Regulations of the Rectorate concerning the admission procedure according  to § 64 subs. 6 UG for the master's degree programme in "Chemical and  Pharmaceutical Engineering"           

Having  received  the  opinion  of  the  Senates,  the  Rectorates  of  the  University  of  Graz  and  the  Graz  University  of  Technology  have  decided  on  an  admission  procedure  for  applicants  for  the  master's  degree  programme  in  "Chemical  and  Pharmaceutical  Engineering"  according  to  §  64  subs.  6  of  the  Universities Act (UG). 

  Area of applicability  § 1.   The regulations concerning the admission procedure shall apply to all applicants for the master's degree  programme in "Chemical and Pharmaceutical Engineering" at the Graz University of Technology and the  University of Graz. Applicants are admitted in the respective academic year.    § 2.   The regulations concerning the admission procedure shall not apply to:  1.

students who have completed the bachelor's programme in Chemistry or Pharmaceutical Engineer‐ ing or the diploma programme in Pharmacology at the Graz University of Technology or the Univer‐ sity of Graz;  students who have already been admitted to the master's degree programme in "Chemical and  Pharmaceutical Engineering" or the master's degree programme in "Technical Chemistry". 

  Number of places  § 3.    In total, there are 12 places per academic year for new students admitted to the master's programme in  "Chemical and Pharmaceutical Engineering" at the Graz University of Technology or the University of Graz  by having passed the admission procedure.  

  Admission procedure  § 4.   (1)  Before being admitted to the master's programme in "Chemical and Pharmaceutical Engineering",  an admission procedure shall take place. This admission procedure consists of a written application (§ 5)  and a ranking of the selection committee (§ 7). Therefore, admission requires that the applicant obtain a  place for the respective academic year according to the ranking (§ 11 subs. 3) and that the requirements of  §§ 63 et seqq. of the Universities Act are fulfilled.   

(2)  It is not possible to admit applicants who do not fulfil the application criteria (§ 5) or who do not  achieve the score (§ 11 subs. 5 item 3) required for a place. 

  Application criteria  § 5. 

(1)  The following documents are to be attached to the written application in electronic form in order to  prove the fulfilment of the application criteria:  1. 

 

Proof of the successful completion of a relevant bachelor's, master's or diploma programme or of  an  equivalent  study  programme  at  a  recognised  Austrian  or  foreign  educational  institution,  for  which knowledge in the areas of

a. 

basics in Natural Sciences 

b. 

General, Inorganic, Organic, Analytical and Physical Chemistry 

c.  d. 

Technological Chemistry  basics in Materials Sciences 

   

are given special attention when evaluating the equivalence of the study programme. The Rector‐ ate decides upon the equivalence based on the professional evaluation of the Dean of Studies or of  the chair of the Curricular Committee for Chemistry. The verification documents are to be submit‐ ted in German or English. 

 

If the applicant has not obtained a degree at the time of application, they shall submit proof of their  academic work in the form of a transcript of records and the related curriculum in German or Eng‐ lish.

Description of the specific motives for the application for the master's programme in "Chemical and  Pharmaceutical Engineering" (motivation letter in English, two A4 pages maximum). 

3.  

Submission of a written CV which also shows any relevant work experience and extracurricular ac‐ tivities (in English, three A4 pages maximum). 

4. 

Evidence of the knowledge of English by submitting either an Austrian secondary school leaving re‐ port or one of the following internationally acknowledged certificates which must not be older than  two years at the time of application: TOEFL iBT  (score of at least 80) or IELTS (score of at least 6.0).  Applicants whose first language is English do not need to submit these documents. The Rectorate  makes a decision based on the evaluation of the Dean of Studies or of the chair of the Curricular  Committee for Chemistry. 

  Application period  § 6.   (1)   The application period for the admission procedure starts on 1 April and ends on 30 July of each  calendar year. The documents according to § 5 must be fully submitted in electronic form within this pe‐ riod before the respective academic year for the study programme of "Chemical and Pharmaceutical Engi‐ neering" starts.   

(2)  Applicants whose applications are submitted after the end of the application period may not take  part in the admission procedure. It is not possible to extend the application period. 

