THE COMMUNITY Located on the beautiful Southern California coast, the City of Oxnard is the largest and most populous city in the County of Ventura with over 200,000 residents. In the fall of 2012, The Collection of RiverPark, a high-end office and retail shopping center with a state-of-the-art multiplex cinema, opened in the northern end of the City. While the City maintains steady growth with new development, it also promotes the preservation and economic health of its historic downtown; this effort is reflected in the unique Henry T. Oxnard Historic District, with beautifully preserved turn-of-the-century homes. The long-awaited construction of the Oxnard Boulevard and Rice Avenue Interchanges at Highway 101 and Santa Clara River Bridge provides easier access to the City from all points. The City also operates more than 50 park facilities for its residents, as well as special purpose facilities such as River Ridge Golf Course.

THE ORGANIZATION Oxnard is a general law city that operates under the Council-Manager form of government. The City Council consists of an elected Mayor holding a twoyear term and four council members elected at large for four-year overlapping terms. Also, directly elected are the City Clerk and City Treasurer. The City Council appoints the City Manager and City Attorney.

Strong management and administrative experience coupled with excellent interpersonal skills will enable the successful candidate to build credibility within this complex organization and the diverse community that it serves. Open and approachable, energetic and enthusiastic, collaborative yet decisive when needed, the new Assistant City Manager will be relied upon by the City Manager to assist with oversight of four critical operating departments, including Public Works, which includes Utilities (Water, Wastewater, and Environmental Resources), Development Services, Economic Development, and Housing. The Assistant City Manager provides leadership and assists in seeing the successful follow through of projects, to Managers and Department Heads. This position requires a candidate who will bring energy and enthusiasm toward advancing efficient and reliable Public Works and Utilities economic and business development, marketing and branding approaches, and operational best practices.

Oxnard recently adopted a 2030 General Plan that strikes a unique balance between celebrating its agricultural heritage and continuing to accommodate dynamic changes. Oxnard is a full-service city, with its own fire and police departments, and operates its own water, wastewater and solid waste enterprises. Oxnard has a current all-funds budget of over $359 million, which includes the General Fund of almost $115 million. The City currently employs over 1,217 authorized full-time equivalent employees and an additional 600 part-time seasonal and extra-help employees within 15 City departments.

THE POSITION The new Assistant City Manager will have a proven track record and genuine commitment to public service. He or she will be joining a new City Manager who is leading an organizational transformation initiative focused on excellence and service with a

works and utilities, economic development, development services, and housing. The ideal candidate will have a track record of establishing positive working relationships with staff, department heads, elected officials, and the community. The candidate will be a sophisticated strategic thinker who serves as an organizational asset in solving problems and can be a safe sounding board for exploring new ideas and different business practices that benefit the organization and the community. The ideal candidate will be a seasoned individual who appreciates the economic and cultural diversity of the Oxnard community and can hit the ground running. In essence, the new Assistant City Manager should be results-oriented, while respecting the need to be attentive to an appropriate level of detail; possess strong interpersonal skills; and, be an excellent communicator, both orally and in writing. The typical candidate will possess at least eight (8) years of increasingly responsible administrative experience in municipal government and a master’s degree in public administration, business administration, or a closely related field. Experience in public works and utilities, economic development, development services, and housing is highly desirable.

The City provides $525.01 in cafeteria dollars monthly towards the total premium for medical insurance for you and eligible dependents.



The City contributes $66.80 monthly towards dental insurance (after 90 days of employment).



A life insurance policy in an amount equal to one times annual salary, plus $5,000 as well as AD&D ($10,000).



A long-term disability coverage plan.



Retirement benefits through the California Public Employees’ Retirement System (CalPERS). “Classic” members are covered under the 2% at age 55 formula and “New” members are covered by the 2% at age 62 formula. The City does not participate in Social Security.



Paid Administrative Leave of 80 hours per fiscal year.



Paid Annual Leave which accrues at the rate 7.16 hours bi-weekly and 186.16 hours annually for employees with less than two years of service. The maximum accrual is two times the annual accrual.



Ten (10) paid holidays per year.



Paid Bereavement Leave.



A Wellness Program that provides $500 per fiscal year for health club membership or physical equipment and annual medical examinations reimbursement.



An auto allowance of $400.00 per month.



Deferred Compensation: City contributes 3% of base salary to a 401(a).

COMPENSATION The annual salary range for the incoming Assistant City Manager is $168,188-$231,259, depending upon qualifications. The Assistant City Manager is part of the City’s unrepresented Executive Management team. Executive Management employees receive an
