WELCOME FROM THE PROJECT BOARD For the second year the 2014 King’s and Queen’s Cups Interstate and National Regattas, and the Australian Schools Championships will be combined with the first round of the 2014 FISA World Rowing Cup at the Sydney International Regatta Centre from 23 – 30 March. Once again, our best school rowers, our best club rowers, our National Team rowers will have the opportunity to mix it with the best rowers from around the world on our home waters. The chance of all Australian rowers and supporters to see our reigning World Champions, Kim Crow, Eric Horrie, Katherine Ross and Gavin Bellis compete against their overseas rivals at home is rare, and last year the support which our National Team rowers received from the rowing community out at SIRC was outstanding. At the same time, the international visitors got the opportunity to see the best which we have to offer, and admitted to being “blown away” by the quality (and quantity) of our school crews, the club events, and the magnificent competitive rivalry of the Kings Cup, Queens Cup and other Interstate Events. We invite all of the Australian rowing family once again to share in this unique and wonderful festival of rowing on one of the world’s best rowing courses in March 2014. ENTRIES The cost to enter the Australian Open and Australian Open Schools Championships is $55.00 (incl. GST) per seat, including coxswains. Entries for the Australian Open, Australian Open Schools Rowing Championships and Interstate Regatta must be made through RegattaCentral www.regattacentral.com. Please note transaction fees apply. Entries into the King’s and Queen’s Cup Interstate Regatta is free for State Associations. No late entries will be accepted, except for World Cup competitors wishing to enter the Australian Open Rowing Championships where there are free lanes available.

RESTRICTIONS TO ENTRIES Following the release of the 2014 SIRR Bulletin 1, the decision has been made to relax previously published conditions surrounding entries for the Australian Schools Championships races. In place of School event restrictions, please be aware that entry capping will be in place on all Australian Open Rowing Championship events and Australian Schools Championship events. No more than 46 entries will be accepted in any event; and no more than 4 entries from any one club/school in any one Australian Open Rowing Championships event and no more than 3 entries from any one school in any one Australian Schools Championships event. Any entries over these amounts will be placed on a waiting list in Regatta Central; after entries close crews on the waiting list will be added as appropriate from the waiting list at the discretion of the regatta organisers.

ACCREDITATION All entered athletes shall receive event accreditation. Clubs and schools shall receive Team Official/Staff accreditation (coaches, managers, physios, drivers, etc) on a pro rata basis based on the amount of athletes entered from the club/school in the regatta. There will be no accreditations given outside of these numbers, and any additional passes required for team staff should be purchased as General Admission tickets. All Athlete and Team Staff accreditations shall be available for collection from the Accreditation Building on the South Side of the course from 12:00pm AEDT Friday 21 March 2014. CAR PARKING As per 2013, team car/bus parking passes will be distributed on a pro rata basis dependent on the number of athletes entered into the regatta by that school/club. Passes will be available for collection at the same time and location as the accreditations. Car parking on Sunday 23 March is free. Athlete and team drop off and pick up only will be permitted to the Island via Gate A. Cars and buses will then be directed to the southside of the course to park. Bus and coach parking will be in P6 Carpark. Please note there will not be a shuttle bus operating between the southside carparks and the Island.

REGATTA EXPO PARK Visit the Regatta Shopping Village on the Island, for an exciting range of regatta merchandise, equipment and accessories to suit your needs.

ALCOHOL You will be able to purchase alcohol at the venue. However, as it is a ticketed event, you will not be able to bring alcohol into the venue. Random bag checks will occur by security marshals. People who have been found to have brought alcohol into the venue will have this confiscated and intoxicated people will be asked to leave the venue.

TRAVEL TO THE VENUE Penrith is easily reached by road via the Great Western Highway or the Western Freeway from the Sydney CBD as well as the Freeway network when travelling from the south or north. Penrith can be accessed by train from the airport to Sydney Central and then on to Penrith.

