Elmcor Annual Report 2009

Changing Lives ONE AT TIME

OVERVIEW: Elmcor Youth and Adult Activities, Inc. was started in 1965 by a group of concerned parents and senior citizens in the East Elmhurst/Corona area of Queens. The organization consisted then of three neighborhood recreational programs and a senior’s club. Elmcor developed from that small volunteer organization into a major provider of human services with clients ranging from pre-schoolers to seniors. Today, Elmcor is one of the largest non-profit community-based service agencies in Queens. Elmcor’s mission is to enrich the lives of individuals and families and to build a better Queens community by providing quality recreation, education and social service programs while fostering the values of responsibility and respect. Highlights of our current services and programs follow.

YOUTH PROGRAMS Elmcor manages several programs for youth development. The afterschool program which functions from 3:00 to 7:00 p.m. on Mondays through Fridays features homework help, individual and small group tutoring, one hour of recreation and sports and free meals and snacks for all participants. We are currently serving approximately 40 youngsters.

In-School Youth Program for 50 college-bound youngsters. Our counselors provide academic remediation, college and career exploration activities and life skills instruction. Additionally, the teacher provides instruction and rigorous tutoring to see to it that students reach their goals. Currently, these students are engaged in instructions for applying to college online – including a comprehensive scholarship search process.

GED Preparation consists of classes with approximately 70 students enrolled. Over 70% of our students are speakers of other languages including Spanish, Korean and Creole (English language learners). Literacy teaching and learning is emphasized during GED instruction. Our success rate is remarkable; approximately 88% of our first time test takers graduate and receive their certificate of completion.

Recreation Center – The Louis Armstrong Recreational Center features a regulation-sized gymnasium for ages eight to 18 where over 500 young people participate in basketball tournaments each season, over 400 youngsters participate in soccer competitions, approximately 30 families are currently involved in Karate, another 20 students are learning boxing techniques in the boxing ring, and about 20 other participants are taking dance lessons. The gym also includes a racket ball court. It is available for afterschool activities -- and to the community-at-large during unscheduled time slots for special events.

“I got my life, my kids and my respect

Hello, My name is Ms. T. I’m a 44-year old woman who has battled a crack addiction on and off for 20 years. I decided to come into treatment in August of 2008, just because I was tired of the streets and jail. I received some information in jail about Elmcor and decided I would not only give them a chance, but also myself. When entering Elmcor, I was greeted with open arms by the staff as well as the clients. Elmcor has given me the chance to sit with myself, and address some long term emotional problems that contribute to my addiction. Elmcor has also helped me to build my self worth as well as build my confidence to want to also help others in the same situation that I once found myself in. I’m still here at Elmcor, getting the support that I need to stay productive. I know this is going to be a lifelong battle, but I do believe with the tools and the assistance of Elmcor, I’m well on my way. Winning my battle with addiction Page 4

Ceremonial signing of New York drug law reforms – April 25, 2009 Gov. David Paterson did a ceremonial signing in Queens [Friday] of a bill that reduces sentences for nonviolent drug offenders. The legislation, which was passed as part of the 2009-10 state budget early this month, gives judges total discretion to divert non-violent addicts to drug treatment, and it expands the state’s treatment programs. “This is a proud day for me and so many of my colleagues who have fought for so long to overhaul the drug laws and restore judicial discretion in narcotics cases,” Paterson said at Elmcor Youth and Adult Activities, Inc., a state Office of Alcoholism and Substance Abuse Services-funded drug treatment center in Corona, Queens.

“For years, thousands of New Yorkers have spoken out against the Rockefeller Drug Laws.” There were a number of elected officials who heard the demand for change and have championed Rockefeller reform in Albany. Senator Eric Schneiderman (D-Manhattan) led the effort to pass the bill in the Senate. Assemblyman Jeffrion Aubry (D-Queens) led the fight in the Assembly. Together with their colleagues, including Sen. Ruth Hassell-Thompson and Assm. Joe Lentol, the Legislature passed the historic reforms.

LOOKING FORWARD Elmcor will expand its services in the near future to include an Economic Development Center which will house six innovative entrepreneurial program components resulting in new jobs and higher skill levels for approximately 400 community residents. We anticipate that a high percentage of these consumers will be graduates of Elmcor’s human service programs. Other consumers will be referrals from local churches, housing, health and other human service organizations. Based on individual assessments, students will be engaged in comprehensive job preparation exercises – supplemented by life and parenting skills, medical and mental health services – and development of personal characteristics such as self-esteem and responsibility needed for job maintenance and advancement.

Additionally, the center will include a New Business Development Institute which will train over 40 persons per year to form their own businesses. Training will include such principles of creative entrepreneurship as business plan development, financing, management skills, sales/marketing, strengthening relations with bankers, lawyers, accountants, insurance agents and other business professionals. Bi-lingual instruction will be available.

The ATTAIN computer lab is evolving into a Skills Training Center where students can obtain the skills they need for various occupations. Instructional Systems Inc. software include courses that covers: Office Skills, Nursing Assistant, Security Officer, Building Maintenance, Carpentry, Electric Repair, Plumbing, Child Care Worker, Customer Service Representative, Health Care Worker, Home Care Aide and many other developmental courses. Once a student successfully completes any of these courses, s/he earns a certificate which verifies their skills accomplishment is extremely helpful during one’s job search.

We are preparing to offer more services to English Language Learners. Many of our clients speak Spanish and others speak Korean, Chinese, Creole and other languages. Currently, we offer e-learning tutorials that teach everyday English. Students listen to, interact with, and learn from characters using natural English in real-life situations. In addition to language assistance, we are gearing up to offer appropriate referrals for human service support as well as immigrant and legal assistance.
