ADVERTISEMENT The Samburu County Public Service Board invites applications from qualified Kenyan citizens to fill the following vacant positions in the County Department of Agriculture, Livestock management and Fisheries.

(A)VACANCIES IN THE DEPARTMENT OF AGRICULTURE 1

COUNTY DIRECTOR OF AGRICULTURE (JG “R”) (1 POST)

The County Director will be responsible to the Chief Officer Agriculture, Livestock and Fisheries. TERMS: Permanent and pensionable Duties and responsibilities: (i)

To plan and oversee the development of strategies that will trigger the rapid growth of the agriculture sector in Samburu County.

(ii)

Organization, direct, control and co-ordinate the functions of Agriculture development in the County.

(iii)

Developing appropriate county departmental policies, legal and institutional frameworks for the development and implementation of agricultural programs and activities.

(iv)

Interpreting and applying National and County laws and other related statutes in line with the county goals and objectives.

(v)

To facilitate development of an engagement framework that will guide agricultural development related advocacy at the county level

(vi)

Ensure timely implementation of county activities as directed by the Chief Officer

(vii)

Establisha monitoring and evaluation system for the department’sprograms

(viii) Perform

any other duties that may be assigned from time to time by the Chief Officer.

Requirements for appointment: (i) Be a holder of at least a first degree in Agricultural Economics, Agronomy, Agribusiness Management, horticulture, Agriculture Education and Extension degree from a recognized University in Kenya. (ii) Have relevant knowledge and experience of not less than five (5) years, in the relevant field. (iii)Demonstrate a high degree of professional and technical competence as reflected in work performance and results. (iv)Demonstrate an understanding of devolution, the County Development objectives and Vision 2030. (v) Be a strategic thinker and result oriented. (vi)Computer literate. vii) Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 on leadership and integrity. viii) M.Sc Degree in any of the above courses is an added advantage.

SUB-COUNTY AGRICULTURE OFFICERS (JG “N”) (3 POSTS) The Sub County Agriculture Officers will be deployed at the Sub- County level as subject Matter Specialists. They will be responsible to the County Director of Agriculture. Terms of Service: Permanent and Pensionable Duties and Responsibilities (i)

Facilitate the dissemination of new technologies through community mobilization, sensitization and capacity building/farmers trainings.

(ii)

Facilitate the implementation of national and county agriculture programmes at sub-county level.

(iii)

Collect agriculture information and maintain data base.

(iv)

Participation in planning and budgeting.

(v)

Prepare regular and periodic technical reports.

(vi)

Providing technical backstopping to ward extension officers and farmers

(vii)

Collaborating with relevant stakeholders in implementation of agriculture programmers

(viii) Participating (ix)

and organization of the exhibitions, trade fairs, shows and field days

(x)

Any other duties as assigned

Academic and Professional Requirements i)

3. AGRICULTURAL ASSISTANTS (JG “J”) (4 POSTS) The Agriculture assistants will be responsible to the Sub-County Agriculture Officers. They will be deployed as ward extension officers. Terms of Service: Permanent and Pensionable Duties and Responsibilities. (i) Provide the above agricultural extension services to farmers through farm visits, farmers field days, demonstrations, exhibitions and shows. (ii) Assist in the dissemination of emerging technologies through community mobilization sensitization and capacity building/farmers trainings. (iii)Assist in the implementation of county agriculture programmes at ward level. (iv)Collect crop information and maintain data base. (v) Participation in planning and budgeting. (vi)Prepare regular and periodic technical reports. vii) Any other duties as assigned.

Academic and Professional Requirements

(i) Be a holder of a Diploma in Agricultural Economics, Agronomy, Agribusiness Management, horticulture, Agriculture Education and Extension degree from a recognized institution in Kenya with three years of Job experience or; (ii) A two (2) year certificate course in any of the following disciplines: General agriculture, Farm Management, Agribusiness and Marketing from a recognized Institution with Five years of Job experience. (iii)Good communication and interpersonal skills. (iv)Computer literate. (v) Satisfies requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity.

