EXECUTIVE SUMMARY

This is the fifth Annual Work Plan for the BOLFOR Project under contract with Chemonics International, Inc. (#511-0621-C-00-3027). The annual work plans, over the life of the project, guide the overall implementation of the project and serve as the basis for project and contract monitoring and evaluation. This fifth Annual Work Plan has been modified in structure to reflect the Environmental Strategic Objective Framework of USAID. Like the first four plans however, it is extremely aggressive in terms of level of activities and outputs. The initial years of BOLFOR received very strong support from the GOB and USAID, as well as numerous incountry and international collaborators, and in general terms have been very successful. BOLFOR feels that this support will continue and the proposed plan albeit aggressive, is realistic. The highlights, by project component, for the 1998 plan include: Policy and Institutional Support will focus on technical assistance and support to institutional development seeking the long term sustainability of certain key institutions and overall training of a wide audience of indirect beneficiaries in order to consolidate the implementation of the institutional framework established in the forestry law. This will include: C

Strengthening FONAMA's efforts to capture and distribute funds for the forestry sector and start-up FONABOSQUE by contracting a senior level forestry program development specialist.

C

Application of organizational and procedural models within the Forest Superintendency and direct support to field inspection activities.

C

Training and field level support to 2 selected municipalities and at least 5 NGOs working in other municipalities on aspects related to their increased role in monitoring the operation of forest concessions and the development and implementation of forest management plans in areas of municipal reserves.

C

Support to the appropriate office in the ministries in order to carry out forest classification and identification of areas for new concessions and the municipal forest management reserves.

C

Continued support to the "Consejo Boliviano para la Certificación Forestal Voluntaria"(CFV) to further its efforts in promoting certification, finalizing the standards for timber and non-timber forest products, and to structure itself in such a way that will provide for its own institutional sustainability.

Natural Forest Management will continue to work on a commercial scale follow-up on forest management plan implementation, while strengthening training activities in order to reach a greater number of beneficiaries and replicate this year's activities. Research activities, as well as environmental monitoring and evaluation will continue to play important roles under this component. The highlights in this component include: C

Continued support towards the development and implementation of commercial scale management plans for 14 companies ( 6 concessionaires, 6 private land holders and 2 indigenous groups) over an extension of nearly 1,700,000 ha of production forest. Plans will be expanded to other holdings within the same companies. This year's support will focus on operational plans, monitoring and evaluation through permanent plots, and reducing logging impact within the operations. Activities will be expanded into Pando that focus on integrated forest management of non-timber and possibly timber products.

Expanded training efforts to other interested companies in the areas of mapping, inventories, low impact logging, forest management plan development, and other relevant field level technologies will take place in Santa Cruz, Tarija, Pando and Cochabamba.

Continued support to CICOL and the Yuracarés/CERES in finalizing their maps, inventories and management plans.

Continued research on environmental impacts of traditional extraction and proposed forest management strategies, improved silvicultural and harvesting technologies, and other ecological studies to provide better scientific basis for the forest management plans.

SECTION I INTRODUCTION

This is the fifth Annual Work Plan for the BOLFOR Project under contract with Chemonics International, Inc. (#511-0621-C-00-3027). The goal of the project is to reduce degradation of forest, soil and water resources and to protect the biological diversity of Bolivia's forests. The purpose is to build Bolivian public and private sector capacity to implement programs for sustainable, certifiable forest use. These are to be accomplished through coordinated activities in three major project components; Policy and Institutional Development, Natural Forest Management and Products Development and Marketing. Cross cutting activities integrated into the three major components are research and training. Project Management has been included as an additional component that will foster the development of the project activities through the use of task forces, as described in the Project Paper. The annual work plans, over the life of the project, orient the overall implementation of the project towards its goal and purpose, promoting the sustainable management of tropical forest. The first four annual plans were very useful tools in guiding the work throughout the initial phases of the project. Given the fact that the plans were very closely aligned with the long-term indicators established in the Project Paper and the Chemonics/USAID contract, substantial progress towards the overall goal and purpose of the project was achieved. Greatly contributing to this success was the participative planning process used in the first years. The process of involving a wide audience of collaborators established the basis for many relationships which have flourished, contributing to BOLFOR's ongoing success. The participatory planning process continues to be key and has evolved substantially over time and will be described in more detail in Section II of this plan. This fifth Annual Work Plan is similar in format to those of the first years. However, it has been modified to fit within the re-engineered strategic objective framework developed by USAID. Rather than the plan defining clear annual objectives, indicators and activities as in the past, the plan defines activities, tasks and indicators that orient the project's contribution towards fulfilling the strategic objectives (SOs), results (IRs), and indicators (IRIs) established in the Environmental SO Framework (see Figure 1). The revised format allows for the project's monitoring and evaluation system to provide integrated, cross-component information to the Environmental SO Team. The new format is however a bit awkward as it breaks the component based structure on which the project was designed and organized The virtue of assuring that the activities clearly fit under the defined SOs and their corresponding results and indicators justifies this new format. It is a clear break however from the past; the use of the long term 'End of Project Status' Indicators and 'Implementation Performance Standards' established in the amendment #2 to the Chemonics' Design and Perform (DAP) contract as the basis for monitoring and evaluation of the project's progress. BOLFOR's participation in the expanded Environmental SOT and the establishment of the intermediate results and their indicators, softens this separation. However, given the fact that the IRIs are designed to include contributions from other USAID projects with varying strategies and clients, there are some less-than-ideal fits between what BOLFOR does I-1

