1. PURPOSE This Administrative Circular provides current information on arrangements and other relevant information for the 38th APEC Small and Medium Enterprises Working Group and Serial Meetings, which will take place in Chinese Taipei on March 24-28, 2014.

2. PROGRAM ARRANGEMENTS 2.1 38th APEC Small and Medium Enterprises Working Group Serial Meetings (March 24-28) The current program for the 38th SMEWG Meeting is included in the official website and ANNEX A1. Official website: http://38apecsmewg.tier.org.tw/ A Welcome Reception Dinner at the Splendor Hotel Taichung for the 38th SMEWG Serial Meetings delegates will take place on Monday, March 24, 2014. 2.2 Serial Meetings Overview 2.2.1 Workshop on Integrating SMEs into Global Supply Chains - by United States This workshop will include MNC global supply chain management officials, SME delegates, and SMEs representing the specific sectors identified during the Manila SMEWG meeting: agriculture, electronics, handicrafts, food processing, automobiles, and others. The MNC value chain managers will be asked to discuss their contractual obligations with global buyers/retailers, how these obligations translate to suppliers and sub-contractors across the supply chain, how they might assist SMEs in securing the required financing to deliver large contracts, what certifications are required and the available vehicles for proof of certifications (such as e-certification) and how audits are implemented, how contracts are generally structured with SMEs, what happens if the MNC loses the contract with a buyer due to unforeseen circumstances, how MNCs notify SMEs of changes in regulations, etc. Date: March 24 Time: 09:00-12:00 Venue: Gin Yin Room II , 13F, Splendor Hotel 2.2.2 APEC High Level Policy Dialogue on Resilient SMEs for Better Global Supply Chains - by Chinese Taipei In order to strengthen the effectiveness of disaster resiliency improvement and to secure supply chain connectivity of SMEs, the multi-year project on Improving Natural Disaster Resilience of APEC SMEs to Facilitate Trade and Investment will organize several training 4

workshops and a high-level policy dialogue to raise awareness of disaster preemptive mechanisms among APEC regions. Additionally, during the above events, we will showcase Policy Framework Models (PFMs) and Business Continuity Plans (BCPs) greatly achieved in the past two years (2012-2013). Furthermore, this project will generate a Focal Point Network at the end of the meeting, which can integrate related experts from all sectors to practice this project. The current agenda of APEC High Level Policy Dialogue on Resilient SMEs for Better Global Supply Chains is attached on ANNEX A2. 2.2.3 APEC Accelerator Network Forum - by Chinese Taipei To facilitate the realization of the concept of APEC Accelerator Network, The APEC Accelerator Network Forum will present the networking mechanism and business opportunities from APEC member economies. Through this forum there will be a business evaluation meetings and matching program. The current agenda of APEC Accelerator Network Forum is attached on ANNEX A3. REGISTRATION / ACCREDITATION 3.1 Registration Please register by completing and submitting Registration Form in the conference website http://38apecsmewg.tier.org.tw/ before the registration deadline March 17, 2014. For any further technical inquiries, please contact Mr. Jeffery Wang ([email protected]) and copy to Dr. Jason Kao ([email protected]). 3.2 Accreditation for Invited Guests Accreditation of invited guests (including business elite and non-member participants) for the SMEWG and any related meetings will be done through the APEC Secretariat’s Director (Program) and Program Executive responsible for the respective activities. If details of the respective Director (Program) and Program Executive are required, please contact the SMEWG Secretariat.  APEC SME Working Group delegates will be able to collect their ID Badges at the registration desk located at the Reception Desk (Gin Yin Room I, 13F, Splendor Hotel, Taichung ) starting Monday, March 24 to March 28 between 08:30 AM to 06:00 PM.  For security reasons, all participants are requested to wear their Identification Badge at all times during the meetings and other related events.  For any additional requests or questions about badges, conference supplemental documents and other related materials, all participants could reach the Conference Secretariat on the 13th floor.

4. ARRIVALS AND ENTRY FORMALITIES 4.1 Passport and Visa Citizens from all economies need a valid passport with at least six (6) months validity to enter Chinese Taipei. All participants from APEC member economies require a visa to enter Chinese Taipei, except those from Australia, Canada, Japan, Republic of Korea, Malaysia, New Zealand, Singapore, and the United States, who may enter Chinese Taipei under the visa-exemption program. Participants under the visa-exemption program are eligible to stay up to 30 days, which is not extendable. For further information, please go to: http://www.boca.gov.tw.

