also a guided-missile destroyer, to proceed to San Diego for a scheduled extended drydocking selected restricted availability. Both Paul Hamilton and William P. Lawrence are Arleigh Burkeclass guided-missile destroyers that perform key roles in support of a carrier strike group, expeditionary strike group, or surface action group. DDGs are capable of sustained combat operations supporting forward presence, maritime security, sea control and deterrence. These combatants operate in a network centric warfare environment and execute multi-mission tasking to include air, surface, undersea, space and cyber warfare. DDGs coordinate with units of a task group to conduct naval operations and execute the Maritime Strategy under a naval component commander. Maintaining the most technologically advanced ships supports the United States’ commitment to the security, stability, and prosperity of the Indo-Asia-Pacific.

Congress has designated March 25 of each year as National Medal of Honor day, a day dedicated to Medal of Honor recipients. March 25 was chosen to highlight this special day because it was on March 25, 1863, that the first Medals of Honor were presented...to six members of Andrews’ Raiders. National Medal of Honor day is celebrated in some communities, however for the most part the occasion comes and goes with little notice. Mishap aboard Eisenhower injures Sailors NORFOLK (Navy News Service) - Eight Sailors aboard Norfolkbased aircraft carrier USS Dwight D. Eisenhower (CVN 69) were injured March 18 when an arresting gear parted during a routine landing by an E-2C Hawkeye aircraft. There were no fatalities and the Sailors are listed in stable condition with non-life-threatening injuries. The injured Sailors were working on the flight deck at the time of the mishap. Six have been transported to Norfolk Sentara General Hospital for treatment. Two remain aboard Eisenhower. The names of the injured personnel will not be released. Their families are being (have been) notified. The aircraft regained flight and returned safely to its base at Norfolk Naval Station Chambers Field. Initial reports are the aircraft was not damaged and no aircrew members were injured. The ship is off the Virginia coast conducting carrier qualifications for Composite Training Unit and Joint Task Force Exercises (COMPTUEX/JTFEX) in preparation for their upcoming deployment. An investigation is underway to determine the cause.

Eucom implements travel restrictions to Brussels STUTTGART, Germany - As a precautionary measure to keep personnel and families safe in light of the March 22’s attacks, U.S. European Command has implemented travel restrictions to Brussels, Belgium. Unofficial travel to Brussels - leave, liberty and special pass - is prohibited until further notice. Those on official travel or emergency leave to Brussels will also require the approval of the first general or flag officer or Senior Executive Service equivalent in the traveler’s or sponsor’s chain of command. This Eucom policy applies to military personnel, DOD civilian employees, contractors and command-sponsored dependents and family members. These restrictions do not apply to military personnel assigned to diplomatic posts in Belgium. “My thoughts and prayers go out to our military family, the people of Brussels and all those impacted by these horrific terror attacks,” said Gen. Philip M. Breedlove, Eucom commander. “We’ll assist Belgium in any way our military can. We strongly condemn these attacks and will continue to stand by our NATO allies and partners to defeat these terrorists who threaten our freedoms.” To confirm the safety of all U.S. military personnel and families, including those on pre-approved leaves and other official travel, Eucom officials said they continue to seek 100 percent accountability from all subordinate commands and units. Ralph Johnson is an Arleigh Burke-class destroyer being built by Huntington Ingalls Industries (HII) in Pascagoula, Mississippi. Carter: Budget includes new investments, enhanced capabilities by Cheryl Pellerin WASHINGTON - DoD needs new investments, new posture in some regions and new and enhanced capabilities to address five strategic challenges now driving DoD budgeting, Defense Secretary Ash Carter said March 22. Carter was joined by Gen. Joe Dunford, chairman of the Joint Chiefs of Staff, in testimony before the House Armed Services Committee on the department’s fiscal year 2017 budget proposal,

Strategic Challenges Also on Tuesday, Carter said, five evolving strategic challenges arising from Russia, China, North Korea, Iran and global terrorism drive the department’s planning and budgeting. Addressing all the challenges, the defense secretary said, “requires new investments on our part, new posture in some regions, and also new and enhanced capabilities.”

“It’s evident that America is still today the world’s foremost leader, partner and underwriter of stability and security in every region of the world, as we have been since the end of World War II,” Carter told the panel.

The department must deal with these and other challenges across all domains - air, land and sea and also cyber, electronic warfare and space, where a reliance on technology has given DoD strengths and opportunities but has led to vulnerabilities that adversaries want to exploit, he said.

“That’s thanks in large part to the unequivocal strength of the U.S. military,” he added.

