INTRODUCTION

Environmental Consulting & Technology, Inc. (ECT) was retained by Allegan County to perform an asbestos and hazardous materials pre-demolition assessment of the vacated Former Allegan County Jail located on 112 West Walnut Street, Allegan (Allegan County), Michigan (herein referred to as “building structure”). This facility was formerly used to support the sheriff’s department and hold inmates. The building structure was initially constructed in 1962 with a capacity for 62 inmates and went through numerous renovations and additions to reach its full capacity for 173 inmates. Based upon capacity restrictions and age, the building structure was recently deemed unusable and subsequently vacated. General Construction Detail The building structure consists of a combination of one to two stories which support three levels (first floor/second floor/basement) at ~32,750 ft². The irregularly shaped structure has undergone at least two construction phases based upon foundation materials as observed by the inspector. The exterior of the building structure is finished with face brick, concrete, and/or concrete block, and the roof is a synthetic membrane structure, which in localized areas was observed to be in failure. ECT did not observe evidence of underground storage tanks (USTs) or drums storing regulated hazardous substances or bulk sub-surface petroleum products in close association with the building structure. An aboveground storage tank (AST) is positioned directly below the exterior emergency generator, which appears to be structurally sound and has not resulted in a risk to the environment. 1.1

Scope of Work/Objective

ECT provided qualified labor, equipment, and materials necessary to perform a hazardous materials inspection and assessment of the upper two levels of the structure and its corresponding lower level basement. During the inspection and assessment efforts (completed in conformance with ECT’s Standard Operating Procedures and industry standards), ECT personnel inventoried and identified/quantified observed asbestos containing materials (ACMs), lead-based paint (LBP), and any suspected hazardous (universal wastes) associated with the building structure which would require abatement or special handling before the building structure is demolished. Where prudent, physical samples of construction media suspected of having a hazardous material composition (asbestos/LBP) were sampled and analyzed for appropriate characterization. Pursuant to initiating the inspection services, ECT obtained portions of an August 2001 Asbestos Survey and reviewed supporting construction prints to determine the existing conditions of the building structure with respect to the presence of asbestos. The available portion of the 2001 Asbestos Survey is presented as Attachment No. 1 and provides the fundamental basis for the selective sampling locations and techniques used to evaluate the current presence of ACMs associated with the building structure. 1.2

Description

Physical Condition of Building Structure

The building structure appears to be structurally sound; however, physical evidence suggests the building structure may not have been fully heated during the past year. Based upon file reviews and visual inspections/observations, the following is known: • • • • • •

The roofing material of the building structure has been replaced in the past 15 years (synthetic membrane) over foam insulation, partial wood board and steel sheeting. The building structure is constructed of concrete (block/precast/cast in place) and faced with finish brick. The laundry and boiler rooms (basement) support multiple small volume containers of cleaners/maintenance fluids. The boiler heating system was replaced in 2001 (Bunham). The building structure has fiberglass insulation in some of the exterior walls. The roof is void of fibrous insulation (foam board insulation). The exterior windows are metal framed (first and second floors) and primarily do not support window caulk. When found, minor caulk/glazing was modern, non-fibrous material, but was sampled to verify the visual inspection. Pipe covering (fiberglass) is located in Boiler Rm/Laundry Rm/Pipe Tunnels/Chases/Above Ceiling Tiles. Fire doors are metal-sided with foam interior. The floor covering appears to have been selectively removed. Multiple air conditioning systems are present (roof/window/ground units). Suspected mercury thermostats have been replaced in the building structure. Two hot water heaters are present in the Boiler Rm, dated 2004 and 2013. Elevator 187-1MO supports 78 gallons of operating fluid. Tyler Freezers contain foam insulation. Kitchen contains 20 lbs Fire Suppression System Range Guard. Kitchen appears to have been remodeled in 2002. The interior of the building structure has multiple layers of paint. An emergency generator system with a built-in fuel holding tank is present, but the holding tank appears to be structurally sound. Three transformers are associated with the building structure. A lead battery computer emergency power system is located on the second floor.

The light ballasts throughout the building structure have been replaced. It is ECT’s understanding that the replacement of the ballasts was part of a county compliance program to reduce electricity usage. The ceiling tiles have been replaced in the building as part of the building structure’s maintenance program (after 1995). Fluorescent light tubes are found throughout the building structure, with the exception of inmate holding areas.

Definition of Terms and Special Notice

The terms/abbreviations used herein are compliant with the definitions referenced by the U.S. EPA publication entitled, “Asbestos Hazard Emergency Response Act”.

“Asbestos” includes the minerals, chrysotile, crocidolite, amosite, anthophyllite, tremolite, and actinolite or

any of these minerals that have been chemically treated and/or altered.

“Asbestos-Containing Material (ACM)” means any material containing more than 1% asbestos by weight. “Asbestos-Containing Building Material (ACBM)” refers to surfacing, thermal system insulation, or miscellaneous building materials that are composed of asbestos of any type and in an amount greater than 1% by weight.