5. TRANSPORTATION 5.1 Arrival By plane (inbound direct connecting flight) Taoyuan International Airport (a.k.a CKS International Airport) is located in Taoyuan County approximately 130 minutes by car from downtown Taichung. For further information, please go to: http://www.taoyuan-airport.com/english/Index/. 5.2 From Airport to Venue  Pick-up Service If you want to enjoy our pick-up service from Taoyuan International Airport to Splendor Hotel Taichung, you'll need to fill your flight information and the departure/arrival time in the registration form in our website.  Airport shuttle bus Take Airport shuttle bus (ex. Freego Bus number 5503), arrives in Chaoma station located in downtown Taichung and transferred by taxi directly arrives in the Splendor Hotel. Tickets can be purchased at the Airport Airbus desk in the arrivals hall. The traffic fee costs around TWD 240.  Taxi The travel time from Taoyuan International Airport to downtown Taichung is approximately 130 minutes. However, during rush hour, the travel time may take up to 180 minutes. The taxi fare is about TWD 3,300.  Hotel limousine The hotel provides limousine and personal chauffeurs’ service from Taoyuan International Airport to the Splendor Hotel. It charges TWD 3,500 (Mercedes-Benz) or 4,000 (VAN) per trip and takes approximately 130 minutes.  High Speed Rail (HSR) 1.Taoyuan International Airport to THSR Taoyuan Station Take Shuttle bus at Taoyuan International Airport to THSR Taoyuan Station. The ticket has to be purchased ahead of time for each journey. Tickets are sold at the following locations: (1) Taoyuan Airport: UBUS service counters at Arrivals Lobby of Terminals 1 and (2) THSR Taoyuan Station: platform 1 at bus depot. As you arrive in THSR Taoyuan Station, please purchase the THSR ticket from Taoyuan station to Taichung station, which costs you NTD 590. 2. THSR Taichung Station to Splendor Hotel After arrival at THSR Taichung Station, please transfer to the taxi directly to get to the destination or transfer to THSR shuttle bus (China Medical University Line 159) to SOGO Department Store then take taxi for arrival. The travel time from the HSR Taichung Station to the hotel is about a 30-minute ride.

Kindly note that room reservations submitted after the deadline will be subject to room availability. All costs incurred by delegates during the stay such as telephone calls, use of facsimiles, and laundry will be on individual account. Delegates should settle their accounts directly with the hotel before their departure. Delegations will also be responsible for any charges resulting from no show. (all payments and any transactions are made in New Taiwan Dollar) Cancellations must be made at least 3 days in advance, otherwise one-night room charge as “no-shows”. Starting from March 26, Computers (with high-speed internet connection) and printers are provided in the Secretariat Room. Participants can pick up their badges and meeting materials in the Secretariat Room. There will be eight computers free to use by the experts in the Secretariat Room. Software available is Microsoft Office XP Std. in English. Delegates should use these equipments for official purposes only. 9

8. SECURITY AND MEDICAL Security and medical services will be available at the meeting site and at official hospitality functions throughout the duration of the meetings. Participants are responsible for paying medical, surgical, dental, and hospital fees, or for presenting an insurance policy covering such fees.

9. GENERAL INFORMATION 9.1 Taichung in Brief The city of Taichung (literally "Central Taiwan") is located at the heart and center of Taiwan, with a population of over 2.6 million people, making it the third largest city on the island. The city is famous for its conglomerate commerce, cultural activities, and unprecedented style. Taichung's emphasis on its highly artistic and educated demographic resources further proved its ability to transform into an international destination. For more information about Taichung, please visit: http://eng.taichung.gov.tw/mp.aspx?mp=1. 9.2 Weather in Taichung Taichung’s weather is affected by latitude, altitude, terrain and monsoon factors; it is general warm in winters and hot in summers. It rains throughout the four seasons and is commonly warm and humid. January is the month with the lowest average temperature of 16.2℃ whereas July is the month with the highest average temperature of 28.5℃. May is the month with the highest average relative humidity of 79.5% whereas the yearly average relative humidity of 77.1%. For detailed weather forecast, please go to: http://www.cwb.gov.tw/eng/. 9.3 Currency and Banking The currency used in Chinese Taipei is the New Taiwan Dollar (NTD), and the basic unit is Yuan. According to Chinese Taipei’s customs, no more than NTD 40,000 in notes may be brought in by each passenger unless a permit is obtained in advance. There are no restrictions on the amount of foreign currency, traveler’s checks or credit cards brought into Chinese Taipei. However, travelers carrying more than USD 5,000 must declare them to Customs. Major foreign currencies can be exchanged at moneychangers or banks. Rates in these establishments are usually better than those in hotels. Approximately USD 1.00 is equivalent to NTD 30. 10

Bank notes come in denominations of NTD 100, NTD 200, NTD 500, NTD 1,000, and NTD 2,000. Coins are in the following denominations: NTD 1, NTD 5, NTD 10, and NTD 50. Automatic Teller Machines (ATMs) are normally available in banks and other commercial establishments such as major railway stations, airports, convenience stores, petrol stations, department stores, and shopping complexes. If you make an interbank withdrawal (that is, withdrawal from an ATM that does not belong to your bank) you will be charged a small fee for each transaction. Most ATMs offer interface in both. 9.4 Electricity  Voltage: 110-120 Volts (Same as U.S./Canada, most other areas are 220-240 Volts)  Primary Socket Types: North American Non-Grounded , North American Grounded  Please note that these may not be identical to U.S./Canadian sockets, and may require an adapter.

9.5 Reminders for Traveler  A great majority of indoor public areas in Chinese Taipei are non-smoking areas, such as cultural or social education institution, government offices, physical education or training sites, hotels shopping malls, restaurants, conference halls. 9.7 Postal Service Post offices are open from 8:30 to 16:30 on Monday to Friday and from 8:30 to 12:00 on Saturday. Most large hotels also provide postal services at front desks.