TV COVERAGE A live telecast via Fox Sports will cover the King’s and Queen’s Cups Interstate Regatta on Saturday 29 and the World Rowing Cup A-Finals and Sunday 30 March. Check your local TV guide for details. Access to the waters edge will be prohibited during these sessions for pedestrian safety and to avoid blocking the coverage of the TV cameras.

REGATTA RULES The Australian Open, Schools and Interstate regattas will be conducted according to the Rowing Australia rules and by-laws of racing. A copy can be found at www.rowingaustralia.com.au

ELIGIBILITY TO COMPETE Entry into the 2014 Australian Open Rowing Championships and Australian Open Schools Rowing Championships is open to all competitors who are authorised to compete by their affiliated Member Association and who are eligible under the Rowing Australia Rules and by-laws of racing. A School competitor is one who qualified as Under 21 (Youth) under the provisions of the RA rules and is attending a secondary school as a full time day student. Entrants in the Australian Open Schools Rowing Championships must represent their school. Overseas crews are welcome to compete in the Australian Open Rowing Championships as a lead up event to their World Cup campaign. School crews from outside of Australia may compete in the Australian Open Schools' Rowing Championships. A rower or coxswain’s age shall be taken at 31 December 2014. As an example, a rowing or coxswain shall be classified as an Under 21 (Youth) rower until 31 December of the year in which the rower reaches the age of 20. 8

For Para-rowing events all athletes must have a National Confirmed or National Review status prior to submitting entries, and to be eligible to compete at the Australian Open Rowing Championships. There will be no opportunity to gain classification at the regatta.

CONDITIONS OF ENTRY The following conditions of entry apply to the Australian Open Schools Rowing Championships: 

School events are restricted to crews consisting of representatives from one school only.

The following conditions of entry apply to the Australian Open Rowing Championships:  





Under 21 and Club events are restricted to crews consisting of representatives of one club or school only. Athletes entering in club events must not have been a member of a National Senior A or Under 23 team in the previous year, but may have been a member of a National Junior or Under 21 team in the previous year. Athletes entering club events must not be nominating for a National Senior A or Under 23 team in 2014 at time of entry, but may be nominating for a National Junior or Under 21 team in 2014. Composite crews will be allowed in Under 17, Under 19, Under 23 and Open events. Any composite crews entered in these events must wear a ‘common’ racing suit of the crews choice ie. All athletes in a crew must wear the same uniform, regardless of the club/school they below to.

The following conditions of entry apply to the King’s and Queen’s Cups Interstate Regatta:  All eligibility rules according to the RA Rules of Racing must be followed  Each state may only enter one crew in each event  Athletes representing Australia in the World Cup 1 may only compete in one Interstate Regatta event

COXSWAINS Age categories shall apply to coxswains, except in Under 23 events. The minimum weight for a coxswain (wearing racing uniform) is 55 kg for men’s Open, Under 23, Under 21 (Youth) and Under 19 men’s crews and 50 kg for women’s Open, Under 23, Under 21 (Youth), Under 19 women’s crews, Schoolboy, Schoolgirl, Under 17 men and women and adaptive crews. Coxswains shall be weighed wearing racing uniform not less than one hour and not more than twenty four hours before their first race at the regatta. Where two regattas are conducted at the same venue on consecutive days (for example the Australian Open Rowing Championships and King’s and Queen’s Cups Interstate Regatta), a coxswain who has weighed for the first regatta is not required to weigh for the second regatta if at the first regatta he/she weighed in at the required weight. This is not relevant for the World Rowing Cup 1 and all other regattas, as they are under different controlling bodies. A coxswain who has weighed in for their first event of competition is not required to weigh in for that event on subsequent days.

LIGHTWEIGHTS The average weight of a men’s lightweight crew (including the Interstate Regatta) excluding the coxswain shall not exceed 70kg. No individual may weigh more than 72.5kg. A male single sculler 9

shall not weight more than 72.5kg. The average weight of a women’s lightweight crew (including the Interstate Regatta) shall not exceed 57kg. No individual may weigh more than 59kg. A female single sculler shall not weigh more than 59kg. Lightweight rowers may have their weights carried forward for subsequent lightweight events on that day as long as the crew’s average weight in accordance to the above requirements is not exceeded.

