EXECUTIVE SUMMARY McCormick Rankin Corporation (MRC), on behalf of the Regional Municipality of Halton is undertaking a Class Environmental Assessment (study) of Tremaine Road from Derry Road to Britannia Road in Milton, Ontario (study area). As such, Ecoplans Limited (Ecoplans) has been retained by MRC to conduct a Contamination Overview Study (COS) in support of the study and review actual or potential contaminated sites and identify appropriate future work and mitigation measures. Based on the findings of this report, broad Areas of Potential Environmental Concern (APECs) are identified by Ecoplans. These areas have been categorized by assessing the overall relative potential of contamination from the findings in Section 2.0 through Section 5.0. Moderate Potential for Contamination The potential for road salt impacts to the soil along the Tremaine Road right of way (ROW) represents a moderate potential for contamination. Recommendation: With respect to potential road salt soil contamination, Ecoplans recommends that during detail design, soil testing for salt-related parameters (Sodium Adsorption Ratio, Electrical Conductivity) should be completed along the ROW in support of future road construction activities. Low Potential for Contamination All other areas not highlighted on Figures 3-1 to 3-4 indicate land use features considered to have a low potential for site contamination. These areas are generally classified as open space, agricultural or residential land uses that are not suspected of using chemical compounds harmful to the environment or human health. No additional environmental investigations are recommended for these areas. However, Ecoplans recommends that during detail design, all properties being directly impacted by construction should be inspected for any potential ASTs associated with heating oil, USTs associated with septic systems, and any other issues related to contamination. In addition, all impacted properties should be inspected for water wells, and if present, the wells will have to be appropriately decommissioned as per Ontario Regulation 903.

INTRODUCTION McCormick Rankin Corporation (MRC), on behalf of the Regional Municipality of Halton is undertaking a Class Environmental Assessment (study) of Tremaine Road from Derry Road to Britannia Road in Milton, Ontario (study area). As such, Ecoplans Limited (Ecoplans) has been retained by MRC to conduct a Contamination Overview Study (COS) in support of future road improvements to identify and review actual or potential contaminated properties along this corridor with recommendations for appropriate future work and mitigation measures. It should be noted that this COS is intended as a broad level assessment of actual and potential sources of site contamination within a given area, and is based solely on the known current and former land uses/activities within and surrounding the corridor. This study is not a full environmental liability assessment of each property potentially impacted by the undertaking, and it does not constitute a Phase I Environmental Site Assessment (ESA) as defined by the Canadian Standards Association (CSA Z768-01), and Ontario Regulation 153/04 (O.Reg. 153/04).

1.1

Project Objective The principle objective of this COS is to identify areas/properties with actual or potential site contamination, which may impact future design and construction activities. For the purposes of this study, contamination is defined as a material or condition present in the soil, groundwater, surface water, air or building materials that may have an adverse effect on human health or the natural environment (e.g. soil, water, land and buildings). Scope of Work The scope of work undertaken for this COS included the following tasks: a)

Records Review 

Review of Physiographic, Geologic and Hydrogeological Maps and Reports – to identify the general physiography, geology and hydrogeology within and surrounding the study area in an effort to understand the fate of any actual or potential site contamination;



Review of Existing Reports and Historical Records – to review any relevant environmental information previously collected for the study area and surrounding properties;



Review of Aerial Photographs – to identify areas of potential environmental concern within and adjacent to the study area;



Review of Ministry of the Environment (MOE) Data – to review any previously collected information on former waste disposal sites, former coal gasification plants, brownfield sites registered under the Environmental Site Registry (ESR), and polychlorinated biphenyl (PCB) storage sites located within the study area;



Review of Private Source Data – to provide relevant information on private and retail fuel storage tanks, automotive wrecking and supply facilities,

Andersons waste disposal sites (including Certificates of Approval), and O.Reg. 347 registered waste generators; and  b)

Study Area Inspection 

c)

Review of Municipal and Regional Data – to identify any potentially contaminated sites located within the study area.

Visual Reconnaissance – to broadly identify properties/areas that pose a potential for site contamination, either based on their nature of operations/land use (e.g. service stations, industrial areas) or by visual evidence of contamination (e.g. piles of waste, surface staining). This inspection is limited to a non-intrusive roadside inspection.

Reporting 

Compilation, Evaluation and Discussion of Key Findings – thorough review of all information gathered pertaining to the study area and undertaking;



Conclusions and Recommendations- concluding remarks on the presence/probability of actual or potential contamination within the study area, and recommendations for any follow-up work; and



Preparation of a Factual and Concise Report – written documentation of the results into a technical report.

STUDY AREA DESCRIPTION AND SETTING For the purposes of this report, Tremaine Road will be referred to as running in an north/south orientation, and all site descriptions/directions will be referenced as such. The following section presents a summary of the findings.

