Developed and implemented Inland Intermodal Logistics Center (IILC) business model for NWCS. The IILC model utilizes short haul intermodal trains and rail service to connect deepwater ports with inland distribution or industrial sites. By moving import containers off dock quickly to inland centers located where exports originate, port congestion and truck traffic in urban areas is reduced, containers are deployed and utilized more efficiently for export cargo, land use is maximized and jobs are created. Currently NWCS operates one IILC in Boardman, OR, adjacent to the Port of Morrow, on the Columbia River.

Successfully worked with the Washington State and Oregon congressional delegations to secure $5 million in federal pilot project funding for start-up investment in the IILC business model in strategic Pacific Northwest locations. Additionally, developed a proposal to establish a permanent national pilot project program within the USDOT to demonstrate the viability of the short haul rail-IILC business model in strategic U.S. locations. The proposal was successfully earmarked for $30 million in the 2006 federal budget.