  Selection committee  § 7.   (1)  

A selection committee decides upon the applications. 

 

(2)   The selection committee consists of four members with voting power and corresponding substitute  members and four non‐voting members with correspondent substitute members and is composed as fol‐ lows:

Members with voting power:  a)  

the  Dean  of  Studies  of  the  Graz  University  of  Technology  responsible  for  the  study  pro‐ gramme, the chair of the Curricular Committee of the University of Graz responsible for the  study programme 

b) 

two  further  lecturers  of  the  master's  degree  programme  in  "Chemical  and  Pharmaceutical  Engineering" (preferably one lecturer of the Graz University of Technology and one lecturer  of the University of Graz each; exceptions need to be mutually accepted by the Vice Rectors  for Academic Affairs) 

Non‐voting members:  a) 

two students of the study programme in "Chemical and Pharmaceutical Engineering" 

b) 

one representative of the Working Group on Equal Opportunities of the involved universities  each 

  § 8.   (1)   The members with voting power and their substitute members according to § 7 subs. 2 item 1 are  appointed for a maximum of three years by the Vice Rectors for Academic Affairs.     

(2) 

The two non‐voting members and their substitute members according to § 7 subs. 2 item 2 lit a) are

nominated by the chairs of the Union of Students of the Graz University of Technology and the University  of Graz, and are appointed for two years by the Vice Rectors for Academic Affairs. During their member‐ ship  in  the  selection  committee  they  need  to  be  admitted  to  the  study  programme  in  "Chemical  and  Pharmaceutical Engineering" at the Graz University of Technology or the University of Graz. If their admis‐ sion expires, the membership in the selection committee shall expire as well. In this case, the substitute  member shall become the member who is to be appointed by the Vice Rector for Academic Affairs for the  rest of the term of office. Additionally, a substitute member is to be nominated for this member.   

(3)   The two non‐voting members and their substitute members according to § 7 subs. 2 item 2 lit b) are  nominated by the chairs of the Working Groups on Equal Opportunities of both universities and are ap‐ pointed for two years by the Vice Rectors for Academic Affairs. 

 

(4)   The appointment of the members and of the substitute members shall be published in the university  gazettes of the Graz University of Technology and the University of Graz. 

  § 9.   The members and the substitute members shall be nominated by the 31st of March each year. The selec‐ tion committee shall also be properly formed and have a quorum even if not all or none of the members  are nominated according to § 7 subs. 2 item 2. 

  Procedure 

  § 10.   (1)  After expiry of the application period, the Dean of Studies of the Graz University of Technology and  the chair of the Curricular Committee of the University of Graz shall call a meeting of the selection com‐ mittee.

(3)   The decisions of the selection committee shall be made by majority vote (simple majority) of the  members with voting rights.  (4)   The non‐voting members shall have a right of petition, but no voting right. 

 

The selection committee shall have a quorum when three members with voting rights are present. 

 

(5)   The  selection  committee  can  call  in  respondents  to  their  meeting.  Respondents  do  not  have  any  right of petition or voting rights. 

 

(6)  

 

(7)   The members and substitute members of the selection committee as well as the respondents are  obliged to maintain confidentiality. 

The meetings of the selection committee shall not be open to the public. 

  Credit scheme 

  § 11.    (1)  Applicants shall obtain a maximum of 25 credits for the fulfilment of the application criteria accord‐ ing to § 5 subs. 1 item 1 and 2.   

(2)   These credits for the fulfilment of the application criteria according to § 5 subs. 1 items 1 and 2 shall  be assigned according to the following scheme:  Item 1: 20 credits  Item 2: 5 credits 

     

(3)   Half credits can be assigned as well provided the credit maximum is not exceeded.   (4)   The credit assignment and the resulting ranking of the applications shall be documented in the  selection meeting. 