2.1.1

Description of the Study Area The study area includes a section of Tremaine Road between Derry Road and Britanna Road, in the Town of Milton; a distance of approximately 3.1 kilomeres (km). A tributary of Bronte Creek crosses the study area approximately 500 m south of the intersection of Tremaine Road and Derry Road. For the purposes of the COS, a 500 metre (m) buffer (i.e. 250 m on either side of Tremaine Road) has been applied in order to identify and address any sites of actual or potential contamination which are in close proximity to the study area. Figure 1 illustrates the study area location and Figures 2-1 to 2-4 illustrates the study area plan.

2.1.2

Current Surrounding Land Use Lands found within the study area are predominantly agricultural/farming, with minor forested/vacant space and residential. Lands immediately adjacent to the study area are shown on Figures 2-1 through 2-4.

2.1.3

Topography and Drainage Regional Scale According to the Natural Resources Canada Map 30M5 (1999), the topography within the study area is generally flat with an elevation of approximately 190 metres above sea level (m asl) in the north to 180 m asl in the south. The regional topography slopes towards the southeast. Regional drainage is conveyed to subsidiaries of Bronte Creek located through the study area which drain to the southeast and ultimately into Lake Ontario. Local Scale Locally, the topography of the study area is flat. Generally, the surface water run-off within the study area is conveyed to drainage ditches flanking the east and west sides of Tremaine Road, which infiltrates the tributaries of Bronte Creek, located within and in close proximity to the study area.

2.2

Physiography According to Chapman and Putnam’s “The Physiography of Southern Ontario” (1984), and the Ontario Department of Mines and Northern Affairs Map 2226 entitled “Physiography of the Southcentral Portion of Southern Ontario” (1972), the site is located on bevelled till plains within a portion of the physiographic region known as the

Peel Plain. The plain is comprised of level to undulating clay soils, which in some areas is varved, heavy in texture, and more calcareous than the underlying till.

2.3

Geology

2.3.1

Quaternary Geology According to the Ministry of Northern Development and Mines Map 2556, entitled “Quaternary Geology of Southern Ontario” (1991), the site is characterized by glaciolacustrine deposits of silt and clay with minor sand.

2.3.2

Bedrock Geology According to the Department of Mines and Resources Canada Map 584A entitled “Bedrock Geology, Toronto - Hamilton” (1939), the site is underlain with bedrock of the Queenston Formation from the Upper Ordivician Age. This formation predominately consists of a red sandy shale.

2.4

Hydrogeology

2.4.1

Overburden Aquifer According to Chapman and Putnam (1984), there are very few overburden aquifers in this area owing to a very thick and dense overburden.

2.4.2

Bedrock Aquifer According to Chapman and Putnam (1984), the underlying shale bedrock of the Queenston Formation is dense and the pore spaces are poorly interconnected. Generally, the Queenston Hydrogeologic Unit is found in the top few metres of the bedrock where it is most weathered, however it was determined that this formation has poor water-yielding capabilities.

RECORDS REVIEW Ecoplans completed a comprehensive records review for the study area. The purpose of the review was to collect information on past activities that could have contributed to any site contamination.

3.1

Existing Reports There were no previous environmental reports available for Ecoplans review.

3.2

Aerial Photographs Ecoplans reviewed historical aerial photographs of the study area for the years 1934, 1951, 1960, 1974 and 1985. The aerial photographs were obtained from the National Air Photo Library (NAPL) in Ottawa, Ontario and are provided in Appendix A. A more recent aerial image of the study area was viewed via Google Earth. A summary of the observations made during the aerial photograph review is presented below: 

In 1934 the study area was mainly agricultural with widely spaced farming residences. Tremaine, Derry and Britannia Roads are all visible as well as a rail corridor running almost parallel to the east of Tremaine Road. This is similar for the 1951 to 1985 aerial photographs.



In the current air photo provided by Google Earth, there is an auto wrecker visible on the east side of Tremaine Road in the northern extent of the study area.

The auto wrecker represents a potential concern. Contaminants include petroleum hydrocarbons (PHCs), polycylic aromatic hydrocarbons (PAHs) and metals.

3.3

Historical Maps Ecoplans reviewed the Canadian Fire Insurance Plans (FIPs) in Ontario Collections: 1876 – 1973 (1995), for any relevant historical fire insurance plans for the study area. The purpose of the historical plan review was to identify aboveground storage tanks (ASTs) and underground storage tanks (USTs), or historical land uses with the potential for soil and groundwater contamination. Fire Insurance Maps for the Town of Milton were reviewed at the Toronto Public Library, however did not extend to include the site.

3.4

Town Records Ecoplans requested a review of the Town of Milton’s general records for any information pertaining to the study are for records regarding environmental occurrences including: complaints, spills or notifications, any building permits, active or closed waste disposal sites on the property and historical activities which would be considered hazardous to the study area. The purpose of the review was to obtain information on properties located within or adjacent to the study area that have the potential for site contamination.