“Presumed Asbestos-Containing Building Material (PACM)” means thermal systems insulation and surfacing material found in buildings constructed before 1980.

“Functional Area” means a room, group of rooms, or homogeneous materials designated by a person

accredited to perform inspections, prepare management plans, design abatement projects, or conduct response actions.

Note: Pursuant to Michigan statutes (R 325.51311 and R 325.51312), and specifically Part 305, the “Asbestos for General Industry Standard” and Part 602, the “Asbestos Standards for Construction”, both standards require building owners/operators to conduct a thorough asbestos building survey if their structures were constructed prior to 1981. This survey must identify the presence, location, and quantity of ACM and/or presumed asbestos-containing material (PACM) within their building structures. Building materials presumed to contain asbestos (prior to 1981) include thermal system insulation (e.g., applied to pipes, fittings, boilers, breeching, tanks, ducts, or other structural components to prevent heat loss or gain) and surfacing material (e.g., sprayed, troweled-on, or otherwise applied to surfaces for acoustical, fireproofing, and/or other purposes). It also includes asphalt and vinyl flooring materials. Contractors can only rebut the designation of a PACM by

providing material sampling and laboratory analysis performed in accordance with Part 602, 1926.1101 (k)(5) – MIOSHA Asbestos for General Industry Standard. In conformance with the above-referenced Michigan statutes, building structures constructed after 1981 are not required to have an ACM inspection prior to renovation/demolition.

“Lead-based paint” means paint or other surface coatings that contain lead equal to or in excess of 1

milligram per square centimeter or more than 0.5% by weight (Lead Abatement Act Nos. 219 & 220 Public Acts 1998, Act No. 644 Public Acts of 2002, Act Nos. 400, 431, 432, 433, 434 Public Acts 2004 and Amendments of Michigan Health Code Act 368 Public Acts 1978). 2.0

FIELD ACTIVITIES

Field Personnel

The building structure was surveyed during May 2015 by Asbestos Inspector Michael T. Hebert, accredited by the Michigan Department of Labor and Economic Growth (MDLEG) as an Asbestos Building Inspector (Michigan Accreditation No. A40056); see Attachment No. 2. Analytical laboratory accreditations provided by Fibertec Environmental Hygiene Services, Inc. are also included in Attachment No. 2. 2.2

Building Area Inspection

2.3.1

Interior

Homogeneous building areas were designated based upon age, building level/floor, construction matrix, and location. The condition of each inspected building area was photographed; see Attachment No. 3. Each inspected building area is shown on the field diagrams presented as Attachment No. 4. For ease of understanding, areas supporting ACMs are illustrated on the field diagrams in Attachment No. 4. Construction materials and special items of concern were logged and summarized on field logs/sheets (Attachment No. 5). The asbestos inspection of the building structure’s interior was conducted by an accredited inspector who visually inspected materials which may be considered ACMs. Based upon the previously denoted asbestos/ACM associated with the building structure or materials found that may contain asbestos, or to confirm the inspector’s understanding of the matrix of a material, samples were collected for asbestos analyses. These samples were relinquished to a NVLAP laboratory (Fibertec Industrial Hygiene Services, Inc.) for third party analysis of asbestos. Exterior

The exterior materials of the building structure were visually inspected and assessed to identify potential ACM. The inspector did not visually identify materials that were suspected to contain asbestos. The inspector collected a random sample of the exterior coating on the duct work (gray-silver coating) located on the roof. This sample was relinquished to a NVLAP laboratory (Fibertec Industrial Hygiene Services, Inc.) for third party analysis of asbestos. Sample identification name is listed on Chain of Custody No. 137309, which is presented in Attachment No. 6. 3.0

ANALYTICAL DATA

3.1

Asbestos

ECT staff received analytical data for the bulk material samples submitted to Fibertec Industrial Hygiene Services, Inc. for analysis on May 21, 2015. These samples were analyzed for asbestos pursuant to U.S. EPA Method 600/R-93/116 using Polarized Light Microscopy. The reported results, with respect to the percent of asbestos, fibers, and non-fibrous materials, are presented in Attachment No. 7. The following table presents a summary of the samples supporting asbestos greater than 1%. The volume of asbestos material requiring abatement is also summarized herein. The remaining analyzed samples did not support asbestos greater than 1% and were reported as “No Asbestos Detected” (NAD). No further actions are warranted for these sample locations based upon the attached laboratory data. However, historical items as listed below were also noted to support asbestos. Buildings constructed and painted before 1978 are suspected to support some volume of LBP. To confirm this understanding, ECT collected 10 samples from different locations throughout the interior and exterior of the building. These samples were submitted for lead analysis (U.S. EPA 0200.2-M/U.S. EPA 6020A);

reference Attachment No. 8. Lead levels were reported in a range between 0.00025% and 0.7%. One of the samples (P-5 in the original 1962 Section of the building structure) reported lead levels above 0.5%). 4.0