(B)VACANCIES IN THE DEPARTMENT OF LIVESTOCK PRODUCTION 1. COUNTY DIRECTOR OF LIVESTOCK PRODUCTION - JOB GROUP 'R' (1 POSTS) The director reports to the chief officer responsible for the department of Livestock Production in Samburu County. Terms: Permanent and Pensionable

a) Duties and Responsibilities (i) The director will oversee the delivery of demand driven and relevant livestock husbandry extension services and ensure performance in the county livestock development agenda. (ii) Will network with other service providers in livestock development (iii)Will provide administrative guidance and counsel to staff within the department (iv)Will maintain custody and implementation of national and county Livestock Policies including recommending reviews. (v) will implement county legislation on Livestock development vii) Formulate and Implement both short term and long term strategies to promote livestock development. vii)

Will be an advocate of livestock development best practices

2. SENIOR ASSISTANT LIVESTOCK PRODUCTION OFFICER- JOB GROUP 'L' (2 POSTS) An officer at this level will work under the supervision and guidance of the sub county Livestock Production Officer

a) Duties and Responsibilities (i) Provide and approve livestock infrastructure designs ii) Provide advice on beekeeping and products’ value addition iii) Appraising stakeholder interventions iv) Provide advice on best practice in animal husbandry v) Provision of livestock extension services vi) Provide animal husbandry practices (animal identification, deworming, disbudding, docking, de-beaking, hoof trimming, castration, dehorning, record keeping, etc.) vi) Participate in livestock early warning system and rapid assessment vii)

Prepare Sub County Annual Work plans and Contingency Plans

Prepare technical reports, delivery of livestock breeding and building capacity on animal health, milk production, Provide advice on intensive livestock keeping

(b) Requirements for Appointment For appointment to this grade a candidate must have;

(i) Bachelor’s Degree in Animal Production/Health, Range Management, Natural Resource Management, Livestock Economics or Animal Business, Agricultural Extension/Business from a recognized institution with Three years of Job experience or; (ii) Diploma in Animal Production/Health, Range Management, Livestock Economics from a recognized institution in Kenya with not less than Five years of experience in the relevant field. (iii)Must be computer literate. (iv) Have ability to work under minimum supervision (v) A strategic thinker, visionary and result oriented. (vi)Satisfies requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity.

(C)VACANCIES IN THE DEPARTMENT OF VETERINARY SERVICES 1. COUNTY DIRECTOR OF VETERINARY SERVICES JOB GROUP R (1 POST) Reports to the chief officer in charge of Livestock production Terms : Permanent and Pensionable (a) Duties and responsibilities

(i) Providing technical advice to the CEC and the Chief Officer in matters relating to veterinary services in the County especially on policy and legislation. (ii) Plan and coordinate the activities and programs of the veterinary departments, particularly on disease control activities such as surveillance, treatment and vaccination. (iii)Ensure timely response to disease outbreak by enforcing livestock improvement regulations. (iv)Implementation of national and county policies and legislations on veterinary services. (v) Participatorily develop disease control strategies that ensure reduced incidences of disease outbreaks and eventually create disease free zones. (vi)Ensure that there are adequate livestock treatment structures (dips and crushes)in the county. (vii) Responsible for staff supervision within the veterinary department as well as other movable/immovable assets under the department.

(viii) Conduct annual staff appraisal and implement training programs that build staff capacities. (ix)Prepare quarterly reports as well as annual reports and submit them to the chief officer on time.

(b) Requirements for appointment: For appointment to this grade, a candidate must.(i) Be in possession of a Bachelor of Veterinary Medicine (BVM) or Veterinary Science Degree from a recognized University in Kenya. (ii) be registered by the Kenya Veterinary Board; (iii) Have 5 years of Job experience (iv) Be computer literate. (v) Must be a Kenyan citizen. (vi) Satisfies requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity.