As of writing this report, no response has been received. Upon receipt of the request, Ecoplans will forward any pertinent information.

3.5

EcoLog ERIS Environmental and Historical Information EcoLog ERIS is a national database service, which provides environmental information for properties across Canada. The information provided contains Government of Canada and Environment Canada public records, and private sector records that provide information pertaining to environmental liabilities associated with the property in question and the surrounding area. The Ecolog ERIS search returned the following databases for the study area: 

These features/records are described below; however a copy of the EcoLog ERIS report is provided in Appendix B which provides further details.

3.5.1

Abandoned Aggregate Inventory (Up to September 2002) This database maintains information of all abandoned pits and quarries, providing information on location, type, size, land use, status and general comments. One (1) occurrence was found from this database located on Lot 7, Concession 7 in Milton. General comments stated no pit was found.

3.5.2

Automobile Wrecking & Supplies (2001 to February 2007) This database provides an inventory of all known locations that are involved in the scrap metal, automobile wrecking/recycling, and automobile parts and supplies industry. Information on the company name, location and business type is provided. A review of this inventory revealed two (2) automobile wrecking and supplies properties within the search radius, however both correspond to Streetsville Bush Auto Wreckers and Parts Inc. located at 6621 Tremaine Road.

Certificates of Approval (1985-September 2002) This database contains the following types of approvals: Certificates of Approval (C of A) (Air) issued under Section 9 of Ontario Environmental Protection Act (EPA); C of A (Industrial Wastewater) issued under Section 53 of Ontario Water Resources Act (OWRA): and C of A (Municipal/Provincial Sewage and Waterworks) issued under Section 52 and 53 of the OWRA. Based on the results of the search radius, two (2) C of As are found within the study area. One (1) is registered to the Regional Municipality of Halton for an approval for municipal water at Derry Road and Tremaine Road in 1994. The second is registered to Wyldewood Golf and Country Club located at Lot 7, Concession 7 in Milton for an approval for municipal sewage in 1999.

3.5.4

Environmental Registry (1994 - July 2003) The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or Regulations that could significantly affect the environment. Through the registry, provincial ministries notify the public of upcoming proposals and invite their comments. For example, if a local business is requesting a permit, license, or C of A to release substances into the air or water; these are notified on the registry. A search of this database found two (2) properties listed in this registry. One (1) is for Stelumar Advanced Manufacturing located at 6571 Tremaine Road for EPA section 9 (discharge into the natural environment other than water) in 2007. The second is for Dufferin Aggregates located at Lot 9 and 10 in Halton Hills for a Permit To Take Water (OWRA section 34)

3.5.5

ERIS Historical Searches (1999 – 2006) EcoLog ERIS has compiled a database of all environmental risk reports completed since March 1999. Available information in this database include: site location, date of report, type of report, and search radius. A search of this database returned two (2) properties within the study area that a previous EcoLog ERIS report had been performed on. These are 6621 Tremaine Road, which is the location of the auto wrecker, and the other is for the intersection of Britannia Road and Tremaine Road.

3.5.6

Fuel Storage Tanks (Current to August 2007) The Technical Standards and Safety Association (TSSA), under the Technical Standards and Safety Act of 2000 maintains a database of registered private and retail fuel storage tanks in Ontario with information such as location, tank status, license date, tank type, tank capacity, fuel type, installation year and facility type. A review of this database listed two (2) properties within the study area that have fuel storage tanks. These are both for Sheridan College Heavy Equipment School located at Lot 10, Concession 7 in Milton. There are three (3) tanks registered to this site; one (1) diesel with a capacity of 22,700 litres and two (2) gasoline, both with a capacity of 10,000 litres. All tanks were installed in 1990.

Ontario Regulation 347 Waste Generators Summary (1986 – 2005) This database contains registration numbers, company names and addresses of registered generators as well as the types of hazardous wastes generated. A search of this database returned six (6) waste generators within the study area. These include:

Streetsville Bush Auto Wreckers located at 6621 Tremaine Rd. (Generator #ON2667700) for the years 2001 to 2006.



Stelumar Advanced Manufacturing Inc. located at 6571 Tremaine Rd. (Generator #ON3480443) for the year 2009.



Cyanamid Canada Inc. located on Lot 10, Concession 7, Esqesing Township (Generator #ON0015507) for the years 1998 – 2001.



Two (2) returns for Milton Hydro Electric Commission located at Lot 11, Concession 1, Milton (Generator #ON0516802) for the years 1988, 1989 and 1992 to 1998.



Norjohn Limited located at Tremaine Road (Generator #ON3759510) for the year 2006.

Private and Retail Fuel Storage Tanks (1989 – 1996) TSSA’s Private Fuel Storage Tanks database includes a list of all registered private and retail fuel storage tanks since 1989. A review of this database revealed one (1) registered private storage tanks within the study area, belonging to Sheridan College Heavy Equipment School on Lot 10, Concession 7 in Milton.