 

(5)  

Applications are subject to the following exclusion criteria: 

1.  

degrees which do not correspond to § 5 subs. 1 item 1 or 

2.  

inadequate knowledge of English according to § 5 subs. 1 item 4 or 

3.  

less than 14 credits in total 

  Decision  § 12.   The applicants are informed about the result of the admission procedure as well as the obtained credits  and about the credits required for the respective academic year by 31 July of the year in which they ap‐   3

plied for the study programme.    Legal validity  § 13.   These regulations shall come into effect at the date of their publication in the university gazette and shall  for the first time be applied for the admission procedure for the master's degree programme of "Technical  Chemistry" for the winter term of 2014/15.

Verordnung des Rektorats für das Aufnahmeverfahren gemäß § 64 Abs 6 UG für das Masterstudium „Chemical and Pharmaceutical Engineering“

Die Rektorate der Karl-Franzens-Universität Graz und der Technischen Universität Graz haben nach Stellungnahme der Senate in Entsprechung des § 64 Abs 6 UG ein Aufnahmeverfahren für StudienwerberInnen für das Masterstudium „Chemical and Pharmaceutical Engineering“ beschlossen.

Geltungsbereich § 1. Die Regelung über das Aufnahmeverfahren gilt für alle StudienwerberInnen für das Masterstudium „Chemical and Pharmaceutical Engineering“ an der Technischen Universität Graz und an der Universität Graz. Die Aufnahme von StudienwerberInnen erfolgt im jeweiligen Studienjahr.

§ 2. Die Bestimmungen für das Aufnahmeverfahren gelten nicht für: 1. Studierende, die an der Technischen Universität Graz bzw. der Universität Graz das Bachelorstudium Chemie oder Pharmazeutische Wissenschaften oder das Diplomstudium Pharmazie absolviert haben. 2. Studierende, die bereits einmal zum Masterstudium „Chemical and Pharmaceutical Engineering“ oder zum Masterstudium „Technische Chemie“ zugelassen waren.

Anzahl der Studienplätze § 3. Die Zahl der pro Studienjahr durch das Aufnahmeverfahren neu zugelassenen Studierenden an der Technischen Universität Graz und der Universität Graz für das Masterstudium „Chemical and Pharmaceutical Engineering“ ist mit insgesamt 12 festgelegt.

Aufnahmeverfahren § 4. (1) Der Zulassung zum Masterstudium „Chemical and Pharmaceutical Engineering“ ist ein Aufnahmeverfahren vorgelagert. Dieses besteht aus einer schriftlichen Bewerbung (§ 5) und der Reihung durch die Auswahlkommission (§ 7). Die Zulassung setzt daher voraus, dass die/der Studienwerber/in einen Studienplatz gemäß der Reihung (§ 11 Abs 3) für das betreffende Studienjahr erlangt hat und die Voraussetzungen der §§ 63 ff UG erfüllt.

(2) Die Zulassung von StudienwerberInnen, welche die Bewerbungskriterien (§ 5) nicht erfüllen oder die erforderliche Punktezahl (§ 11 Abs 5 Z 3) für einen Studienplatz nicht erreichen, ist nicht möglich.

Bewerbungskriterien § 5. (1) Der schriftlichen Bewerbung in elektronischer Form sind folgende Unterlagen als Nachweise der Bewerbungskriterien beizulegen: 1. Nachweis über den erfolgreichen Abschluss eines fachlich in Frage kommenden Bachelor-, Masteroder Diplomstudiums oder eines anderen gleichwertigen Studiums an einer anerkannten inländischen oder ausländischen Bildungseinrichtung, wobei bei der Beurteilung der Gleichwertigkeit Kenntnisse aus a.

Naturwissenschaftlichen Grundlagen

b.

Allgemeiner, anorganischer, organischer, analytischer und physikalischer Chemie,

c.

Technologischer Chemie

d.