2. SUB COUNTY VETERINARY OFFICER JOB GROUP “N”(3 POST)

Reports to the County Director of Veterinary Services. Terms : Permanent and Pensionable (b) Duties and responsibilities

2) VETERINARY OFFICER, JOB GROUP 'K' (4 Posts)

Responsible to the sub County veterinary officer Terms: Permanent and Pensionable (a) Duties and Responsibilities (i) Undertaking disease control activities such as disease search, vaccination and enforcement of livestock movement regulations. (ii) Participating in the training of stakeholders in vector control programs. (iii)Treating sick animals; advising on good veterinary practices. (iv)Collecting' data and preparing reports on animal health, products and markets. (v) Providing advice on animal breeding and welfare. (vi)Undertaking postmortem examinations and other diagnostic tests. (b) Requirements for Appointment For appointment to this grade, a candidate must.(i) Be in possession of a Bachelor of Veterinary Medicine (BVM) Degree from a recognized institution; (ii) Be registered by the Kenya Veterinary Board; and (iii)Be computer literate (iv) Be a Kenyan citizen (v) Satisfies requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity.

3) ASSISTANT ANIMAL HEALTH OFFICER III, JOB GROUP 'H' (1 post)

Responsible to the sub County veterinary officer Terms: Permanent and Pensionable (a) Duties and Responsibilities (i) participating in animal health field demonstrations and agricultural shows; (ii) participating in sample collection and dispatch; (iii)inspecting livestock stock routes; and (iv)Collecting data and writing technical reports; (v) Demonstrating and training on milking techniques and external parasite' control techniques such as dipping, spraying and dusting; carrying out vaccination, closed castration, dehorning, ear tagging, branding, deworming, disbudding, docking, debeaking and hoof trimming; (vi)carrying out simple treatment of animals; (vii) Participating in disease search and reporting; (viii) keeping records on animal breeding, animal health, milk production, dipping data; and maintaining dairy units. (b) Requirements for Appointment For appointment to this grade an officer must(i) have a Diploma in any of the following disciplines.- Animal Health/ Production, Clinical Pathology and Laboratory Diagnosis, Poultry Science, Veterinary Public Health and Meat Technology or Animal Husbandry from a recognized institution; (ii) be registered by the Kenya Veterinary Board; (iii) Be Computer literate (iv)Have three years’ experience. (v) Satisfies requirements of chapter six of the Constitution of Kenya 2010 on leadership and integrity 4) ANIMAL HEALTH ASSISTANT II, JOB GROUP 'G' (6 posts)

An officer at this level will work under the guidance of a more experienced officer. Terms: Permanent and Pensionable (a) Duties and Responsibilities (i) Carrying out simple treatment of animals; (ii) Participating in disease search and reporting, demonstration on milking techniques and external parasite controltechniques such as dipping, spraying and dusting; (iii) Carrying out vaccination; (iv) Undertaking closed castration, dehorning, de-worming, disbudding, docking, De-beaking and hoof trimming.

(b) Requirement for Appointment For appointment to this grade, a candidate must have: (i) Certificate lasting not less than two (2) years in any of the following disciplines: - Animal Health, Animal Health and Production from a recognized institution: (ii) Be registered by the Kenya Veterinary Board; and (iii) Be Computer literate (iv) Be a Kenyan citizen. FISHERIES DEPARTMENT A. PRINCIPAL FISHERIES OFFICER (1POST) JOB N. Reports to the Chief Officer Agriculture, Livestock and Fisheries Development Duties and Responsibilities: i. Development and management of Fisheries Sector in Samburu County. ii. Conduct a full census of fish ponds in the County iii. Evaluate social economic aspect on adoption and performance of aquaculture. iv. Identify challenges facing fish farmers and extension officers in Samburu County. v. Suggest way forward, make recommendations for suitable aquaculture development in the County. vi. Any other duty that may be assigned by the Chief Officer. Requirements for appointment: i. ii. iii. iv. v.

Holder of Bachelor of Degree in Fisheries or Biological Science. Relevant Job experience of not less that five years. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010. Knowledge on statistical analysis and rural participatory assessment would be an added advantage. Masters degree in the relevant field will be an added advantage.