“Key to our approach is being able to deter our most advanced competitors. We must have - and

be seen to have - the ability to ensure that anyone who starts a conflict with us will regret doing so,” Carter said.

Full-Spectrum Operations “In our budget, our capabilities, our readiness and our actions we must and will be prepared for a high-end enemy - what we call full-spectrum,” he added. Carter said the fiscal year 2017 budget proposal makes critical investments to help the department better address the five evolving strategic challenges. These include strengthening the deterrence posture in Europe by investing $3.4 billion in the European Reassurance Initiative - four times what the department requested in fiscal year 2016, he said. Technology Investments For the Navy, the department is increasing the number of ships and their lethality, with new weapons and high-end ships, and extending the commanding U.S. lead in undersea warfare, he said, noting that investments target unmanned undersea vehicles and more submarines with the versatile Virginia Payload Module that triples their strike capacity from 12 Tomahawks to 40. “We’re doing more in cyber, electronic warfare and space, investing in these three domains a combined total of $34 billion in 2017. Among other things, this will help build our cyber mission force, develop next-generation electronic jammers, and prepare for the possibility of a conflict that extends into space,” Carter told the panel. The budget also seizes opportunities for the future, Carter said, by making increased investments in science and technology, innovating operationally, and building bridges to companies that drive innovation in the United States.

Greatest Risk Carter said that the Bipartisan Budget Act that set the size of the DoD budget gave the Pentagon a needed period of stability. “The budget deal was a good deal; it gave us stability. We’re grateful for that. DoD’s greatest risk is losing that stability this year and having uncertainty and sequester return in future years,” he added.

Counter-ISIL fight enters 2nd phase to dismantle terrorist group by Terri Moon Cronk WASHINGTON - As U.Sled coalition forces enter the second phase in Iraq and Syria to degrade and ultimately defeat the Islamic State of Iraq and the Levant, a spokesman for U.S. Central Command on March 18 discussed operations to dismantle the extremist group. VFW adds new service officer to NB San Diego Filing a VA claim prior to separating can’t be stressed enough Naval Base San Diego recently welcomed a new veterans service officer to help transitioning sailors complete and file their Department of Veterans Affairs disability claims before they separate or retire. “The importance of filing a VA claim prior to separating cannot be stressed enough,” said Gerardo Vargas, who is employed by the Veterans of Foreign Wars of the U.S. “The VA requires every claimant to prove a service connection, which means any event that caused the wound, illness

or injury must be documented in that soldier’s medical records,” he said. “And as every veteran and retiree knows, correcting medical records or personnel files is much easier when you’re still wearing the uniform than after you get out.” Vargas served as a Marine infantryman in Iraq and Afghanistan, and is now part of a nationwide VFW force of more than 1,700 accredited service officers who helped 255,000 veterans to recoup $4.5 billion in earned disability compensation and pension from the VA over the past three years. Courneya’s written testimony cited other issues such as full concurrent receipt for all disabled military retirees, expanded suicide prevention programs, enhanced VA programs for women, and reform of the Uniform Services Former Spouse Protection Act (USFSPA). Sports & Events Get tickets now for MLB All-Star Fanfest and All-Star Sunday Padres announce regular season broadcast schedule Major League Baseball announced that fans can now purchase tickets for All-Star FanFest and All-Star Sunday, including the SiriusXM AllStar Futures Game and All-Star Legends & Celebrity Softball Game. Tickets for All-Star FanFest and All-Star Sunday can be purchased at the official website of the Major League Baseball AllStar Game (allstargame.com), the Padres official website (padres.com), the Padres Advance Ticket Windows at Petco Park, and by calling 1-888-FanFest. Mastercard, the preferred card of Major League Baseball, is an accepted form of payment. MLB ALL-STAR FANFEST MLB All-Star FanFest at the San Diego Convention Center, which opens on Friday, July 8th and runs through Tuesday, July 12th, is the world’s largest interactive baseball theme park with more than 40 attractions for fans of all ages. Throughout the show floor, fans will have the chance to take photos and get autographs with former Padres players, MLB legends and Hall of Famers; practice their baseball skills during clinics taught by former and current MLB players; swing like their favorite Major Leaguers in the batting cages; view a collection of MLB trophies and take a

All 162 games will be televised in English on either FOX Sports San Diego, FS1 or FOX and will air live on radio in both English and Spanish. In addition, 150 regular season games will be televised in Spanish. Regular season coverage on FOX Sports San Diego begins Monday, April 4, with the Padres’ season opener against the Los Angeles Dodgers. Coverage will begin at 2 p.m. PT with Padres Social Hour, followed by an hourlong Padres Live pregame show leading into the game. Coverage concludes with a 30-minute Padres Live postgame show.