and the new structure. These are most apparent for the IRIs D5-Institutional Strengthening and D6-Adaption of Management Practices/Training, both of which will create difficulties for monitoring and evaluating by BOLFOR as well as, we feel, for other projects. The SOT may want to review these specific IRIs or otherwise provide insight on how to better address them. The plan's format allows for effective, monthly and quarterly monitoring and evaluation of the progress towards fulfilling the activities and tasks that contribute to the IRs and IRIs. Most of the IRIs however can only be usefully evaluated on an annual basis. This is due to their scope and the cyclical nature of forestry. For example the area under management doesn't change day to day but rather requires major operational changes that are best evaluated once a year. The quarterly reports therefore will be based on the same activity tables presented in the plan so that a direct analysis can be made on the progress towards the annual activities and tasks. These reports are very detailed and are most useful as internal project management tools rather than tools to report to external audiences or on the IRIs. Then on a semi-annual basis or as defined by USAID, an evaluation will be done to analyze the progress towards the IRIs. This document is composed of a brief narrative that describes the process used to develop the plan; defines the underlying institutional and setting assumptions that could affect overall project implementation; states the project strategy, activities and key tasks for this fifth year; and explains the scheduling of activities. In the annexes are various supporting documents. There are detailed activity tables developed in the planning workshop that give a breakdown of the activities, tasks and indicators for each IRI by component. These tables are self explanatory and therefore, extensive description and narrative for each activity have not been included in the document itself. Following these tables, are charts with the proposed level of effort and a USAID budget for the next year, broken into six month periods. The PL480 budget is submitted separately.

SECTION II PLANNING PROCESS

The process used in developing the annual plan was very ample and participative in nature, building upon that used in the first four years. This year was especially intensive given the crossroads between the second and third phases at which the project finds itself. In effect, the process had to first identify the key issues facing the forestry sector for the rest of the project's life and map out the most appropriate response over the next three years within given budgetary constraints. Special attention was given to institutional issues in an attempt to assure the sustainability of BOLFOR initiated activities beyond the end of the three year period. The following steps were used to reach the current proposal: C

Identification of Key Issues: The Chief of Party, in consultation with the BOLFOR team and main clients, developed a list of Key Issues. The list was shared with the GOB, USAID, sub-contractors, and additional clients and their comments used to improve upon it. The list is included in Annex 6.

Workshop on Key Issues: In late August a two day workshop was held among the core BOLFOR staff to analyze in detail the key issues and define a strategy to address these issues in the planning process. The workshop defined; 10 different task forces to follow-up on the planning process, the need to carry out an internal evaluation by component, and a corresponding chronogram for completion of the plan (see Annex 4). Also during the workshop, a comparison of the re-engineered strategic objective framework and the traditional BOLFOR structure took place to determine how the project will conform to the new system.

Internal Evaluations: During mid-September, each component reviewed its LOP strategy and progress to date in order to identify changes in the forestry sector and new opportunities that exist for BOLFOR.

Consulting with Clients: Individual or group meetings were held with all the different institutional clients of BOLFOR in order to define concrete activities for the coming year. Examples of these meetings include the top echelon of the Forest Superintendency, CICOL's leaders and community members, NGOs working in forest management, and representatives of indigenous groups that have extensive forest resources.