3.5.9

Record of Site Condition (1997 to September 2001, October 2004 to June 2008) The Record of Site Condition (RSC) is part of the MOE Brownfields Environmental Site Registry (ESR). The ESR is a publicly accessible database documenting any RSC that has been filed with the MOE since the inception of the ESR in October 2004. The RSC documents any environmental site assessment (i.e. Phase I and Phase II ESAs), site cleanup, and/or site specific risk-assessment completed at a particular property. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a RSC being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use, such as residential, proposed to take place on the property. The RSC Regulation (O.Reg. 153/04) details the requirements related to site assessment and clean up. Information available includes Registration Number, Filing Owner, Property Address, Filing Date and Municipality. A search of this database found one (1) property with an RSC, however an actual search of the ESR website revealed a second RSC filed. These RSCs were completed on: 

6621 Tremaine Road, Milton. This RSC was filed to change the land use from Industrial to Residential. Remediation of the site included the removal of soil;

however no groundwater remediation measures were necessary. The property now meets Ministry of Environment (MOE) Standards. 

6571 Tremaine Road, Milton. This RSC was filed to change the land use from Industrial to Residential. A Phase I and II completed on the site revealed no contamination. The property met MOE standards and no remediation was necessary.

3.5.10 Ontario Spills (1988 to 2007) This database identifies information such as approximate location, type and quantity of contaminant, date of spill, environmental impact, cause, nature of impact, etc. Information from 1988 – 2002 was part of the ORIS (Occurrence Reporting Information System). The Spills Acton Centre (SAC) handles all spills reported in Ontario. Regulations for spills in Ontario are part of the Ontario EPA, Part X. One (1) spill was recorded within the search radius. This occurred on Derry Road in an unknown location where an unknown quantity of gasoline was spilled to the road/ditch from a truck overturn in 2005.

3.5.11 Water Well Information System (1955-2006) This database describes locations and characteristics of water wells found within Ontario in accordance with Regulation 903. Pursuant to the Ontario Water Resources Act, any well drilled for these purposes must be drilled by an MOE licensed well drilling contractor and documented on a Water Well Record. The record is then filed with the MOE. Examples of data recorded on a water well record include: location of well, date drilled, depth to water, static water level and subsurface stratigraphy. Since well records have been completed by many different drillers during the past 50 or so years, data accuracy and consistency is sometimes questionable. As such, the information in the records cannot always been taken as precise and must be interpreted in context of the overall regional setting, given the geological conditions. There were twenty-six (26) wells located within the study area. Their approximate locations are shown in Appendix B and a short summary of each is included in Table 1.

3.6

Ministry of the Environment Information

3.6.1

Coal Gasification Plant Inventory Compiled in 1987 by Intera Technologies Limited for the MOE, the Inventory of Coal Gasification Plant Waste Sites in Ontario provides a list of all known coal gasification plant waste sites in Ontario. Ecoplans conducted a search of this inventory and found no coal gasification sites existed on or in the areas adjacent to the study area.

3.6.2

Waste Disposal Site Inventory (1991) The MOE maintains an inventory of known open (active or inactive) and closed disposal sites in the Province of Ontario. "Class A" sites are those that are deemed to have the

potential to impact human health because of the proximity to human development; "Class B" sites are those that are deemed to have the potential to impact environment. There were no active or closed waste disposal sites listed within the study area.

3.7

Federal Contaminated Sites Inventory The Federal Contaminated Sites Inventory includes information on all known federal contaminated sites under the custodianship of departments, agencies and consolidated Crown corporations as well as those that are being or have been investigated to determine whether they have contamination arising from past use that could pose a risk to human health or the environment. The inventory also includes non-federal contaminated sites for which the Government of Canada has accepted some or all financial responsibility. It does not include sites where contamination has been caused by, and which are under the control of, enterprise Crown corporations, private individuals, firms or other levels of government. Ecoplans did a search of this inventory and found there are no federal contaminated properties within close proximity to the study area.

STUDY AREA INSPECTION Ecoplans carried out an inspection of the study area on September 23, 2009. The purpose of the inspection was to document land uses and/or business operations which may represent a potential source of site contamination within the study area (e.g. gas stations, auto repair facilities, industrial operations). The results of the study area inspection have been incorporated into this report. The land use activities noted along Tremaine Road between Derry Road and Britannia Road include: 

Study area is mainly agricultural/farming operations; and



A residential subdivision is currently being built in the northern extent on the east side of Tremaine Road.

It should be noted that the inspection did not include any building inspections or comprehensive exterior inspections of any of the properties in the study area. Therefore, any interferences regarding the presence or absence of site contamination is strictly based on visual observations made from the roadside.

