Road Safety Measures in Austria
Klaus Machata
Main factors for accidents (like in most of countries...)
Speed Alcohol + Drugs Seatbelt use Young (predominantly male) drivers • Infrastructure: non-forgiving roadsides, roads not selfexplaining
• • • •
12
27.02.2014
Section Control
• Motorway tunnels • Alpine motorway section • Various work zones on motorways (mobile units) Excellent cost benefit ratios!
Seatbelt Campaigns

Alcohol Pre-Testing
• Random, evidential breath • • • •
testing since 1988 Time-consuming pre-testing since 2005 test results within seconds 10fold number of breath tests possible
Austrian System for the Prosecution of Risk Drivers • Since 2005 • Catalogue of 13 offences • 1st offence: entry in the driving license register • 2nd offence within 2 years: additional measure (e.g. driver improvement course) • 3rd offence within 2 years: withdrawal of license > 3months • EU Project BestPoint
14
27.02.2014
2nd Phase Education Within the first year after obtaining a licence: • 2 feedback drives in real traffic with trainer • Technical (skid) training • Psychological group discussion Results: • Entrance risk significantly lower • Especially for young male drivers • 34% reduction in single vehicle accidents
Road Safety Audits (RSA)
• KfV carries out RSA on a regular basis for motorway and expressway projects. • Recently there have been the first RSA for high level rural and urban road projects.
15
27.02.2014
Road Safety Inspections (RSI) • Periodical check of the existing road network (including roadsides), independently of number of accidents. • RSI allow the implementation of remedial measures before accidents occur.
Black Spot Management (BSM) (High Risk Site Management)
• KFV supports regional and road authorities with services around BSM • Accurate accident database • Identification • Site visits • Priority rankings • Implementation and evaluation of measures