Task Force Coordination: In additional to bi-weekly meetings to coordinate activities, an additional workshop was held in late October to bring the individual task force efforts together under the proposed structure.

Public Presentation: The plan was presented to a broad audience of actors, including over 70 people. Time was allowed for discussion of certain aspects of the plan that were identified as the most crucial issues facing BOLFOR during the coming year.

Plan Review: The plan was then reviewed in detail by BOLFOR staff, USAID, FONAMA, and the consortium leaders. A list of observations and agreed upon recommendations was developed and is included in Annex 6. The recommendations have been incorporated into the activity tables and plan.

Plan and Budget Preparation: The budget and plan were then finalized and presented by the deadline of December 1, 1997.

The BOLFOR staff reviewed this proposed plan, assuring the availability of resources, human and financial, to guarantee its successful execution. As it stands, the proposed plan is ambitious in both perspectives. Given the fact that BOLFOR has been very cost conscious however, substantial resources remain available to take advantage of continually emerging demands. Therefore flexibility is still key for the successful implementation of BOLFOR given the ever changing political and economic situation of the country. For this reason, the monitoring and evaluation system has incorporated a mid-year review of the plan to reprogram resources and make necessary adjustments to the proposed activities.

SECTION III INSTITUTIONAL AND SETTING ASSUMPTIONS

This plan is based on certain institutional and setting assumptions that could greatly influence the ability of the project to fully achieve the defined activities and indicators. In brief these include the following: C

The level of interest in and support to BOLFOR on the part of local NGOs, the private sector, national universities, and USAID remains very high. The successes during the first four years result from this interest and support and continue to generate many new opportunities for BOLFOR. It is assumed that this support and interest will continue or be strengthened in the upcoming year.

It is assumed that the Forest Superintendency (FS) continues to operate unaffected by recent political and institutional changes. The FS is the institution crucial to assuring that the forestry law is enforced and that the desired transformation is forged from speculative and selective exploitation to sustainable management that the law is dedicated to. A number of the activities that BOLFOR hopes to pursue in 1998 is directly related to the institutional integrity and sustainability of the FS and a number of others directly and indirectly impacted by the effective completion of its institutional mandate.

It is assumed that the forestry law, regulations and technical standards will remain largely unchanged. While it be necessary to introduce some minor modifications to the technical standards, major changes are not advisable until enough time is allowed to fully implement the forestry law and the corresponding regulations. Otherwise, sector-wide stability and the effectiveness of the Forest Superintendency will be jeopardized.

It is assumed that the new government will clarify the institutional responsibilities and functions key to the forestry sector at the ministerial level and that the final definition will not adversely affect BOLFOR, but rather foster successful completion of the key functions dictated by the forestry law for the ex-MDSMA. These key functions include forest classification, identification of the areas for new concessions and municipal reserves, and stimulating support for the forestry sector at the national and departmental levels.

It is assumed that PL480 counterpart funds will continue to be made available through an agile and fluid mechanism established to assure the availability of the funds at the field level. The project relies heavily on these funds and delays in disbursements could have major negative consequences.

It is assumed that the Consejo Administrativo will be renewed by the new government and USAID or an alternative system established to assure project continuity.

C

It is assumed that progress will be made within INRA to clarify land tenure problems in areas of key importance to the forestry sector, private and indigenous. While it is unreasonable to think that these problems will be resolved within this next year, progress and continued indications on how the situation will be resolved must continue to be forthcoming.

C

Now that the project is entering its third phase and product development and marketing have grown in importance and companies are in various stages of certification, it is assumed that green markets will exist and prove attractive to certified producers. It is also assumed that the international movement towards voluntary certification will continue.

C

It is assumed that FONAMA will be revitalized under the new government and that it will be responsible for and successful at jump-starting FONABOSQUE and in attracting additional funds for the forestry sector. If this is not to be the case, the project should remove the funds from FONAMA and either manage them directly with PL480 or explore the possibility of placing them with FONABOSQUE.

SECTION IV STRATEGY, ACTIVITIES AND KEY TASKS

A.

Project Strategy

The overall project strategy is to increase the basic knowledge and foster acceptance of forest management by; C

Establishing a strong technical, environmental, economical, and sociological basis for forest management through the creation of core research sites, research projects, and other studies during the first few years of the project that will lead to the development of pilot forest management plans.