KEY FINDINGS OF STUDY Based on the information collected through the COS, Ecoplans did not identify any areas of actual site contamination within the study area. However, areas of Potential Environmental Concern (APECs) were noted during the background information review and site reconnaissance. The areas identified are discussed in more detail in the following sections, and are illustrated on Figure 3-1 through Figure 3-4.

5.1

Potential Sources of Contamination

5.1.1

Commercial and Industrial Land Use Potential soil and groundwater contamination may exist within the study area as a result of current and historical commercial/industrial land uses. The background information review identified an automobile wrecking facility located at 6621 Tremaine Road and a manufacturing company located at 6571 Tremaine Road were within the northern portion of the study area on the east side of Tremaine Road. These facilities, however, have since been removed and RSCs have been filed for both of the sites stating that they meet MOE standards for residential land use. The institutional facility located at Lot 10, Concession 7 as determined in the EcoLog ERIS report is not considered in the study area as it is in the west portion of the lot and falls outside of the 250 m buffer. Therefore it is not considered a potential concern to the site.

5.1.2

Vehicular Traffic and Road Debris The cumulative effects of many years of heavy road traffic within the study area may have resulted in potential soil contamination. This contamination, typically resulting from vehicle exhaust (e.g. lead and other metals), general wear and tear (e.g. heavy metals, oils and lubricants), and winter road maintenance activities (e.g. salt staining) is probably most prevalent on the road shoulders and roadside drainage ditches in areas of high traffic volume. Tremaine Road has been in the past a rural road but is now being exposed to more vehicular traffic due to the new subdivisions, therefore there is the potential for residual salt impacts in the shallow soil and groundwater resulting from winter road salting operations along the right of way (ROW). Ecoplans believes that this does not represent a significant environmental concern. However, in the event that any future road construction is to occur along the ROW, appropriate management of salt impacted soil (and groundwater) will be required with due regard to environmental regulations.

5.1.3

Agricultural Operations Current and historical agricultural practices typically involved the use of chemical pesticides and herbicides to control insects and weeds/competing vegetation. The pesticides used in these agricultural operations can accumulate in the environment and remain for long periods of time. These contaminants can be transported through surface water runoff, wind and dust generation, and groundwater and can cause health effects in

humans and animals. The most common causes of potential contamination resulting from agricultural (pesticide/herbicide) activities is excess application, accidental loss or spillage, back siphonage or backflow, spray drifting under windy conditions, and incorrect storage near a potable water supply. Livestock operations involving large-scale swine, poultry or cattle can degrade soil and groundwater if waste products are not adequately stored and properly applied. Areas that have a shallow depth to the aquifer and where soil is coarse-grained (i.e. sand and gravel) are more susceptible to potential livestock waste impacts. Farms that spread manure of fields have the potential to result in contamination of both the soil and groundwater within and surrounding the study area. Nitrogen, phosphorus and organic compounds in surface runoff are primary environmental concern in rural areas. The risk of contamination is dependant on several factors including the nature of the manure, the method, timing and rate of manure application and the characteristics of the soil. Since at least 1934, a large portion of the study area was and continues to be dominated by agricultural/livestock operations. However, since the overburden geology consist of mostly silts and clays, water infiltration (i.e. downward migration) will be reduced, allowing for natural attenuation processes to occur. As such, Ecoplans believes that there is low potential for encountering site contamination resulting from agricultural and livestock operations.

5.1.4

Private ASTs/USTs and Water Wells Many rural residential/commercial properties typically use USTs and ASTs for heating oil storage and wastewater storage (e.g. septic tanks and tile beds). As such, potential site contamination may exist on these types of properties resulting from leaking, spilling or inappropriate handling practices related to the above activities. One AST was observed in the area of residential construction. It is a mobile AST and therefore not of potential concern. There were no ASTs or USTs observed on the residences from the roadside, however ASTs are often used for heating and USTs associated with septic systems. If any private ASTs or USTs exist in residential or commercial properties, they would generally be located in close proximity to the house/building and would therefore be sufficiently distanced from the road. As well, rural residences are normally equipped with a water well. Water wells were noted in Section 3.5.11 to be found at the farm residences.

5.2

Contaminant Mobility Contaminants on or in the soils may move within and beyond the study area through a number of different routes. The soils themselves retain contaminants through adsorption. The movement of contaminants from soil occurs through evaporation and dust generation, intake into plants through their roots, and by flushing or dissolution intro water seeping into the soil. Water transport of chemicals will usually result in contamination of surface water bodies through surface water drainage, and by way of groundwater aquifers. In general, contaminant mobility will be greatest when: 

Fractured bedrock is located at or near the surface, or is overlain by a thin layer of permeable deposits.



Distance to surface water courses is less than 50 m.



Water table is less than 5 m below ground surface (bgs).



Preferential flow pathways (e.g. trenches, tree roots, ditches) exist in the soils above the water table.