ANTI-DOPING The Australian Sports Anti-Doping Authority (ASADA) is likely to conduct drug testing at the 2014 Sydney International Rowing Regatta. It is the responsibility of each competitor to know and understand their responsibility in regard to Anti-Doping. Competitors and coaches are urged to take note of the requirements in respect of banned substances for therapeutic use and act accordingly in achieving exemptions for appropriate athletes. The World Anti-Doping Agency‘s (WADA) Prohibited List changes on 1 January each year, so a medication that was permitted last year, may not be this year. The ASADA Hotline 1800 020 506 or ASADA website (www.asada.gov.au) will outline whether the medication is prohibited and whether a Therapeutic Use Exemption is required.

World Rowing Cup 1 Managers Meeting:

THE DRAW Australian Open Rowing Championship Events: The draw for all events will be conducted after the Athletes briefing to be conducted on Saturday 22 March and will be uploaded into RegattaCentral approximately two-hours after the completion of the briefing. The draw for the Interstate events will be conducted on Friday, 28 February at the Rowing NSW King’s and Queen’s Cup Luncheon in Sydney. All State Team Managers are requested to confirm the names of their crews at the Regatta Admin no later than 4.00pm on Friday, 28 March. The regatta progression system to be used for Australian Open Rowing Championships and Australian Open Schools Rowing Championship events is further in this document.

VENUE OPENING HOURS AND TRAINING TIMES The course opens for official training from 10.00am on Saturday 22 March. The venue will open at 6.00am and close at 7.30pm each training and competition day of the regatta. No boats will be allowed on the water for training prior to 6.40am on any day. All boats must be off the competition course 15-minutes prior to the start of the first race eg. Off the course by 8.15am for an 8.30am first race. The course will reopen for training 15-minutes after the start of the last race of the day, and will close for training each day at 7.00pm. Crews will be permitted to access the boating pontoons 15-minutes prior to the last race commencing.

World Rowing Cup crews only will be allowed to train on the course during lunch breaks. No training will be allowed on the course or warm-up lake outside of these training times, and only boats with a valid bow number will be allowed on the water during competition times.

ON-WATER TRAFFIC RULES On-water traffic rules and maps for training and competition are attached at the end of this Bulletin. In addition, traffic maps will be available at various locations around the course, particularly in the Boat Park and next to launch pontoons.

ATHLETE AND BOAT WEIGHING Athlete weighing will take place in Boatshed 3. Test scales will be available from the start of official training on 22 March. Boat weighing scales will be available from the start of official training on 22 March in Boatshed 2 for big boats, and the lake end of Boatshed 3 for small boats. Boats will enter Boatshed 2 from the Eastern/lake side for weighing, and must go straight ahead through the bay after weighing, rather than entering and reversing out the same direction. It is the responsibility of the crew to ensure that their boat is on weight in accordance with the Rowing Australia Rules of Racing.

BIKES AND BIKE HIRE Bikes will be able to be used during training following a clockwise pattern – travelling to the Start line via the northern roadway, and back towards the Finish line via the southern roadway. During racing bike access will be limited to the southern roadway only, no bikes will be allowed onto the northern roadway at this time. Specific traffic conditions will apply and must be adhered to the southern roadway, with consideration to pedestrians. These conditions will be communicated at the Team Managers briefing on Saturday 22 March. Helmets must be worn at all times. A limited number of bikes will be available for hire at the venue. Prices and availability will be released when confirmed.