C

Advising and supporting the establishment of a political and institutional framework that will encourage and at the same time monitor and, to the extent possible, assure sustainable forest management.

C

Establishing a national level mechanism for certification of forest management activities that will enable the forest sector to enter into the market for certified products and to promote the same for those products that can be harvested sustainably.

C

In later years, promoting the findings of research activities by assisting forest stakeholders in the preparation of forest management plans in order to reach at least 1.4M hectares under forest management and 900K hectares under certified management (numbers taken from D1 & D2 of the SO Framework).

A key to the success of this strategy is the broad participation of the forestry sector; private (forest companies or community groups), governmental agencies, NGOs and universities. The project continues to build upon the collaborative approach used in the design and planning phases. The interest of collaborators to participate in task forces, advisory committees and in the implementation of the project remains extremely high. B.

The Phase 2/Phase 3 Interface

As BOLFOR nears the end of Phase 2 during year 4 and enters into the third and final phase during year 5, it has experienced a "boom" in the demand for its services and assistance. At the time of writing last year's report, BOLFOR had 5 direct beneficiaries working in forest management and at this point there are 14. Likewise, the number of indirect beneficiaries has more than tripled. This expanded demand is in a large part a result of the fundamental and extensive impact that BOLFOR has had on the forestry sector. Upon the establishment of the forestry law and the rapid elaboration and approval of its regulations and technical standards, the sector is undergoing major changes. The area under forest contracts has fallen three-fold. The remaining 86 companies are clamoring to finalize their maps, forest inventories and management plans. Many seek direct assistance and almost all have participated in several of the BOLFOR IV-1

training programs. Many contract with local consulting firms that have received BOLFOR training and use BOLFOR tools such as the inventory analysis software. At the same time, many additional forest stewards have surfaced equally in need of assistance. These include the municipalities, "Agrupaciones Sociales del Lugar" (ASLs), indigenous groups, and private landowners. This surge in demand has required BOLFOR to rethink its strategy on how to work with such an expanded audience of both direct and indirect beneficiaries. Year 5 is a pivotal year in this strategy. BOLFOR plans to continue strong support to the direct beneficiaries or forest stewards (concessionaires, private forest landowners, ASLs, and select indigenous groups) focusing on follow-on activities for the development of forest management plans, such as establishment of a network of permanent plots, continued monitoring of the application of the technical standards, applied research, and the use of sustainable RIL technologies. At the same time, BOLFOR will expand its support to the indirect beneficiaries or the institutional actors that are the likely key players in the future forestry sector of Bolivia. This will include institutional strengthening support to specific groups such as the FS, ministry, FONAMA/FONABOSQUE, Confauna, the Museum, SBDA, CFV, ETSFOR, the UTB-Beni, and CIMAR. It also will include an expanded training program to reach the NGOs that work with municipal governments and indigenous groups in communal forest management issues, as well as the private consulting firms and the CNF/PROMABOSQUE that supports the private sector. It is expected that in year six, the support to the direct beneficiaries will shrink and that to the indirect beneficiaries will remain constant. Section V of this report expands on this reorientation and scheduling. C.

Activities and Key Tasks The highlights of this plan are briefly described in this section by component.

Project Management is well established in terms of its effective delivery of services and support to the field and other project activities, while maintaining a reasonable administrative cost. Highlights for this year will include: C

Revitalization of the "Consejo Administrativo" with the new government or otherwise establishment of the most appropriate decision making mechanism between USAID and the government of Bolivia.

Timely presentation of PL480 financial documents (budgets, reconciliations, reports, etc.) to facilitate the flow of funds.

C

Procurement of additional technical and computer equipment, primarily for the field operations or collaborating institutions.

Continued coordination of the implementation of research and training activities between components and between the BOLFOR Project and other ongoing activities, especially international efforts of CIFOR, IUFRO, USFS, and FAO.

Continued coordination and support from a strengthened BOLFOR office at the national level, adding a secretary/administrative assistant to support the "Coordinadora de Enlace".

Expand the support to publication of technical documents, field manuals, publications, and PR materials.

C

Adapt a new organigram for BOLFOR that provides for additional level of effort for institutional development.

