BC Government Amends the Port Property Tax Act

As part of the BC Port’s Competitiveness Initiative, in 2004 the BC Government adopted the original BC Port Property Tax that put a cap on the Class 4 property rate as it applied to port terminals (it reduced the North Vancouver differential from about 7 times Seattle to about 3 times Seattle). The province wanted to ensure that the promised investments were actually made, and inserted a 5-year ‘sunset clause’ in the Act. Four years later, a government review demonstrated that projected investments had materialized and therefore extended the act for a further (10) years to 2018, including valuation provisions designed to address the fact the port lands are not owned by the taxpayer, but leased from the Federal Crown via Port Metro Vancouver. On Tuesday, February 18th, the BC Government made the Port Property Tax Act tax rate cap permanent following up on their announcement made in Budget 2012. Per the Balanced Budget:

As announced in Budget 2012, the Act is amended to extend the municipal tax rate caps on designated port property and new improvements past 2018, to remove the condition that new improvements under the Act must be added to an assessment roll before 2019,and to extend the provisions for compensation to municipalities. The BCMEA applauds the move by the provincial government to remove the 2018 sunset clause and enact the legislation in perpetuity to foster long-term stability and encourage further investment in the ports.

STS Crane Research Team Visits ZPMC

On Sunday, February 16, the BCMEA departed for Asia as part of the ship to shore training crane shortlisting process. The team recently visited with Liebherr in Killarney, Ireland and is now meeting with ZPMC in Shanghai, China and Kocks (Kranunion) in Ho Chi Minh City, Vietnam. On Tuesday the team - including BCMEA President and CEO Andy Smith, VP of Training, Safety & Recruitment John Beckett, Business Analyst Andrew Barnes, and consultant Joe Murphy - held discussions at the ZPMC head office largely focused on the delivery of the proposed crane. In addition, the crane was redesigned in order to move away from an initial concept which included a differential gearbox which linked the hoist and trolley drives - a unique feature uncommon on cranes in BC and the west coast of North America in general. ZPMC, being the world's largest crane manufacturer, specializes in large orders of large cranes, and the fully-erect delivery of those cranes. For this reason, a key part of the meeting saw the team vet a draft packing list for feasibility in terms of transportation of the proposed crane components to Mitchell Island and unloading at the Waterfront Training Center. ZPMC also guided the team through the proposed installation component by component. The team departed Shanghai for Ho Chi Minh City on Wednesday, and will meet with Kocks (Kranunion) to discuss the final proposal, then tour Cat Lai and Cai Mep ports and the company's fabrication yard in Lilama.

AEDs Now In Place at 349 Railway As previously announced in the newsletter, the BCMEA purchased three Automated External Defibrillator’s (AED) – two for head office and one for the Vancouver dispatch. One AED was previously purchased for the Waterfront Training Centre when it opened last year. The AED’s have now been installed, one on the second floor and another on the fourth floor of the BCMEA, the third at dispatch. A first aid kit was also installed next to each AED 2

BCMEA Trip To Prince Rupert

On February 5th BCMEA Labour Relations representatives Mike Leonard, Jack Vogt and ILWU Local 505 President Glen Edwards met with Prince Rupert Mayor Jack Mussallem as well as representatives from Pacific NorthWest LNG. The BCMEA and ILWU outlined their interest in collaborating to make a commercial difference with key stakeholders in the Asia Pacific Gateway.

BCMEA Trip To Prince Rupert (continued) The parties pointed to the New Waterfront Training Centre (WTC) as a stable platform that can meet any spikes in demand for skilled waterfront workers to handle the shipment of infrastructure such as the supplies and equipment needed for the development of new LNG facilities in B.C. These meetings represented another example of a joint effort between the BCMEA and ILWU Longshore to attract new work for our industry throughout the Ports of BC. Pacific Northwest LNG is exploring the development of a natural gas liquefaction and export facility on Lelu Island in Prince Rupert. The proposed facility is a $9 billion to $11 billion investment to liquefy and export BC natural gas, delivering significant economic and social benefits to local communities, including First Nations, in British Columbia. Pacific North West LNG reported that at its peak, construction of the export facility would result in up to 3,500 direct jobs and operational, the LNG facility would create 200 to 300 direct long term jobs and an additional 200 to 300 indirect jobs.

British Columbia Maritime Employers Association’s Worker Dispatch System Powered by Dell Delivers High Efficiency and Reliability dell.ca Dell worked with the British Columbia Maritime Employers Association (BCMEA) to update and simplify the organization’s daily dispatch system. The new hardware infrastructure allows the BCMEA to reliably match the labour requirements of its customer-members (ship owners, agents and cargo terminals) with the available longshore workers. The Dispatch System replaces a highly-complex and outdated system that was prone to outages and costly system failures and caused the BCMEA to lose credibility with its members. With over CDN $172 billion of goods passing through the ports annually any delay in loading or unloading vessels is costly (approximately CDN $2.3 million per hour in economic opportunity loss). The updated system is capable of matching approximately 1,500 jobs across three shifts each day with the specific skills of the available longshoremen. With 28 different job skill categories, a mix of unionized and casual labour, and a wide range of vessels and cargoes coming through the port daily, this matching process is anything but routine. Employees advise the BCMEA of their availability for work before each shift, either via the secure website, an Interactive Voice Response System or at the BCMEA’s hiring hall using RF chip-embedded cards. Customer-members log into the dispatch system to post their jobs online. The new hardware infrastructure now allows the complex matching and dispatch process to be carried out reliably in a matter of minutes for each of the three daily shifts. The new dispatch platform features a cluster of three identical Dell servers deployed at two separate locations. The cluster includes Dell PowerEdge T620 servers each powered by Intel Xeon 64-bit processors and 2 terabytes of onboard data storage using PCI Express Interconnects. Efficient load balancing between the three nodes provides high availability and enhanced performance metrics. The secondary location offers disaster recovery capabilities as well as additional processing power at peak times. PowerEdge T620 servers were chosen because of their extensive storage options, exceptional performance, and low TCO. The clusters can be managed remotely using the Integrated Dell Remote Access Controllers (iDRAC), giving additional flexibility and peace of mind. The dispatch database uses Microsoft SQL Server 2012 running on Windows Server 2012. System operators use Dell OptiPlex workstations as client terminals to access and manage the dispatch system. Dell designed the new hardware architecture in collaboration with BCMEA, from initial requirement validation, through to system testing and finally to the provision of high-level, mission critical system support. A team of IT professionals at the BCMEA develops and maintains the dispatch software in-house and was responsible for transferring the data and code from the old system to the new.