Materialwissenschaftlichen Grundlagen

besonders berücksichtigt werden. Über die Gleichwertigkeit entscheidet das Rektorat aufgrund der fachlichen Beurteilung des Studiendekans/der Studiendekanin bzw. des/der Vorsitzenden der Curricula-Kommission Chemie. Der Nachweis ist in deutscher oder englischer Sprache vorzulegen. Liegt zum Zeitpunkt der Bewerbung noch kein Studienabschluss vor, ist der Nachweis über bereits erbrachte Studienleistungen in Form eines Transcript of Records und des zugehörigen Curriculums in deutscher oder englischer Sprache vorzulegen. 2. Beschreibung der spezifischen Beweggründe zur Bewerbung zum Masterstudium „Chemical and Pharmaceutical Engineering“ (mittels Motivationsschreiben in Englisch, max. zwei A4-Seiten). 3. Vorlage eines schriftlichen Lebenslaufs, der auch etwaige einschlägige, fachrelevante Arbeitserfahrungen sowie extracurriculare Aktivitäten darstellt (in Englisch, max. drei A4-Seiten). 4. Nachweis der Kenntnis der englischen Sprache entweder durch das österreichische Maturaniveau (österreichisches Jahresabschlusszeugnis des Maturajahres) oder mittels folgender international anerkannter Zertifikate, die zum Zeitpunkt der Bewerbung nicht älter als 2 Jahre sein dürfen: TOEFL iBT (mindestens 80 Punkte) oder IELTS (mindestens 6.0). Bei Bewerbern und Bewerberinnen mit englischer Muttersprache kann dieser Nachweis entfallen. Darüber entscheidet das Rektorat aufgrund der fachlichen Beurteilung des Studiendekans/der Studiendekanin bzw. des/der Vorsitzenden der Curricula-Kommission Chemie.

Frist § 6. (1) Die Bewerbungsfrist für die Teilnahme am Aufnahmeverfahren beginnt am 1. April und endet am 30. Juni jeden Kalenderjahres. Die Unterlagen gemäß § 5 müssen innerhalb dieser Frist vor dem Studienjahr, in welchem das Studium „Chemical and Pharmaceutical Engineering“ begonnen werden soll, vollständig in elektronischer Form eingelangt sein. (2) Die Teilnahme am Aufnahmeverfahren für StudienwerberInnen, deren Bewerbungen nach Ende der Bewerbungsfrist einlangen, ist nicht möglich. Eine Fristerstreckung ist unzulässig.

Auswahlkommission

§ 7. (1) Über die Bewerbungsanträge entscheidet eine Auswahlkommission. (2) Die Auswahlkommission besteht aus vier stimmberechtigten Mitgliedern mit entsprechenden Ersatzmitgliedern und vier nicht stimmberechtigten Mitgliedern mit entsprechenden Ersatzmitgliedern und setzt sich wie folgt zusammen: 1. Stimmberechtigte Mitglieder: a) der/die für das Studium zuständige Studiendekan/Studiendekanin der Technischen Universität Graz, der/die für das Studium zuständige Curricula-Kommissionsvorsitzende der Universität Graz. b) Zwei weitere Angehörige, die im Masterstudium „Chemical and Pharmaceutical Engineering“ lehren. (Vorzugsweise je ein Lehrender / eine Lehrende der Technischen Universität Graz bzw. der Universität Graz; Ausnahmen sind von den Vizerektoren / Vizerektorinnen für Lehre einvernehmlich zu regeln.) 2. Nicht stimmberechtigte Mitglieder: a) Zwei Studierende des Studiums „Chemical and Pharmaceutical Engineering“. b) Je ein Vertreter / eine Vertreterin des Arbeitskreises für Gleichbehandlungsfragen der beteiligten Universitäten. § 8. (1) Die stimmberechtigten Mitglieder und deren Ersatzmitglieder gemäß § 7 Abs 2 Z 1 werden von den Vizerektoren / Vizerektorinnen für Lehre nominiert und für die Dauer von maximal drei Jahren bestellt. (2) Die beiden nicht stimmberechtigten Mitglieder und deren Ersatzmitglieder gemäß § 7 Abs 2 Z 2 lit a werden von den Vorsitzenden der HochschülerInnenschaft an der Technischen Universität Graz und an der Universität Graz nominiert und von den Vizerektorinnen / Vizerektoren für Lehre für die Dauer von zwei Jahren bestellt. Für die Dauer der Tätigkeit in der Auswahlkommission müssen sie über eine aufrechte Zulassung zum Studium „Chemical and Pharmaceutical Engineering“ an der Technischen Universität Graz bzw. an der Universität Graz verfügen. Erlischt die Zulassung, erlischt auch die Mitgliedschaft zur Auswahlkommission. In diesem Fall wird das Ersatzmitglied zum Mitglied, das für den Rest der Funktionsperiode vom Vizerektor / von der Vizerektorin für Lehre zu bestellen ist. Zusätzlich ist für dieses Mitglied eine Ersatznominierung vorzunehmen. (3) Die beiden nicht stimmberechtigten Mitglieder und deren Ersatzmitglieder gemäß § 7 Abs 2 Z 2 lit b werden von den Vorsitzenden der Arbeitskreise für Gleichbehandlungsfragen beider Universitäten nominiert und vom jeweiligen Vizerektor / von der Vizerektorin für Lehre für die Dauer von zwei Jahren bestellt. (4) Die Bestellung der Mitglieder und Ersatzmitglieder wird in den Mitteilungsblättern der Technischen Universität Graz und der Universität Graz veröffentlicht. § 9. Die Nominierung der Mitglieder und Ersatzmitglieder hat jeweils bis 31. März zu erfolgen. Die Auswahlkommission ist auch dann ordnungsgemäß zusammengesetzt und beschlussfähig, wenn nicht alle oder keines der nicht stimmberechtigten Mitglieder gemäß § 7 Abs 2 Z 2 nominiert wurden.