The planned activities that follow by component in Annex 1 may be seen as being very aggressive. While the Project Team feels challenged by the plan, it feels that it is realistic taking into account the section above on institutional and setting assumptions. Now that we have a proven initial track record established and have earned respect from a number of collaborating organizations, it is important to capitalize on this momentum and do everything possible to respond to the strong interest in forest management. This will require stronger managerial roles on the part of senior staff, as additional junior staff are hired to carry out many of the field activities. Furthering institutional collaborative efforts is also key to stretch BOLFOR resources and to provide for the long term sustainability of the project's activities. Quality control through internal monitoring is essential to assure that BOLFOR continues to deliver high quality products.

As also expressed in the Introduction however, it will be necessary to reassess the feasibility of these activities and if necessary, reformulate some of the activities after the first six months. Flexibility to capitalize on unforeseen opportunities and, if necessary, to shy away from commitments that may prove to have long term negative consequences, continues to be essential during this fourth year as we embark in new areas-new not only for Bolivia but for forestry in the tropics in general.

SECTION V SCHEDULING

The project, in year five, is entering its third and final phase. Year five is seen to be a year of consolidation. During the first four years of the project, applied research and application of new technologies have been crucial, as well as the creation of a totally new institutional framework for the forestry sector. Fortunately, the project's cost containment measures in the first four years allow for year five to be a robust year of activities aimed at solidification of many of these new institutional systems and the widespread application of sustainable forest management technologies. In fact it is probably the most important year of the project, other than possibly its start-up. During this year, substantial effort will go to positioning much of the ongoing activity level so that it can be absorbed by institutions linked with the future. On the institutional front during this final phase, sustainability grows in importance and activities are increased to address this concern. During year five, this includes targeting NGOs that work with community and indigenous groups in forest management with special programs of institutional strengthening and training. Confauna will continue to be strengthened, as will the CFV, the "Museo", and the SBDA. Training institutions will be contracted to do much of the training currently carried out under BOLFOR. BOLFOR will strengthen the FS' administrative and field inspection systems. The ministry office responsible for forest classification and policy will receive continued support. Municipalities in their new role as overseers of their natural resource base will be targeted for increased support along with the NGOs that support them. FONAMA and FONABOSQUE will be supported to the extent that they play important roles in capturing and distributing additional funds for the forestry sector. Finally, an institutional home for the leadership and catalytic role that BOLFOR has played must be identified and strengthened. While continuing the scientific and socio-economic research, commercial scale replication of forest management activities will continue and be slightly expanded. Special attention will be given to following-up on the implementation of the forest management plans, annual operation plans, and the monitoring and evaluation systems (permanent plots). Product development and marketing remains of high importance as companies enter into certified sustainable management and the corresponding green markets. Prices and market access appear to be developing as interesting incentives for forest management and voluntary certification. Obviously long-term research issues are far from being resolved and firm conclusions as to what is "sustainable" in the long-term are still evasive. However, the third phase is built around three factors; C

Guidelines for development of future forest management plans as modified and approved in the Lomerío environmental evaluation and applied on over 1.6 million hectares of forest. Just having reliable inventory information from these areas is a major step forward. Establishment of permanent plots as defined in the technical standards will provide follow-on data to this information in order to fine tune management practices.

Proven sound forest management practices from other countries. The interchange of experiences with other countries in the international workshops that BOLFOR has sponsored, supported and attended is critical as is the continued use of experts like Jack Putz, Michelle Pinard and others.

During the first years of the project numerous "tools" for the development of forest management plans were developed and actively disseminated. Among others, these include the guidelines for carrying out inventories, preparing maps, GPS technology, carrying out rapid surveys to identify zones of special biological interest to place under protection, preparation of forest management plans, community level planning, directional felling, cost administration, company level financial analysis, definition of silvicultural strategies, and so on. This technology validation and application will continue in year 5 through the development of tools such as a timber planning model, drying schedules for LKS, model management plans for "asaí@, and others. Growing in importance will be the expanded dissemination of the technologies through existing local institutions such as ETSFOR, CIMAR, the CFV, the UTB-Riberalta, and the SBDA. Support on the part of BOLFOR's collaborators remains key to the timely execution of the project. Definition of the national level institutional actor(s) for the forestry sector is critical. BOLFOR can obviously expect changes during the upcoming year as this definition is made and the ministry offices established. The project must be responsive to these changes and to the extent possible influence their development.

