Appendix 3E: Ports and transport centres: Questionnaire 1

INTRODUCTION

Based on the revised executive order related to EMS vehicle driving, which became effective on the 1st of December 2009, all ports and transport centres (terminals) listed here and having nothing to do with the company arrangement were contacted in writing. 2

QUESTIONNAIRES

In the middle of December 2009, all contacted terminals received a questionnaire about EMS vehicle traffic on their property. During spring 2011, the same terminals were contacted and received a second round of questionnaires with a view to collecting further information on the one hand and increasing the number of responses on the other hand. The questionnaire is included at the end of this appendix. As part of the survey, the terminals in questions were asked whether or not reconstructions had taken place prior to EMS vehicle driving being allowed and, if yes, who had financed such reconstructions. 2.1

Responses

A total of 38 questionnaires were distributed. The two survey rounds resulted in 8 and 20 responses respectively, which equals a response rate of approximately 74% for both interview rounds in total. Wherever possible, data was thereby updated. In all other cases, data from the first survey stage was applied. The responses received through the returned questionnaires are shown in an overview, in which the question numbers refer to the numbers within the questionnaire. The overview begins on page 3 of this appendix. 2.2

Conclusions

The main conclusions stemming from the questionnaire survey among ports and transport centres are as follows: • • • • • •

Ports and transport centres reported having been in charge of facility reconstructions themselves. 1 terminal reported having financed the reconstruction in cooperation with the Danish Road Directorate. The municipalities also financed some reconstructions. The overview contains a short description of those reconstructions. In addition to the reconstruction efforts financed by the Danish Road Directorate, some DKK 6.37 m were invested in reconstruction of various terminal areas in 2008. The corresponding figure for 2009 was DKK 5.44 m. According to the responses, 2010 saw no terminal reconstructions. Most of the respondents report that the number of EMS vehicles driving through the terminals on a daily basis more or less equals the expected number. The responses report the following average observations: o Approximately 9 EMS vehicles per day in 2008.

o Approximately 10 per day in 2009. o Approximately 14 EMS vehicles per day in 2010. Data shows that 22 of the participating respondents use the terminal in question as an interchange facility, whereas 8 reported using the place as a central point for reloading between various forms of transport.

The respondents were able to provide additional comments in the questionnaires. The main points listed in those comments are summed up as follows: • • •

By question 10: "Advantages of EMS vehicle utilisation", the responses mainly focused on streamlining of goods transport, better capacity utilisation and less traffic and pollution. One port reported having experienced a marketing impact. By question 10: "Disadvantages of EMS vehicle utilisation", the responses mainly mentioned the fact that they create "local congestion" and that lack of space within the area causes parking problems. The answers to question 10: "Other conditions" were much more diverse. However, a couple of the comments claim that if EMS vehicles were allowed in Germany, more EMS vehicles would be utilised and this type of transport would generally become much more attractive. Another comment called for better/more interchange options in direct connection with the motorway network.

The utilisation of EMS vehicles in Hanstholm is on the rise, and additional increases will take place once industrial areas and terminals in the area are adapted to facilitate these vehicles. A large part of the transports from Hanstholm head for Central and South Europe. A EMS vehicle permission in Germany would also increase the number in Hanstholm.

Evaluation of trial with European Modular System

For terminals, i.e. ports, transport centres etc., participating in the EMS vehicle pilot project: The EMS vehicle pilot project has now been running for just over 2 years. Parallel to this pilot project, an evaluation of the ways in which EMS vehicles are utilised and applied is taking place.