COMPETITOR FACILITIES TEAM TENTS Team tent spaces are available at a full regatta rate of $400+GST and fees. Bookings must be made via RegattaCentral, and will open on Friday 7 February at 12.00pm AEDT. Please click the following link, then scroll down to the Rowing Australia icon - www.regattacentral.com/clubs/. Payment for the tent spaces must be made at time of booking. Pages Hire can erect a tent for your club at a cost of $325+GST per 3x3m block, and these can also be booked and paid for through RegattaCentral. Tent spaces will be located on the northern side of the course, and will be allocated on a first-in, best-dressed system. When booking your tent site please indicate the size of your site required, to a maximum of 12m x 9m. Tents must be able to fit within these spaces. In the case that there is no available room on the north of the course, some tents may be located on the south of the course. It is the responsibility of the club/school to ensure that their tent is securely weighed down, and random checks will be made to control this during the regatta. No refunds will be offered for sites and hired tents that are not used.

ICE BATHS Limited ice bath spaces are available at a full regatta rate of $100+GST and fees. Bookings must be made via RegattaCentral, and will open on Friday 7 February at 12.00 AEDT. Please click the following link, then scroll down to the Rowing Australia icon - www.regattacentral.com/clubs/. Payment for the ice bath spaces must be made at time of booking.

REGATTA ADMINISTRATION AND INFORMATION The Regatta Administration is located in Boatshed 1. All athlete and crew substitutions and withdrawals must be notified to this location no later than two hours prior to the start of the particular race. Any crew who does not start in an event they are listed to compete in without a withdrawal in sufficient time shall be liable for fines up to $250 according to the Rules of Racing. Draws and results will be posted for athletes in the breezeway between Boatsheds 3 and 4, and collated results and following day draws will be available from Boatshed 1 no sooner than 30minutes after the completion of racing. Draws, results, and live racing, will be available via RegattaCentral. Spectator info booths will be located on the Island near the Grandstand and Athlete drop-off area.

BOAT STORAGE AND TRAILERS Boat storage is provided by way of racks located adjacent to the Boatsheds and launching pontoons. World Cup boats will be allocated a separate racking space next to Boatshed 1. Boat trailer access to the Island will open at 3.00pm Thursday 20 March, and will be controlled for both unloading and loading. Unloaded trailers will be relocated to the southern side of the course and will be directed by venue staff and event volunteers. Trailers will have access to the Island during competition between 10.00am and 4.00pm, however only a limited number at any time will be allowed access; there may be a wait at peak times.

MEDICAL ARRANGEMENTS Athlete First Aid will be located in the boat park end of Boatshed 4. Athlete physio services will be located in Athlete First Aid. A regatta physio will be available for all athletes holding event accreditation free of charge – if you require strapping please provide your own tape, otherwise a fee of $5.00 per strapping will be charged. Additional physio stations will be available for use by teams who have their own physios. Emergency medical care for spectators and competitors during racing is located in the Dr Bill Webb Medical Centre located approx. 50m beyond the Finish Tower. Rescue services will be active on the water throughout racing and official training sessions. The nearest hospital is the Nepean Hospital approx. 6kms from the course. If your club or school team is planning to bring medical staff to Sydney they may be required to meet requirements of the NSW Health Department to enable them to perform their duties to your team. BOAT WASHING It is a requirement of the Venue Management that ALL BOATS must be washed prior to going on to the water for the first time. 12

Boat washing will be available on the water side of Boatshed 1. Signage will be provided for loca1on of boat washing. Detergents, hoses, etc will be provided on site. As the event and SIRC adhere to a ‘clean & green’ policy, please use minimal detergent.

CHANGING ROOMS, SHOWERS AND TOILETS These facilities are provided adjacent to Boatshed 1 and Boatshed 4. Additional toilets will be located near the water at the edge of the boatpark next to Car Park 1, and on the southern side of the course near the Finish Line.

SPECTATOR SERVICES AND FACILITIES FIRST AID Emergency medical care for spectators and competitors during racing is located in the Dr Bill Webb Medical Centre located approx. 50m beyond the Finish Tower.

CATERING A variety of food and drink options will be located around the venue. The IDIS Teams Café will be set up adjacent to the boatsheds for quick and easy access to food and drink. The Lakeside Restaurant is also available should you wish to pre-order meals/catering direct with the venue caterer. Catering options can be discussed and arranged directly with the venue caterer.