Significance of Mobility Within the Study Area The surficial geology in the study area is made up of glaciolacustrine deposits of silt and clay with some sand. The silt and clay deposits tend to act as confining materials, inhibiting the lateral and vertical movement of contaminants. This can result in increased time for natural attenuation process to occur. However, since discontinuous deposits of sand appear to be present, heterogeneities will exist throughout the study area that will affect contaminant mobility on a local scale. The bedrock geology of the study area is primarily composed of shale of the Queenston Formation. Shale bedrock is considered to be a fair source of potable water, and is not likely tapped as a significant source of water within the study area. In addition, the bedrock is overlain by alternating layers of silt and clay with low permeability. This will significantly hinder the movement of contaminants into the bedrock aquifer system. Overall, based on the known geologic and hydrogeologic conditions present within the study area, the inferred mobility of any contamination will likely be low.

AREAS OF POTENTIAL ENVIRONMENTAL CONCERN Based on the findings of this report, broad Areas of Potential Environmental Concern (APECs) are identified by Ecoplans. These areas have been categorized by assessing the overall relative potential of contamination from the findings in Section 2.0 through Section 5.0. Moderate Potential for Contamination The potential for road salt impacts to the soil along the Tremaine Road right of way (ROW) represents a moderate potential for contamination. Recommendation: With respect to potential road salt soil contamination, Ecoplans recommends that during detail design, soil testing for salt-related parameters (Sodium Adsorption Ratio, Electrical Conductivity) should be completed along the ROW in support of future road construction activities. Low Potential for Contamination All other areas not highlighted on Figures 3-1 to 3-4 indicate land use features considered to have a low potential for site contamination. These areas are generally classified as open space, agricultural or residential land uses that are not suspected of using chemical compounds harmful to the environment or human health. No additional environmental investigations are recommended for these areas. However, Ecoplans recommends that during detail design, all properties being directly impacted by construction should be inspected for any potential ASTs associated with heating oil, USTs associated with septic systems, and any other issues related to contamination. In addition, all impacted properties should be inspected for water wells, and if present, the wells will have to be appropriately decommissioned as per Ontario Regulation 903.

Since May 2002, Ontario developed a new act where it became mandatory for fuel oil tanks to be registered with Technical Standards & Safety Authority (TSSA). This inventory of all known and historical coal gasification plants was collected by the Ministry of Environment. It identifies industrial sites that produced and continue to produce or use coal tar and other related tars. Detailed information is available and includes: facility type, size, landuse, soil condition, site operators/occupants, site description, and potential environmental impacts. This information is effective to 1988, but the program has since been discontinued.

This database summarizes the fines and convictions handed down by the Ontario courts beginning in 1989. Companies and individuals named here have been found guilty of environmental offenses in Ontario courts of law. Drill Holes 1886-2005

DRL

The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a 1:50,000 map; a detailed company map; or from submitted a “Report of Work”. Environmental Registry 1994-Jun 2009

The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or regulations that could significantly affect the environment. Through the Registry, thirteen provincial ministries notify the public of upcoming proposals and invite their comments. For example, if a local business is requesting a permit, licence, or certificate of approval to release substances into the air or water; these are notified on the registry. Data includes things like; Approval for discharge into the natural environment other than water (i.e. Air), Permit to Take Water (PTTW), Certificate of Property Use (CPU), Approval for a waste disposal site, Order for preventative measures.(EPA s. 18), Order for conformity with Act for waste disposal sites.(EPA s. 44), Order for remedial work.(EPA s. 17) and many more. The Technical Standards & Safety Authority (TSSA), under the Technical Standards & Safety Act of 2000 maintains a database of registered private and retail fuel storage tanks in Ontario with fields such as location, tank status, license date, tank type, tank capacity, fuel type, installation year and facility type. Ontario Regulation 347 Waste Generators Summary 1986-Jun 2009

GEN

Regulation 347 of the Ontario EPA defines a waste generation site as any site, equipment and/or operation involved in the production, collection, handling and/or storage of regulated wastes. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the registration number, company name and address of registered generators including the types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. Some records may contain, within the company name, the phrase “See & Use…” followed by a series of letters and numbers. This occurs when one company is amalgamated with or taken over by another registered company. The number listed as “See & Use”, refers to the new ownership and the other identification number refers to the original ownership. This phrase serves as a link between the 2 companies until operations have been fully transferred. Mineral Occurrences 1846-Sept 2008