Verfahren § 10. (1) Der Studiendekan / Die Studiendekanin der Technischen Universität Graz beruft gemeinsam mit dem / der Curricula-Kommissionsvorsitzenden der Universität Graz nach Ablauf der Bewerbungsfrist eine Sitzung der Auswahlkommission ein. (2) Die Auswahlkommission ist beschlussfähig, wenn drei stimmberechtigte Mitglieder anwesend sind. (3) Die Beschlüsse der Auswahlkommission werden mit Stimmenmehrheit (einfache Mehrheit) der stimmberechtigten Mitglieder gefasst.

Die nicht stimmberechtigten Mitglieder haben ein Antragsrecht, aber kein Stimmrecht.

(5) Die Auswahlkommission kann zu ihrer Sitzung Auskunftspersonen beiziehen. Auskunftspersonen haben kein Antrags- oder Stimmrecht. (6)

Die Sitzungen der Auswahlkommission sind nicht öffentlich.

(7) Die Mitglieder und Ersatzmitglieder der Auswahlkommission und die Auskunftspersonen sind zur Verschwiegenheit verpflichtet.

Punkteschema § 11. (1) Die StudienwerberInnen erhalten für das Erfüllen der Bewerbungskriterien gemäß § 5 Abs 1 Z 1 und 2 insgesamt maximal 25 Punkte. (2) Die Verteilung der maximalen Punkte bei den Bewerbungskriterien gemäß § 5 Abs 1 Z 1 und 2 erfolgt nach folgendem Schema: Z 1: 20 Punkte Z 2: 5 Punkte (3) Bei der Punktevergabe können auch halbe Punkte im Rahmen der maximalen Punkte vergeben werden. (4) Die Dokumentation der Punktevergabe sowie die daraus resultierende Reihenfolge der Bewerbungen erfolgt in der Auswahlsitzung. (5) Ausschlusskriterien für Bewerbungen sind: 1. Studienabschlüsse, die nicht § 5 Abs 1 Z 1 entsprechen oder 2. unzureichende Kenntnisse der englischen Sprache gemäß § 5 Abs 1 Z 4 oder 3. eine Gesamtpunktezahl von weniger als 14 Punkten.

Entscheidung § 12. Die StudienwerberInnen werden über das Ergebnis des Aufnahmeverfahrens unter Angabe der erreichten Punkte sowie der für das betreffende Studienjahr erforderlichen Punkteanzahl bis spätestens 31. Juli des Jahres, in dem die Bewerbung stattgefunden hat, informiert.

Inkrafttreten § 13. Diese Verordnung tritt mit dem Datum ihrer Kundmachung im Mitteilungsblatt in Kraft und ist erstmals auf Verfahren zur Zulassung zum Masterstudium „Technical Chemistry“ für das Wintersemester 2014/15 anzuwenden.
