Job Description

Purpose To build strong working relationships with key stakeholder in the Industry. To assess and check that Regulations (approx 400) are being applied correctly through a wide range of compliance monitoring activities including observation, inspection, audit and tests for all UK Airports, Airlines, Cargo & In-flight suppliers to ensure full compliance to EU and UK legally mandated Regulations. Advise industry on where improvements or corrective action is needed face to face in real time followed by a written report and then monitor and as necessary escalate accordingly. Contribute to the development of Policy and support the effective response to security incidents/threats.

Undertake compliance monitoring activities (including inspections, audits and covert/overt tests) as part of a comprehensive risk based programme of compliance activity to assess and improve an entity’s compliance with an extensive range of EC and UK aviation security requirements. Where compliance deficiencies are identified, follow a ‘stepped approach’ in accordance with internal procedures and guidance and obtain timely, effective and sustainable rectification action from the entity. Identifying the reason for failure including any underlying causes; presenting often complex findings and difficult messages to senior entity managers. Negotiating and agreeing with the entity a robust and appropriate action plan to follow up and check implementation progress Ensure accurate, concise and focused results of compliance activity findings are recorded in a timely manner whilst ensuring consideration of the 400 different security aspects and any overlapping relationships. Preparation of detailed and politically astute briefing pack to support Assistant Director ‘Stakeholder’ visits. (AD will engage at CEO level and therefore requires very high quality briefing material). Liaise pro-actively with entity representatives to conduct compliance activities in an effective, professional and consistent manner using appropriate strategies to improve the prospects of achieving continuing compliance. Ensuring constructive feedback is given to appropriate entity managers at the conclusion of compliance activity and sharing knowledge and information about relevant requirements. Communicate future proofing (eg. Highlight trends/developments), best practice initiatives and the value of internal quality assurance. Assist in the reaction to and handling of aviation security incidents as required, properly investigate and follow up actual/alleged breaches of security and assist with the production of appropriate background and “lines to take” (taking into account subject sensitivity and potential Government/media interest and scrutiny). Act as Subject Matter Expert for a designated aviation security policy area. Proactively research and keep abreast of developments in lead policy areas assess compliance implications and develop implementation options as required. Provide regular and timely communication updates including status reports to senior management within Aviation Security. SME – Amount and complexity of the work can vary considerably depending on the specific SME role. For Policy themes which are new and evolving the SME may need to make a significant contribution to tight deadlines. Proactively monitor personal expenditure on travel, subsistence and overtime to ensure value for money and conformity with relevant rules – in context of a significant amount of travel out of hours across the UK. Escort duties during EC Inspections of UK airports (some UK Auditors are qualified to serve as Auditors on EC inspections of overseas EU Member States) Reputational risks associated with EC escort function are considerable and the credibility of the ASC and overall EC inspection outcomes are highly dependent on competence and the performance of the individual. As required act as Team Leader for ASC audit and inspection events. Plan and deliver the activity and support the co-ordination of follow up action. Delivery role includes peer level management of teams of up to 14 Auditors , formal presentation of provisional findings to entity senior managers and drafting detailed written report of final findings. As required mentor new Auditors in the field including provision of coaching and identifying knowledge/skill developmental areas.

Complete the 8 months probationary period Pass a detailed exam, classroom and in-field assessment in order to be certified and signed off. (mandatory EU requirement and periodic reassessment carried out) Full UK driving licence Willingness to undergo security clearance to SC level Health fitness and mobility levels appropriate to the nature of the role. Extensive travel to and around UK aviation sites, moderate amount of climbing, working in confined places, significant amount of walking and standing up, working in industrial type outdoor locations. High degree of flexibility due to regular overnight stays away from home, unsociable hours working to reflect 24/7 nature of industry. Willingness to be contactable on best endeavours basis out of hours as necessary to support the response to security related incidents and threats. Thorough, detailed and up to date knowledge of comprehensive UK and EC aviation security requirements – a high level of confidence in this knowledge and its practical implementation is essential as Inspectors will use this information on a daily basis and be challenged on detail and interpretation. Thorough knowledge and understanding of the principles set out in the ASC Compliance Policy Framework document, Auditors Handbook, ‘Points to Prove’ documents and Code of Conduct – in order to exhibit high standards of professionalism at all times in an exposed industry facing role. Knowledge and understanding of implementation of management systems to provide high quality service Working knowledge of counter-terrorism principles and policy and Government emergency response arrangements. Experience of or aptitude for working in a regulatory environment in an operational role. Expertise in influencing senior stakeholders to prompt sustainable behaviour change. Expertise in drafting accurate and convincing evidence based reports which prioritise required actions. Awareness and understanding of better regulation principles.