MNR

In the early 70’s, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the “Horizontal Positional Accuracy” is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the planimetric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy. In 1998, the MNR handed over to the Ontario Oil, Gas and Salt Resources Corporation, the responsibility of maintaining a database of oil and gas wells drilled in Ontario. Information available for all wells in the ERIS database include well owner/operator, location, permit start date, well cap date, licence number, status, depth and the primary target (rock unit) of the well being drilled. The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of PCB storage sites within the province. Ontario Regulation 11/82 (Waste Management - PCB) and Regulation 347 (Generator Waste Management) under the Ontario EPA requires the registration of inactive PCB storage equipment and/or disposal sites of PCB waste with the Ontario Ministry of Environment. The Fuels Safety Branch of the Ontario Ministry of Consumer and Commercial Relations maintained a database of all registered private fuel storage tanks and licensed retail fuel outlets. This database includes an inventory of locations that have gasoline, oil, waste oil, natural gas and/or propane storage tanks on their property. The MCCR no longer collects this information. This information is now collected by the Technical Standards and Safety Authority (TSSA). Ontario Regulation 347 Waste Receivers Summary 1986-2005

Part V of the Ontario Environmental Protection Act (“EPA”) regulates the disposal of regulated waste through an operating waste management system or a waste disposal site operated or used pursuant to the terms and conditions of a Certificate of Approval or a Provisional Certificate of Approval. Regulation 347 of the Ontario EPA defines a waste receiving site as any site or facility to which waste is transferred by a waste carrier. A receiver of regulated waste is required to register the waste receiving facility. This database represents registered receivers of regulated wastes, identified by registration number, company name and address, and includes receivers of waste such as: landfills, incinerators, transfer stations, PCB storage sites, sludge farms and water pollution control plants. The Record of Site Condition (RSC) is part of the Ministry of the Environment’s Brownfields Environmental Site Registry. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a record of site condition (RSC) being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use, such as residential, proposed to take place on the property. The Record of Site Condition Regulation (O. Reg. 153/04) details requirements related to site assessment and clean up. This database identifies information such as location (approximate), type and quantity of contaminant, date of spill, environmental impact, cause, nature of impact, etc. Information from 1988-2002 was part of the ORIS (Occurrence Reporting Information System). The SAC (Spills Action Centre) handles all spills reported in Ontario. Regulations for spills in Ontario are part of the MOE’s Environmental Protection Act, Part X.

Information under this heading is combination of the following 2 programs. The Municipal/Industrial Strategy for Abatement (MISA) division of the Ontario Ministry of Environment maintained a database of all direct dischargers of toxic pollutants within nine sectors including: Electric Power Generation; Mining; Petroleum Refining; Organic Chemicals; Inorganic Chemicals; Pulp & Paper; Metal Casting; Iron & Steel; and Quarries. All sampling information is now collected and stored within the Sample Result Data Store (SRDS). Waste Disposal Sites - MOE CA Inventory 1970-Sept 2002

The Ontario Ministry of Environment, Waste Management Branch, maintains an inventory of known open (active or inactive) and closed disposal sites in the Province of Ontario. Active sites maintain a Certificate of Approval, are approved to receive and are receiving waste. Inactive sites maintain Certificate(s) of Approval but are not receiving waste. Closed sites are not receiving waste. The data contained within this database was compiled from the MOE's Certificate of Approval database. Locations of these sites may be cross-referenced to the Anderson database described under ERIS’s Private Source Database section, by the CA number. For each "closed" site as of October 31st 1990, information is provided on site location, site/CA number, closure date and site classification. This database describes locations and characteristics of water wells found within Ontario in accordance with Regulation 903. Geographic coordinates are reliable according to the given percentage. Wells that are identified with lot and concession only are now also included in the database and is no longer provided as a separate report.

EEM

The Environmental Effects Monitoring program assesses the effects of effluent from industrial or other sources on fish, fish habitat and human usage of fisheries resources. Since 1992, pulp and paper mills have been required to conduct EEM studies under the Pulp and Paper Effluent Regulations. This database provides information on the mill name, geographical location and sub-lethal toxicity data. Environmental Issues Inventory System 1992-2001*

EIIS

The Environmental Issues Inventory System was developed through the implementation of the Environmental Issues and Remediation Plan. This plan was established to determine the location and severity of contaminated sites on inhabited First Nation reserves, and where necessary, to remediate those that posed a risk to health and safety; and to prevent future environmental problems. The EIIS provides information on the reserve under investigation, inventory number, name of site, environmental issue, site action (Remediation, Site Assessment), and date investigation completed. Environment Canada maintains a database referred to as the “Environmental Registry” that details prosecutions under the Canadian Environmental Protection Act (CEPA) and the Fisheries Act (FA). Information is provided on the company name, location, charge date, offence and penalty.