Temas Claves para el Plan Anual de Trabajo 1988 de BOLFOR Los siguientes son los temas claves que serán tratados en el proceso de planificación correspondiente a este año. Estos temas se basan en la determinación del Comité Asesor en sentido de que el manejo forestal es en efecto un mecanismo viable y valioso para la conservación, que contribuirá al objetivo estratégico de USAID para la prevención de la conversión de bosques. Varios de los temas están obviamente relacionados entre sí y por lo tanto, su definición requerirá considerable coordinación y trabajo de grupo. Definir la proporción entre premios y castigos- Es importante decidir qué nivel de esfuerzo se deberá invertir en tratar de fortalecer la capacidad del estado para la aplicación de la ley, la Superintendencia Forestal (el castigo), versus incentivar a los usuarios del bosque a asumir prácticas mejoradas de manejo por su propia cuenta mediante premios adicionales. Estos premios son el apoyo a través de la asistencia técnica y los instrumentos para la industria en cuanto a mercadeo, desarrollo de productos y/o manejo forestal, los cuales crearán oportunidades para el sector forestal. Definir la proporción entre los distintos premios- )El proyecto debe invertir más en mercadeo, desarrollo de productos o manejo forestal? )Se debe mantener la proporción actual? Definir la proporción entre manejo a nivel industrial y comunal- )La distribución de esfuerzos de BOLFOR está debidamente proporcionada entre las iniciativas de manejo forestal a nivel industrial y comunal? Si no fuera así, que nuevas estrategias se deben considerar? El papel del nuevo Ministerio- )Que nivel de participación deberá tener BOLFOR dentro del nuevo Ministerio? )Cuáles son las funciones más importantes para promover el desarrollo efectivo del sector forestal? )Cómo se deben manejar estas funciones? )Existe una atmósfera de cooperación en el nuevo Ministerio con respecto a la participación de BOLFOR a este nivel? Necesidades de personal y organizativas- )BOLFOR cuenta con el nivel adecuado de personal y con la configuración necesaria para cumplir su misión? )Qué cambios serían necesarios? Niveles de financiamiento para 1998-2000- Es importante establecer claramente durante el proceso de planificación de este año los posibles niveles de disponibilidad de fondos para los próximos tres años. Este factor influirá directamente sobre el número de los temas anteriores que se podrá efectivizar.

RECOMMENDATIONS AND CONCLUSIONS The following are the main recommendations and conclusions of a round table discussion of the 1998 proposed work plan. The discussion was focused on key issues identified by the group. Around the table were senior BOLFOR staff, the consortium members, and representatives from FONAMA and USAID. 1)

In general terms, it was recommended that the strategy to deal with community and indigenous groups proposed in the 1998 plan be carried out. It was however recommended that the project should develop and apply analytic systems to involve communities in sustainable forest management.

2)

It was recommended that the project in part address shortcomings in the forestry sector by developing project proposals through FONAMA or FONABOSQUE in areas which BOLFOR no longer has the resources or time to fully address, for example, the FS, municipalities, and TCOs.

3)

In Riberalta, it was suggested that the project leave the door open to work with community groups in Brazil nut collection and forest management if the opportunity arises.

4)

It was recommended that the project should use more aggressive and creative mechanisms to identify initiatives in NTFPs such as a "concurso".

5)

It was recommended that Rurrenabaque and San Buenaventura be selected as one of the municipal strengthening sites given that an appropriate agreement can be reached with the mayors' offices.

6)

In general terms, it was recommended that the project elevates institutional strengthening activities and, specifically, work more intensively with the museum on a broader range of biodiversity research issues.

7)

In relation to the pending institutional strengthening issue and recommendation to create a research/technology transfer institution, it was recommended that the discussion continue behind this issue and that the focus be promotion of sustainable forest management rather than "research".

8)

It was recommended that BOLFOR prepares an agenda for the GOB on forestry issues and that BOLFOR and FONAMA participate in the discussions with the new government.

9)

Conservation International will prepare a draft of their annual budget and plan by Monday, November 11.

10) Two new vehicles as well as some new radios, chain saws, and winches will be purchased. 11) Meanwhile there was substantial discussion about whether the project should hire an expatriate social scientist or not, a final decision was not made. WCS committed to prepare draft TORs and identify potential candidates. 12) A new organigram was presented and accepted with minor modifications.