The Treasury Board of Canada Secretariat maintains an inventory of all known contaminated sites held by various Federal departments and agencies. This inventory does not include properties owned by Crown corporations, but does contain nonfederal sites for which the Government of Canada has accepted some or all financial responsibility. All sites have been classified through a system developed by the Canadian Council of Ministers of the Environment. In 1974 Environment Canada established the National Analysis of Trends in Emergencies System (NATES) database, for the voluntary reporting of significant spill incidents. The data was to be used to assist in directing the work of the emergencies program. NATES ran from 1974 to 1994. Extensive information is available within this database including company names, place where the spill occurred, date of spill, cause, reason and source of spill, damage incurred, and amount, concentration, and volume of materials released. National Defence & Canadian Forces Fuel Tanks Up to May 2001*

NDFT

The Department of National Defence and the Canadian Forces maintains an inventory of all aboveground & underground fuel storage tanks located on DND lands. Our inventory provides information on the base name, location, tank type & capacity, tank contents, tank class, date of tank installation, date tank last used, and status of tank as of May 2001. This database will no longer be updated due to the new National Security protocols which have prohibited any release of this database. National Defence & Canadian Forces Spills Mar 1999-Oct 2007

National Environmental Emergencies System (NEES) 1974-2003

NEES

In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for all previous Environment Canada spill datasets. NEES is composed of the historic datasets – or Trends – which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). As such, the NEES database will be decommissioned in December 2004. National PCB Inventory 1988-June 2004

Environment Canada’s National PCB inventory includes information on in-use PCB containing equipment in Canada including federal, provincial and private facilities. All federal out-of-service PCB containing equipment and all PCB waste owned by the federal government or by federally regulated industries such as airlines, railway companies, broadcasting companies, telephone and telecommunications companies, pipeline companies, etc. are also listed. Although it is not Environment Canada’s mandate to collect data on non-federal PCB waste, the National PCB inventory includes some information on provincial and private PCB waste and storage sites. National Pollutant Release Inventory 1993-2007

NPRI

Environment Canada has defined the National Pollutant Release Inventory (“NPRI”) as a federal government initiative designed to collect comprehensive national data regarding releases to air, water, or land, and waste transfers of 178 specified substances. PCFT

Canadian Heritage maintains an inventory of all known fuel storage tanks operated by Parks Canada, in both National Parks and at National Historic Sites. The database details information on site name, location, tank install/removal date, capacity, fuel type, facility type, tank design and owner/operator. Transport Canada Fuel Storage Tanks 1970-March 2007

TCFT

With the provinces of BC, MB, NB, NF, ON, PE, and QC; Transport Canada currently owns and operates 90 fuel storage tanks. This inventory will also include The Pickering Lands, which refers to the 7,530 hectares (18,600 acres) of land in Pickering, Markham and Uxbridge - owned by the Government of Canada since 1972. Properties on this land has been leased by the government since 1975, falls under the Site Management Policy of Transport Canada, but administered by Public Works and Government Services Canada. Our inventory provides information on the site name, location, tank age, capacity and fuel type.

Private Source Databases: Anderson’s Waste Disposal Sites 1860s-Present

ANDR

The information provided in this database was collected by examining various historical documents which aimed to characterize the likely position of former waste disposal sites from 1860 to present. The research initiative behind the creation of this database was to identify those sites that are missing from the Ontario MOE Waste Disposal Site Inventory, as well as to provide revisions and corrections to the positions and descriptions of sites currently listed in the MOE inventory. In addition to historic waste disposal facilities, the database also identifies certain auto wreckers and scrap yards that have been extrapolated from documentary sources. Please note that the data is not warranted to be complete, exhaustive or authoritive. The information was collected for research purposes only.

EHS

EcoLog ERIS has compiled a database of all environmental risk reports completed since March 1999. Available fields for this database include: site location, date of report, type of report, and search radius. As per all other databases, the ERIS database can be referenced on both the map and “Statistical Profile” page. Canadian Mine Locations 1998-2006

MINE

This information is collected from the Canadian & American Mines Handbook. The Mines database is a national database that provides over 290 listings on mines (listed as public companies) dealing primarily with precious metals and hard rocks. Listed are mines that are currently in operation, closed, suspended, or are still being developed (advanced projects). Their locations are provided as geographic coordinates (x, y and/or longitude, latitude). As of 2002, data pertaining to Canadian smelters and refineries has been appended to this database. OGW

The Nickle’s Energy Group (publisher of the Daily Oil Bulletin) collects information on drilling activity including operator and well statistics. The well information database includes name, location, class, status and depth. The main Nickles’ database is updated on a daily basis, however, this database is updated on a monthly basis. This information is part of the Pulp and Paper Canada Directory. The Directory provides a comprehensive listing of the locations of pulp and paper mills and the products that they produce. Retail Fuel Storage Tanks 2000-Feb 2009

This database includes an inventory of retail fuel outlet locations (including marinas) that have on their property gasoline, oil, waste oil, natural gas and / or propane storage tanks. Scott’s Directories is a data bank containing information on over 70,000 manufacturers in Ontario. Even though Scott’s listings are voluntary, it is the most comprehensive database of Ontario manufacturers available. Information concerning a company’s address, plant size, and main products are included in this database. This database begins with 1992 information and is updated annually. The information provided in this database was collected by examining various historical documents, which identified the location of former storage tanks, containing substances such as fuel, water, gas, oil, and other various types of miscellaneous products.
